As MPs return to their constituencies for the summer, millions of families are set to hear that their Universal Credit will drop by over £1,000 a year from October. Families disproportionately located in areas the government has said it wants to “level up”.

An extra £20 a week doesn’t just stop people having to choose between putting food on the table or keeping the lights on. It gives a critical cash boost to the very regions identified as most at risk of being ‘left behind’. For this reason, a cut to Universal Credit is at odds with the government’s own agenda of narrowing the inequality gap.

Levelling up is a slippery term. It can cover any number of things – regenerating town centres, faster broadband, better jobs and tackling the skills deficit. But these sit under one umbrella: improving living standards for the people and places most in need.

Comment: who on earth takes ‘levelling up’ seriously?

A group of Conservative MPs has formed a levelling-up taskforce, and is calling for the government to set out geographical analysis of how tax and spending changes affect different areas. Boris Johnson has also appointed Neil O’Brien, MP for Harborough in Leicestershire, as his levelling-up adviser.

The government says it will set out its plans later this year.

Clearly it has been busy with the pandemic (which has itself highlighted problems of inequality in the UK) since the election.

Of course, levelling up is about more than just geography. It’s about tackling inequalities. More than a third of people who’ll be hit by the cut are already in jobs but still rely on Universal Credit to make ends meet. Some can’t work because of a disability or caring responsibility. Others have weathered furlough or shielding and are picking up the pieces from this crisis.

The Chancellor’s counter-argument to keeping the £20 increase is that the focus must be jobs. Supporting people into the labour market is vital and job creation schemes are welcome. But frontline staff at Citizens Advice know a job doesn’t mean income security, particularly when it’s low paid or zero hours. Pushing benefit levels lower will hurt working families and take money out of local economies, not accelerate our recovery.

    • Losing £20.00 per week from an already too small income (after a four year freeze) is going to hurt like hell. I’m surprised that the government hasn’t been more sneaky and reduced it in £10 stages or allowed those in receipt of it to keep it and uprated UC by below inflation increases, clawing the money back later more slowly and less obviously. Stripping out that “uplift” in one fell swoop is going to be really painful for those affected. Especially going into winter when people start needing to heat their homes with utility bill tariffs shooting up like weeds. Ouch! The eat or heat dilemma will return in a big way this Christmas for too many.

I don’t actually think the Tories see “levelling up” as intervening to reduce inequality but trying to encourage commerce and business to be distributed more evenly across the country rather than locate themselves in London and the South East. The Tories believe that the “market” is the cure to all woes and if they can spread opportunity more evenly, nationally, people will lift themselves up out of poverty through work and enterprise rather than support from the state. Even if they don’t believe this in their hearts and can see from history it has never been true this is the way they will try to spin forthcoming cuts to social security, claiming that money cut from Universal Credit will be used to “liberate” those on Universal Credit and similar entitlements from “benefit dependency” by getting them into jobs, rather rather than dooming them to a life of poverty drip-feeling them meagre hand outs distributed mechanically by central government.

    (Universal Credit doesn’t do this generally just replacing out-of-work poverty with in-work poverty.)

    After a financial crash followed by a viral pandemic you can bet the farm government will be doing all it can to get people into work, any kind of work, at every opportunity to gain political capital and reduce spending on social security by hook or by crook.

    With this around our neck i cant imagine the government pushing this so called leveling up agenda as the robotics does not exist to fill the void.
    Every business needs its poorly paid minions as how else those the real work actually get done.
    Hopefully this pandemic has taught people to evaluate the road ahead.

    Job vacancies have boomed but as we all know careful thought is required as you wouldn’t want one that puts you on the covid furlough/laid off bench. This must be a bit of a nightmare for DWP as literally people who are out of work as a result are just chasing who pays the most which usually means short lived what with these being the businesses that enjoyed the boom but are now watching their market decline as normality returns.
    Some however think its business as usual but couldn’t be more wrong as employees show little interest in a move at this time, especially one offering min wage and long hours still not enough to live off properly as things rise in cost.

    With the opportunity to fail interviews and tests, DWP really will find it hard to help the employers benefit from people on welfare unless they are willing to do better, especially now or currently brexit has dampened the mood of Europeans to come to the UK for insecure wages at a time skills have to be required.

    • Ive always thought the government should have topped up the difference but as we know this governments welfare is actually aimed at supplying welfare to businesses in the form of free labour.
      There is no way to really confirm a genuine vacancy, its all talk to try to justify the practice.

      Many people start jobs they have to learn yet still receive the min wage and DWPs scheme should be no different. Why should DWP and those that aid them get to be the only ones to ignore the law.

  23. Just had my JCP phone appointment, was supposed to be at 1.00pm but she rang at 12.00. It was short and sweet, didn’t seem interested in hearing what I’d applied for, just interested in establishing that my circumstances haven’t changed and that was it, next appointment booked for phone call in a fortnight’s time. Easy peasy. Why can’t they do this permanently?

    • They’ve got to justify their jobs as ‘Work Coaches’ somehow Trev. The pandemic proved that you can run a benefits system perfectly well without the Job Centre network. Just as it would be if they introduced Universal Basic Income. Then we could get rid of foodbanks, and much of the homelessness produced by the cruelty of Universal Credit.

      • Yes a lot of problems could be solved if the Political will was there. The money saved through Jobcentre closures would probably fund a Basic Income, perhaps even a earlier State pension too. The costs of running the jobcentre network, all the staff wages, the G4s contracts, the money given to Third Party Providers (Reed, Interserve, Seetec, Ingeus, etc.), the costs of keeping the buildings open, and all it entails must come to many Billions.

      My adviser tries this on with me sometimes. Once he phoned 3 hours early. The sneaky fecker was probably hoping I’d still be in bed or on the bog so he could sanction me for failure to answer the phone call. Still, beats having to meet them face to face where you risk getting roped into something. On the phone, it’s much easier to sidetrack them with pointless, irrelevant waffle before they have a chance to refer you.

After a few phone calls with my normal advisor , I’m getting my fortnightly calls from what I assume is a new Work Coach recruit who seems to be doing the menial work like you describe above. With the closure of the furlough scheme and more people coming onto UC this is likely to go on Ad Infinitum.

      • It’s a pointless waste of time and a waste of resources. We are already required by law to inform the JCP/DWP of any change in circumstances, so why ask? If they must ask then why not just do so once annually? People could be asked to sign an online declaration once a year, or return a postal declaration form. No need for fortnightly signing, no need for Jobcentres.

    • The assumption is that the long-term unemployed are all junkies and alcoholics, which is pretty stupid because if so we’d be on the sick. The question about drink is a bit of a trick question though, in this weather I’m likely to have a cold beer each day during the week so that’s 5 per week, 20 per 4 weeks, which might sound a lot, but in winter it would probably be zero.

    So Universal Credit claimants are on the beach in Spain, still applying for jobs in the UK ? And being made to do the 35 Hour a Week Jobsearch ? ( 7 Hours Jobsearch each day, Monday – Friday )
    Not much of a holiday !

    • Work search expectations will differ for each claimant depending on their individual
      circumstances and job goals and advisers will tailor requirements for each claimant, which
      means that not all claimants will automatically be subject to the 35 hour work search
      requirement. Our regulations allow that where a claimant has done all that could reasonably be
      expected of them – for example they have applied for all suitable jobs and undertaken all the
      activities set out in their work search and work preparation plan – this may be considered
      sufficient even where the time taken was less than the hours expected.

    • It’s a meaningless requirement because it is impossible to police unless you are supervised doing it in a Jobcentre or with a private provider. Nobody and I do mean nobody could really work search intensively for 35 hours a week for long and the Job Centres know it. Besides job seeking is like the length of a piece of string and means different things to everybody: what takes one person an hour somebody else can do in five minutes. I’ve always thought is idiotic to the point of cruel to say to somebody with little or no clerical and IT experience to toddle off and job seek, alone and unaided, for 35 hours a week who had to do anything remotely like that before. It’s almost like setting people up to fail not because they are unwilling or cheaters but because to fill 35 hours a week with job search activities on you own is difficult, not only difficult but impossible based on the number of jobs there are to apply for, costs involved with job search like a phone, transport, computer, internet access, stationary etc., and the savvy to invent things to do along these lines for so many hours a week.

      Most people who have been unemployed for a while don’t do it because in practice it’s impossible.

      One of Lord Freud’s daftest ideas was that “looking for a job should be a full time job” seemingly beneath his notice that most people doing jobs are assigned duties, told what to do when doing that job, and don’t have to make things up up and invent things to do to fill the hours off their own bats.

      Of course David Freud was an idiot of course and the prime reason we are where we are.

      • At heart they’re Tories, trev, and the uplift is bound to go now that the government has announced its abolition publicly or they will look weak and lose face, plus there isn’t any prospect of 80+ Conservative MPs rebelling against Boris and Co., in order to succour and show mercy to the poor. That really isn’t going to happen while there are stars in the sky and now the regulator has upped the cap on electricity it’s going to be a cold winter for many when the “uplift” is withdrawn from people, instantly.

    At a time government is about to relax rules on traveling abroad its reported 132 of 195 countries in the world have beta cases. Whats of most of concern to us in the UK is places just across the water like France, Germany,etc have high amounts in comparison to other countries.
    To put this into context around 3 times the amount of cases reported in the UK.
    S Africa still ranks as the most serious destination risk by over 6 times the case load in the UK But the USA is firmly heading towards Frances figure.

    The reason to mention this as its been found our vaccines have lower efficacy towards this variant so worth mentioning the importance of masks, distance and hygiene.

    Its incredible in this day and age such big names should even be at fault but here we are and can only hope this is the last time we see them on the list, especially as they cite it was errors corrected.

    While both points are true its not straight across the board with the rises with most gain still mostly going towards higher skilled sectors.
    Temporary work which i pointed out in a recent post is commanding an increased hourly rate heading towards £10 plus an hour but dependent on sector, permanent position pay is circling towards it.

    Air for caution though as the word permanent means nothing while under a probation period so could well just be a buzz word not only used by work agencies but also employers in an attempt to garnish more interest from applicants so as to compete with said agencies.

    As for skilling up the UK its besides teens already attending college/university for such, still just an idea rather than a demonstrable practice.

      While i cannot say with any certainty i suspect DWP will in the coming weeks push real hard on its unemployed claimants in the light of staff shortages being reported by businesses.

      With a lot of our unemployed being new and green its going to come if true, quite the shock to see how flagrant DWP coaches can be at handing out sanctions so as to put claimants into impossible positions.

      Hopefully regulars here, seasoned pros are informing our green claimants of this very site and others that will help them navigate the DWP rapids when and if they come.

  42. Claimant Response To The Permanent Secretary’s Plans For Returning To Office Working In The DWP

    Claimants have have told DWP that we believe the government’s decision to remove, at this stage, the legal safeguards that have protected society from Covid-19 is dangerous and reckless.

    We strongly oppose the Department’s plans to continue ramping up face to face activity in jobcentres at a time when rates of infection continue to rise in society.

    We will press the department to maintain all existing Covid safety control measures in DWP offices such as:

    *Full 2m social distancing

    *Use of face coverings

    *No return to personal appointments in offices for vulnerable claimants and those with vulnerable family members

    *Continued use of screens in jobcentres

    *All Work Coaches to be fully vaccinated before seeing claimants

    *Proper cleaning of Jobcentre seats and desks between claimants

    *No deliberate harassment of claimants by calling them in for unnecessary personal appointments

    In the interest of being helpful, and provided outside of the Freedom of Information Act,
    Contractors operating within the North West Group would determine if they wil offer
    Work Experience Placements as part of their programme, but al are able to offer it
    should they chose to. During the Coronavirus Pandemic, many organisations, charities,
    employers and providers were unable to offer work experience placements due to the
    advice provided by Public Health Authorities. Since April 2020, the Department has
    continued to work with organisations, charities and employers to provide customers with
    alternative opportunities and initiatives, which included virtual SWAPs, sessions and
    open days.

    questions set out in these assessments, DWP has no information as to whether or not
    providers require participants to answer all or any of the questions in the assessment tools.
    Regarding your question about the Data Protection Act 2018 and the General Data
    Protection Regulation, there is no information held.
    You asked if DWP wil be expecting its Restart contractors to amend the Diagnostic
    Assessment tools, there is no information held.
    Finally, on the last question, it is up to the providers to decide whether to mandate a
    participant to take part in an activity.

    PCS responds to inaccurate media reports about civil servants and returning to the office
    Throughout the unprecedented global Covid-19 pandemic, PCS has always prioritised the safety of its members.
    Therefore, at the height of the pandemic which led to more than 150,000 deaths in Britain alone, we came up with 5 safety tests and negotiated homeworking for the majority of our members.

    This included making sure staff were supplied with the right equipment to do their jobs so they could work from home.

    Alongside this, many civil servants whose jobs could not be done from home were attending workplaces and have been throughout the pandemic.

    Both sets of workers have been serving the public and keeping society functioning.

    In terms of public service delivery, this has been an overwhelming success, with vital Universal Credit payments processed by DWP staff and the furlough scheme rolled out by workers in HMRC.

    Our members were rightly lauded by the government as heroes for their efforts.

    The Chancellor Rishi Sunak himself has credited civil servants for keeping the country going by working successfully from their “kitchens and living rooms” throughout the pandemic.

    It is nothing short of a disgraceful and libellous slur for some journalists to depict hard working and diligent civil servants as somehow “shirking” or “twiddling their thumbs” because they are currently working from home.

    It flies in the face of the facts and that government ministers have themselves publicly recognised the extraordinary efforts civil servants and other public sector workers have made during the pandemic.

    PCS continues to have intensive and productive discussions with the Cabinet Office on future working arrangements.

    We are pressing them to prevent any large-scale return of staff to offices until it is demonstrably safe to do so; and even then to not return to the pre-pandemic world – we want maximum choice and flexibility for workers going forward, including homeworking where desired. The pandemic has proven that this is eminently achievable while maintaining service delivery.

    About the wonders of Universal Credit,
    But it’s a cruel system, a harsh one,
    And claimants have come to dread it.

    The strict conditions imposed,
    Are like an online jail,
    With claimants hounded by the DWP,
    And sanctioned when they fail.

    No-one can jobsearch for 35 Hours a week,
    Thats 7 hours a day !
    But typical of the nonsense the DWP say.

    A proper job is a proper job,
    That pays enough money too !
    Not a few hours of zero-hours work,
    That your Work Coach has forced you to do.

    Everything is mandatory,
    That favourite DWP word,
    You have to do whatever they say,
    Any argument won’t be heard.

    And always in the background,
    The sanction system is lurking
    To spring upon the claimant,
    When the DWP think they are shirking.
