A4e Work Programme performance revealed

Ipswich Unemployed Action can reveal A4e’s performance on the Work Programme.

Despite clear instructions not to reveal ANY information on the scheme, A4e decided to publish the statistics on its website. I assume they don’t understand the clear instruction of not to defraud the taxpayer either!

    • You might find it useful that the #1 ranked provider has only 5 referrals to their name whilst for example #2 has a 169. The scoring system seems to heavy on percentages than actual figures

      #1 = 5 referrals – 100% attachment rate – 40% Job Entry Rate (thats 2)
      #2 = 169 referrals – 86.4% attachment rate – 6% Job Entry Rate (poor figure but equates to about 9)

  4. Hi everyone,

    I have just received a letter from the Jobcentre asking me to attend an ‘office’ interview in 2 weeks time because “a query has arisen on my claim”. It further says they can suspend the payment of my paltry “benefits” if there is a doubt. This letter has me a bit worried because I cannot think why a doubt on my claim should exist. They are asking me to go into the office with my passport and 12 months bank statements FOR ALL ACCOUNTS HELD. I am a poor guy. Why are they intimidating and terrorising me like this? Why aren’t they asking Emma Harrison to come into the office after paying herself £8.1 million from taxpayers money?

      • The NHS and Welfare Reforms alone, without workfare considered will cause a second lot of riots in our cities.

        I am not looking forward to it.

        But maybe next time on a scale like the poll tax riots, could end up removing the Government. Sadly means London 2012 will be a disaster, but I gave up caring after they spent so much money on the crappiest logo ever!!! Money aside, its dreadful. Pay 10 times as much for a decent one would be fine LOL

        People even donated their time in a competition for FREE to design a better logo, had many good entries, several were brilliant… all they wanted was name attribution and all would have been great 🙂 But no…

    • How silly, how many benefit claimants will keep 12 months of bank statements?! Its unheard of. Even if you do retain them the chances of misplacing them is rather high. This said many banks have online statements and do not send a paper statement any more. This now assumes you have a printer… you cannot just pop down your local library or internet cafe to sign into internet banking to print off all your statements!!

      Is it an interview under caution?

      This sort of activity will be on the rise – DWP have ordered this “routine check” in the last month or so. Before that jobcentres are becoming more strict on evidence provided. Where a jobseeker is used to verbal evidence they now insist in written evidence… that is all fair enough, but you cannot expect after say 6 months of being asked verbally for evidence (even if you had a written log) to be requested for written evidence only to be given a formal warning where next time you will be sanctioned!

      My advice is take your anger out on the state by peacefully protesting against workfare and welfare reforms in NUMBERS… do the damage you can without allowing someone to steal your money.

      Emma Harrison CBE? Well… the Government looks after the rich. Did you know rich people can get tax breaks from investing in “risky” (i.e. any venture where funding cant be got from a bank) businesses?? Let me see do I pay part of my taxes (say £50,000) to the state without control or ownership… or invest it into a business where I could get a ZERO return (like taxes) if unlucky or take a LARGE stake in some small business which could get a return of several MILLION??

    • Not knowing exactly what the letter says it’s a little difficult to advise. This does sound a bit like an ‘interview under caution’ letter.
      Mind you, does it state such on the letter? Or do they call you in and then caution you at the JC? Who does the caution? Does an employment officer or JC manager have the ‘power’ to issue one? Dunno, just typing thoughts!

      I’m pretty sure that if this is the case you are entitled to have someone present. Whoever, a family member, friend etc. Daresay even a lawyer if you have one to hand! Although they should act as a witness to the event and not participate in the interview.

      If you are innocent then try not to worry. Though that’s easier said than done.
      Only answer questions that are relevant to what they are investigating. They may well take this opportunity to ask you whatever they feel like.

      And only supply the bare minimum of paperwork. If you don’t have 17 bank accounts then you cannot take any statements in now, can you?
      Do not get nervous and start talking too much. Keep it slow, give yourself time to think. Stay cool.
      This isn’t currently a police matter, just an intimidating interview in a jobcentre. Probably will be recorded, maybe you should record it yourself, for your own records. Maybe concealed, they may not want you to record.
      You should be entitled to a copy of the interview if recorded, A transcript of it at least.

      Have you been late or missed any appointments recently?

      Are you on the work programme? Have you been giving them any problems? Have they been giving you any problems?

      Just stay cool, think before you speak and don’t let them bully you. You do not have to stay and be interviewed if it gets nasty. You can leave at any time, but this could affect your benefits,
      But again, if you are not defrauding them then you have nothing to fear.
      If it were me and I was innocent (I am) I would be subtly and politely taking the absolute piss. But that’s just me. I laugh at the idiots. Though always nice to them if they are nice to me!

      Regarding savings I believe you are allowed to have up to 6 grand before it affects your entitlement to JSA. Though I’m not 100% sure. Thought it worth a mention and maybe you could check it out. Though if you have nothing like that then it wont be an issue. Just some thoughts.

      • Thanks for your reply. On my letter it does not say ‘under caution’ anywhere. The letter I have received from them has the following things written on it:

        – Jobcentre Plus Customer Compliance
        – Invitation to office interview
        – We need to see you in order to discuss the benefit we are currently paying you because a query has arisen on your claim. We need to ensure your payments are correct and it is essential that you attend this interview to discuss the matter
        – Things I need to see: Proof of identification, such as: Driving license, utility bill, rent agreement, etc bearing your name and address
        – We also need to see: 1) All your passports 2) 12 months of bank statements for all accounts held

        Feel free to refer the case to the police if you feel there has been any element of criminal wrong-doing, otherwise leave me alone. I have never had any problem with my claim and there is no reason why there should be now.

        I will not hesitate to pursue action against you for harassment under criminal law if making unfounded vexatious accusations for the purpose of bullying and causing anxiety.

        Dumb ******* a driving licence and passport?! Either are valid as photo ID. I assume they might think you left the country? Perhaps bank statements to see transaction for tickets etc?

    • Say the 386 figure is for 6 months.

      Lets be kind to double it to make it for a year (I am sure performance wont be so linear, likely to deteriorate)… I make that 772.

      We will be kind and disregard the fact it is a leap year. makes around 2.11 … lets say 2… 2 jobs per calendar day or simply a person in a job every 12 hours.

      So where is the assumption of one every 7 minutes or one every 10 minutes come from? A4e has international operations, however, the few number, and in some cases rather small contracts, isn’t going to change the one job per 12 hours figure into one every 7 minutes!

      Of course, we cannot prove this because statistics isn’t held available for overseas… I am sure they are internally with A4e, but they aren’t published (or as far as we are aware)

      I make the every 7 minutes figure (I am terrible at maths, bare with me) around 205 per day. (772: if you missed it is our doubled figure… to account for a year) Do A4e only operate for 4 days a year?

      You would have thought someone wouldn’t just take their word for it especially after very poor performance in their history.

      • The “one job every 7 minutes” crap was trotted out yesterday on my mandatory Neuro Linguistic Progrmming “course”. I attempted to challenge it by saying “allegedly” but was overidden by the other participants and ignored by the presenter (probably got myself a reputation as a troublemaker by then!).
        It’s amazing how the Goebbels technique still seems to work – tell a whopper and keep telling it and people believe you. The statement was even scrolling on the monitor in reception! Wonder if it’s still there today?

    • Yes, indeed… some people have suggested the document above was “leaked” but I came across it in Google.

      In addition to not being restricted, password protected and on the web, its hosted on a wordpress blog which powers their site. If it was intended to be confidential etc. you wouldn’t upload it to a blog, a blog which is your main point of contact with the public.

    • I came across the Work Programme memo telling providers to ignore (and how to deal with) the refusal letters, LOL!

      Also found a document with a spoof company. “£galore” (pound galore), email address of a adult/porn site domain, telephone number which turns out to be a solicitor…

      On further investigation it appears to be an example, as suggested in their manual. Although the example isn’t clearly an example, its a first row of an relatively important document. Seems a bit dodgy (but isn’t everything with A4e?)

    • Sanction parts is interesting… SU73 about DWP rejecting sanction doubts because they aren’t proper (likely vexatious attacks – sanctions are automatically accepted if procedure has been followed – its not done on a case-by-case merit basis) and DNA’s (Did Not Attends) without letter of appointment etc.

      For sanctions you need evidence to get them awarded, without even the bastards at DWP will reject them as incomplete.

    The laptop scenario (unencrypted, taken home etc.) isn’t a one off. I might report this to the ICO. The only step they have taken is stick a prefix of “PRIVATE” in some filenames. I bet the DWP are pissed that they published stats… maybe they will consider contract termination?

    A4greed have started mandating “customers” to courses on controversial (to say the least) Neuro Linguistic Programming (NLP) – of Derren Brown fame/notoriety.

    • I see a few references to Neuro Linguistic Programming, including one describing it as hypnotism, which it isn’t.

      I refer you to the wikipedia entry on NLP, which will tell you that NLP is pseudoscientific bollocks that does not work and was rejected as hogwash years (decades) ago by the field of cognitive and behavioural research. A4E should be teaching it no more than they should be teaching astrology. Derren Brown is on record as saying NLP and hypnotism is only an aspect of his acts as part of the smokescreen btw and he is pretty open about the fact he does not really believe in this stuff.

      Fascinated by the info on WP performance from A4E which is remanrkably similar to that of the organisation I recently resigned from in total disgust. Looking forward to the official figures being released around October 2012 which I expect to meet howls of shock, bisbelief and rage from all those thinking these programmes actually work or are in any way value for money. They may as well be paying jobseekers the money directly.

      It is completely disgraceful – yes they are cowboys. it really isn’t about money or difficulty – its about the fact they do not care about the information. Most people would simply not upload anything if they didn’t know how to protect it… A4e decides what the heck, lets do it anyway…

        It tiggles me that they have Frontpage installed. Seems an “off the shelf” solution rather than a bespoke solution as you would expect for any business with a turnover of £100k or more!

        So do I… on many sites.. with many applications

        If they are running RHEL they are likely to have a service contract which does include security patches to the core services.

        However unless they pay (and we know that A4e hate parting with money) they will not get any Security advice.

        It’s moot anyhow as WordPress is a 3rd Party layered product.

    Given the perilous situation they are on, I would have somebody watching blogs 24/7.

    It’s quite disappointing really if not entirely unsurprising.

    Hint for the webmaster: I would have blocked crawlers from the non-standard directories through robots.txt, again 1st year intern stuff. This does mean that all content is cached in google even if you do take it down.

    Surely this will disappoint all her “followers”?

    On another note, I discussed the WP with a friend last night who was completely unaware of the mandated aspect for over 25’s.

    When I described it they were horrified and gave completely sensible responses (Slavery, illogical, madness) that quite surprised me!

    They asked for a list of companies so they could boycott them.

    It surprised me that many people are completely unaware of what is going on around them and when you make them aware they really are disturbed.

    When I mentioned all the allegations surrounding A4e they stated it should be closed down immediately!

    Perhaps she should call IDS?

  32. Watching A4e’s “historian” who sees this website as a competitor:

    A4e has published (not necessarily deliberately?) its performance data for the Work Programme so far. It’s broken down by “partner” and difficult to analyse, but seems to show that on outcomes – sustained jobs so far – one organisation leads the pack. It’s too early to make much of this. In the Autumn the DWP will have to publish figures across all the contracts. Remember that the plan was to penalise the worst-performing provider in each area, but I wouldn’t be surprised if that was dropped.
    Emma Harrison has disappeared from Twitter, but Mark Lovell is still there (although he hasn’t posted since 18 February).
    Has it been a flash in the pan? Probably.

    Where is the IUA credit? Hates mentioning our site for some reason.

    I wonder whether Watching A4e is A4e’s official press office, rather than any form of criticism. Watching A4e were first to point out that news reports were stopping (in fact, they were quite continuing or so Google Alerts for A4e suggests) – some reason keeps going on about it – and fails to mention the provider who “leads the pack” and percentages or figures for the data. Or an opinion on whether the performance data is good or bad: too early? in the morning or you mean wait until Autumn? Pathetic.

    Very posh, the mandatory link to the Financial Times website – although no one can read without membership…

    …but provides no link to the data for Watching A4e’s readers… or perhaps historian is analysing the figures for another post, who knows?

  37. Now call me a sad old pedant if you will but I decided to have a little read of some of the documents. I started with WPSOP9 Complaints and inappropriate behaviour (thought this would be well used and therefore more polished). I started (logically enough). with para 1.1. Now this is not a long para but contains the following schoolboy errors:
    WPSOP9 para 1.1:

    “This SOP outlines the processes to be undertaken if their a complaint regarding the Work programme and is a customer has unacceptable behaviour.”

    Eh?

    ““This process finishes when the customer service team.”.”

    Err not a complete sentence!

    “This deciding on the appropriate action process starts when the record the complaint on the present IT system BMC.”.”

    Think they must mean “they” rather than “the”

    .”

    “The ICE process finishes when mediation has been undertaken between the provider and the ICE, or the ICE has written their report their when the customer letter is received.”.”

    Eh?

    “The unacceptable behaviour process outlines the actions for the local office to take when a customer has unacceptable behaviour.”

    do they mean “when a customer behaves unacceptably” or when someone behaves unacceptably to a customer?

    This poor standard of written English makes the documents very hard to read. I recommend some basic literacy training.

      As for historian’s lack of proper acknowledgement, has any one politely pointed out the lack of a proper credit? It could be interesting.

      The idea that any individual would set up to counter anti opinion is sad. The idea that A4e would set it up themselves is hilarious. But not beyond belief.

      After all these people don’t get where they are by not using every tool at their disposal. Would be relatively cheap compare with advertising. And probably as ineffective.

        What historian means, I think, is although the figures are there in black and white (actually colour… its predominately RED) she needs it to be officially confirmed by A4e or DWP.

        I thought a few people might have queried whether it was a hoax which is why I linked to the original link (and some more links) … this has resulted in the A4e website being taken down for security reasons.

        I think there is better performing providers but contractually inadequate still. One of the reason the Government not only a) decided not to release statistics, but b) prohibited providers to do the same.

        Anything criticising her or her site rarely gets through. Everything must be moderated, on IUA most comments are automatically accepted (unless wordpress thinks its spam) but can be removed if offensive/racist.

        NO DOUBT EMMA HARRISON WILL RELEASE A STATEMENT SAYING IT WAS ONE OF HER WORKFARE SLAVES WORKING AT A4E WHO UPLOADED SOME FALSE STATISTICS. SHE DOES NOT KNOW WHO AND HAS NEVER MET THIS PERSON. THIS PERSON HAS APOLOGISED.LOL

        Most my comments never make it on there any more either.

        Watching A4e/historians problem is after the last time the HOST got threatened with legal action where they gave in to the pressure and took down her site… she is paranoid about being sued.

        Me on the other hand (like many others) aren’t looking to be sued; but know the law to a reasonable extent (others like me quite advanced considering I am not a lawyer) so as long as what is said is absolutely true, you publish it.

        Watching A4e is contacted a lot by the press etc. but those comments never are accepted either. I don’t know why historian is so paranoid and frightened. Without being too rude all Watching A4e is an alternative news site reporting on what others has already said!! She loves reporting Financial Times and various other sites that no one can access without a paid subscription. She hates promoting grass root groups, campaigns etc by website link and even naming them.

        I really don’t know why you would rely on her site for A4e news when there is Google, Bing, BBC, Guardian, Sky etc. Just like Indus Delta which has died – the old “rumours” from insiders no longer make it on Watching A4e. Its too over moderated.

        She used to link back to IUA… which soon got pulled. She still links to Jobcentre Plus’ website (in case no one realised that site died years ago) and correct me if I am wrong, she hasn’t exactly been on top of the recent fraud allegations etc.

        (This said her site is in a different timezone, so appears published earlier than reality)

    prime contractors. The situation of allowing one prime to have its data in the public
    domain and denying that privilege to all the others permits commercial advantage.

    The Department cannot comment on the release of A4e’s Work Programme performance
    information, neither can we provide the performance information for the other Work
    Programme prime contractors. This is because the Department is working to guidelines set by
    the UK Statistics Authority to ensure we are able to publish statistics that meet the required
    high quality standards at the earliest opportunity. We intend to publish official statistics on job
    outcomes from Autumn 2012. Therefore this information is exempt from disclosure under the
    terms of Section 22 of the Freedom of Information Act. This exemption is qualified, and is
    therefore subject to a public interest test.

    On this occasion, the balance of the public interest test falls in favour of withholding this
    information at the present time for the following reasons. It is in the public interest to adhere to
    the existing publication process for official statistics, which includes time for the data to be
    collated and properly verified.

    It is also in the public interest to ensure that the publication of official information is a properly
    planned and managed process, to ensure that the data is accurate once placed into the public
    domain. Information should be available to all members of the public at the same time, and
    premature publication could undermine the principle of making the information available to all
    at the same time through the official publication process.
