One million Universal Credit claimants told to act now as DWP starts benefit crackdown

Citizens Advice is warning claimants to check their online journals weekly and answer Jobcentre calls to ensure their payments are not terminated.

The Department for Work and Pensions is cracking down on benefit fraud in a move that will see over a million new claims over the past year investigated.

The government body said it has lost £8.4billion in the past 12 months – a figure it estimates is largely down to fraudulent claims and errors in a year when more than six million people joined Universal Credit.

Over that period, identity checks were processed online, for instance, rather than face-to-face and some information was taken on trust, such as the cost of rent.

The overall level of fraud and error across the benefits system increased by almost two-thirds, from 2.4% last year to 3.9%, the highest ever reported rate.

The fraud rate on the main benefit, Universal Credit, was up by more than 50%, it said.

We’ve teamed up with charity Citizens Advice to explain everything you need to know on the DWP’s Trust and Protect scheme, and the steps you should take to ensure you don’t lose out on benefits you’re entitled to.

What is the Trust and Protect scheme?

In the early stages of the pandemic last year, the DWP introduced new measures to make sure people could apply for benefits quickly, without the need to visit a Jobcentre.

This meant that some of the requirements relating to proof of identity, housing costs and household circumstances were eased.

People who applied for Universal Credit as Covid hit could be subject to a benefits check by the Department for Work and Pensions (DWP).

The DWP is now looking at all claims made in the early stages of the pandemic  and asking people for this evidence to support their application. People who claimed New Style JSA and New Style ESA last spring may also be contacted.

How will the DWP contact me?

You’ll be contacted via your online journal or a call from your Jobcentre. This may show up as a withheld number. Make sure your contact details are up to date and try to check your online journal at least once a week for new notifications.

If you’re struggling to manage your online claim for any reason – including lack of access to a computer – you should be able to change to a non-digital claim. Citizens Advice can support you with this.

What happens if I can’t provide the right evidence?

If you can’t provide the right evidence, or you cannot be contacted by officials seeking to verify your claim, your payments could be stopped or changed.

  1. Universal Credit is clearly unfit for purpose and creates more societal problems than what it solves. Millions of Pounds of Rent arrears, thousands made homeless, thousands pushed into poverty and to the foodbanks, thousands dead through suicides. Those responsible belong in jail; IDS, Lord Freud, David Cameron, George Osborne, and whoever else had a hand in it. Scrap Universal Credit now!

    • I have mentioned this before but every Sunday there is a queue of people outside the Seventh Day Adventist Church just by here, Fr Food parcels and a nice snack of chips and sausage (takeaway style, I was shown it by one of the people this week, it looked tasty). That has only been there over the last two years (began just around lockdown).

      It is not only for homeless people in the sense of those living in the street but those in great difficulty housed in temporary accommodation.

      • Back in about 2010, I did a Work Placement at a Community centre on a poor housing estate in Bradford. The “foodbank” there at that time consisted of a shelf in a cupboard with a couple of tins of soup and beans for those who needed help. Foodbanks on the present scale were unheard of. Now I volunteer at a foodbank that is run over two locations, with a separate warehouse with a Flt, providing literally thousands of meals per year. Referrals to the foodbank increased by over 300% after Universal Credit was introduced in the area. Tory policies are undeniably the cause of such poverty and foodbank usage.
        As for the Community centre on that estate in Bradford it closed down due to funding cuts because of Austerity measures.

  3. The DWP are wasting so much tax payers money defending themselves in court with DWP lawyers at £500 an hour. Also the amount of money the DWP waste & is not accountable like the Disability Unit Investments & Policy. DWP fraud by the customer is & always has been very small like 1% or 2% of the DWP budget. Perhaps we could get the people coming off furlough to pay for it & the Tory voters could help pay for it. Have you thought about cutting down on DWP expenses when going to disability confident !!!

  6. Universal Credit digital system was meant to stop & prevent benefit fraud in the way Universal Credit was set up. It shows Universal Credit is open to much more fraud than the old paper system which had bar codes & heading paper called receipts. With the utter failure of the DWP to prevent DWP Fraud through Universal Credit it makes Universal Credit Not Fit For Purpose. Universal Credit is the Fraudster.

After having applied and presented all of the information and proof of identity required to receive Universal Credit, you are periodically and sometimes randomly reassessed to see if your circumstances have changed by means of a thing called a “review”. (When I was forced to claim UC after redundancy I was also quizzed verbally about my past, like you are when applying for a passport, as part of the process to prove who I was.) So really what we are talking about here is just a “review” triggered early for newer claimants who have not presented the evidence required relevant to a digital claim made during the closer of Jobcentres during the pandemic. Nothing to worry about unless you’ve fibbed or made any mistakes during the application process by accident or design.

  16. I’ve just had my phone appointment with the Jobcentre, they rang two hours earlier than the booked time. Woman was nice enough and chatty but did ask about my jobsearch, how it is going, but ended up saying just do what you can. Next appointment also by phone in a fortnight’s time.

    • @trev- Mine have hardly got time to say hello. They just ask how you are, and tell you when the next phone appointment is. Then before you know it, they’ve rung off. It’s quite a lot like those calls from the double-glazing people. Wait til the furlough scheme ends, there is going to be an absolute tsunami of new claimants on Universal Credit. And they could save themselves all this trouble, by switching over to Universal Basic Income.

      not that mine picks up the phone on time either so ring the other numbers i have for that floor so get there in the end but thats not the point.

      all they have to do is ring you on time and they cant even manage that and doing this to get under your skin and wind ppl up on purpose.

      now if you start firing of complaints in writing and send them recorded delivery that my work coach was supposed to ring me a 2pm for a phone appointment yet rang me at 12pm on one date and time and yet rang me at 4pm for another appointment for the same time of 2pm.

      can you confirm that my wc can tell the time because this is now becoming a routine failure of my wc and will just ring my number at random times hoping i dont answer the phone.

      i am stating this in writing in case a sanction doubt is raised if i do not answer the phone on time when my wc can be bothered to do it when they feel like it when a time and date has been confirmed to carry this out every fortnight and not adhered to buy the wc.

      also note it is not a requirement of law for the dwp to keep a record of my phone number on the lms so please remove this data as it is not required buy law to claim any benefits.

    A coroner will consider if the cause of BBC presenter Lisa Shaw’s death might have been complicated by her having had the AstraZeneca Covid-19 vaccine.

    Her family said the 44-year-old was treated for blood clots days after her first jab. She died on Friday.

    An interim fact-of-death certificate lists the vaccine as one of the possible factors being considered.

    The Medicines and Healthcare Products Regulatory Agency (MHRA) said vaccine benefits exceed risks for most people.

    The BBC has seen the interim fact-of-death certificate issued by Newcastle’s senior coroner Karen Dilks.

    It confirms an investigation into Ms Shaw’s death will be held and lists a “complication of AstraZeneca Covid-19 virus vaccination” as a consideration.

    The document does not determine a cause of death – that will not be issued until the investigation has been completed.

    The BBC Radio Newcastle presenter was not known to have any underlying health problems.

    In a statement, Ms Shaw’s family said: “Lisa developed severe headaches a week after receiving her AstraZeneca vaccine and fell seriously ill a few days later.

    “She was treated by the RVI’s [Royal Victoria Infirmary] intensive care team for blood clots and bleeding in her head.

    “Tragically she passed away, surrounded by her family, on Friday afternoon. We are devastated and there is a Lisa-shaped hole in our lives that can never be filled. We will love and miss her always.

    “It’s been a huge comfort to see how loved she was by everyone whose lives she touched, and we ask for privacy at this time to allow us to grieve as a family.”

    An MHRA spokesperson said: “We are saddened to hear about the death of Lisa Shaw and our thoughts are with her family.

    “As with any serious suspected adverse reaction, reports with a fatal outcome are fully evaluated by the MHRA, including an assessment of post-mortem details if available.

    “Our detailed and rigorous review into reports of blood clots occurring together with thrombocytopenia is ongoing.”

    It said the number of cases remained “extremely low”.

    A distinctive type of blood clot is a known side effect of the Oxford-AstraZeneca vaccine.

    They are called cerebral venous sinus thromboses (CVSTs) and what makes them unusual is people often have low levels of platelets (the raw materials of clot) in their blood.

    They are considered extremely rare – there have been 332 reported cases and 58 reported deaths – after nearly 35 million doses of the AstraZeneca vaccine in the UK.

    But all of medicine is a balance of risk and benefit; and the number of blood clots has already led to a shift in the vaccination campaign.

    Ideally, adults under the age of 40 should be given an alternative vaccine, such as those developed by Pfizer or Moderna.

    Ms Shaw joined BBC Radio Newcastle in 2016 as a daytime presenter. Her voice was well-known in the north-east of England where she had also had a successful career in commercial radio.

    Following the announcement of her death, there were tributes from listeners and colleagues.

    The BBC described her as a “brilliant presenter” who was “loved by our audiences”.

    It said: “We’ve lost someone special who meant a great deal to a great many people.”

Your logic makes no sense because, based on it, I suppose you also want to get all motorised vehicles of the roads because in 2019 some 1,752 people died in road traffic accidents. Or take every painkiller based on Paracetamol off the shelves of shops and garages because 150 people died after taking it? Look. Covid vaccine has already saved hundreds of thousands of lives in the UK with only a tiny percentage of people having ill, let alone fatal, side effects after receiving it. No causal link has yet been established between such deaths and the vaccine scientifically and even if such a link could be proven vaccination would still, on balance, by a country mile, be by far the most sensible and best course of action to avoid illness and death because without such vaccination many, many times more people would perish from the effects of virus than the vaccination by many orders of magnitude.

      • I am waiting on the long-term longitudinal studies on this particular ‘vaccine’ to come in. We won’t be be out of stage 3 clinical trials until 2023 at the earliest. The potential for blood-clotting disturbs me too much to risk this vaccine. Blood-clotting won’t necessarily take you out immediately. You could have blood clots formed that you don’t know about waiting to go off. You could literally be a ‘ticking time-bomb’. As for this ‘vaccine’ saving lives. Although still a tragedy isn’t is better to let an 82 year-old die, is well past the average life expectancy, someone who has led a full life, is way past their biblical three score year and ten, and is well into ‘borrowed time’ than have someone’s life cut short at 44, and in other cases even younger. Maybe if I was 82 and older I would think differently but what are the odds of reaching 82 and older? We are ALL going to die at some point, regardless of whether or not we are injected with this ‘vaccine’. I treat my body as a temple. I am careful of what I eat and drink. I am not going to allow myself to be voluntarily injected with a cocktail of ingredients that I do not understand. I will not be frightened into receiving this vaccine. Anyone who has received this ‘vaccine’ ask yourself why? I bet the answer is fear. And where did that fear come from, certainly not from what you can see with your own eyes, but from watching BBC FEAR and their ilk. I don’t know why you say that I am an ‘anti-vaxxer’ – I have had already received many vaccines!

You cannot give the name of anybody the coronavirus vaccination have saved because vaccines, by definition, are prospective treatments which are given BEFORE the person vaccinated has become ill! A vaccine that works STOPS people affected by the virus from becoming seriously ill not cure them AFTER they have contracted it and are seriously ill before they get it. The evidence of vaccine efficacy comes from blind trials during which large vaccinated and unvaccinated groups are compared one with another to determine how few of the vaccinated compared to how many of the unvaccinated contract the virus and how ill they become, and, more generally, by statistical analyses to monitor how illness in the national population declines as the number of people vaccinated increases.

        Now stop being silly, refuse to be vaccinated if you choose to, and take your chance.

What I said is that vaccination makes the EFFECTS of the virus, if you contract it, much less severe – so much so that vaccinated individuals have a very low risk of becoming ill enough to be hospitalised – AND much less likely to pass on the virus to others with whom they have contact. For your own sake and the sake of those around you vaccination is the only way to significantly reduce the ill effects of the Covid pandemic and if you care about yourself and the health and welfare of others you should be vaccinated as and when the jab is offered to you.

        At time of writing in the UK 38,871,200 people have received the first dose of COVID-19 vaccine, and 24,478,052 the first and second jabs, i.e., 63,349,252 doses of the vaccine have been given to citizens.

      • I think that everybody has the right to refuse medical treatment, Doug, but not to put others at risk by doing so without any kind of penalty. (As far as I am aware only severely mentally ill people of diminished responsibility can be medicated against their will.) Nobody can be forced, currently, to accept vaccination but in my view vaccination against Covid should be made a condition of employment for EVERYBODY working with the elderly, in the NHS and everywhere which involves frequent and close social contact, e.g., home helps and similar. Vaccines are never 100% effective and, given the numbers of people involved, it would be inevitable that non-vaccinated persons with asymptomatic Covid coming in contact with vaccinated people in whom the vaccine has not worked would end up infecting them possibly leading to their premature demise. So in my view people resolutely refusing to be vaccinated in order to decrease their risk, in certain contexts, should be prepared to give up their careers and jobs as a result and find alternative employment in other less risky sectors.

        Risking your own health and welfare by refusing vaccination is one thing but being allowed to walk unvaccinated around a hospital or care home, say, like some Typhoid Mary, and put innocent vaccinated and/or unvaccinated people in at risk is another thing altogether and should be outlawed.

        Life involves risk, Doug, and Covid vaccination represents one of the smallest risks imaginable, especially when weighed against the benefits to the individual and wider population generally. In fact contraceptive pills swallowed on a daily basis by countless ladies around the world are much more dangerous to their health, in respect to causing blood clots, than the AstraZeneca vaccination by a country mile. For example: In the UK, blood clots have occurred in people taking the AstraZeneca vaccine at a rate of roughly one in every 250,000, whereas blood clots caused by the pill are estimated to affect one in every 1,000 women each year, i.e., ladies are 250 times more likely to suffer blood clots because they use oral contraception, than individuals having the Covid jab and yet women happily swallow the pill up to the menopause and some time beyond because the small risk attached when taking them is acceptable in order to avoid unwanted pregnancy.

        I’m Kool and the Gang with people risking their lives by doing unwise and deliberately dangerous things, like mountain climbing, bungee jumping, or not being vaccinated against disease, but not where those choices and actions put unknowing others at risk or in danger. My choice was to accept vaccination and I received the first dose of AstraZeneca vaccine last week without a single side effect and am looking forward to receiving the booster jab in a couple of months or so. In about two weeks, statistically, I will be 70% less likely to suffer illness caused by Covid severe enough to hospitalise me and 90% less likely to die, as well as being 38-49% less likely to pass the virus on to anybody else, which for me is the best reason of all to accept vaccination.

        (My odds will be even better, increasing in leaps and bounds, after I very gratefully have the second jab.)

        That’s my choice based on sensible and scientifically impeccable advice. As a rational and conscientious person for me there was no other choice to make for my sake and the sake of others. Others are free to make other choices for themselves but can’t reasonably expect that personal choices made for whatever reason can necessarily be allowed in any arena where those choices might affect the lives of others in malign, possibly even, fatal ways without restriction.

        Good luck, Doug. I disagree with you profoundly but wish you well with the greatest sincerity.

      • Tim, just because you don’t receive any immediate side effects does not mean that you won’t suffer any side-effects further down the line. You could have blood clots formed all over the place moving through your pipe-work until they bunch off or they break off some place and block a coronary artery causing a heart attack and death. Blood clots generally form in the legs, the calf muscle, it is only when they break free and travel into your heart or brain that they cause problems. That is what is meant by a ‘ticking-time bomb’. I have known quite a few unfortunate people who have died relatively young suddenly and unexpectedly from blood clots. You are actually taking a cocktail that is known to cause blood coagulation without even knowing how thick or thin your own blood is. Absolutely no tests carried out whatsoever. How dumb and stupid is that?

    Senior DWP officials confirmed in a meeting with PCS negotiators on 27 May, for the first time since the department began a mass return to face to face working in jobcentres, that face-to-face appointments were mandatory as part of a benefits conditionality regime.

    They stated that this is a government instruction and that there is no option but to proceed with the stampede to having appointments booked for every possible minute of the day in the so-called “Green” desk space with scant concern for the safety of those members delivering the service or the claimants.

    Insistence on Face to Face interviews
    Despite the mass of evidence that PCS has provided to the department from members that they have delivered an excellent service to customers remotely throughout the pandemic, clear evidence that in many cases this service has been more effective delivered remotely, and despite the uncontested evidence that 50% of claimants are currently failing to attend face-to-face appointments, the department continue to insist that face to face is best.

    PCS is fundamentally opposed to the department’s reckless insistence that members risk their lives and those of the general public at a time when it is clear the covid pandemic is not over. PCS continues to press for a more cautious and safe return to face to face.

    Please vote yes in the jobcentre safety ballot
    The department and government’s complete intransigence and lack of care for its employees and the general public, means that the importance of the consultative ballot of jobcentre members cannot be overstated. We must have a large turnout in the ballot with as many members as possible confirming that they are prepared to take strike action to defend their safety and persuade the department to keep staff safe.

  45. Increase of face-to-face activity and return to work: Use your one-to-one

    Since DWP announced the mass return to face-to-face activity, and for our jobcentre members to return to the office, the GEC has received vast numbers of calls and emails from members concerned about their safety, the safety of their families, and the safety of customers that use our services.

    Not only those returning to work, but members that have been in the office and able to practise social distancing are also fearful of the increased numbers attending the office – the uptake of space and the inability to control the numbers that will call in for advice when they see the doors open.

    We are still in the midst of a coronavirus crisis
    The emergence of new variants show we are not yet safe from the virus and PCS have continued to demand that the employer listens to your concerns. We have seen Wigan jobcentre close for a circuit break due to 17 cases of Covid-19, we have also seen the new variant raging through 8 regions in the UK.

    On hearing your concerns, the response from DWP is that face-to-face interviews are government policy, and that they are adamant government policy will be carried out. They have said there is no option to this, every green desk will be occupied, and diaries filled to capacity with face-to-face appointments. DWP has said that this is non-negotiable, confirming the removal of the previously agreed work coach empowerment negotiated in October as a safety measure following the result of the consultative ballot.

    This hard-line stance displayed by DWP is deeply concerning and members should be under no illusion that if you cannot prove emphatically that being in the office, or travelling to the office, is unsafe and puts you at risk, legitimate concerns or not, you are instructed by your employer to work from the office.

    The one-to-one process
    We have raised with DWP the lack of one-to-ones being offered by team leaders. The one-to-one process is of paramount importance at this time as it is the process via which your concerns are raises and recorded. We have further reported that where one-to-ones have taken place, some line managers are refusing members with disabilities, underlying health conditions, and caring responsibilities to work from home, or to move to a blended approach of home office working.

    DWP has said that the hybrid approach is not an option for Jobcentre workers (separate briefing to follow). Members that have family members with serious health conditions living in their homes also need support from their employer but have found that during this worrying time, that support is seriously lacking.

    DWP again has given a wholly inadequate response to the negotiators regarding the lack of one-to-ones and bad decision making stating that if the union pick up individual examples they should be raised to the director. There are thousands of members falling through the gaps in this system and it is not for PCS to take hundreds of ‘examples’ to director level – personal cases should be few and far between and heard at grievance level. DWP has a duty of care to protect the health and well-being of its staff and should be demanding that protective policies are adhered to and regard is paid to equality legislation, such as the agreed policies used to sign off the public sector equality duty – the BAME risk assessment, and also work coach empowerment which has now been removed rendering the equality impact assessment, in fact, defunct.

    Members who are line managers, if you feel you are under pressure to make decisions you are uncomfortable with – please speak with your union rep or contact the group office. We have had many of our manager members reporting issues, please know you are not alone. The GEC will give you our full support.

    Use your one-to-one to detail your concerns
    Any member that has reason to be concerned about undertaking face-to-face interviews should raise this at the one to one. If you have not had a one-to-one, request one immediately. The one-to-one is your opportunity to put down on paper the reasons you do not feel safe, to give document your underlying conditions and concerns regarding childcare or caring needs – this record will be your evidence to support any action you, with the full support of PCS, might need to take in the future.

    If members are returning to the office, the one-to-one process is a procedural requirement – if you have not had one, again, request one immediately and request that your line manager follows the guidance in the return-to-work pack.

    Whether the one-to-one is requested due to concerns in the office and face-to-face appointments, or due to returning to the office it is a legal requirement for your line manager to exercise a duty of care, they must hold a supportive conversation with you and take steps where necessary to implement:

    Individual stress risk assessment
    BAME risk assessment
    OHS appointment – the OHS referral process is underpinned by informed consent – members must have input into the questions on the OHS referral form. Members should not sign any documentation for referral unless there has been a full discussion on the content – a PAM practitioner cannot discuss anything that is not on the form. For instance, the question should always be asked – ‘in your opinion, might [name] be covered by the provisions of the 2010 Equality Act?’ If not asked, PAM cannot advise.
    DWP has a duty under the 2010 Equality Act to implement reasonable adjustment – this might be:

    Working from home
    Job carving (role reconstruction)
    Moving to a back office.
    Members should also be aware of S44 of the Employment Rights Act which gives you as an individual, the right to be safe at work and remove yourself from serious and imminent danger. This legislation has been promoted in Cabinet Office guidance and can also be found in PCS briefing DWP/MB/064/21.

    this is the reason i one my tribunal on 2 counts as 1 i was not allowed to participate because i would not provide a signature that is not required and 2 they was sharing my data with 3rd party company’s and on that count alone i could have also one on that point that i have a choice to who i share my personnel data with.

      • No, I am not confused, trev, You appear to be confused but I am certainly not confused. Let me make myself perfectly clear. We are in the middle of an Employment Pandemic. When furlough ends a tsunami of unemployment is about to hit us. That is why in times of crisis it it imperative that we have strong leadership to lead us through to the sunny uplands of tomorrow. Luckily we have that strong leadership at the helm of the DWP in the formidable shape of the Therese Coffee. But strong leadership on its own is not enough, trev. That is why In order for us to pull through it is imperative that you stick to your side of the bargain. Question nothing, act on all and any instructions from the DWP and third-party providers without question.
        Together we can get through this.

      • It has no connection to India yet it is spreading like wild fire through northern towns with Asian populations, predominantly Pakistani, but they can’t specifically call it ‘The Pakistani variant’, perhaps call it the Blackburn variant or the Batley variant! Though apparently there is also another version called the ‘Yorkshire variant’. My area has the highest infection rate in the country and the Council are desperately trying to convince people (in predominantly Asian neighbourhoods) to get vaccinated asap. That is the common denominator between Bolton, Blackburn and Kirklees. The authorities are advising people not to travel out of Kirklees but ridiculously are not enforcing it.

        According to data, countries outside India, US, UK, etc didnt start experiencing it till February 2021.
