The Public and Commercial Services union (PCS) is balloting members on potential strike action

The Department for Work and Pensions says it is “disappointing to hear” that Jobcentre Plus staff are considering industrial action after the Public and Commercial Services union (PCS) launched a ballot for members as to whether to strike.
The union launched the ballot this week amid an ongoing dispute over staff being asked to return to working in-person at jobcentres around the country, rather than continuing to work from home during the pandemic.
In response, the DWP told Plymouth Live it was disappointed that the union had “chosen this course of action, as the country re-opens and our jobcentres return to full opening hours”.
The department said it remains “absolutely committed to maintaining all our services to customers, and [to] ensuring our sites remain Covid-secure for colleagues and customers in line with the latest public health and Government guidance”.

PCS is asking DWP members to share their views in a consultation ballot about the safety risks caused by the extension of services in jobcentres and rushed plans for video calling
Are you worried about being forced back into a jobcentre when your work can be done from home? Then you need to vote yes in our safety ballot.
This ballot, which ends on 21 May, is not just about work coaches and face-to-face work. It is equally about the safety of all staff in jobcentres.
- Are you concerned about your safety?
- Are you an AO band B being forced back into a jobcentre when you don’t really do face-to-face work and your job could just as easily still be done more safely from home?
- Are you an HEO being forced back into a jobcentre when your job could just as easily still be done more safely from home.
- Are you concerned about the safety risks from management’s rushed plans for video calling?
PCS is opposed to AOs and HEOs being forced into offices and put at risk. We say the DWP is rushing too many people back too soon. They are putting you, security guards, cleaners and the public at risk.
Video calling is another ill conceived, rushed idea that endangers staff. There is no guaranteed protection against your identity being shared publicly, or your video call being recorded and shared. And DWP isn’t prepared to pay the money it will take to safeguard you against these risks.
If you vote yes in the PCS safety ballot it will mean your union has more strength in negotiations to stop AOs and HEOs being forced into jobcentres and to stop video calling being forced on our members.
If you are angry and concerned about these thing vote yes.
This is an electronic online ballot for members who have registered a personal email with PCS and postal for those that haven’t.
Non-members who join by noon on 12 May can vote.

I’m still mystified as to what the purpose and function of the Jobcentre actually is. I don’t see why they are needed, even for phone appointments what’s the point in them ringing me to ask if my circumstances have changed? If they had I would have told them. It’s not like the Jobcentre has any jobs on display for you to apply for, just internet access to find jobs yourselves, which you can do anywhere, at home if you have internet, or at the library, or on your smartphone. Shutdown the Jobcentres and turn them into public IT and Advice centres.

The internet trev like so many job vocations has killed any chance DWP has at being relevant let alone significant.
DWP has zero power to provide anyone a job outside of the civil service. Any notion that the likes of indeed, jobsite, etc need governments assistance to supply a bridge to the population is laughable and just shows still how out of touch ministers/politicians are with the power of the internet.
The DWP or more importantly the government should recognize job related welfare’s only purpose these days is as a cost effective way around not supplying FREE education for an aging workforce who desperately need to upskill to have any chance of remaining useful to the job market.
Gone are the days a person can sustain themselves on a minimum wage that fails to keep up with cost of living through both pay rate and hours supplied.
This government or any successive government shouldn’t waste time pushing people into meaningless employment that’s going the way of the dinosaur. They should be putting people in college seats to study trades that are still going to be around in 10 years time instead of hoping rather foolishly that somehow these very people are magically going to be able to afford an advanced learners loan to lift themselves out of poverty.
We dont need a pay for your future approach, we need an investment in people approach before the rest of the world turns us into the first developed western third world sweat shop.

My East London Grandad has a well paid job in the print in Fleet Street all his life – after he has served in the Great War – working for the Times in the print shop. His brothers had work in the same industry. One of my Scots uncles worked in printing in East Kilbride (the company that did the Radio Times).

Jobcentres are necessary for at least one thing Trev. If there’s a problem with my claim, I’d still much rather be able to walk to my Jobcentre, which is only a couple of minutes from where I live, and sort it out than potentially getting stuck on the phone for however long, or fobbed off. It’s easier to deal with people face to face. It’s harder for them to ignore you. And if you’re claiming UC, it’s even easier for them to fob you off and deny you access to a human with this ‘digital by default’ crap and the requirement to do everything via a journal which they can conveniently ignore when it suits them.

If there is a problem with your claim my local jobcentre will just just you the number of the ‘Benefit Delivery Centre’ and send you on your way 😉 But you are right about it being easier to fob people off by phone. It is like doctors appointments. It is all telephone and digital appointments now. All to ‘triage’ you into a black-hole and hope you either die or go private. If you think you are seriously ill you have turn up at Accident & Emergency, the NHS isn’t no Holby City. It is like the Australian system. Down Under you are not allowed elective surgery (treatment that can be scheduled). My Aussie friend (only in her early thirties) was in agony with pains in her gallbladder, it was shot through with holes, but the doctors wouldn’t do anything. She only got treated when she was at death’s door, and went through the Emergency Room door. We in the UK are operating the same system in disguise. At least Down Under they are honest about it. And in case you are wondering the gall bladder problem it was supposedly down to eating too much fatty foods 😉

The benefit system functioned perfectly well for over a year, with Jobcentres closed, and no signing-on.
Everyone was paid on time, the system did not collapse. Despite there being millions of claimants.
Without any interference from Jobcentres and Work Coaches. Any sensible society would now re-evaluate the whole benefit system, in favour of Universal Basic Income.

Yep, why spend £Billions of public money every year on keeping the Jobcentres open? What does the country get in return for that expenditure? The Social Security system ensures that millions of people fall into debt and arrears through deliberate payment delays and Sanctions, forcing them to rely on foodbanks to which the public donate. How does this situation make any sense? This is what Starmer’s Labour party ought to be saying and questioning but they’re still too scared of being branded the ‘Scroungers party’ or the ‘Dole party’.

Instead they let IDS loose to blow more Billions on insane welfare reforms. The world has gone mad. Jobs are being lost to technology too, soon it must become obvious that there’s more workers than jobs and the Social Security system is not designed for that. We need Basic Income as a matter of urgency. All political parties need to wake up to the elephant in the room.

That’s easier said than done because different sections of the public want different things. Many of the White Working Class (that I know personally have spoken to) want an end to immigration and existing immigrants sent “back to where they come from”, how can Labour agree to that? Many older Working Class people want a return to Imperial measurements and even pre-decimal currency, will Labour deliver? People such as myself want the abolition of Jobcentres and the introduction of Unconditional Basic Income, and a lower State Pension age, will Labour listen to what I want? Of course not. I don’t think Political parties do allow the general public to decide their manifestos.

well if you got fuck all to put on a cv in the first place not much point in interview skills is there as these days it is what is on your cv like checkable references and recognised qualifications is what matters not some crap making pictures out of bog roll.
imo they will just maintain contact via the phone until they can get everyone enrolled and signed up and that’s when the fun will start.
you should make it clear to them on the next call that they are wasting there resources on you and they wont get a job outcome payment or a delivery fee as you wont sign there paper work but will be happy to participate and stand in the corner all day.
places on these things are limited at the moment so informing them that they would have more luck with trying to con some other sucker in to there scam would be more cost effective from there point of view.

Oh good , let’s have a Full Independent Public Inquiry over DWP deaths that takes over 30 years like the Grenfell Tower one. Deaths at the DWP does not merit Full Independent Public Inquiries. It also does not merit Corporate Manslaughter. The DWP should be charged for DWP State Sponsored Murders which is a criminal offence. DWP seems to be run by criminals that also include the DWP as criminal for Universal Credit Sanctions. The United Nations have already had a full public inquiry over the DWP Human Rights Abuses within the DWP Policy.

Free, Means tested and how full-time education fits in with welfare.
At the queens speech today Boris is so called going to put rocket fuel into retraining and upskilling for older teenagers and adults alike. Thing is are we still going to see a have and have not situation coupled with a notice “unemployed need not apply if full-time” ?
Currently the welfare system does not allow full-time education, stipulates a claimant has to give up said education despite being in debt to for ANY job offer even if its cleaning toilets for 10 hours a week min wage with no guarantee your work next week.
Will we see a change of stance in this area, will as Boris boasts steer in a direction that encourages all unemployed to study full-time rather than waste time in min wage jobs that are bound to make near any education plans impossible to complete ?

Just had my phone interview with the Jobcentre, which took me by surprise because it was booked for 3.45pm not 2.00pm, just shows you need to keep your phone handy on the day regardless of the time. Anyway, that’s that, got another phone call booked in for 25th May, still no mention of face-to-face appointments. I’m free to get on with the rest of my day now.

As there is next to no voter fraud going on in the UK this move is 100% an attempt at voter suppression, a disgraceful but very common tactic used by the Republican Party in America to discourage minorities from the ballot. Boris knows that most of the people without passports or photo card driving licenses are the ones who don’t drive or take foreign holidays, i.e., older people, young people, poorer people and hard pressed people. Apparently people without photo ID will have to apply to their local authority to get it, presumably something similar to the bus pass retired folk can get from councils to enable them to use public transport gratis. The question is: How many people without photo ID will go to the trouble to apply to local authorities for a “voting card” which presumably requires at least one passport photo (about £5.00 for four in a Photo Me booth) to be submitted as well as specified proof to show that you are who you say you are, e.g., birth certificate etc., possibly countersigned by a “responsible person” to bear witness that what you claim is true?
I mean it’s been a struggle to get mistrustful minorities to turn up for Covid vaccination, which might save their lives, and is probably going to be even hard to persuade them to jump through hoops to get some sort of photo ID from their local authority to enable them to vote in elections, especially if it costs them money and requires them to put themselves out to acquire. Large numbers of citizens amongst minorities don’t vote now and if Johnson beings in the photo ID requirement even few will be voting in local and general elections in future skewing the ballot towards the Conservatives permanently.
Typical behaviour for a cheat like Boris Johnson but a bad thing and very sad day for British democracy.

at the end of the day you have no contract with this company and they are breaching the data protection act id ring them and put them in there place as this is not on at all! and have your phone number removed from there data base or you will be reporting this to the ico.

Be careful about uploading your CV, because once you’ve done that you never know from that point on who has seen it or gets to see it. As far as I know you cannot be made to make your CV public and there was a hell of a fuss about this and the original Universal Jobmatch website, because the DWP tried to bamboozle people into uploading their CVs for “employers” to browse, although it turned out that security was so lax pretty much anybody could get free rein to do this by posing as na employer, sometimes threatening people with fake sanctions and whatnot to make them toe the line. I made the mistake of making my CV public after being advised to do so and ended up getting bombarded with nuisance calls, morning, noon and night, trying to sell me crap and sign me up for courses almost immediately after doing so. This never happened before I uploaded my details and I can only assume that my data had been “harvested” and included in a data list containing millions of names which got sold on to goodness knows how many telesales companies without my consent.
Eventually things became so bad I actually had to ditch my original telephone number and get another one.
My advice would be to keep all of your data, especially your CV private.

help with IT skills, job search, CV writing, interview support
support to consider different employment sectors/routes and ways of working including home working
building confidence, self-belief and self-motivation
support for anxieties about working in a Covid-19 environment including potential access to mental health and wellbeing support
signposting to skills support and other specialised help and training
seems like they are totally ignoring what jets is for and dumping you on a pointless online course and want your cv to try get someone to employ you and get there job outcome payment and dont forget the quality of work does not matter it just has to be 16hrs a week.

imo they want the cv on there data base so to match it to jobs advertised also on there system so they know who the employer is and thus get the job outcome payment.
so say they get you a interview for a cleaning job 16hrs per week and 3-4 busses away they wont care if you are spending most of the wages on bus fair let alone food because there getting there money for nothing out of you.
the quality of the job is not important only the number of hrs worked per week to get a job outcome payment @16.

Government yet again refuse to bring back educational concessions.
There was a time the unemployed, the poor were afforded education by way of concessions. This meant if you were unemployed or poor enough that education was free to help better your chances of lifting yourself from the position you find yourself in.
Rather than reintroduce this smart investment move, government has instead continued along the path of granting educational retraining and upskilling for debt when they could have just as easily made the money back through increased taxes and NI they would gain as a result of.
What todate they have offered free in the way of educational retraining and upskilling has often been min wage to low pay job vocations making people no better off.
When providers benefit more than those who need a change of direction you end up with nothing more than a broken system filling yet again the wrong pockets.

In my experience the trouble with “training” while unemployed, Doug, is that it is too elementary and short-term to help anybody get a job let alone change career. Some of the “courses” are pretty useless too, like one day “courses” in first aid or health and safety. Years ago there used to be Skillcentres where people could go and train in practical things, e.g., bricklaying or machining, for six months which did get some people into jobs although no Skillcentre graduates were ever considered to be “skilled” and so normally didn’t get paid decent wages. The trouble is that to become really proficient in anything takes time and a chance to see and undertake many different kinds of activity in order to accumulate enough theoretical and practical experience to be useful; which is why pre-Thatcher many people served four or five year apprenticeships in order to pick up the required knowledge and practical skills required for particular and usually well-paid kinds of jobs. These days “training” in often measure in terms of day or weeks rather than months or years and is, as you say, not equal to the task of re-skilling or up-skilling a modern workforce lagging behind that of competitor nations.
Apparently the government is going to provide loans to enable people to pay for their own training. All I can say is that I hope that as few people as possible don’t get ripped off by paying a lot of money for useless poor quality training that will leave them in debt but never help them secure decent jobs. I remember when New Labour gave £200.00 to spend on training to pretty much anybody who wanted it and how bogus “colleges” snatched those grants away from people and either provided nothing in return or totally useless materials leading to worthless certificates and qualifications. Based on past experience I think that the Conservatives plan as per lifelong training and education will turn out to be similar to what we have already witnessed. There won’t be enough jam and what jam there is will be spread too thin to do anybody any good.

Your be pleased to know then the old qualifications, the days of nothing but classroom and facsimile mock ups of the area your working towards are gone. NVQs require onsite actual working work experience which forms a part of your assessment towards said qualification. You literally cant qualify without it.
Your asked before applying for a course if you have someone to do the work experience with. Some colleges even supply a service to help secure such.
The type of courses im talking about is all the courses supplied by college in their brochure, proper trades like science, engineering, teaching, IT, etc.
All you have to do is make the careful choice of what your interested in then attend an open day to sit down with the tutors so they can inform you of the requirements you need, tell you what the course entails and assess your capability do as to inform you if its a fit for you or a waste of time.
The only thing missing these days is it use to be FREE for the unemployed/low earners.
It was sadly part time back in the day but despite DWP mandating a claimant could only take this type, it was actually created to fit around work. The problem however is like you say, it takes but it wouldn’t be the case if the part time was condensed into fulltime.
At 48 days 9 to 5 for a level 2 over two years and 48 days 9 to 5 over one year means the course and examines could be completed in around 6 months.
Sure, you cant expect to go out an earn straight away but it will pay dividends in around 2 years. Until then its min wage or higher dependent on trade and natural skill.
People just need to realize its a better position to be in than just unemployed. We cant and never could go about expecting a good wage at the drop of a hat, life just does not work that way.
This is ultimately what the unemployed need instead of the irregular trudge of insecure hours and relentless life time of the lowest wage.

I think that the government want to make vocational training similar to academic study where students pay for their courses with loans, a backward step in the case of unemployed persons or persons with low incomes who would struggle to repay such a loan unless the training paid off with a better paid job. Full time students only have to pay back their loans if their earnings rise above a certain level and it would be good, if the government absolutely won’t fund free training for vocational students, if vocational students had the same deal only paying back their loans, in affordable instalments, when their pay rose above the national median income say. I think that many people who would benefit from training the most will be put off from signing up for it if it means them taking on debt and that people on the breadline should be given access to high quality training free or only have to pay for it if/when in a position to afford it.

Sadly the concessions i mention were replaced with the advanced learners loan even for the unemployed/low wage. It will be interesting to see how exactly thats going to change.
Currently you dont start paying back the current one unless you earn over certain thresholds dependent on plan you agree on.
The thing is (the hook), your charge interest the moment they make the first payment to your college which is around the start of the course and continues while the debt remains.
In other words, your hammered by interest currently.
The other current con is it only applies to certain courses.
Like i said, we will have to see the changes to see if at all it really benefits anyone.

The video calling from the Jobcentre seems sinister to me. What’s to stop them doing it umpteen times a day to check up on you, make sure you are at home when you say you are, and check to confirm that you are sitting in front of your computer looking diligently for “opportunities” during your 35 hour jobsearch? Could you be sanctioned for not answering a random video call when you had claimed to be jobseeking at your PC, at that time, on your jobsearch record? The video call enables the DWP to enter your home and peek over your shoulder, virtually, which is something I could really do without. Who the hell would welcome that! If the DWP had the manpower video calls could be a really invasive way for Jobcentres to monitor and surveil claimants in their own homes – like the two-way telescreens Orwell described in 1984!

That is why I attend the Jobcentre for face-to-face-appointments. And as far as the Jobcentre goes I don’t have a phone 😉 A lot of jobseekers are lazy (even on here) and prefer phone contact. But once you go down that route it is a slippery slope. I will also be declining any offers of a phone or a tablet computer. You think it is bad attending a Jobcentre once a fortnight. But at least they are fixed appointments. They have to be booked in advance and they have to give you your bus fare if they are not your regular appointment day. But with IT you can be monitored in your own home 24/7 having to be sat at your device that is enabled with tracking software that monitors your keystrokes, mouse and eye movements and alerts the DWP central control room if you are not on findajob for an automatic sanction to be applied. You will effectively end up a prisoner of the DWP all because you were too lazy to attend the jobcentre or fell for the offer of some new, shiny electronic gizmo. Try and envisage where things are going.

DWP digital chief sets out four goals
Simon McKinnon has set out the priorities for the DWP Digital team in a blogpost, following up its work to support surges in home working and applications for universal credit sparked by the Covid-19 lockdown.
He said the first step is to maximise the performance and stability of digital services. The department can build on its framework for managing technical debt in its infrastructure with planned refresh cycles, evergreen upgrade approaches and the increasing use of cloud services.
Now it wants to focus more on the replacement rather than the repair of its application portfolio.
Its second goal is to speed up the strategic transformation of services, with steps such as automating more changes of circumstances, building new shared components and ensuring that existing services share data and life events.
McKinnon said DWP Digital has been running experiments and has more lessons to learn, but is now confident in its approach and is making progress with the use of shared components, including evidence and identity management and channels such as video and web chat.
Innovation, capabilities and capacity
Third is continuing to innovate, with priorities including identifying fraud through data analytics and machine learning, building conversational telephony services and new low code solutions.
Fourth is to build capabilities and capacity. McKinnon said a significant step was taken last year with the plan to bring DWP Digital together with the department’s digital tech provider BPDTS. The merger will take place on 1 July.
“Going forward we will look to nurture and develop everyone across the organisation through a variety of learning opportunities,” he added.
“We already have some great initiatives around diversity, wellbeing and inclusion, and I want to make sure we continue and grow these so that we’re making sure everyone in the department feels they are supported.”

they will use the email address to set up a provider account as a point of contact and send you the log in details to do so and as far as i can tell once you do this and accept the sites terms and conditions will mean the provider will say they have a contract with you via joinder as you are using the service with a digital account that they set up with your email address and you accepted the terms of usage cookies ect.
now if you have no email address then they cant send it in the first place so we will have to see what happens in regard to how there going to get round that one esp with ppl like me signing up to this bollocks.
and then there is demanding cvs be uploaded to said providers servers using software buy another company why imo they are using this tactic to get round the gdpr and con you in to using there digital training site and use it to apply for jobs.
if you upload a cv it will be used to apply for jobs for you and be changed no matter the job or how many hrs it is or far you have to travel the sole purpose of these providers is to get the job outcome payments as you are there profit unit.

Reed are DWP hench people. Their portal kept sending me 4 tasks, id completed 4 times already. When i complained i was told not to send emails like that. They use unwanted CBT language to bully long term sick folks with mental health issues. I have ppd and had psychosis and dont appreciate being offerred precarious 12hrs or less jobs which included selling, avon in sunderland when i dont drive and bodyshop. Also had commission only. Im single, i need proper jibs that fits with my disabillity

Liberty has a good level of education and has previously worked in a variety of admin and customer support positions, since finishing her education. She was working in a job which she enjoyed until March 2020, until due to the pandemic, Liberty was furloughed and then made redundant from her job.
Through speaking to her Work Coach at the Job Centre, Liberty was referred onto the JETS scheme as her goal was to find permanent full-time employment and was made aware that the JETS programme would support her in all areas of employability.
Whilst there were some IT issues during her time on JETS, this was overcome with regular telephone sessions with her Employment Advisor to discuss aspirations, CV advice and local job market information. Liberty signed up to a Digital Marketing Course through Activate Learning to expand her knowledge and skills in this area.

Liberty’s Employment Advisor Lynnette sent her job links of job posts that she thought Liberty would be interested in applying to for work. Liberty secured a job assessment and face to face interview and has now gained a role in Customer Operations which suits her skillset, goals and aspirations. At interview Liberty told the interviewee that she has interest in developing her skill set in the company through training and development and hopes to work in a supervisory role in the future. The employer has recognised this and will offer great training and support with her moving forward.

To make you think that this forelock-tugging servility is a good thing. It is for them, the training providers. Particularly when they push you off into some naff zero-hours job you wouldn’t have touched on your own. And then persuade you into thinking it’s great ! Plus of course the satisfying feeling of an outcome payment for the company, and a bonus for their advisor.

I remember when the wc got my email address through ujm,she gave it to the provider , I only knew when the provider asked me to confirm it. I did not confirm it and as soon as I went home I deleted the email address.
Also when I removed my name from the electoral register, the following week the jobcentre had my email address.. so I had to delete another email address.
What gets me is how shocked the providers act when you don’t want all you personal info given to God knows who.

I was sent for an apprenticeships when I was on one of these programmes (with Remploy) I was told I could stop for the meeting but the IT apprenticeships were aimed at 18-24 years old) I was in my 30s.

If they suggest it to me I’ll find out and refuse it unless it’s mandatory. I’m completely up for anything that would benefit me but am sick to death of sitting in a room full of people much younger than me and treated by condescending private providers as everyone present were fiddling, had learning difficulties, or suffered from personality disorders, which could be overcome by a few tweaks, presentationally, like wearing a silk tie to interviews and rejigging a CV.

I have noticed the news channels seem to be playing down the reporting of the spread of the Indian variant here in the UK. When they do say anything, it’s usually short and sweet. Almost like an afterthought. I wonder if they’ve been gotten at by Boris’ People. Covid-UK and wearing a face cover is far from over. When the Doctors, Pharmacy’s, Jobcentres and Tescos, etc. take down the plastic screens, then it’s over and not before.

I don’t get many phone calls so maybe I have not noticed it before. I had a call from the jobcentre to discuss my jobsearch and it all went well. It lasted just over five minutes and when it was over and I pressed to hang up I saw something at the top left. Just like when Google are downloading libraries and you click on it to cancel. Anyway I clicked on it and it was asking if the 0800 number is spam or not. I instantly clicked it off without thinking.
Do phones automatically ask you if a number is spam? I have never seen that before.

Dear Department for Work and Pensions,
I have been denied both UC and PC as my wife has not reached 66 yrs of age. I turned 66 four years ago, but get no PC or UC. This is victimization and proves that the DWP claims system is seriously broken. I will have lost out on 5 years of PC and UC by the time my wife turns 66, will you pay both retroactively for me when she reaches 66? Have we received any financial help since the beginning of the Pandemic? Not one penny. She has also been waiting for 18 months for a new NIN, but she was told that DWP cannot locate her previous number, which is simply mind-boggling, since we know that she did not have have previously, which is why she applied for a NEW one.
The entire DWP is staffed by untrained people, the rules are complex and confusing, and penalize those of us that fall through the cracks due to DWP errors. We even applied for self-employed-based financial assistance and not received any response at all.
What is going on, and how do you expect us to repay loan-shark loans with 30% to 40% interest rates, when there are no jobs, a pandemic, and a government agency mandated to help those of us in need falling down on the job.
I realize that this letter will be deleted and not acted on, which is to be expected as you police yourselves.

If the DWP is going to snoop on claimant’s bank accounts to tackle benefot fraud there, shouldn’t HMRC be snnoping on non-claimants bank accounts to tackle tax fraud too? Tax fraud is responsible for a much greater loss of money to the exchequer than benefit fraud after all. It doesn’t seem right that only the bank accounts of benefit claimants are targeted for inspection, in real time, while other bank accounts get a free pass as far as undisclosed income is concerned.

PCS opposes mass return to work in jobcentres on 17 May

The DWP has ordered jobcentre staff to return to work from Monday 17 May. PCS has received reports that work coaches have been instructed that they must do 9 face to face interviews per day for 18 to 24 year olds and 5 interviews per day for over 25 year old. There have been variations in reports to PCS but there has been a consistent message to work coaches that a massive ramp up in face to face interviews must begin from Monday
Not slow, Not steady, Not safe, But irresponsible
Up till now DWP claimed that any increase in face to face activity will be slow, steady and safe with work coach empowerment. This latest ramping up of face to face activity breaks that promise to staff.
PCS knows that since face to face was extended on 12 April there have been more Covid related office closures. This will cause more staff to become ill and more offices to be closed by outbreaks of Covid.
PCS believes that it is irresponsible to insist on this significant ramping up of face to face activity in Jobcentres when there are genuine increases in rates of infection due to new variants. That is why PCS has raised our concerns at the heart of government with the Cabinet Office.
Attend union meetings – PCS reps are being asked to organise union meetings in car parks and by zoom to get your views. Make sure you attend and have your say.
Vote YES in the ballot, complete the e-action – It is now even more important that you vote in the consultative ballot for industrial action. The ballot closes on 21 May.

PCS are not telling you refuse to work but the law offers certain protections to workers in respect of their health and safety. For example, where you have a reasonable belief that there is serious and imminent danger that you cannot avoid, workers who do not attend work or leave their workstation may not be placed at any disadvantage because of their action. Workers are protected in these circumstances from being subjected to a detriment by the employer as a result of such action.

If they are going to scrap the uplift altogether, then the legal argument will just be about a discontinued

Backbench Tories may have something to say about that and are the main reason for the current extension of the “uplift” until September. And who is to say that Dr Coffey will even be Secretary of State for Work and Pensions that long? Personally I think it’s going to be very, very difficult to strip £20.00 a week away from claimants, overnight, especially if when the jobs furlough ends many more people discover that there are no jobs for them to go back to and end up unemployed long-term. I doubt such a move would go down well in any of the northern “red wall” constituencies the Tories won from Labour or help the Tories cling on to these constituencies come the next general election.

Never seen benefits increased and then, later, slashed by £1,000.00 a year before. The usual sneaky way that governments cut benefits is by increasing them yearly below whatever inflation is at the time, meaning that over time benefits wither on the vine, cutting them in real terms slowly but not with a snap of the fingers.
If they actually do slash UC by £20.00 per week there is bound to be one hell of a backlash.
My bet is that there will be a bit of a rebellion on Johnson’s side against doing this and whether it happens or not will depend on how big the uprising turns out to be because a lot of the new “red wall” and marginal Tories will want to keep their jobs and won’t want to turn the people who elect them against them. The cut Therese Coffey seems proper gung-ho for isn’t cut and dried by any means and may yet not actually happen.

person needs to be aged 16-24, on universal credit and considered at risk of long term
unemployment by a work coach. An employer can advertise that they are taking on Kickstart
funded jobs. But Kickstart funding is only paid for approved Kickstart jobs fil ed by an eligible

Example
A company decided to process on the basis of consent, and obtained consent from individuals. An individual subsequently decided to withdraw their consent to the processing of their data, as is their right. However, the company wanted to keep processing the data so decided to continue the processing on the basis of legitimate interests.
Even if it could have originally relied on legitimate interests, the company cannot do so at a later date – it cannot switch basis when it realised that the original chosen basis was inappropriate (in this case, because it did not want to offer the individual genuine ongoing control). It should have made clear to the individual from the start that it was processing on the basis of legitimate interests. Leading the individual to believe they had a choice is inherently unfair if that choice will be irrelevant. The company must therefore stop processing when the individual withdraws consent.
so like i said you have a choice just because the jcp sent your data to a provider does not mean they can keep it and process it if you refuse.
this is why providers get you signed up as soon as you walk in the place because once they have that the course then does become mandatory.
a mandatory letter to attend a providers office for induction is just that you must attend on said date and time and that’s it you have done what was asked of you.
its then up to the provider to get your paw print and use threats of sanctions if you dont but it is all a load of bollocks as they cant do shit until you are signed up.

When is the lawful basis for contracts likely to apply?
You have a lawful basis for processing if:
you have a contract with the individual and you need to process their personal data to comply with your obligations under the contract.
you have a contract with the individual and you need to process their personal data so that they can comply with specific counter-obligations under the contract (eg you are processing payment details).
you haven’t yet got a contract with the individual, but they have asked you to do something as a first step (eg provide a quote) and you need to process their personal data to do what they ask. This applies even if they don’t actually go on to enter into a contract with you, as long as the processing was in the context of a potential contract with that individual.
Example
An individual shopping around for car insurance requests a quotation. The insurer needs to process certain data in order to prepare the quotation, such as the make and age of the car.
It does not apply if you need to process one person’s details but the contract is with someone else.
It does not apply if you collect and reuse your customer’s data for your own business purposes, even if this is permitted under your standard contractual terms and is part of your funding model.
It does not apply if you take pre-contractual steps on your own initiative, to meet other obligations, or at the request of a third party.
Note that, in this context, a contract does not have to be a formal signed document, or even written down, as long as there is an agreement which meets the requirements of contract law. Broadly speaking, this means that the terms have been offered and accepted!!!!!!!!!, you both intend them to be legally binding, and there is an element of exchange (usually an exchange of goods or services for money, but this can be anything of value). However, this is not a full explanation of contract law, and if in doubt you should seek your own legal advice.
When is processing ‘necessary’ for a contract?
‘Necessary’ does not mean that the processing must be absolutely essential or ‘the only way’ to perform the contract or take relevant pre-contractual steps. However, it must be more than just useful, and more than just part of your standard terms. It must be a targeted and proportionate step which is integral to delivering the contractual service or taking the requested action. This lawful basis does not apply if there are other reasonable and less intrusive ways to deliver the contractual service or take the steps requested.
The processing must be necessary to perform the contract with this particular person. If the processing is instead necessary to maintain your business model more generally, or is included in your terms for other business purposes beyond delivering the contractual service, this lawful basis will not apply and you should consider another lawful basis, such as legitimate interests.!!!!
so as the providers need this data to create contracts and sustain there businesses model there braking the data protection act as far as i can see.
so if the provider sends you log in details to there server and you log in and accept the terms and conditions of the site they do not need a wet signature as this will now form the contract between you and the provider and have your ip address.
like i said you have a choice but how many ppl will just log in like sheep and not realise what they have just done and the shit storm to follow.
now if you think about it a provider portal to online courses ect means unlimited placements as claimants have to use there own equipment internet and electric out of there own pocket and no need for massive office spaces they will be raking in the cash.

Whenever a controller uses a processor, there must be a written contract (or other legal act) in place.
The contract is important so that both parties understand their responsibilities and liabilities.
The UK GDPR sets out what needs to be included in the contract.
If a processor uses another organisation (ie a sub-processor) to assist in its processing of personal data for a controller, it needs to have a written contract in place with that sub-processor.

as the dwp remain the data controller of what ever they send to a provider then it is the dwp you have to ask to have it removed from there data base and then the provider can no longer process them either.
we have signed claimant commitments or did and this is what gives the dwp rights to be a da\ta controller as they need a signed contract to do so but when a claim is made online for uc and you accept the terms and conditions of making a claim like this they dont require a sig in that case as a online service.
so if the dwp dont have a email address to send to a provider or you have it removed there plan goes out the window.
the problem is what is the first thing ppl do when made unemployed make a claim for uc online with a email address as it is more easy, yeah that ones going to bite them all in there ass in the long run.

Right to erasure
When does the right to erasure not apply?
The right to erasure does not apply if processing is necessary for one of the following reasons:
to exercise the right of freedom of expression and information;
to comply with a legal obligation;
for the performance of a task carried out in the public interest or in the exercise of official authority;
for archiving purposes in the public interest, scientific research historical research or statistical purposes where erasure is likely to render impossible or seriously impair the achievement of that processing; or
for the establishment, exercise or defence of legal claims.
The UK GDPR also specifies two circumstances where the right to erasure will not apply to special category data:
if the processing is necessary for public health purposes in the public interest (eg protecting against serious cross-border threats to health, or ensuring high standards of quality and safety of health care and of medicinal products or medical devices); or
if the processing is necessary for the purposes of preventative or occupational medicine; for the working capacity of an employee; for medical diagnosis; for the provision of health or social care; or for the management of health or social care systems or services. This only applies where the data is being processed by or under the responsibility of a professional subject to a legal obligation of professional secrecy (eg a health professional).
for the performance of a task carried out in the public interest or in the exercise of official authority;

so the dwp can refuse to remove that data but they still can not force you to accept the terms and conditions of using the providers web sites and forming a digital contract.
