The New Wave of Claimants.

A few days ago this was the news (BBC),

The UK unemployment rate has risen to its highest level for two years, official figures show.

The unemployment rate grew to 4.1% in the three months to July, compared with 3.9% previously.

Young people were particularly hard hit, with those aged 16 to 24 suffering the biggest drop in employment compared with other age groups.

The below sheds some light on who the new claimants are,

Who are the new COVID-19 cohort of benefit claimants?

Since March 2020, we have witnessed the fastest increase in the number of people claiming working-age social security benefits in the UK since records began. The incorporation of a new group of benefit claimants into the social security system has presented its own procedural and administrative challenges for the Department for Work and Pensions (DWP). Some commentators have lauded the government’s response to the crisis amidst a surge in new claims. Beyond the sheer volume of claimants, recent developments present a fresh set of priorities for those working in benefit, income and employment support. These priorities stem from the considerable challenges facing the UK labour market with sizeable portions of the economy having to adapt to a ‘new normal’ of altered hours and working practices alongside shifting demand and capacity. Additionally, these priorities stem from a large new group of claimants who face their own unique challenges in accessing adequate social assistance and appropriate employment support during the course of the pandemic.

This is a summary:

The new cohort of COVID-19 benefit claimants are more likely to be:

  • younger: almost half (46%) of new benefit claimants are aged between 18-39 years old, compared to 37% of existing claimants.
  • BAME: 8% of new claimants are from BAME backgrounds compared to 6% of existing claimants. New BAME claimants have been disproportionately impacted by job loss and/or a reduction in their hours.
  • men: 49% of new benefit claimants are male compared to 43% of existing benefit claimants.
  • not experiencing a disability: only 38% of new benefit claimants experience some kind of health condition or disability compared to 67% of existing claimants.
  • from a higher ‘social grade’: more than a quarter (26%) of new claimants are from social grade AB compared to 15% of existing claimants.
  • university graduates: almost a third (32%) of new claimants had a University Diploma or above, compared to 26% of existing claimants. In part this is driven by the younger age profile of new claimants who are more likely to be university graduates. However, this is also evident when focusing exclusively on those aged 18-39. Amongst this age group, 41% of new claimants hold a university diploma or above, compared to 28% of existing claimants.
  • owner occupiers: 29% of new benefit claimants were owner occupiers compared to 25% of existing claimants. In addition, only 13% of new claimants were social renters compared to a 33% of existing claimants.

Anybody looking for stories about Universal Credit on the Net will notice that papers, particularly the right-wing loony bin type, are full of clickbait stuff.

They are trying to appeal to the above people who must be looking around for some way to lessen the impact of being on the dole.

This stuff reminds me of the junk-mail you get in your In-Box from Dogsville USA, “New Benefit for Veterans!”.

Our contributors by contrast noticed this a couple of days back.

The House:

Scrap Universal Credit and replace it with a system that offers a safety net for all

Labour has long been calling for changes to social security to avoid entrenching people into a cycle of poverty they cannot escape. We have been clear that the Government must adopt five urgent social security measures to provide immediate support to people affected by the coronavirus crisis:

  • Convert Universal Credit advances into grants instead of loans, ending the five-week wait.
  • Remove the £16,000 savings limit which disqualifies individuals from accessing Universal Credit.
  • Suspend the benefit cap.
  • Abolish the two-child limit in Universal Credit and Tax Credits.
  • Uprate legacy benefits to match the increase in Universal Credit, providing an immediate increase in Jobseeker’s Allowance and Employment Support Allowance.

In the meantime people are struck with the existing system.

This means that a lot of people, a real lot, are having to adjust to things like this:

      • His Government caused the poverty in the first place, deliberately wrecked the Social Security system, shredded the safety net, demonized the poor, and revelled in it, whilst their policies enabled the richest people in the land to treble their wealth. The introduction of Universal Credit, the Sanctions, the Benefit Cap, the JSA freeze, the Bedroom Tax, cuts to Council funding that saw the closure of women’s refuges, the list goes on. Foodbank use increased exponentially because of his policies.

      • Talk about brass balls, this is Cameron’s big society, exactly as he imagined it, apart from the small matter of sanctioning a referendum that has accidentally led to us leaving the EU. Imagine turning up at a food bank and having your stuff packed up by Cameron, Jeremy Clarkson and the rest of the Chipping Norton set.

      • Well thank you for saying that Jeff but I’m an unemployed nobody, just a very small cog in a big wheel but as Ghandi said Society is made up of individuals and there’s an unseen army of us out there all over the country doing all sorts of charity work. That’s something that George Osborne didn’t seem to realize when he had the brainwave of mandating the unemployed to do charity work under the short-lived Community Work Programme – thousands of us already ARE doing unpaid work for the community! Under JSA rules of course you are only allowed to do under 16 hours per week of work whether paid or unpaid, and in theory could get Sanctioned for exceeding the limit. I might be wrong but I think if on UC and doing voluntary work you have some hours knocked off your expected jobsearch hours, if that’s right?

        Yep, that’s the Tories for you, contradictory hypocrisy, only they could have dreamt up the paradox of compelling people to do mandatory voluntary work! What they could do, and would make more sense, is to give unemployed people the option of doing voluntary work instead of jobsearch, and pay people a bit extra dole money for doing it, even if it was just an extra tenner a week. That would remove lots of people from the job market thereby leaving more vacancies for others (or put another way, fewer applicants per job).

      • There is KJ. I informed the Jobcentre when I began working at the foodbank and had to fill in a form saying what hours/days and sign a declaration to say that I wasn’t being paid for it. The Work Coach warned me that I’m not allowed to work more than 16 hours.

      • How many hours you can volunteer for

        You can volunteer for as many hours as you like, as long you continue to meet the conditions of the benefit you get.

        The conditions for your benefit could include things like:
        •attending a job interview with 2 days’ notice
        •starting work within a week
        •rearranging or giving up your volunteering to start a job


        If that is UC then the Work Coaches has control.

  3. The training on UC needs a bit of a re-vamp – It took a few Journal entries to convince the DWP that I didn’t need a ‘FIT Note’ when I turn 66 in a months time – My GP had a good chuckle about this but it just ups the stress when people know they are wrong but have no way of convincing them.

  4. I want to start a list on benefits that are still on paper form, some of them have paper form & digital forms.

    ESA = paper form & digital form

    Not all benefits have been totally rolled out onto UC.

    Can people confirm or not if you can get a paper Universal Credit Form with a bar code on it?

    • Non Digital UC Claim

      The purpose of the process is to set up a claimant account and complete the claim gather for
      claimants who are unable to make a claim online.

      This process, typically completed in a pre-arranged appointment, after the need for a
      telephony claim has already been established includes the following steps:

      1. Firstly an agent is required to check eligibility and create a claimant account (including
      considering whether a home visit is required and recording details around why a telephony
      claim is being completed).

      2. Next the agent completes all steps in the claim gather with the claimant, including reading all
      details on each screen.

      3. Next an Initial Evidence Interview is arranged for the claimant to attend their local Jobcentre
      to provide their identification documents plus complete any other verification required
      (including arranging this as a home visit if appropriate).

      4. Finally the claim start date is confirmed by checking when the initial contact to make a
      telephony claim was made.

      • But there is Universal Credit paper form with bar codes. Why do the Tories stop the public from getting public forms in paper & online. The system is floored. For a public form you don’t need to qualify vetted to fill out a public form. The public are being vetted for a public form = Dictatorship.

    • Online or phone claim you are still going to have to go back to paper to support the legality of the online & digital. Can you send paperwork to prove that claim – Medical – Circumstances – Any Proof.

  8. If this is true, which I find hard to believe, why the heck did any foobank welcome David Cameron as a volunteer in the first place? Surely Cameron must have been attacked verbally over and over again as the prime enabler of the austerity agenda that caused desperate need for charitable help from foodbanks, in order to combat food poverty, in 21st century Britain in the first place? Christ! It’s like taking on King Herod to work as a volunteer at a creche, for very young children, after ordering the Massacre of the Innocents!

    If this was April the First rather than September the Nineteenth I would suspect this story was a piss take.

    It was late in the year 2020 BCE by the old Earth calendar, that the Unemployment Crisis occurred. This meant that millions of Welfare Claimants – Subcategory Unemployed, found themselves claiming what was then known as Universal Credit. This was in the era before Universal Basic Income became established by the World Government. In these more primitive times, citizens who had no income were obliged to claim one of these payments, then called benefits. They were difficult to obtain, and highly conditional on certain ritual observances. Which were themselves strictly enforced, often by reducing the payment made. A class of administrators known as Work Coaches, were appointed to supervise and discipline these claimants.
    It seems suprising to us. at the present time, that this was acceptable to the citizens of their society.
    That a citizen’s income could be instantly removed, if one of these ritual procedures were not correctly completed. These ritual procedures were known as Jobsearches…….

They never did find out how to fix the Mutant Algorhythm Glitch. Now we are blaming Virus Testing on more Mutant Glitches say its the Virus’s fault why or IT System is not as good as ATOS.

    • i dont need a reason it is my personnel data and my choice how i make a uc claim.

      and given the amount of my data that has been given to providers over the years with out my permission the dwp can not be trusted with my email address!

    • You can tell them you don’t have the internet at home; a lot of people don’t. You can can tell them you don’t have a smart phone, either. I don’t. I’m still using a 14-year-old 2g phone. And the the DWP cannot compel you to give them your email address. And so on.

    • The phone claim for UC is floored as well. Photocopies are not legal tender as originals, so I won’t print off the UC online form. The DWP are confused now because I want a receipt for that phone claim will that be in a paper or even a paper letter.

      • you can do a sar request but i doubt a phone claim will register on the system until the claim goes live.

        the main difference is the cc will need to be signed where as a full digital claim will have the cc online in the journal to accept.

        problem is anyone at the dwp can access the journal and change the cc and if you do not accept it in 7 days the hole claim gets shut down.

        i see it as a easy sanction tool and set up to fail from day one.

        sanctions at the push of a button and no need to go to the jcp.

        yet if you want to complain to the dwp it has to be done in writing! they will not accept phone calls or emails!

      • Paper Trials the DWP don’t want that it might undercover DWP suicide & starvation deaths caused by the DWP. Roll out UC onto digital to clear the paper trial in the shredder never to be proved of undercover DWP State Sponsored Murders by the DWP at the DWP.     • I really can’t see either of the two things happening after a four year freeze on working-age benefit uprating, which has already pushed millions into deep and pitiful poverty, and how much the Tories depend on the pensioner vote to win seats in general elections. Both of these things would be VERY helpful to the Labour party and VERY damaging to the Conservative’s fortunes and so I really can’t imagine Johnson allowing either of these things to happen while he’s prime minister.

There are always mavericks that dissent and cause trouble, like Doctor Andrew Wakefield, for instance, who claimed that the MMR vaccination caused autism in children given the jab, which wasn’t true and proven not to be true, who is now claiming that coronavirus is a hoax – when hundreds and hundreds of top drawer experts quite rightly said that the vaccination was safe.


        When an overwhelming number of the best qualified people IN THE WORLD give independent scientific opinions about anything scientific and a few oddballs dissent, without hard evidence to back their claims up, majority opinion is the sane and sensible thing to take notice of. It’s stupid to cherry pick opinions from a small number of voices in the wilderness simply because they back up or fit in with your own beliefs or world view.

    • @superted- This is all very well, another furious but impotent piece from the PCS union. They can have all the consultations and important meetings that they like. It doesn’t make any difference, the DWP don’t have to do what they say, and they usually don’t. The PCS is not even the only union involved in Jobcentres.
      DWP staff, especially at the Work Coach level, are not the most imaginative of people. Mostly, they took on a dull, boring job with a pension, just to pay the mortgage. And because it was better than working in the local poundshop. So you won’t get any strikes out of the DWP staff. And when their masters in the DWP order them to go back to the Jobcentre, 99% of them will do it. Coronavirus or not.

    The great majority of people will not die from this and I’ll just repeat something I said right at the beginning because I think it’s worth reinforcing:

    Most people, a significant proportion of people, will not get this virus at all, at any point of the epidemic which is going to go on for a long period of time.

    Of those who do, some of them will get the virus without even knowing it, they will have the virus with no symptoms at all, asymptomatic carriage, and we know that happens.

    Of those who get symptoms, the great majority, probably 80%, will have a mild or moderate disease. Might be bad enough for them to have to go to bed for a few days, not bad enough for them to have to go to the doctor.

    An unfortunate minority will have to go as far as hospital, but the majority of those will just need oxygen and will then leave hospital.

    And then a minority of those will end up having to go to severe end critical care and some of those sadly will die.

    But that’s a minority, it’s 1% or possibly even less than 1% overall.

    And even in the highest risk group this is significantly less than 20%, ie. the great majority of people, even the very highest groups, if they catch this virus, will not die.

    And I really wanted to make that point really clearly…

    • As far as coronavirus is concerned we don’t know for sure that herd immunity will happen over time nor have a clue yet how long immunity from antibodies produced by the immune system after suffering infection by Covid-19 lasts. Everybody is banking on a vaccine and herd immunity as if they are both sure things when, in reality, we don’t actually know whether either will eventually happen or even be possible at all.

  78. Off topic guys but I’m absolutely beyond disgust at our stupid government and it’s policies! Well it’s happened, we have a confirmed Covid case in our school, a child, frankly I’m amazed we went this long nearly 3 weeks back.
    So what’s the next step I hear you ask?? Well nothing! Our wonderful ground breaking test and trace system only goes back 48 hours!!the kid was tested yesterday and positive results today, 48 hours is Saturday so only the family and ppl they socialised with are being told to isolate! Had kid tested Friday all would have been different! Schools not even closing for a deep clean! I’ve told my 2 vulnerable cleaner members who shielded before to ring their docs. My boss and member the site agent is as furious as I a, we are powerless! So the government are faffing about closing pubs an hour early. Wow. I’m going to have a bath and watch junk tv I’ve had enough of today!!

    • if you read the pcs link the dwp management want to open the doors asap the upper management do not give a shit about there work coaches i have seen so many new ones i have lost count.

      every wc has to sign the civil service code of conduct my wc and there manager both sat together at a desk and i showed them the foi that stats i do not have to sign provider paperwork and carried on with it anyway in the hopes id not bother and take the sanction, they was wrong.

      there was no basis for the sanction they broke the dwp own rules and regulations and breached there contract and is a sack-able offence.

      i was told buy other staff members both no longer work there and not seen them since and that was years ago.

      dont forget no one believed me for years that theses so called mandatory courses had to be completed and had no choice but to do it.

      so i got the proof! and have not had to stay at any provider for the last ten years as i will not sign there contracts.

  83. @tery latimer. I agree, Superted is keen enough to put up his pictures and scans. But he is keeping a strange silence about these claims from Dave M. Is his real name Paul Shepherd, ‘Shep’ ? Was he taken off ESA by the DWP ?
    And why doesn’t he produce any actual evidence for the things he’s claiming ? All Superted has to do is put a scan of his letter of apology from the DWP. This will show if they had to dismiss the staff or not, and will give details of the compensation payment that he must have received.

    • i was put on esa because i broke my arm in 2 places i went to sign on b4 i went to the hospital, my adviser was of sick pmsl.

      after 12 months i was put back on jsa as failed the medical.

      there not going to give me a letter saying sorry pmsl but i did get back the 4 week sanction £300

      the next person i seen at the jcp sent me this after the first meeting.

  87. So Superted has finally been exposed as a fantasist on this blog. Once again he has failed to name the two members of staff who he says were sacked after losing to him at the tribunal.
    He has failed to confirm if his name is in fact Paul Shepherd, and if it is why does he post under the name Superted ? If he can’t be trusted even on these basic details, how can we trust anything else he says ?

    • i know the name of one of them but what are you going to do with that as will prove nothing as this was years ago!

      i won my tribunal and the dwp broke there own rules and regs to get a sanction and lost if you done that in any job you would be sacked.

      as above the dwp will sack staff for using social media let alone braking every rule in the book to enforce a sanction and then loosing at tribunal.

      so even if i did give you my real name and the work coaches what are you going to do with that because all the dwp will say is no comment and hide behind the gdpr.

    • @george mortimer: You see how he avoids the questions George ? As to this so-called Tribunal, I don’t think it exists. Why has he not simply put up some of the papers from this ? As far as I can see, Superted, and I notice he is not denying his real name is Paul Shepherd ? Has failed to provide any evidence for his claims.

      1. What was the date of this employment tribunal and the case number ?

      2. What were the names of the two staff members dismissed from Gloucester Jobcentre Plus ?

      3. Why did he receive the unacceptable behaviour warning of 27th November 2013 ?

      servant level are not in the public domain.

      You have stated that as the individuals concerned work in the public domain and wear name
      badges, this cannot be construed as personal information. However, name badges are used
      so that the member of staff can be identified in future contact. Although the staff concerned
      work in public service, we are not required under the Freedom of Information Act to agree to
      have their identity published on the internet. They have as much a right to privacy as those
      employed in other occupations.
