UK unemployment rate could hit 15 per cent with second Covid wave, says OECD

The UK unemployment rate could soar to 15 per cent if there is a second wave of coronavirus infections, the OECD has said.

Even without a second wave, the global economic organisation reckons unemployment could hit 11.7 per cent, a level not seen since the 1980s.

It comes as the UK gradually reopens its economies after lengthy coronavirus lockdowns. As it does so, the government plans to gradually wind down its support for the economy.

The OECD today added to fears that the removal of support will lead to a surge in unemployment when it published a report into jobs markets around the world.

By the end of the year, the UK unemployment rate will have jumped to 11.7 per cent from the current level of 3.9 per cent, it said.

The labour market will take time to recover, the report predicted, with unemployment only dropping to 7.2 per cent in 2021.

However, the OECD said that a second wave of infections and the subsequent lockdown could send unemployment soaring to 14.8 per cent as millions lose their jobs. That would be well above anything seen in recent memory.

  3. So far the Jobcentre haven’t yet been in touch. I have no idea if it has reopened in my town, or when I will be required to attend. Am doing the odd bit of jobsearch though, and have done throughout the lockdown, so I’ve got some evidence should they ask. I used to print it out at the library for a long time, usually costing between about £1.40 and £2 per fortnight, but the work coaches started telling me it wasn’t necessary to do so and said that I could just show my evidence on my phone, which I now do. I just put all the confirmation emails (saying I’ve applied for whatever job) into a separate folder in my email and show them that. Then they say “why aren’t you getting any interviews?”. Never satisfied.

    • @trev: They never will be satisfied Trev, that’s their job. To see claimants don’t get too comfortable on benefits. Even though they are already doing everything possible, unless you can sign-off, it’s never enough.

    • Work search expectations will differ for each claimant depending on their individual
      circumstances and job goals and advisers will tailor requirements for each claimant, which
      means that not all claimants will automatically be subject to the 35 hour work search
      requirement. Our regulations allow that where a claimant has done all that could reasonably be
      expected of them – for example they have applied for all suitable jobs and undertaken all the
      activities set out in their work search and work preparation plan – this may be considered
      sufficient even where the time taken was less than the hours expected.

      so as long as you are applying for work and can prove this the time taken does not matter. the 35hr job search is a expectation and the dwp has tried to enforce this and lost at upper tribunal.

    • Indeed! Some ‘prepper’ site must have posted that demerara (sugar) will be out of stock soon because of Covid-19/Brexit/as asteroid striking Earth.       Merely pre-empting, and simultaneously dreading, the dire inevitable. Personally, I think Jobcentres should be closed permanently. Benefits could be paid automatically and signing could be done annually either online or via a postal declaration form. No need for Work Coaches, Jobcentres, Sanctions, or G4SS Goons.

      I can confirm that the Department deliberately did not refer to a legal contract in the previous
      Freedom of Information response. Rather, we referred to a contractual concept because the
      Claimant Commitment is intended to be about a very specific two-way bargain: claimants are
      provided with financial support; and in return for that financial support we expect them to do
      everything that they can to prepare for and find work.

    • Interesting, under Maggie Thatcher’s YTS (Youth Training Scheme) employers were also allowed to ‘top-up’ the wages. Unlike the DWP workfare schemes such as the now defunct MWA/CWP where employers were expressly forbidden for giving ’employees’ so much as a stale sandwich. Sunny Rushti is obviously a fan of Mrs T.

      I don’t think the work will only be for 25 hours, I think it means that the wages for the first 25 hours will be paid by Gov. and employers will make up the rest of the wage, it’ll be full-time. There’s also some mention of “work placements”, which sounds like unpaid work.

    • According to media releases (i assume by government announcement) only the young (under 25) are going to get the benefit of work placements and traineeships.

      So currently the long term unemployed are likely to suffer the most until things return to normal for businesses what with the recently unemployed being a more abundant supply.

      Government willl say the young are most likely to be put on the furlough scheme but i can say this is quite incorrect. Employers are costing so what with the under 25s being a cheaper pay rate, have the highest chance of staying in work and off furlough over the over 25s who cost more.

      If businesses werent already likely to shed staff, this cheap labour idea is likely to accelerate that, especially for those over 25.

    • Many of the older long-term unemployed will either be dead or hit Retirement age over the next few years. Many people I know have already died over the last few years, at least a dozen in last 5 years, mostly in their 50s, one at 60, another at 66.

But the cruelty and strictness of the benefit system will mean that they will be continually pressured and harassed to find a job. Be sent again and again, on pointless training courses. And sadly, it is a large section of the British Working Class who have been the cheerleaders for all of this. Enthusiastic supporters of the ‘skivers’ propaganda and the drastic cuts to welfare over the last ten years. And once again they have allowed themselves to be used as useful idiots by the Tories.

I was on one last year with Interserve, it didn’t even have a title but involved all the usual stuff, practicing interview techniques etc. One guy I know was referred to the Right Steps to Work course last year at age 65 !

      • @ trev: It’s an outrage for a 65 year old to be referred to one of these so-called training courses. I was on one once and we had a guy must have been about that age. He sat there absolutely fuming with anger. He was a grandfather with white hair.
        And I remember they kept trying to get him to look at the long-term for his career !

  22. None of @superteds posts really change anything. A 35 Hour a week is still an expected requirement of a Universal Credit claim. And its no good @superted posting about 2009, this is for a JSA claim, completely different. My concern here is that people who are not used to the benefit system are going to follow @superted’s advice, and then end up being sanctioned.

      if you go to a tribunal all they will want to see is job applications what you did or how long it takes you means nothing.

      to stop a ase doubt being raised you must apply for jobs and be able to prove this as that is the law.

At my jobcentre I have seen smug ex-company/director types get smart with the jobcentre and say they have flown up and down the country all week going to networking conferences, franchise exhibitions, seminars and whatnot and still being sanctioned because they did not apply for any jobs.

    • They didn’t work.covering letters were handed out in the Jobcentre to be critised for being to long by someone else.I think that they were through the careers service and handed to the jobcentre too.

      People are on their own a jobcentre work coach can do little,whats striking about about much of these losses is the way people are simply discarded theres little doubt some may never work again and the effects felt for some considerable time.Passed a poster attacking British Airways for the treatment of staff.Its becoming a country of discontent.A governement that refuses to work with the EU,Uk citizens not welcome in other countries.Its irreparable damage.

    • I just looked at the Rest Less website but it doesn’t seem to work very well on my phone. Rest More would be of more interest to me! But once the Jobcentre /library is reopen and I have access to a computer Rest Less might be a good place to look for jobs for the over 50s.

    • Agreed. But it’s no good just complaining on your Twitter account. How many times has he stood up in parliament and said something about this ? At Prime Minister’s Questions for example ? Or any of the other Labour MPs for that matter ?
      There are approximately 2 million legacy benefit claimants. About 183,000 are on legacy Jobseeker’s Allowance, ( JSA ). But all the rest, some 1.8 Million people are claiming Employment and Support Allowance, (ESA). These ESA claimants are all by definition too sick and disabled to work. People with heart conditions, multiple sclerosis, amputated limbs, in wheelchairs after horrific accidents etc. That’s what makes this whole issue totally unacceptable. It would be grossly unfair to have legacy JSA claimants treated like this. It is an absolute disgrace even by the brutal standards of this government, that vulnerable ESA claimants are being left to endure additional hardship in this way.

      • Same here. I’ve attended 3 of their sessions at the Jobcentre down the years. Each session only last about 45 minutes and they were all total bollocks. At least for me, anyway. They were really for people who had never been unemployed before.

Built to last. Well the cabinets were. Made with solid wooden cabinets. Big heavy cathode ray tube beaming out a picture in stunning black and white. Big heavy speaker on the front. Four push buttons that your twiddled to tune. Back in the day there was only the BBC Home Service, then the second BBC channel came along, then ITV joined the party in the last 60s. And the ever looming presence of the ‘TV detector van’. Fast forward to the
        2020s. Now we know that ‘TV detector vans’ were hogwash. We live in a multi-channelverse. We don’t have TVs any more – we have monitors (some come with a built-in TV tuner). We use these devices to play DVDs, listen to CDs, view photographs, listen to the radio, watch streaming services online, play media from external devices, ‘cast’ our smartphones onto them, play video games, monitor CCTV. Some of these devices are never tuned to TV let alone the BBC. In the year 2020 the BBC is an anachronism – it is an irrelevance. It is high-time we said bye-bye to ‘Auntie’. C’ya!

      • Over 75s still qualify for a ‘free’ ‘tv licence’ if they are on pension credit. The well off ones will have to cough up. TVL will have their details on the ‘database’ 😀 It was a stupid idea all along. It is just stupid giving people who are well off freebies whilst many are struggling to make ends meet. Of course no one has to pay for a ‘tv licence’ anyway. The Golden Rule: NO CONTACT!

My bet is that the government will raise the pension age for everybody by at least a couple of years to save have to pay the full pension to millions until they are 68 and many more will have passed away. This will mean that millions of people over 65, unable to get jobs, will be driven into poverty for years. In fact the buzz is that a new pension age of 70 is being seriously considered; it was laughed of several years ago when Iain Duncan Smith suggested it.

      • I refused and the Jobcentre gave me a direction to use THEIR computers ever day for two hours to do Jobsearch in the Jobcentre. I refused and received a four week sanction. You cannot be forced to use your own computer, because of the EU legislation about cookies, but CAN be forced to use Jobcentre computers.

      • Yeah I was reading about that the other day, if we go into negative interest it could cause a rush on the Banks, but it’s thought that the BoE won’t allow that to happen, one option is further QE but an alternative is for them to buy Bonds which is expected. Financial jiggery-pokery at the highest level, whilst at my level I dip into the leccy money to buy milk, bread and cat food, then pay the Water late to make up the leccy.

      • Printing too much money leads to hyper-inflation such as you see in Venezuela and Zimbabwe and in 1920s Germany. It is a potentially disastrous thing to do and makes things much worse for the poor, who see their limited spending power gurgling down the plughole like water. The UK is in dire straights people and everybody, particularly those with limited means or living on fixed incomes are going to be affected badly and I do mean REALLY BADLY!

    So it’s going to cost another £ 1.4 Billion Pounds to finish the roll out ? And you see how they did this ? By keeping quiet about the true costs and the flaws of Universal Credit for years. While they rolled it out on the sly. There cannot now be any possible saving in changing over to Universal Credit. But it was never about saving money, not really. It was about changing the welfare system, and how it dealt with claimants.

The Liberal Democrats were fully behind it as originally sold but nobody knew that after it had begun to get off the ground George Osborne would gut it in order to pay for tax cuts and then freeze it for four years leading us in the shit we’re neck deep in now. UC was never going to be that good but what little good was in it was removed by David Cameron’s Tory party early on.

      • @Twinkle Toes – Mr.Superted may not be aware of this, but under certain circumstances, no actual signature is required of the claimant. It is taken to be in loco requiratur as it were. If the provider has been paid, then there is no bar to him continuing with the training course.

      • the first wp had a ref fee of £400 and still wanted there paperwork signed because of data protection and it has been the same for every provider i have been to in the last 15 years.

        i did not do the first wp yet the ref fee was paid, thats what you call fraud as the jcp thought i was going for the hole 2 years as no one said anything and when asked i said it was all going fine 😉

    • Foodbanks are already stretched to the max. And one thing I’ve noticed again just recently as the shops have reopened and town centre footfall has increased, the beggars are back out in full force. There are people sitting outside the supermarkets begging for “spare change” every time I go or pass by, and on the way into town too. I just say “sorry, I’m on the dole” and usually that’s enough but a couple of times they have persisted with “haven’t you just got 50p?”. As if ! I might sometimes have some change but it certainly isn’t spare! Prepare to see a huge increase in street begging. The foodbank where I volunteer have been advised by the Council to fit extra locks and secure the building as best as possible. I’m surprised that we haven’t yet seen the implementation of Martial Law, it’s bound to happen eventually as Society breaks down.

      • In small, but growing, numbers they have returned in Ipswich, along with the street drinkers, spice smokers and take whatever they can getters.

        I would not give then a penny.

        Homeless people need housing (there is still widespread emergency accommodation in place), food banks and the rest, are available.

        As Trev might suggest, these are not going to be enough in coming months, when far more than those visible on the street, at the extreme limit of distress, those with very visible addictions, or those who lack of any sense of respect, are going to be affected.

        These are all going to be political issues, which local government is expected to help out with, without the money.

        Given this probability ten quid off eating out looks an insult.

  63. TELEPHONE WORK SEARCH REVIEW APPOINTMENT

    I had my telephone work search review appointment last week. It lasted all of about 5 minutes. It was more like a welfare check, really. You know, how are you? We haven’t forgotten about you. We do care about you, and so on. Was not asked any questions about my job search or asked to pony up any evidence. Jobcentres will remain closed for face to face reviews for the time being, as most libraries remain closed and a lot of claimants can’t do their job searches because of this. Consequently, they are not expecting claimants to do a big job search like they used to at the moment. Claimants on legacy benefits will continue to have their money paid straight into their accounts as usual. UC claimants’ claims require more maintenance, apparently. Presumably because their claims and payments, etc. are wholly digital whereas legacy claimants are all clerical, i.e. paper based. I will have another telephone review in a couple of weeks time.

Nobody I know who is affected where I live (South West) has received an email, phone call or letter by snail mail from the DWP since last March. Next Wednesday marks two weeks since the Jobcentres were supposed to be opening. I’m wondering how long I’ll be left alone before I get the call; I’m really, really hoping not for several more weeks or even longer because not having them breathing down my neck is blissful.

        I found a specialty eyewear store online that sells the prescription glasses that are designed to be inserted inside this respirator. They are North model #760024. You can’t buy them on Amazon, but you can get them at safevision (dot) net. You can order them pre-made with your prescription.

        For the CoronaVirus, buy 7580P100 filters. They were sold-out on Amazon when I bought the mask, but I found the filters on a different e-auction-site called ebay (you can guess the site).

        Follow the included instructions to test for leaks and correct fitment of the filters.

        This mask seals 100%. It is very comfortable and easy to fit on your face. It is FAR, FAR better than N95 masks… if you buy the correct filters.

        The mask is designed so that when you inhale, the fresh, cool air comes in to keep your face cool, and helps to de-fog the clear plastic part of the mask. It is much more comfortable than the N95 masks.

        I was surprised when I went to a big-box store with a Walmart in the name. Nobody even looked at me twice. It was as-if it is “normal” to wear a full-face mask in public!

        Later, I went to a convenience store. The only person who noticed or made a comment about my full-face respirator was an employee in the store. He said, “THAT’s the kind of mask that everyone needs!”

        This is true. 100% particulate air filtration (with the P100 filters), and a perfect seal on your face… and complete eye/nose/mouth protection. Read the manual to learn how to tighten the straps and test the air seal. If you have the correct filters… you are WAAYYYY better protected than people who are wearing N95 masks… and even better protected than people who are wearing surgical masks (which only protect those around you).

      • If the government were serious about protecting us from this coronavirus they would be providing everyone with a proper mask like they did in world war two. Wearing facemasks is just silly and offers very little or no protection from coronavirus. I still have my world war two gas mask and will be wearing that if I ever have to venture outdoors.

      • The nation was bankrupt during world war two yet the government provided every man woman and child with a proper protection. Imagine if Churchill had told us to fashion a mask out of a pair of knickers to protect us from the Nazis! Fast forward to 2020 we are still bankrupt as a nation yet still no proper government provided protection. Until we are provided with proper protection we know that the government is not serious about protecting us from this virus. It reeks of a taking the Michael exercise.

    • I am a Nurse who takes care of covid19 patients most of my shift. Nobody would normally wear this mask for long periods of time but for my safety I wear this mask my whole 12 hour shift and get PPE rest breaks in between. I feel an uncomfortable feeling on my forehead and when I take the mask off my forehead is sore and red. There is somewhat a hard part of the mask that is pressing against my forehead that makes my forehead sore. But overall I like this mask because it gives me 100 percent seal and makes my breathing easier especially during busy shift that I have to be running around in the ICU. The mask is somewhat on the expensive side as well as the accessories that comes with it but its worth the money that I paid as long as it protects me from contracting the virus. I recommend this mask for any healthcare worker who have problems fitting half mask.

  74. notice how they say face masks are compulsory, they won’t use the word mandatory cause its a jobcentre word.

    anyone who clears their throat in a jobcentre will be getting sanctioned.

      I wonder if facemasks will be compulsory in the Jobcentre too? No mask, can’t sign on = Sanction. If that’s the case then they need to provide masks at the entrance.
