Universal Credit – Threat to Self-Employed Claimants.
DWP has its finger on the Pulse.
A couple of days this was published;
Universal Credit ‘loans’ trap new claimants in debt and leave them unable to afford repayments, say MPs.
An influential group of MPs has called on the Department for Work and Pensions (DWP) to introduce new Universal Credit “starter payments”, to ensure that new claimants can support themselves while waiting for an initial payment.
The Work and Pensions Select Committee (WPSC), a cross-party group of MPs charged with scrutinising government welfare policy and recommending improvements, says the mandatory five-week-wait for a Universal Credit payment can leave many people unable to afford food and pay vital household bills.
The Committee’s new report, titled ‘Universal Credit: the wait for a first payment‘, finds that the current system of ‘advance payments’, that allow new claimants to borrow up to a full month’s worth of Universal Credit.

A major change to Universal Credit on November 13 is set to cost self-employed people hundreds of pounds a month unless the DWP decides to delay it.
A little-known policy called the Minimum Income Floor (MIF), which limits how much the self-employed can get in benefits, was suspended for eight months due to Covid-19.
But that suspension is due to end on November 13, according to current laws.
Unless that date is extended, the MIF will take force again from that date – deducting some strivers’ benefits just as swathes of England are plunged into new lockdowns.
Ministers today told the House of Commons they are still reviewing whether or not to delay the November 13 date.
But they refused to rule out sticking to the date – despite the nation entering a second wave.

As far as I know the DWP has NEVER taken on board or made any positive changes based on select committee reports. Not under recent Tory administrations anyway. Osborne said he was freezing benefits for four years based on “social justice” because why should benefit claimants have increases when the wages of the workers we not rising as if there was a link between wages and benefits, although he didn’t recognise such a link when wages were going up by above inflation amounts by increasing benefit by more than CPI. He also change uprating benefits by changing the inflation calculation from the retail price index (RPI) to the consumer price index (CPI), which was lower, meaning that the increase to benefits significantly dropped and that rent costs were no longer included in the calculation, meaning that as rents soared benefits declined in vale in real terms.
After coronavirus and recession there will be many more unemployed citizens and much lower rises in wages, because people desperate for work will be willing to accept lower pay for their labour, and can’t you just hear Boris saying, gravely and soberly: “With working people not getting pay rises, our country in debt with the deficit still high, in fairness we cannot uprate benefits in the way which we used to with benefit claimants enjoying increases while workers do not.”
It worked for Osborne and could well work as a retread for Johnson and crew.

But the policy continued on regardless of the SSAC voluminous protestations resulting in much misery and many deaths.

I thought that everyone who was Sanctioned was entitled to Hardship payments, also then called Reduced Rate JSA. I don’t recall there being a rule applying Hardship to those judged to be vulnerable. Mind you, I managed not to get Sanctioned so perhaps I was unaware of that at the time.

Really? I honestly don’t recall being aware of that. I thought it was the case that you could get a Sanction overturned if you could prove you were in a vulnerable group (single parent with kids under a certain age, or people with an ongoing illness or health condition) but for everyone else it was a Sanction and Hardship payments. That’s how I remember it anyhow.

Someone mentions it here: “The Hardship Payments Scheme – These are payments that may be available where a JSA or an ESA claimant has been sanctioned by Jobcentre staff or by staff running a work programme. The essential conditions that need to be satisfied to be eligible for a hardship payment are that: the claimant is a member of a ‘vulnerable group’ and without the payment the claimant (or a member of their family) will experience hardship (SI 1996/207, reg 140). “Hardship” is not defined in the regulations, but according to DWP guidance it should be given its normal everyday meaning of “severe suffering or privation” and that “privation” means a lack of the necessities of life (DMG Vol 6, Chapter 35, para 35155).”

There may be other references to it somewhere, but it was definitely the case. You no longer need to be a member of a ‘vulnerable group’ At present you just need to ‘prove hardship’ i.e state that you will be unable to buy food, pay for utilities, etc. Anyway, you can’t just flush such things down the ‘memory hole’.

Of course I’m not in denial, I just don’t remember, and I wasn’t a supporter of New Labour, but I didn’t have personal experience of that as I managed to avoid a Sanction even though I stormed out of New Deal on one occasion and went on the sick for a few months. I still ended up having to do it at a later date though but they sent me to a different training centre in a neighbouring town.

I believe that you can get hardship payments if you get sanctions, small ones, but to get them you have to prove that you have no assets and are basically penniless.

Coffey certainly enjoys her pub lunches! The Tories’ usage of the term “social justice” is quite perverse, Iain Duncan Smith’s CSJ would be better named the Centre for Sociopathic Justice. What are we to expect of people who don’t believe in the very existence of Society? David Cameron’s so-called “Big Society” was a perverse pretext for cutting Public services. Any ‘justification’ they perceive is based upon notions of the deserving and undeserving poor. If you are unable to afford the enjoyment of great pub lunches it must be your own fault.

There was nothing wrong with the old Social Security system prior to IDS, going right back to the 70s/80s. Unemployment Benefit, Income Support, SSP, Housing Benefit. There is no need for these to be rolled into one, or subject to jobsearch conditionality, or paid monthly, apart from Housing Benefit, which if paid directly to the landlord could conceivably be paid monthly. The rest (in the form of UC) is overly complicated and quite unnecessary horse shit for the sake of it.

The Housing Benefit used to be a Council Form with the Council Watermark & Trademark with a Bar Code.

Universal Credit was just simply about toughening up a welfare system that Duncan Smith thought was too easy on the claimant.
1. Claimants aren’t really any better off, because most of them are in poorly-paid insecure, zero-hours employment.
2.The only reason there is any slight difference between these crap jobs and being unemployed, is because welfare benefits have been brutally slashed to create an artificial gap in payment.

It does look increasingly as if the government fully intend to take back the £20 uplift from Universal Credit, And put two Tory fingers up to the legacy claimants. Bad news for anyone who went on UC expecting to keep the £20 extra. The Tories have got buyer’s remorse now over the whole issue, and are sorry they put it up as much as they did.

I’m not sure that they will. Covid-19 will still be around next April and many more people will be on UC. It would be tricky to justify taking the extra £20.00 away from people next year, facing the same circumstances and difficulties as similar people receiving the uplift now.

This shows just how bad things used to be in Victorian England for the homeless. And quite honestly how much progress have we made since then ? This is also where the term ‘hangover’ actually comes from.
‘ For a penny a homeless person could pay to ‘sit up’ on a bench all night in a hall. Oftentimes this was the only option for people to get off the streets, particularly desirable in England’s wet and freezing winters…..
For an extra penny you could pay to sleep literally hanging over a rope. This was possibly marginally more comfortable, as if you fell asleep the rope would prevent you from slipping onto the floor or head-butting the bench in front of you. It still wouldn’t have been an overly relaxing experience though. Why? When I applied for universal credit I had to supply a lot of documents, including a recent bank statement to make sure I had less than £6,000. I had to do this again when they reviewed my claim. Presumably they want to make sure people don’t have multiple bank account, because there is no other persuasive reason to want to troll through people’s data in bulk. Kind of sinister. If it went ahead only universal credit claimants would be affected and people fiddling as per income not involving HMRC, e.g., working in the black economy, would still be able to bank money without any problem. This is proper creepy insofar as singling out benefit claimants to have their bank accounts scrutinised.
Much more sinister than people might think in fact.

If the DWP could examine a person’s income and outgoings via their bank they could gather a hell of a lot of data about how you live and what you spend your money on, e.g., subscriptions and payments made by debit card. This could be used to “profile” you in the same way that Google and Facebook do but to monitor your behaviour rather than pitch advertisements to sell things. Ugly stuff which I hope won’t be made law anytime soon. A new way to invade people’s privacy and control them. Very Iain Duncan Smith though.

With Jobseeker’s Allowance if you’d paid enough tax you could get it for six months if you needed it no matter how much you had in the bank. This was to allow people who were employed temporarily to get help without means testing their benefit. Universal Credit is means tested from the word go which denies them assistance if they have a bit of money in the bank, even if they only need help for a short while. Another perversity of the new system.

Since last year i have on more than one occasion spoke about how for the majority working that UC is set up to work against them and just recently gave advice regarding savings above a certain amount.
Its shocking that money already labored for and taxed while NOT on benefits is in effect being forced to be used as a benefit. Its beyond shocking when coupled with the fact a person gets penalized further for working if they claim benefits as a result of being laid off/ contract ending prior to any final payment.
Hard working people who manage to save shouldnt be expected to fund themselves when out of work while government through welfare refuses to reimburse the taxes they took that is used to fund the welfare system. This very government announced as far back as 2014 which was covered by media and expressed on your tax and NI breakdown contributions that around 26% is spent on welfare as per tax year.
If your expected to fund yourself while still paying the lowest NI stamp duty (Mandatory if not in receipt of welfare) are workers not getting said yearly rebates as far back as when they first worked in a lump sum ?
Basically every £250 (as in upto every) over £6000 incrementally will see your UC reduced by £4.35 in each assessment period (carried out monthly).
So for example if you had £10’000 in savings, your benefit every month will be reduced by around £69.60.
This is why with good moral conscience i inform all workers to pre plan and keep all saving in total below £6000 (as in £5999 exactly) by keeping any excess at home in a safe.
So people understand the DWP definition of savings, i mean ANY asset/s that is a liquid asset/s.
To allow the government to use such savings and this includes a FINAL work payment/s received prior to the determined pay date of a benefit payment when OUT OF WORK is by virtue an EXTRA TAX on workers and their respective wages.
RULES OF ENGAGEMENT
1: NEVER allow your TRACEABLE Savings/liquid assets to total over £5999.
Im not saying dont save over £6000. Im simply saying be CLEVER, BE SMART.
2: On being let go from work whatever the reason, NEVER put a claim in for benefits prior to any final payment. This includes any wrongful pay back dated, delayed SSP, etc, overtime, owed holiday pay,etc.
To be clear and straight you must not be in a position where an ex employer even if as a result of court action is likely to pay you any monies within a benefit period your claiming out of work benefits.

the term savings means the amount of money you have in a bank account more than £16.000 this does not include assets like owning a home out right just the cash in a bank you have accesses to when making a uc claim on said date.
if you buy more than 10k worth of gold in a year the tax man will be told not sure on other items but you could spend 50k plus on a mac pro computer ect.
it is the money you have worked for at the end of the day so you can spend it how you like on what you want but this changes when you make a uc claim on the day you apply.
so do not ever have more than £6k in a bank account on uc when making a new claim as they will want receipts for everything over that amount and will be deducted up to 16k where you wont get anything at all.

If things are Means Tested it is meant to include assets like owning a flat or house. That should also include Child Benefits which everyone can claim, however much savings & wealth you have. It is not just savings in an account. Anything defined as a liquid asset counts.
DWP much like round about hiding what happens after £6000, do not inform the public clear enough about how far they can go in determining such.
Apart from the fact a home you live in is a needed base to gain further and future employment, its because to sell early could/would result in a lose of market value and as such is defined as illiquid.(non-liquid asset).

How notional capital affects Universal Credit
Deprivation of capital is when you knowingly reduce or transfer elsewhere your savings or other capital to get, or increase your award of Universal Credit. This may be before making a claim or during an existing claim.If your capital has reduced significantly you may be asked for evidence that you no longer have it. This may include:
Documents to show that ownership of property has been transferred to another person
Deeds to show that money has been given to another person in trust, settlement or as a gift
Receipts to show what your cash or savings has been spent on.
The DWP will look at the evidence to decide if you have reduced your savings or other capital, by how much and why you did this. You will be treated as still having the capital if it is decided that you did this to get, or increase your award of Universal Credit. This is called Notional Capital.
When working out the Universal Credit you may get, notional capital is added to any actual capital that you may have.Because savings and other capital don’t stay the same, your notional capital will reduce by an assumed amount in each assessment period until it is exhausted.

CQC report: Care of people with learning disabilities ‘inhumane’

Too many hospitals for people with learning disabilities or autism are providing poor care which is, at times, undignified and inhumane, the care regulator for England has said.
The Care Quality Commission (CQC) found physical restraint part of the culture in some places, and cases of patients secluded or segregated for 13 years.
It said national change was needed to stop people “falling through the gaps”.
Care Minister Helen Whately said the findings were “deeply concerning”.
“Nobody should be receiving such poor care,” she said.
“We are already taking action, including investment in community services, independent case reviews of people in long term segregation, and the ongoing work overseen by Baroness Hollins.
“I am determined that this level of care should no longer have any place in our health system, and will carefully consider the recommendations in this report.”
The NHS said it was reducing the number of people in specialist hospitals.
A spokesman added that, since 2015, the number admitted had been cut by nearly a third and the NHS was committed to reducing that further while it invests more in community support and improves the quality of inpatient care.
The CQC’s review comes after a 2019 BBC Panorama programme exposed the mistreatment of residents at Whorlton Hall Hospital.
The specialist hospital in County Durham was closed after undercover filming showed staff intimidating, mocking and restraining patients with learning disabilities or autism.
In 2018, the regulator was commissioned by Health and Social Care Secretary Matt Hancock to review the use of restraint, seclusion and segregation of autistic people.
It visited 43 hospital wards for people with a learning disability or autism, and specialist child and adolescent mental health wards, and other facilities.
Inspectors found most of the mental health wards were not therapeutic environments and could be “noisy, chaotic and unpredictable”.
People were seen “as a condition or a collection of negative behaviours”, the report found, with the result often being restraint, seclusion or segregation.
Patients were “often” subject to restrictive practices because they did not receive care early on, it found.
The regulator also said it was concerned that some people were being prosecuted for injuring staff, when a failure to treat their needs may have contributed to their aggression.
The review also found:
Most (81%) of 313 wards for children and young people had used physical restraint in the previous month
The length of time people spent in long-term segregation ranged from three days to 13 years
A lack of suitable care in the community was preventing the discharge of 60% of people it saw during its review
Some people in seclusion were not allowed to wear their own clothes, while others lacked a clean environment and crockery, cutlery and toilet paper
In one case, ward staff stopped the mother of a 24-year-old in long-term segregation from visiting for five months, prevented the patient from using the toilet on occasion, and left her in pain for months with an injured arm.

DWP blunder sees claimants told their benefit overpayment debt has been written off

The Department for Work and Pensions (DWP) has had to send out a panicked message to staff after its IT system mistakenly ordered benefit overpayments owed by thousands of claimants to the government to be written off.
Last month, following a COVID-related suspension, DWP told staff they could again begin bids to reclaim overpayments of benefits – whether through DWP or claimant error, or fraud – from disabled and non-disabled claimants.
The blunder appears to involve claimants who have been overpaid new style employment and support allowance (ESA) and new style jobseeker’s allowance (JSA)*, but it could possibly also involve universal credit.
The process of recovering benefit overpayments had been on hold since April because of the coronavirus pandemic, partly to allow debt recovery staff to be redeployed to frontline roles.
The process of recovering overpayments resumed in July, although apparently only since late last month has DWP been able to make new referrals through its IT system for overpayments to be recovered from claimants of new style ESA and JSA.
But late last week, every member of staff in DWP’s working age benefits section received a panicked internal email telling them they needed to “urgently pause” further referrals for overpayments of “new style” benefits.
The email said this was because “recoverable overpayments” were being “incorrectly scheduled for write-off rather than being referred through to debt management for recovery”.
The email also said it was not known when the problem would be fixed, although “digital colleagues” were looking at the issue “as a priority”.
It is not clear yet how many people have been affected, and what will happen to those mistakenly told their DWP debt has been wiped.
DWP declined to answer a series of questions about the blunder from Disability News Service (DNS) this week.
DNS had asked whether the repayments related solely to those who had been overpaid new style ESA and new style JSA.
But a DWP spokesperson suggested that it could also apply to some overpayments of universal credit.
He said: “Overpayments of Universal Credit, new-style JSA and new-style ESA that are in excess of entitlement are recoverable.”
But he declined to say how many claimants had mistakenly been told their overpayments had been written off; whether these overpayments would now be reinstated; and how much the department had mistakenly written off.
DWP has also made clear that any overpayments above a claimant’s benefit entitlement are recoverable by the department, even when the claimant was not at fault.
*New style ESA and new style JSA are contributory benefits for those credited with sufficient national insurance contributions, and they can be claimed on their own or at the same time as universal credit

Victims of inpatient restraint and seclusion describe ‘inhumane’ care

Autistic people have told the care regulator about the “undignified and inhumane” care they have been subjected to in mental health units, including the frequent and traumatising use of segregation and restraint in England.
They spoke to the Care Quality Commission (CQC) as part of its government-commissioned review into the use of restraint, seclusion and segregation for autistic people and people with learning difficulties and mental health conditions.
In the report, Out of Sight – Who Cares?, CQC says it found “too many examples of undignified and inhumane care, in hospital and care settings where people were seen not as individuals but as a condition or a collection of negative behaviours”.
The response to this was often to “restrain, seclude or segregate them”.
The review calls for “fundamental change in the way care is planned, funded, delivered and monitored”, so it is “underpinned by a firm foundation of human rights”, and restraint, seclusion and segregation “are no longer accepted and are only used in extreme cases”.
Many of those subject to restraint described to CQC its “lasting and traumatising effects”, with one saying: “I feel absolutely f***ing sh*t about being restrained.
“It makes me feel …dehumanised. I don’t feel like a real human being.”
Another said: “It feels like my freedom has been taken away and I am powerless.”
One of the autistic people the review spoke to – Alexis – described how she sought help from mental health services because of a lack of appropriate community care.
During an initial 72-hour admission to hospital, she experienced a “catastrophic clash” between her autism and the lighting, noise and chaos of the “box” she was kept in, and quickly became “overloaded”.
In the following months, she was restrained 97 times and secluded 17 times, was forcibly drugged, and her body was left “battered and bruised”, and her identity “fractured”.
She told the review: “They didn’t like the autistic part of me. I tried to tell them that autism is all of me, it’s who I am.
“I argued that my autism couldn’t be treated. They said I lacked insight.”
After three-and-a-half years, she was eventually able to flee to Africa where she created a new routine and set up an autism-friendly home, weaned herself off the drugs she was taking, received private treatment from a psychologist, and, after six weeks, started to work as a teacher again.
The key to success, she told the review, “is creating the right environment and treating psychological differences with dignity and respect”.
The review found that 81 per cent of 313 wards for children and young people, people with learning difficulties and autistic people, had used physical restraint in the last month.
The review also found widespread use of medicines as “chemical restraint” to control people’s behaviour.
It found so-called “rapid tranquilisation” used in a third of wards for children and young people and people with learning difficulties and autistic people in the previous month, even though the practice has “significant side effects and should only be used as a last resort”.
The review looked in detail at 66 people who were subject to prolonged seclusion (which tends to be shorter-term) or long-term segregation (used to isolate someone away from the main ward for a longer period).
Out of those 66, the review found evidence that just three people received “consistently good quality care and treatment”.
Some of the people it came across had spent up to 13 years in long-term segregation.
Almost 71 per cent of people whose care was reviewed had been segregated or secluded for three months or longer, and some people had been in hospital for more than 25 years, although it was not clear whether they had been in segregation or seclusion for even longer than 13 years.
Most of the people CQC saw were autistic or had learning difficulties, although some had a diagnosis of mental distress.
Overall, the review concludes, people in community-based services were experiencing a better quality of life than those with “comparable complex needs” in hospital settings, and were subject to less restraint.
And many people ended up in hospital because they did not receive the support they needed in the community, the review found.
The review calls for a system of national oversight of people living in adult social care services in the community who are being subjected to “highly restrictive environments”.
Of the people seen by CQC during its review, 60 per cent had been prevented from securing a discharge from a hospital because of a lack of suitable care in the community.
The review makes 17 recommendations for improvements, including a demand that the commission itself improves its regulatory approach, such as increasing the number of unannounced and evening and weekend inspections.
It also says that disabled service-users, their families and advocates must be involved in the development of services and care plans.
The review concludes: “Immediate action is needed to put an end to the abuses in human rights that we have seen throughout this review.
“This action must be owned and led from the top by government, delivered by local systems working together, and involve people and their families to ensure the needs of the individual are met.”
The review also commissioned a group of “experts by experience” – three parents of autistic people and an autistic person, who also acted as the review’s expert advisory group – to analyse the conclusions of previous reports dating back more than a decade on health and social care for autistic people and people with learning difficulties.
They found that their meetings throughout the review with disabled people, parents, carers, chief executives, psychiatrists and others “almost unanimously came up with the same ideas and themes as those identified in previous reports”.
They found a repeated failure to implement the recommendations of previous reports, which was caused by the failure of governments to ensure “adequate, fit-for-purpose” administration, funding, accountability and inspection.
They concluded: “The lack of upfront community funding seems to be the key contributory factor to the failure on the part of all involved to deliver reform.”
But they also criticised CQC for its inspection regime.
They said: “People with a learning disability and autistic people need CQC to implement an inspection framework that is fit for purpose, one that is focused on upholding people’s rights.
“Without this, human rights abuses… will not only continue, but also be inevitable.”
They said that those paid to “police” the system need to find a way to “find, manage and deal with unlawful practice”, adding: “There must be greater oversight and accountability as we presently see the clear consequences of repeated failure to take on board the recommendations of past reports.”
They said that “power must be handed back to individuals (and their families), enabling them to make choices and be the rightful authors of their own destinies.
“If this does not occur, any additional money will be wasted and make little difference to the lives of autistic people, people with a learning disability and/or people with a mental health condition.”

I expect that most benefit money earmarked to go to children does go to children as far as most parents are concerned. I doubt very much that many parents, mums especially, would spend money designed to succour and help maintain the health and welfare of their children on damaging vices like alcohol. Given the big numbers of people involved there must be some bad parents out there, with addictions perhaps and/or psychiatric problems, which encourage them to neglect their children in order to fuel unworthy lifestyles, but most parents put their children above, before and beyond everything else and are happy to make sacrifices, e.g., skipping meals etc., in order to make sure their kids are properly nourished, looked after and cared for as best as possible.

Conservative MPs have criticised a campaign for free school meals to be offered over the holidays.
Last week England footballer Marcus Rashford launched a petition urging government to make the change.
Some Tory MPs criticised the campaign, with Brendan Clarke-Smith calling for less “celebrity virtue signalling on Twitter”.
But five Tory MPs rebelled against the government to support extending free school meals over the holidays.
Mr Rashford has argued that the number of children with little access to food had grown due to families losing income amid Covid-19 restriction measures.
MPs voted to reject Labour’s motion – which called for free school meals to be offered over the school holidays until Easter 2021 – by 322 votes to 261.
Following the vote, Mr Rashford issued a statement that said: “A significant number of children are going to bed tonight not only hungry but feeling like they do not matter because of comments that have been made today.
“We must stop stigmatising, judging and pointing fingers – our views are being clouded by political affiliation.”
Earlier on Wednesday, Prime Minister Boris Johnson said he would not change his policy on free school meals, arguing that poor families were supported by the benefits system.
At Prime Minister’s Questions, Mr Johnson told MPs: “We support kids of low incomes in school and we will continue to do so.
But he added that the government would “continue to use the benefit system and all the systems of income support to support young people and children throughout the holidays as well.”
Earlier this year, a campaign by Mr Rashford pushed the government into a dramatic U-turn when it agreed to extend free school meals over the summer holidays.

That’s not what I was told. The migration from legacy benefits to universal credit was to send/give the claimant a letter stating that he/she has twelve weeks to complete the process to claim universal benefit, moving from JSA to UC with the help of the Jobcentre. After twelve weeks, at the end of the twelve week period, if the claimant had not been migrated onto UC legacy benefit would stop for him/her summarily leaving him/her with no income until he/she successfully applied for and was awarded UC.

The DWP can not shut down Legacy Benefits because a lot of them are still on the Paper System which means a Receipt, Bar Code & The Royal Coat Of Arms, Unlike Universal Credit with no Receipts Online is not immiscible evidence in a legal case DWP. The Tories are now seeing that Universal Credit is working against them & they don’t know what to do. All reverting back to paper & legacy benefits to save Universal Credit from sinking as the Tories Flag Ship Welfare Reform which they used to be so proud of.

But it would give people the flexibility they need to do part-time or temporary jobs without fear of being financially punished. Or for example the freedom to cash-in an old Pension fund without worrying about losing Benefits. Or perhaps it might enable people to do seasonal work without fear of losing their home, as you would be able to travel to another part of the country to pick fruit or Hops, etc. if you knew that UBI would cover your rent whilst you’re away.

I didn’t say that it wouldn’t be a good thing, trev, only that it won’t happen or at least won’t happen fully enough to allow people to live independently on such an income. Too few people would benefit from it and would therefore object to paying taxes towards it to it to enable any government to implement it. Especially with hard times ahead of us as a third country separate from the mighty EU, still recovering from the historic financial crash of 2010 with massive debt to service following the national coronavirus contagion of 2020.

Good story in the Mail. Official figures reveal fewer than 20 deaths in people under 40 in the supposedly even-more-deadly ‘second wave’.
The latest NHS update published yesterday showed that just one person under the age of 20, and another 13 under 40, have died with coronavirus in English hospitals since the start of September.
By contrast, 1,425 patients over 80 have died over the same period, along with another 1,093 aged between 60 and 79.
It means the elderly account for a staggering 94 per cent of hospital deaths this time round.
Wider figures from the Office for National Statistics covering all deaths across the UK tell the same story, with just 247 deaths among working-age people since the end of summer compared with 2,026 among pensioners.
They cover a slightly shorter period than the NHS figures.
It will put fresh pressure on ministers to avoid a new nationwide lockdown that could lead to other deadly diseases such as cancer and heart disease going untreated, and further damage young people’s mental health and job prospects.
Last night cancer consultant Prof Karol Sikora said: “On the whole, it is not a young person’s illness, healthy young people especially.
“But they are playing the societal price in terms of education, university and social activities, and they will be paying the bill one day because the old people won’t be there.
It’s a matter of balance and we’ve not got it right. It’s really important we don’t throw all the resources at Covid.”

Government set to cash in on their own mandated rule.
Its often said and rightly so that a government never does anything that does not benefit them financially and sure enough here we go again.
As of after the 31st of October 2020, the government intends to once again charge VAT for PPE despite MANDATING IN LAW any person going into an enclosed space MUST WEAR A FACE MASK other than their own home.
Bad enough if you dont you could face arrest and a fine of upto £10’000 or worse still be legally refused custom for such things as food for example and even employment, government wants to cash in on it knowing all the while its a tax NO ONE can AVOID unless they want to starve and or be unemployed.
I quickly vision washable coverings will become a thing yet as i have observed on many occasions, many arent actually washing them enough to classify as sanitary for use so as to protect the person let alone anyone else.
Lowering protecting pay while bills remain the same and prices grow or size of product shrinks, voting against feeding children out of term time, allowing tier 3 people to travel to other lower tier areas to work, enforcing all unemployed MUST look for and except work involving 90 min travel each way, must be prepared to use public transport (very increased risk of contracting infection) or face sanction. Etc, etc, etc.
Is there no end this government wont put you at risk and place the entire burden on you rather than themselves who after all FAILED to shut down our borders and refuse travel in and out the moment it was reported as far back as December 2019 that China AGAIN (always the epicenter) had set about causing yet another SARS INFECTION OUTBREAK.

I will admit I’d not thought how hard it must be for the unemployed to even fund a couple of cloth masks, and maybe even keep them clean, never mind pay fines!

So what is causing respiratory failure in certain cases and is transmittable one person to another if not a bacterial infection ?
Before covid we had a whole list and experience in matters relating to other causes like for instance COPD, pneumonia, pulmonary vascular diseases, etc.
Dont you think its a little odd that out of the blue global governments banded together, recruited the majority of the medical fraternity and agreed to deny the existence of known related causes and call it something new ?
Im all for theories BUT it mustn’t stop short of admitting its own flaws and must stand the riggers of an applied scientific method. Has those who protest admitted any, applied the method and proven their theory ?

Viruses are not bacteria, Doug. Viruses are not living things really, are much smaller than bacteria, and couldn’t even be seen physically until the invention of the electron microscope in the 1930s.

According to what superted has published/linked to, a virus cannot be isolated and thus proved to exist.
This leaves bacteria,fungi and protozoa.
Its not a fungi we know of. It does not fit the bill of a known protozoa and thus if not a virus leaves bacteria as a possible culprit.
Now its not beyond the realms of something entirely new but currently via consensus both public and medicine alike are looking at it as something identifiable and hence the phrasing of the question posed.
Im not saying its a bacteria, im giving superted a platform to explain to the readers not only why its not but what is it if it isnt a virus.

Those face masks being sold don’t work.
Face masks sold by major high street retailers are letting through up to 93 per cent of particles providing almost no protection from coronavirus.

Seven months have now passed and only one message from the Jobcentre appeared in my universal credit journal, informing me about half a dozen useless “courses” they were running, and every month another universal credit payment was credited to my bank account as regular as clockwork. I’m wondering now whether I’m going to be contacted by these people, who, previously were the bane of my life, this year! If not that’ll be over nine months of silence and non-interference in my existence by the DWP! How many ladies have become pregnant and given birth during my stay from the dole? I’m really pleased to have had a respite from DWP scrutiny as long as this but find it as weird as it is pleasant. Some people have said that the Jobcentres are due to up their game in November, but I don’t know whether that’s true or a Chinese whisper. It would be lovely to be left alone for the rest of the year and see out atrocious 2020 peacefully and quietly.
Anybody else out there being left alone like this?
I live in rural Cornwall – only got one city, Truro, which is smaller than many a town – and am wondering what’s going on with the DWP in more urban and/or populous areas. The Jobcentres supposedly opened their doors months ago but I haven’t heard of anybody being called in or even getting more than a very occasional email, phone call, SMS or message posted in their UC journal.
What’s going on with you guys?
Anything happening? Any news to spill? Or are you much the same as me?

I’ve still heard nothing from the Jobcentre apart from an email telling me about Work Coach vacancies (lol). Otherwise zilch. I’m loving it but at the same time dreading the inevitable return to the normality of the fortnightly signing-on charade (I’m still on JSA). I wish the Jobcentres would remain shut permanently, after all they serve no real purpose and cost a fortune to run. Jobcentres are entirely unnecessary. People could sign a declaration annually online or by postal form. No need for jobsearch evidence requirements. Scrap UC too. Just pay Benefits automatically from now on. But you can bet that it will be business as usual, with lots more useless back-to-work schemes and Workfare placements etc. But more unemployment and fewer jobs.

@trev- It would be something if they tried to modify the existing system. But they won’t. And when the unemployment chaos really starts, they will use Universal Credit as a shield. To cover up just how bad things are. You can hide a lot of unemployment, in the maze of Universal Credit training and zero-hours work.

And does Future Jobcentre have any involvement from the DWP ? Training provider organisations or right-wing pressure groups ? His agenda seems very supportive of the official line, where older people are ‘helped’ back into work etc. And the idea that the jobcentre system just needs a few small improvements, rather than any kind of serious overhaul.

Strange indeed Jeff, that’s what I thought, and rather sinister. It appears that this guy Thom Bartley has been commissioned to redesign the Jobcentre, physically, structurally, and its role and services it provides, etc. yet it is not actually stated that he has been commissioned or by whom. I don’t know who he is, perhaps some further digging would reveal his credentials and agenda in this respect. I’m wondering if he has any connection with the CSJ or even the Institute for Statecraft?

So much of what you post about coronavirus is woefully naive. For example you compare unavoidable deaths with avoidable deaths, as if there is some equivalence, which is a hopelessly unwise thing to do. Cancer is not infectious and cancer deaths couldn’t be reduced by a lockdown while coronavirus is extremely infectious, avoidable and, if not controlled, a contagion which would spread through the population like wildfire if not curbed, causing a huge number of fatalities as a consequence.

The facts, and the deaths, are there for everyone to see. Not only here in the UK, but across the whole world. Do you imagine for one moment that our government, and indeed all the world’s governments, would be taking these preventive measures if they were not absolutely necessary ? There are two main faults with these conspiracy theorists and coronavirus -deniers. The first is that they are as wrong-headed in their delusions as David Icke, Piers Corbyn, and the various maverick scientists, whose flawed statistics they continue to quote.
They simply refuse to face the established facts about this awful virus, and the havoc it continues to wreak around the world. The deaths are there for anyone to see. The dreadful suffering, the long-term complications.
The economic damage which will take years, if not decades, to repair. We saw throughout the lockdown, the enormous suffering and misery in the nation’s hospitals. The deaths of so many dedicated NHS staff. The way in which the NHS itself was almost completely overwhelmed by coronavirus cases, after years of Tory underfunding.
But like Holocaust deniers, and Evolution deniers, these strange people choose to simply ignore reality..
Instead they prefer to look for some bizarre conspiracy theory. Though why the world’s governments should have chosen to infect their own people with Coronavirus, is not explained.
Their second argument is based on their assertion that people die anyway, so why make any effort to stop this virus ?
As if it were some natural event, like Spring or Summer, and ought to be left alone to run its course.
Yes, people die everday, of old age, in car accidents, in house fires, of terminal illness etc.
But that is no reason to say that we should not make every effort to reduce the spread of this virus. In order to save lives, and reduce unnecessary suffering. In just the same way that medical science treats any other serious illness. Where every effort is made to save the patient. Our health service doesn’t refuse treatment, on the basis that people die anyway, so why bother ? Nor should they. This pandemic is a serious situation, which has been quite rightly met with a serious, targeted response. Now is not the time for childish theories and irresponsible stupidity, that puts other people in society at risk.

They have determined that several features have now changed; in particular, more information is available about mortality rates (low overall), and there is now greater clinical awareness and a specific and sensitive laboratory test, the availability of which continues to increase

There were 50,335 deaths involving the coronavirus (COVID-19) that occurred between 1 March and 30 June 2020, registered up to 4 July 2020 in England and Wales; of these, 46,736 had COVID-19 assigned as the underlying cause of death.
Of the deaths involving COVID-19 that occurred in England and Wales in March to June 2020, there was at least one pre-existing condition in 91.1% of cases; this is a similar level to that shown in March to May.
Taking into account the age structure of the population, the rate of deaths in June due to COVID-19 was 53.0 per 100,000 persons in England compared with 47.0 per 100,000 persons in Wales; in both England and Wales, the mortality rate in June 2020 was lower than in May 2020.
COVID-19 was the third most frequent underlying cause of death in June 2020 (after Dementia and Alzheimer disease and Ischaemic heart diseases), with 7.1% of all deaths (2,525 deaths) due to COVID-19; this was a large decrease compared with the proportion seen in May, when COVID-19 was the most frequent underlying cause of death and accounted for 21.6% of all deaths.
Males had a higher rate of death due to COVID-19 than females in England and Wales; the age-standardised mortality rate (ASMR) for males was 65.1 deaths per 100,000 males compared with 43.3 deaths per 100,000 females.
Dementia and Alzheimer disease was the most common main pre-existing condition found among deaths involving COVID-19 and was involved in 12,869 deaths (25.6% of all deaths involving COVID-19) in March to June 2020.
The rate of deaths from all causes in June 2020 was 742.0 deaths per 100,000 persons in England and 837.5 deaths per 100,000 persons in Wales; both mortality rates were significantly lower than the five-year average (860.5 for England and 924.0 for Wales), though small increases in rates are expected over time as more deaths that occurred in June are registered.

Faith healing, shamanism, homeopathy, holistic medicine and similar are bad because they encourage sick people to abandon effective conventional medicine, which could cure them, manage their conditions and extend their lives, for fanciful, uncontrolled and unproven alternative medicine which can harm them, even kill them, or, at best, do nothing for them to improve their health. Much better to see a properly qualified and registered medical doctor if you’re ill than to put your life in the hands of a latter day witch doctor peddling quackery.

PCS consistently opposed the restarting of face to face NINo appointments during consultation with CFCD and have reaffirmed our position following consultation with branch reps at Primary or a Secondary NINo sites.
The DWP GEC voted unanimously in favour of this position when it met on 21 October, and agreed to ask branches to consult with members on NINo appointments about their support for PCS’ position and willingness to be involved in a campaign to stop the interviews. We encourage NINo members to speak to PCS local/H+S reps about their thoughts and experiences. GEC Officers will discuss next steps on 9 November.
We believe that face to face appointments should be kept to an absolute minimum during the pandemic to decrease risk to our members. We have not been convinced by CFCD arguments for the requirement to restart these appointments. We have an assurance that sites in Tier 2 and 3 in England and those with additional restrictions in Scotland and Wales (including the firebreak) will not open, nor will applicants be able to attend NINo sites if the area they live in fits this criteria. This goes further than the announcement from the Permanent Secretary last week.
However, the uncertainty and ever changing risk levels across England, Scotland and Wales create an extremely unstable situation to restart any national initiative. This position was confirmed by the withdrawal of Leeds as a pilot site before the trial was due to commence, and further when City Tower was only able to complete two days as a trial site because of the change of risk level in London. However, CFCD wishes to continue with the roll out despite only two days of interviews taking place at the trial sites. Southampton was named as a new trial site but was only opened two days earlier than any sites in Tier 1 in England or outside the central belt in Scotland.
We understand that the restarting of NINo interviews will increase the number of staff working from site. PCS is concerned about any increase at this time, despite efforts to make workplaces safer we maintain that working from home is the best way of minimising transmission of Covid-19.
Whilst we oppose the implementation of these interviews, we continue to talk to CFCD about the detailed process. The constantly changing position of Covid-19 restrictions means that Serco will be required to have up to date information, and there is a risk of a change in the status of customers between the booking and the appointment day. Therefore we have requested that a pre call from NINo staff takes place prior to interviews; these calls will provide a check regarding potential Covid-19 symptoms. At this stage CFCD have agreed for these to be in place.
PCS have been working on the national risk assessment for a number of weeks and have now made good progress towards a finalised document. However, while we feel that the measures included will mitigate some Covid-19 risks, the process itself creates unnecessary risks.
PCS (through Ops TUS) has written to CFCD to oppose the restarting of face to face NINo appointments. In our letter we stated:
“After consulting with our reps based in branches with either Primary and Secondary NINo sites and discussing the NINo face to face appointments with national representatives, we have confirmed our opposition to face to face NINo interviews during the Covid 19 pandemic. This is because of the health and safety risks created for our members (working on NINo and others based in jobcentres), service users and those they come into contact with. We believe that the national and local risk assessment will help mitigate these risks but they remain too high.
“We further believe that the timing for restarting this work is even more dangerous because of the current rising level of Covid-19 cases. TUS feels that the current different tiered systems in England and Scotland and the restrictions in Wales create an unstable environment for this work which has additional risks. The likelihood of movement in and out of different risk levels means all offices will be subject to an unpredictable and potentially volatile backdrop.
“In making this decision we have considered that the reduction of NINo sites caused by both the creation of Primary and Secondary sites and closure of sites in high risk area and believe this creates the potential for additional travel at a time when the government is discouraging it. We acknowledge your decision not to open sites in England in tier 2 (high) and by doing so going further than the national DWP position.
“Ops TUS would like to further explore with CFCD alternatives to serve the public currently unable to complete a NINo application, by looking at options of postal or/and digital methods. Other areas of DWP have used easements to enable staff and claimants to operate more safely. We would like to understand what further work DWP could do (possibly in conjunction with other government departments etc.) to publicise that a National Insurance Number is not a requirement to work in the UK.
“We hope to be able to meet you during the week commencing 2 November to discuss further. We want to continue work constructively with you and will encourage our local and regional reps to do so.”

HALF OF NORMAL HOURS: 83.3% of salary paid. 52.5% from employer and 30.8% from the government.
ONE THIRD OF HOURS:77.8% of salary paid. 36.6% from employer and 41.1% from the government.
ONE FIFTH OF HOURS: 73.3% of salary paid. 24% from employer and 49.3% from the government.
Unions and Labour say this is not enough and will leave minimum wage workers facing destitution. Tory ministers say it can be topped up with benefits – but not everyone is able to do that.
On the other hand, the scheme is much more generous to employers – meaning you’re more likely to keep your job in the first place.

Our local Aldi introduced a traffic light here a couple of months ago. I suppose it’s more cost effective than having a member of staff on the door. Makes sense really.

80% Furlough Scheme With Second Lockdown
The measures would be time-limited from November 5 to December 2, when restrictions would be eased and regions would go back into the tiered system.
