We have not heard the results of this initiative.

This has now been announced: Equality watchdog to mirror UN inquiry into DWP’s rights violations

But not before this happened – for anybody still taken in by Iain Duncan Smith’s snivelling on the BBC.

Five months ago, Iain Duncan Smith, who resigned last month as work and pensions secretary, dismissed an EHRC offer to help MPs and peers understand the true impact on disabled people and other groups of his welfare reform and work bill, which has since been passed by parliament.

Letters between EHRC and Duncan Smith were published on the commission’s website, following a freedom of information request, and showed that he snubbed an offer from the watchdog to “work more closely” on the equality impact assessments the Department for Work and Pensions published alongside the bill.

In a briefing on its website published last year, EHRC said it was concerned that parts of the bill “could exacerbate, rather than reduce, existing inequalities”.

And it suggested then that measures such as reducing the benefit cap, freezing many benefit rates, and the cut of nearly £30-a-week from April 2017 for new claimants placed in the work-related activity group of employment and support allowance could breach the government’s international human rights obligations, including the UN Convention on the Rights of Persons with Disabilities.

The equality watchdog is to commission a major piece of research into whether the government’s welfare reforms have harmed the human rights of disabled people and other minority groups.

The Equality and Human Rights Commission (EHRC) says it wants to examine the impact of changes to the welfare system on independent living and poverty.

Its decision appears to mirror the decision of the UN’s committee on the rights of persons with disabilities to carry out an unprecedented inquiry into “systematic and grave violations” of disabled people’s human rights by the UK government, which is examining the impact of a series of welfare reforms and social care cuts carried out since 2010.

The EHRC announcement was included in the watchdog’s new business plan for 2016-17, which was published on Monday (4 April) without any publicity.

The business plan says: “Everyone has a right to an adequate standard of living, including a minimum entitlement to food, clothing and housing.”

It adds: “It is not clear whether the government’s reforms to tax, welfare and public spending have taken into account the cumulative impact of these changes on the standard of living of disabled people and other groups who may have been disproportionately affected.”

EHRC says it will focus its work in this area in 2016-17 on commissioning an assessment to “determine how changes to the welfare system have affected equality of opportunity and the human rights of people who share certain protected characteristics”.

It adds: “This will enable us to identify whether the system effectively supports all groups into work and where improvements are needed to address unintended consequences.”

Other areas EHRC plans to focus on this year for the first time include the launch of a new inquiry examining the provision and choice of housing for disabled people and its impact on independent living.

It also plans to review progress made by public bodies on implementing the recommendations of its 2011 disability hate crime inquiry, Hidden In Plain Sight, which concluded that they were guilty of a “systematic, institutional failure” to recognise disability-related harassment.

Other work will include a major new project that aims to address the discrimination faced by some groups – including disabled people – in accessing health and social care, and it will develop a strategy for tackling gender, disability and race pay gaps.

    B&Q has withdrawn an advertisement for jobs at its Swindon warehouse that required jobseekers to work three days’ “induction” for free and pay for a drugs test. The ad for order-pickers offered to pay between £7.50 and £8 an hour depending on the time of day. It said: “Each candidate will undergo three-day induction programme which will be unpaid.” It also said candidates must pay £15 to take a drugs test, with the money refunded if they passed the test.

      Its very common to ask for upfront payments these days,sometimes its 50/50 shared costs something that’s not mentioned in the original ad for DBS or CSCS cards,there is the opportunity for fraudulent activity however anyone who is “lucky” enough to be offered a job with this attached may well find themselves without the access or ability to take the check or CSCS card to another employer as its done through their preferred companies.There’s a real potential for someone to find themselves out of pocket.

      Those drug tests have been on here before with candidates escorted out of a jobcentre building onto the pavement to conduct these in public view in 2009 many will remember.

  7. Universal credit cuts to lose low-income families up to £200 a month

    Changes to be introduced on Monday will push more low-paid working families into poverty, charities say.

    Tens of thousands of low-paid working families can expect to lose up to £200 a month as a result of changes to universal credit introduced on Monday – the first wave of £3bn in welfare cuts that will affect 1m households by 2020.

    Ministers have said households affected by the changes could work extra hours to make up the difference, but charities have said that will be impossible in many cases, and that the cuts will push more families into poverty.

    The introduction of the cuts, which will be felt in May because universal credit is paid a month in arrears, comes as the new work and pensions secretary, Stephen Crabb, prepares to make a speech on Tuesday setting out the government’s social security agenda in the wake of the resignation last month of his predecessor Iain Duncan Smith.

    Crabb is expected to say the government will push ahead with universal credit, the troubled and much-criticised reform of the benefits system. In a wide-ranging address he will also set out plans to tackle poverty and improve social mobility.

There’s much suspicion as to Duncan Smiths resignation and if his Berlin bunker might be on the horizon if he remained whatever,he became the face for actions’ taken against disabled people and others attracting not only criticism and condemnation at home but attention and shock internationally.He took every opportunity to appear on TV and media to promote division and hate and justify activities against all people who are forced to claim benefits,with the conduct shown there was only going to be one outcome.

    Its cheap its nasty its weak and the sign of a true bully.A failed government with failed policies resorting to attacking the most vulnerable in society without the stomach to face the real causes or deal with those responsible for bring about a national crisis. Its brought nothing but shame on the country.

      A fitness for work assessor for Government contractor Capita boasted he “flew through” vital welfare disability tests – earning himself £20,000 a month.

      And another derided a disabled claimant as needing “help to wipe her a*** because she’s too f****** fat to do it herself”.

      The footage was filmed for Channel 4’s Dispatches programme by a reporter who went undercover to expose the hated tests, which have seen thousands of disabled people wrongly stripped of benefits.

      In the documentary, to be broadcast at 8pm on Monday, one Capita employee named Alan crows about raking in vast sums.

  12. Just had an interesting Jobcentre appointment. I’ve been volunteering on Monday mornings for over the last 1.5 years. It all started because I got sent there on an MWRA, during which I got on so well there that I decided to carry on volunteering there of my own free will. This was encouraged by my work coach at the time to the point that she actually went and volunteered there herself for a day.

    Fast forward to about six weeks ago… the Jobcentre tell me I’m moving to morning group sign-in sessions on Monday 10-11am. I explain I volunteer, they tell me no problem, disregard the group time on my card, come along afterwards like I have been doing for many many Mondays prior.

    Four weeks ago, before a month long break due to bank holiday, same thing. No indication that I should change my schedule, all seems good.

    TODAY. F*** today. I get a phonecall from the Jobcentre as I’m getting off the bus to go around there. As soon as i mention I’ll be there in 5-10 minutes, they hang up on me, no explanation for why the call. I go in, they tell me they expected me in the morning, I smile and remind them of my volunteering. Oh, how long have I been going? Over 18 months now…

    You’re only meant to volunteer for eight weeks (Nobody’s said this before now…)
    Had any interviews lately? Volunteering’s clearly not helping me then.
    I should attend a college course (I have an ECDL… nothing you will finance is better)
    I need my CV updated, how about National Careers Service (They’re crap… took 3 attempts to improve jack shit the last time i saw ’em)
    How about a Community Work Placement, that might help… (Okay one, those have ended I say. Oh no, they’re awaiting refunding so they can be brought back apparently. – If my volunteering is so worthless, how is sending me on a longer forced version of same gonna do feck all?)

    She pretty much wants me to move my volunteering day or quit altogether just so I can attend my signing on in some stupid group slot rather than solo when the Jobcentre pushed me to volunteer in the first place… anyone got any advice for dealing with this crapfest? I like the Monday crew, I don’t see the issue with signing later besides not having me jump through their hoops on command… where do I stand and what can I say to make my case here?

    • I would never do that volunteering again,spoke to a disabled friend and was told one charity shop got rid of all their disabled workers locally.their treating staff easy come and easy go because of the Jobcentre sending people in supply in the hope of a reference but that can backfire.

      During a recent “Annual Verification Check” they were so desperate to get a suspension of benefit they dragged this voluntary work up from two years ago in an attempt, all they kept on about was a change in circumstances so that firmly rules any of that out again.Best advice dont do anything that gives them an excuse of a change unless you find a job or its unavoidable.

      The old adage never volunteer for anything has been resurrected by abuse and the DWP’s attempts to stop Jobseekers Allowance for any excuse whatsoever.

    Unemployed Wolverhampton residents are being offered the opportunity to take part in a Better Health for Better Jobs – Working Well Programme.

    The 12 week programme, which will take place 2 days per week, is aimed at unemployed people where health and wellbeing is a factor in preventing them from gaining employment.

    It is being run by City of Wolverhampton Council in partnership with, Remploy, Wolverhampton Adult Education Service, City of Wolverhampton College, Wolverhampton Healthy Lifestyles Team and the Department for Work and Pensions.

    This programme offers an innovative approach to working with people where their health and wellbeing may be a factor in them getting back into work.

    “It aims to help them with their employability skills while also offering specialist support for their health and wellbeing needs.”

    Participants will receive support to develop their employment skills from Remploy with the possibility of practical work experience in the retail sector.

      If you’re on a zero hours contract [I’ll concentrate here just as an illustration], which procludes you working having extra hours as therefore unable to attend to the hours THEY chose to give you, what does DWP do then? I have a suspicion it will be a broad smile and the words “Welcome to the New Improved UC Sanctioning Gameshow…”

      Alternatively, what happens to a person who gets no steady hours week to week, month to month [with/without the caveat on hours listed above] and is only getting limited help benefits wise?

      Let us not even take into account the chaos due to start now that “Real Time Tax” [as of 6th April – though calling it Real Time is a laugh as Employers have a whole month to submit the data, so how is that Real Time?]

    An investigation has been called for into ‘abuse of power’ at the company.

      These are a few jobcentre staff who are assigned to continually harrass and intimidate claiments think they have god given powers and free reign.What they refer to as scroungers have disabilities’ are middle aged or have other barriers to work.Its all mouth intended to frustrate claiments into arguments and remove them whatever the damage done,commonly broken windows were common too when the first round finished the work programme.You will find its covered here.

    Officials at the Department for Work and Pensions (DWP) knew by mid-2012 of issues with Universal Credit that could cause the welfare reform to be delayed and run over budget, and yet continued to insist for at least a year that the controversial project was not experiencing problems.

    The status of the programme in 2012 has been revealed by documents released under freedom of information (FoI) laws after a four-year legal battle by independent project manager John Slater. DWP had argued in court that the risk register and issues log should be kept secret, until a tribunal in March 2016 ruled they should be released.

    The document says that a “resource shortfall” means that skilled staff were “not in the right place at the right time”, which was flagged as a “red” status warning.

    Have you heard of the “Investment Approach” to welfare? It comes from New Zealand. Apparently it involves “future liability”. I don’t like the sound of that one!

    Now an enterprise in Scotland called Rocket Science (which was commissioned to analyse public responses on how a “Scottish Approach” to welfare reform should look like), has a senior consultant formerly from the New Zealand Treasury where she had exposure to the Investment Approach to Welfare.

    By the way, Ingeous and ERSA are already in on the Scottish act. ESRA have even been invited to dinner by a Scottish Minister to discuss matters further – now where have I heard that kind of activity before?

    Iain Gray MSP said: “there must be transparency on how contracts are awarded [by April 2017]. Any sense of a cosy stitch-up will not be accepted by the public, especially if the SNP Government is planning to simply hand the Work Programme over to the same people who have failed to make it work so far”.

        Focus on ‘real jobs’ through engaging with employers and creating high quality labour market intelligence, so job seekers are prepared for and directed towards jobs that exist.

        That any devolved replacement programme should:

        Involve contracts that use a combination of payment by job outcome, progression towards work, attachment fees, and should incorporate client feedback as a metric for payment

        Target those with the highest needs, and focus a separate programme on this group to avoid them getting lost in the crowd.
