Steepest Rise in Foodbank Need for 5 Years.

Trussell Trust reveals steepest increase in five years as it hands out 823,000 emergency food parcels in six months

More people than ever are being forced to turn to food banks, after welfare problems over the last six months have led to the steepest increase in emergency food parcel handouts in five years, according to the anti-poverty campaign the Trussell Trust.

The trust, which runs two-thirds of the UK’s food banks, said it distributed a record 823,145 food parcels between April and September, including 301,653 that went to children. This was a 23% increase on the same period last year, representing the steepest rise the charity has witnessed since its network of food banks was fully established.

The Trussell Trust press release says,

As the General Election nears, the Trussell Trust is calling for politicians of all parties to pledge to protect people from hunger by ensuring everyone has enough money for the basics. The charity reports more people than ever before are being forced to food banks, with more than 820,000 emergency food parcels given out in the past six months.

New data released today shows April to September 2019 to be the busiest half-year period for food banks in the Trussell Trust’s network since the charity opened. During the six months, 823,145 three-day emergency food parcels were given to people in crisis in the UK; more than a third of these (301,653) went to children.

This is a 23% increase on the same period in 2018 – the sharpest rate of increase the charity has seen for the past five years.

The main reasons for people needing emergency food are low benefit income (36%), and delays (18%) or changes (16%) to benefits being paid.

The new figures come just a week after the Trussell Trust released State of Hunger, the most in-depth study ever published into hunger and the drivers of food bank use in the UK. The research revealed:

  • The average weekly income of households at food banks is only £50 after paying rent
  • One in five have no money coming in at all in the month before being referred for emergency food
  • 94% of people at food banks are destitute

State of Hunger shows there are three drivers hitting people simultaneously and leaving no protection from hunger and poverty. These drivers are problems with the benefits system, ill health or challenging life experiences, and a lack of local support.

One of the key issues people at food banks face is the five week wait for a first Universal Credit payment. Although Universal Credit is not the only benefit payment people at food banks experience problems with, the majority (65%) of food bank referrals made in April – Sept 2019 due to a delay in benefits being paid in the UK were linked to Universal Credit.

At the moment, people moving onto the government’s new benefits system have to wait at least five weeks – and often longer – with no money. People can get offered an Advance Payment, but this is a loan that must be paid back, often forcing people into debt.

As the election nears, the Trussell Trust is calling for politicians on all sides to pledge to protect people from hunger by ensuring everyone has enough money for the basics.  It is asking the next government to start working towards a future where no one needs a food bank by:

  1. Ending the five week wait for Universal Credit
  2. Ensuring benefit payments cover the cost of living
  3. Investing in local emergency support for people in crisis

The Trussell Trust’s chief executive Emma Revie said:

 “More people than ever before are being forced to food banks’ doors. Our benefits system is supposed to protect us all from being swept into poverty, but currently thousands of women, men and children are not receiving sufficient protection from destitution.

 “This is not right. But we know this situation can be fixed – our benefits system could be the key to unlocking people from poverty. This General Election, all political parties must pledge to protect people from hunger by ensuring everyone has enough money for the basics. We want our next government to start working towards a future where no one needs a food bank by ending the five week wait for Universal Credit; ensuring benefit payments cover the cost of living; and investing in local emergency support for people in crisis.

“Together, these three changes will put money back into the pockets of people who most need our support. It’s in our power as a country to end the need for food banks. This can change.”

This is worth reading.

We’ve missed an important reason why people are going hungry in Britain

Inadequacy, gaps and reductions” of the benefits system are identified as one of three simultaneous factors driving hunger in the UK. The other two reasons are “challenging life experiences and ill health” and “lack of informal support”.

It’s that last reason that is the least explored. The report describes it like this:

“The vast majority of people referred to foodbanks had either exhausted support from family or friends, had a resource-poor social network or could not access support due to social isolation.”

People in Britain report feeling lonelier than ever across age groups, which is often described as a “loneliness epidemic” because of the very real health impacts. Alongside this is the reduction of public spaces where people can commune locally for free: libraries, children’s services and youth clubs have been cut, plus pub closures and the decline of town centres.

“Other support mechanisms, so let’s say being able to go to a library where you can apply for your benefits because there’s a computer there, being able to go to a local advice drop-in, or a mental health support service – all those have seen cutbacks as well,” says the Trussell Trust’s policy and research manager Abby Jitendra.

“Partly it’s because councils are the main funders and they don’t have enough money, but also partly because the national government, austerity has stripped a lot of services back, and that often means that the voluntary crisis support tends to be very, very important to people because there’s nowhere else to turn.”

The loss of traditional state and private support structures can be very isolating, as well as the informal social changes impoverished communities can bring.

“If you are on a very low income, it’s often the case that your family’s also on a very low income, that your local community doesn’t have the resources to be able to support you because it might be deprived as well,” says Jitendra. “Having debts to your family can be really damaging to your relationships, and compound loneliness and isolation – if the financial resilience of your network is also very low, you really have nowhere else to turn [other than foodbanks].”

When reporting on foodbanks, I have not only come across people desperate for support, but also desperate for company. Some come in for a cup of tea when they don’t even need a food parcel. That’s partly why many foodbanks have a sort of front-room café set-up – they’re a last resort for community support, as well as for sustenance.

Feeling hungry is “extremely isolating”, and can fracture your networks further, says Jitendra. “Human interaction completely changes when you can’t afford to even sit down and have a cup of tea with your friend because you can’t afford tea, or to turn the kettle on”.

Grahame Lucas, who has managed Worcester’s foodbank for five years after helping to found it seven years ago, finds foodbanks now provide “an outlet, a place to go” for people who have no other place to turn to.

      It is understood benefits are the minimum of what the law says is to live on.With today’s expectation to have it all own transport,driving licences (preferred) and technical ability and have access on the go a foodbank is a great contrast.Once in that situation getting out is a mountain to face.

      Unemployment/poverty a symbol of Conservative governments’ and those caught in this are being swept aside.Simply eroding workers’ rights,increasing benefit sanctions/foodbank reliance isn’t going solve real underlying problems’The problem is pushed elsewhere sex work,crime,homelessness and health services and if someone loses their home because of this they arn’t intentionally homeless.

      Locally mcdonalds has homeless people outside,society has noticed a real decline as a result of Conservative policy.

But it is a disgrace that the Tories are carrying on as if there is nothing wrong in society. Or that it is nothing to do with them and their cruel policies. Go and stand outside a Foodbank if you want to see the real effects of Universal Credit.

  7. With x amount being on some form of benefit the trust has to start looking more at the figures to see if the working (often irregular hours) and the min wage is having a negative effect on peoples lives which as a result is swelling the use of foodbanks.

    • Are you just paying yourself welfare, paying to stay in the exact same predicament.

      Wouldnt it be better for those working less than 30 hours if they could keep unemployment benefit in the form of a working tax credit even if they are single with no commitments or make housing benefit cover total housing cost while working ?

      Wouldnt it be better to model welfare on a weekly basis or fortnightly so as to model the world of agency work ?

Set a fair minimum income and then if you earn more than it you pay a certain amount of tax, based on the size of your income, and if you earn less than it or aren’t working at all whatever your income is gets topped up to the agreed minimum income level. A bit like negative income tax. Nobody could then fall below some set minimum income level.

      • There’s not only no food bank where I live, since the only branch of Lloyds bank closed last year there is no conventional bank hereabouts either! And the nearest bank and cashpoint machine is miles and miles away!

    • There are only TWO places that politicians visits, namely, schools and hospitals. They only exception to this rule was George Osborne* who was infamous for his visits to building sites looking like a complete idiot in his hard hat and high-visibility jacket.

      *George Osborne as Chancellor of the Exchequer brought in the benefit’s ‘freeze’ and introduced the ‘Help to Work’ programme part of which was the brutal CWP (Community Work Placement), 26 weeks, increased to 30 weeks of workfare.

  14. You see how we hear nothing from Boris Johnson about the mass poverty and suffering caused by Tory austerity policies ? Or the sneaky attempts to privatise the NHS by allowing private companies to run 41% of the contracts. At the moment they have been restricted. With the NHS still run on a free basis. But once these powerful companies have majority control of the NHS….then look out. First there will be just a few smaller charges for treatment. Then more and more. Until we are in an American situation where medical care is costed and charged down to the last dollar.

        6. You will be paying for your ‘free’ broadband in one way or another. A Government ISP that would be a monopoly ISP like the British Telecom of old, the only ISP would serve to increase Government control and monitoring. There would be an ‘expectation’ that all citizens would be online. You would still be paying for your broadband only you have given control over to a State-controlled East German-style Stasi monopoly.

      • BT’s basic service has a 15gb monthly usage both phone and broadband is £10 a month.I went massivly over this and was worried about the bill I rang BT they said they didn’t charge for over limit use and when the quarterly bill arrived they didn’t.Call costs are high but a £10 maximum a month applies.

        jobecentre computers look to have improved but the reality of “life on the dole” remains for far to many people.

        So basically on BT Basic you have UNLIMITED usage with a phone line thrown in for less than £10 a month.
        Just as long as you don’t make too many phone calls. Even on unemployment benefits you could rustle up £2.50 a week, Makes Corbynet seem less attractive. And you never know what hidden extras/restrictions would come with Govnet. Better the devil you know 😉

    • The national free internet will be filtered, censored, monitored and its users surveiled in real time. Downloads will be logged and anything naughty, e.g., pirating music or looking at porn, will be impossible. Probably it will be time-limited and only be available to individual users for a fixed number of hours per day. When it comes to the web you get what you pay for and competition between several providers keeps the prices down. If you pay nothing for your internet service lack of competition will make it antique and crap in no time. On the bright side it will help digitising welfare and rolling out monstrosities like Universal Credit and even worse things that are now bound to follow it.

As for Corbynet, well, look what happened to you when that copper saw certain “images” on your PC in your office in the House of Commons! You had to resign as Secretary of State for Work and Pensions even though you had a good grip on things and although your hands were full at the time somehow managing to hold your own with Universal Credit and whatnot.       • To be honest rather than spending countless billions closing down private schools and giving everybody free broadband I’d prefer Labour to the revamp the NHS, incorporating social care for the elderly, brought up to the highest possible standard and a properly funded and fully functioning social security system providing comprehensive cradle to grave care for all before splurging oceans of money all over the place taking assets back into public ownership left, right and centre.

    • It is a Tory dream to pass over the responsibility for social security to the kindness of strangers rather than support from the state. Things will only get better if the public become far more concerned about food poverty in particular and growing poverty in general and start to turn against the Tories in big enough numbers. The Conservatives don’t give a sh1t about the poor and would be happy to see them starve and freeze to death provided they could get enough votes in elections to give them enough Tory MPs to keep them in power. How could anybody who had a heart stand by while British children are falling into poverty in their droves? They don’t. When Heidi Allen MP was questioning Therese Coffey during a meeting of the Work and Pensions Committee she said that it was like talking to a wall and that Coffey was completely unmoved by the plight of the poor, supported the benefits freeze and refused to say that it wouldn’t reoccur, and maintained the Universal Credit was getting people into jobs quicker, keeping them in work longer, and helping them to get out of poverty even though the Advertising Standards Authority slammed the very same thing appearing in fake ads in the Metro, Metro Online and Daily Mail Online as misleading based on next to no reputable data or statistical evidence to support such claims.

      The people about to govern us for year and years are cold hearted swine.

    • With the lowest unemployment in over forty years, more people in work than ever before, and the economy still growing anaemically if work really is the best way out of poverty, with so record numbers of people now in paid work, why has food bank use never fallen, never stalled, never plateaued, but only ever risen hand over fist exponentially since 2010? There are only really three explanations:

      (1) Work is not always a way out of poverty let alone the “best way” out of poverty.

      (2) Large growing groups of citizens are falling deeper and deeper into poverty, year on year.

      (3) A mixture of (1) and (2) above.

      Continually escalating food bank usage demolishes the Tory “work is the best way out of poverty” mantra. If the mantra was true food bank usage should have fallen like a stone as employment rose to record levels. (Supposedly.) Yet if you look at the statistics even if every single person bereft of gainful employment secured paid work millions, yes, literally millions of citizens, would STILL be condemned to live day to day in grinding poverty accompanied by well known social evils such as food poverty and homelessness.

      This is a disgraceful state of affairs created and maintained by an oblivious and complacent government.

      When did any government since the second world war freeze benefits for four successive years?

      Or launch an abortion of a social policy like Universal Credit?

      • There may well be ‘jobs’ if you count pizza delivery as a job, but there is certainly a dearth of decent. proper, secure well-paid jobs. Jobs with holidays, pensions, sick pay and other benefits. Jobs that allow you to take on a mortgage, plan ahead for the future. You won’t find these jobs in the ‘gig economy’.

      • They’ve painted a picture of benefits to health,making work pay and trying to play down other factors such as disability and age.However work has to cover everyday living expences at minimum and older unemployed in particular need more prescriptions,eye care,dental work as they age,as mentioned above BT Basic is only available to those on Universal Credit with zero income so these costs have to be factored in.The cost of living not cookoo land politics.

    • Farage is a right-wing died-in-the-wool Thatcherite ex-Conservative, because the Tories weren’t extreme enough for his taste. I remember reading in the UKIP manifesto how Nigel planned to force the unemployed to “earn” their meagre benefits by building social and private housing, labouring and part-time workers having to join in the slavery in spare time at the weekends and evenings. The document was replete with all sorts of unthinkable evils. The bloke is an arse of the first order and how sad it is to see dross like him having influence over our population that is completely unmerited. It’s almost worth getting Brexit done just to be rid of the sh1tbag.

      Looks like we’re in for four or five years of extreme right-wing government under Boris Johnson, at the end of which the country will be much changed. By that time Universal Credit will have embedded itself so deeply, like the Bedroom Tax, that it will have become the new normal and effectively irreversible. (Christ knows how many people will find themselves being referred to food banks five years down the line if the current trend continues!) I really hope that whenever the general election after the coming one is held that Jeremy Corbyn will be tending his allotment and nice but conspicuously thick and obviously incapable people like Angela Rayner and Diane Abbott still waiting to become ministers of state under the new Labour leader’s patronage.

      Assuming that there is still a Labour party left at all.

      Dark days are ahead folks.

  26. ot if you are on uc then check ur on line account as they seem to be changing the cc and not telling ppl so after 7 days the claim will be closed down as overheard 2 ppl that this has happens 2 and the coaches said they never changed it and it was how the system worked.

    anyone with access can change the cc so you best check it weekly or you might find ur claim shut down with no notice at all.

    • Whenever I’ve had my CC changed I’ve always got a SMS message sent to my phone advising me to look at my UC account. I suppose if you don’t or can’t use a phone you’ll get an email. If you haven’t got a phone or can’t check your email you’re stuffed! That said I always thought that what appears on your CC is supposed to be the result of a “negotiation” between you and your Work Coach and that a CC is not supposed to be changed behind you back without consultation and so I’m not sure what’s going on with the folk this happened to.

        a work coach can really screw you over with this esp if you are not told about it or if they put something on it that you dont like and want it changed ect.

    A man collapsed while waiting for an appointment in a job centre in south Wales.

    The man, 65, was found slumped in his chair at 9.30am on Friday in Llanelli. He was waiting for an appointment to discuss Jobseeker’s Allowance after being declared fit for work earlier this year.

    Staff and customers rushed to help the man but they were unable to get a response so lay him on the floor.

    They started CPR and an ambulance was called while the job centre was evacuated, but paramedics declared him dead at the scene.

    A witness said: ‘I didn’t know him myself, but the man who was sat next to me told me that he had grown up with the guy. MORE: UK
