Covid: Strike ‘possible’ over longer job centre opening

The return to normal opening hours for job centres is putting users and staff “in harm’s way”, a union has warned.

The PCS said it would not rule out strike action, arguing the extension should instead put back until Covid vaccines were “fully rolled out”.

Job centres went back to their pre-lockdown hours on Monday, having previously been cut to 10am to 2pm.

A union says staff do not feel safe during the pandemic

Most Jobcentre workers do not feel safe going into offices after they fully reopened last week, a union has said as it warned of industrial action over the issue.

The Public and Commercial Services (PCS) union said a survey of more than 1,000 of its members found around three in five feel unsafe, while another one in five are unsure about their safety because of continuing fears about the virus.

PCS general secretary Mark Serwotka said: “These results reflect the anger and frustration our members feel every day. Thousands of Department for Work and Pensions (DWP) staff have been providing support to claimants safely from home throughout the pandemic.

“The only logical reason they would insist on fully reopening is because management’s obsession with sanctioning vulnerable claimants.

“These stats show how staff feel and should send a strong signal to ministers that they need to urgently meet with the union to avoid potential industrial action.”

  2. That last snippet from the Graun is outrageous in this day & age, that people felt too ashamed or embarrassed of being stigmatized for claiming what is Rightfully theirs by Law. It is the Tories who are to blame, specifically Cameron, Osborne, IDS, but also Boris, and all the rest, along with the Rightwing media who together deliberately stigmatized, demonized the poor and specifically Benefits claimants in those tv shows about the poor, differentiating between the deserving and undeserving poor, in itself a Victorian notion, branding people as “scroungers” or “skivers”. Al that talk from Cameron about “ending entitlement”, the cheeky Tory bastard. We are bloody well entitled to claim State Benefits as a Human Right.

  4. i think it is funny that they feel it is not safe but when they do open back up it is going to be sanction time as it is the only tool they have.

    imo it will be like when you left the work programme and you had the hit squad advisers trying everything they could to raise a sanction doubt and drive you off benefits any way they can.

  11. Jobcentre Plus Travel Discount Scheme Guidance for staff as of 2021

    Jobcentre Plus Travel Discount Card Guidance
    Introduction
    1. On behalf of the rail network, Rail Delivery Group (RDG) entered into an
    agreement with Jobcentre Plus to deliver the Jobcentre Plus Travel Discount
    Card (TDC). This will continue the provision of reduced rail fares in England,
    Wales and Scotland.
    2. Non JSA Claimants will have access to the card if they are actively engaged
    with a work coach in getting back to employment. This agreement is now open-
    ended and will continue until either Rail Delivery Group or Jobcentre Plus wish
    to end it.
    3. The agreement has the following eligibility criteria:
    In England and Wales & Scotland:
     Universal Credit claimants in the All Work Related Requirements group from
    13 weeks to 39 weeks for ages 18 to 24 and from 13 weeks to 52 weeks for
    ages 25+
     Universal Credit claimants not in the All Work Related Requirements group
    who are actively engaged with a Work Services Coach in returning to
    employment
     JSA Claimants from 13 weeks to 39 weeks for ages 18 to 24 and 13 weeks
    to 52 weeks for ages 25+
     Employment Support Allowance and Income Support claimants who are
    actively engaged with a work coach in returning to employment
    Work coach discretion
    18. When deciding whether to issue a Jobcentre Plus Travel Discount Card a
    range of discretionary factors can be considered. The main activity is the
    claimant’s jobsearch activity and whether this demonstrates enough
    applications and subsequent interviews. The type of work being sought is also
    a factor as interviews could be further afield requiring support. Activities such
    as attending training courses or jobsearch facilities should also be considered.
    19. Many claimants have access to their own transport and are reluctant to
    travel via public transport. A key feature of why the transport operators give us
    support is to encourage wider use of public transport and overcoming a
    reliance on someone’s own transport can give wider job opportunities by
    travelling more cheaply or further.
    20. Other factors to assess awarding the card could be any sanctions imposed
    for refusing employment or failing to meet the terms of Jobseekers Direction.
    21. Ultimately there are a wide range of factors to consider but the main a im is
    to improve claimants job prospects and the card should not be seen as just an
    entitlement they must be given.

      • They could just continue with automatic payments and perhaps monthly ‘signing’ by phone, which would make more sense, or even introduce annual signing by phone or by return of a postal declaration form, or online if they’ve got the capability to set that up. It’s only a matter of time before they do something like that in my opinion, and it’s a step closer to a form of Basic Income, just drop the Conditionality charade and the Sanctions ffs. Embrace the new normal!

      • digital buy default means sanctions at the push of a button on uc via the journal and ai will start to take over same as every thing so not many staff on site will be needed when that day comes.

        uc claimants dont sign on anyway and go for reviews but up to the wc when they happen and can be once a month as monitored via the journal for work search ect i think but you can still provide this in any format you want.

        not that they can check it anyway as gdpr rules lol.

      • @trev- The whole thing of refusing the £20 uplift to the legacy claimants, has been an outrage from the start.
        It’s just Tory anti-welfare ideology. Just like Rishi Sunak trying to see if he could just give the £20 to people who had been made redundant, and who had gone onto Universal Credit. But only to those who had lost their jobs as a direct result of the pandemic. As opposed to all the other people on Universal Credit. Who would have got nothing ! But even the DWP couldn’t stomach this, so Rishi was forced to pay the £20 to all UC claimants. But he still managed to stab the legacy claimants in the back, by refusing them the payment. Most of the 2.2 million on legacy benefits are ESA claimants. People with serious health conditions, or disabled. It’s been grossly unfair, and deliberately cruel all along.

      • Trouble is that even if a court finds against a government it has the power to introduce legislation to change the law to make a court’s judgement null and void. A really shitty example of this kind of behaviour is when in 2013 a British court found Iain Duncan Smith’s mandatory workfare schemes unintelligible, undemocratic and unlawful by the courts. What happened? The Labour leadership decided to allow Iain Duncan Smith to rush retroactive “I’m above the law” legislation through parliament in a single day, as emergency legislation, and whipped their MPs into abstaining on the vote rendering the court’s verdict meaningless and on IDS went with his plans to “redeem” the unemployed.

        MPs make the law and can abolish, alter or rewrite it to suit themselves with enough support.

        Which is why politics is as serious as cancer.

Here’s a new article about the Jobcentres reopening, but the whole gist of the report is aimed at UC claimants and doesn’t even mention the JSA claimants who ordinarily are required to attend the Jobcentre every fortnight. Says again though that it’s mostly aimed at 18 – 24 yr olds, which makes me wonder why at my age I ve been forewarned of a face-to-face appointment at the Jobcentre on May 11th.

    21 Apr 2021
    Despite asserting that safety is paramount we are again seeing management wanting to rush ahead to roll out a new process without putting in place the safety measures properly. We have not had a full evaluation of the issues that arose in the pilot sites which need to be fully taken into account before scaling up to a national rollout.

    We have requested that the roll out timetable is paused to allow the health and safety issues to be properly put in place.

    We are calling on members not to volunteer for video calling until all the risks to your safety can be properly addressed.

    Risk Assessment
    It is essential for us to have a generic video calling risk assessment negotiated at national level so that the consultation with PCS safety reps can take place consistently in every site to ensure that all the site documents including the JCFRA and the covid-19 JCFRA can be reviewed properly and all the safety measures that are necessary can be put in place before the process is introduced to the workplace. There is a requirement to consult safety reps on a risk assessment before introducing a new process. Management has produced a raft of documents but not the essential generic risk assessment to pull all the safety issues together so that video calling could be introduced safely and consistently properly in every site. Everything has to work with the covid-19 safety measures in the workplaces too. A tick list approach to introducing a new process will mean that risks are not addressed and control measures not properly introduced.

    Safety Measures
    We have had a raft of concerns raised by all grades of members about the safety of the management plans including many site managers. These include the need to discuss the best safe method for staff doing video calling to immediately get support and assistance for 6PP calls and UCB without causing further risks. There is a responsibility on management to ensure that both the 6PP and UCB processes are reviewed to take into account video calling in consultation with the safety reps. This was not done consistently well just with the change from Skype to TEAMS, let alone introducing a new channel for dealing with the public. Properly screening cases is vital to ensure that video calling is only offered where appropriate. There is a lack of detail about the risks of covert filming and what needs to be put in place. There needs to be full support for members to use this channel and recognition that it should be voluntary and take into account individual’s reasonable adjustments. The video calling can only take place in the workplace so any staff doing video calling need to come within the safe maximum capacity levels for the site. This includes checking there are sufficient facilities on sites like safe access to break out areas and toilets with all the covid-19 measures.

    Keep under review
    By properly including new processes into the site JCFRA then all the control measures to reduce the risks can be kept under review and amended as necessary should incidents arise.

    Video calling only in workplaces
    Report any mention of using video calling whilst working from home to your local PCS reps to report to negotiators. There is no process for doing video calling from home. Staff who are working from home could have the training but video calling can only be done from the workplace. We have asked management to address this and stop the rumours being circulated.

    Jobcentre roll-out
    The pilot for video calling is currently being carried out at 35 Jobcentres with a further 18 going live this week. DWP have advised that after a firebreak they will evaluate the situation with a view to rolling a further 557 Jobcentres out in the pilot by 12 May 2021. DWP have said that this is beginning of the process, but the fact that the majority of Jobcentres will have video calling by the middle of May, would suggest that this will be business as usual before long.

Perhaps if we had a genuine right wing government like Brazil, they would have done nothing and let the health service collapse.         Idiotic and biased study. All he did was caclulate the cost of productive years lost due to death and added it to the cost due to the disruption of lockdown. He totally ignored the working hours lost due to illness and recovery as a result of the incresed prevelance of disease; he ignored the associated medical costs in treating the increased prevelance of disease; and he ignored the consequences of allowing the heath service to become so overwhelmed it prevents seriously ill patients from accessing treatment, which in itself would have a financial cost.

        Kudos though for alligning yourself with the kind of extreme right wing thinkers that would like to see benefits abolished and the heath service sold off to the highest bidder.       • i did my mr over the phone as wanted to go to tribunal because i knew i would win as been doing it for years and never went past a dm b4 with the evidence to back up my claim in writing.

        i was sent on a mandatory course the dwp broke there own rules and regs and the law to push a sanction doubt when there was no basis for any sanction in the first place.

        i won on a point of law because you can not be forced to enter in to contracts with 3rd party company’s for profit.

        because i would not sign there contract i was told to leave so could not take part.

        and i have not heard the word provider since i wont be sent to any of them ever again.

  83. My face to face appointment is next week at the jobcentre. Obviously I will take for granted that I will have to wear a face mask but nothing about covid is mentioned in the letter. If I turn up five minutes early will I have to wait outside or be allowed to wait inside? What if a large queue are waiting and I miss my appointment time because of it. I’m guessing that they have very few appointments made so they can guarantee they won’t have a build up of claimants waiting. It will be the first time in over a year that I have signed anything. I had better practice my signature in the hope I make the 90 per cent recognition on the electronic pad.

    and staff to communicate, it’s main function is to provide a full picture of the
    claimant’s claim and track their activity.
    Claimants may find it difficult to read or understand journal messages.
    Consequences for claimants who are unable to engage using the journal can include
    being unfairly sanctioned, or receiving delayed or inaccurate payments.
    Underpayments for missing elements could result in rent arrears leading to possible
    homelessness.
    Claimant Journal
    The journal is used to:
     encourage digital communication and prevent calls
     help staff to progress a case
     maintain relationships with claimants if they don’t see a work coach regularly
     find out what the claimant needs to do to prevent duplication or follow-up with
    a colleague
     respond to claimant questions and give updates
     get more information from the claimant – for example, further evidence
     remind claimants when an action needs to be taken
    It is recommended that journal conversations are ‘FRANC’. While the acronym has
    been borrowed from the Disability Discrimination Act, the meaning in this context
    relates to:
     Factual (personal opinions must not be recorded)
     Relevant
     Accurate
     Not excessive (to the point)
     Current (not out of date)
    Journal security
    In the case of couple claims, partners can see any journal information that is sent to
    the claimant. For this reason, a claimant’s health information which is classed as
    sensitive data, must not be entered in the journal, as it is not to be shared with
    partners.
    To protect staff and DWP from harm, embarrassment or criticism the following
    should not be entered in the journal:
     personal information including surname, address, phone number and e-mail
    address
     personal or political opinions
     content relating to family members, private life, or their personal opinions

    Request 1. Please provide me with any recorded information held by the DWP and Jobcentre that says claimants with 24 hour internet access must make an online claim for Universal Credit instead of a telephone claim.

    When we teach Work Coaches and Case Managers about sanctions we include the following;
     applying the principles of fairness, compassion, respect and dignity
     making fair sanction decisions that comply with legislation
     considering all the facts and claimant’s circumstances
     taking in account the claimant’s age, vulnerability, health conditions, living situation, any
    caring responsibilities
     looking for any signs of complex needs and the impact to their physical, mental and
    emotional well being
     considering their ability to cope in a situation where they may already be under consid-
    erable stress due to being unemployed
     considering how this may affect their ability to meet their work-related requirements.

    In addition to the above, learners are also prompted to think about how claimants might feel
    when they share information and decisions with them.

Conditionality has been generally reintroduced from the 30 June 2020, and new and revised claimant commitments for UC claimants are being reintroduced from 1 July 2020 on a phased approach and as capacity allows (3 August 2020 for New Style and Legacy JSA new claims). Claimants can only receive sanctions for failure to meet commitments once they have a new or updated tailored claimant commitment in place.

      • As long as European populations receive the appropriate dose of any approved vaccine, all of which are pretty much equally effective, who cares? AstraZeneca is the cheapest and easiest to store amongst them and so will inevitably end up as the vaccine which saves the most lives and does the most good, because it will be the vaccine most used by poorer third world countries to vaccinate more of their populations, for the same amount of money, than would be possible using the more expensive and difficult to store vaccines.

Just look at the statistics: In England, Scotland, Wales and Northern Ireland 95%, 98%, 92% and 89% of their populations over 50 have been given their first jab.
