Department’s head of data strategy highlights potential for machine learning, natural language processing and image processing plans

The Department for Work and Pensions’ (DWP) head of data strategy has said the use of artificial intelligence (AI) techniques will play an increasing role in improving service delivery, providing a fuller picture of customers’ situations so they no longer need to explain their circumstances repeatedly.

While DWP has already been using some machine learning in its fraud detection and cyber security work, and while it uses “to some extent most of the cutting edge techniques,” the department is now looking to use natural language processing and image processing.

Among the uses for the techniques would be to route incoming letters or understand the sentiment of a question put to the DWP more effectively.

“What we’re keen to do is to make sure we fully understand our customers’ situations,” Pavey said. “For the typical citizen of Britain, they’d expect that if they’re dealing with government they shouldn’t be asking them the same questions over and over again.

“We try to make our services as relevant as possible. Better use of data analytics is really the key to that. We see that machine learning will play an increasing role in the way we operate.”

“Through a combination of transparency and trust and being guided by a strong ethical framework, we’ll demonstrate the uses of data, we’ll demonstrate that sharing of data can push forward public good and through the ethical use of machine learning we’ll be able to deliver more relevant services in a more efficient manner.

“The rise of data and the rise of new techniques can only be good for us.”

Challenges outlined

He also highlighted some of the hurdles that lie ahead, including understanding citizen behaviours and using it to provide services that produce the outcomes government wants.

“We’re delivering a service that’s incredibly important to people and is also highly regulated, so we want to be very clear on any decisions we’ve made when it comes to the outcome people receive. We need to be mindful of being transparent in everything we do,” he said.

To this end, DWP plans to publish its data strategy online later this year, which will include a charter of the department’s data use.

For other future developments, Pavey said he was very keen to work with academia, start-ups or any UK company interested in using data for public good. “We’d never be so arrogant to think we have a monopoly on these things and we’re very keen to learn from outside.”

Criminal gangs committing tens of millions of pounds worth of benefit fraud are being tracked down using newly-developed artificial intelligence, ministers have disclosed.

Experts at the Department for Work and Pensions have produced computer algorithms that have been gradually rolled-out over the course of the year to identify large-scale abuse of the welfare system.

The system, which is being trialed across the country, detects fraudulent claims by searching for patterns such as applications that use the same phone number or are written in a similar style. It then flags up any suspicious cases to specialist investigators.

It comes as part of a drive by ministers to make more use of artificial intelligence…

Earlier experiments in the use of AI by the DWP were not a success.

  5. When you pull out all the verbal chaff,DWP/government are advocating an answering machine with the proverbial recorded message.
    It also further highlights how they intend to inform the public that they will require more personal data than before, enough to clearly define the move as tracking.
    This proposal is circumnavigating an individuals current rights to be specifically informed and consented by pushing the new excessive personal data into the exemption realm of public interest,government functioning and analytical .
    Now most of those too lazy to properly digest the new GDPR wont know its strongly urged in the new regulation to find an applicable exemption rather than trying to gain consent.
    Here in this announcement when broken down you are seeing a widening of what is considered of public interest under the pretext of better governance but in a context government decides rather than the public how it is processed (do look up what processed constitutes).

    For all non techies basically you mine a whole lot of data (both personal and non personal), You create/form data sets. Those data sets form electronic footprints (so combining multiple data sets to create a targeted data set). Now up to this point such data is blindly gathered meaning attributed/applied to no one specific even though its about everyone (be seen as not personal data).
    Now to make it specific essentially you need a key per footprint which could be in the form of a single email address,phone number,name,you get the picture and or simply one or a few non personal questions enough to distinguish one footprint from another. Bingo, a profile is not only formed but actively in real time updated.
    From there on out you can be tracked on anything basically because the human predisposed condition of forming patterns for various reasons. No matter how smart you think you are, you wont beat it as that would require without fail that everything you do is completely random and unique every waking moment of your day.

    This is if the public don’t switch on legalized data harvesting for the purposes of surveillance (again do find the concise meaning). For benefits to public is a very broad term and it cannot be denied that such data could and will be applied to a great many things outside its original intent, a person in charge would be a fool not to. As for transparency, what is the good of that if its a day late and a dollar short assuming the public are able to pry it from a governments cold dead hands after hell freezes over.

    Ultimately its about control and the admission of “outcomes government wants” and “highly regulated, so we want to be very clear on any decisions we’ve made when it comes to the outcome people receive” should point to who will be in the driving seat and why.
    You may live in a democracy and vote every 5 years but remember, you have no say over manifestos being formed or agendas thereafter added outside.

    I and others have said many times in the past that for this government to get what they want, there would have to be sweeping changes to law. Well you’ve seen and are still seeing this happening as predicted so i hope the penny is ready to drop as soon enough it will be like a pair of slippers by a warm fire as a social norm/construct you never really had a well informed hand in bringing to mainstream life as a population collective.

    Freedom always comes at a cost, is proportional to the yang of control so chose wisely otherwise you will endeavor to become the hearded sheep rather than the lions roaming the plains

    The gig economy has again come under the spotlight as Labour MP Frank Field announced an inquiry into pay and working conditions at controversial food delivery firm Deliveroo this week (June 18).

    Anyone with their tech nose to the grind would have picked up yesterday the passing of the EUs approval of article 11 and 13.

    Once finalized this rule will prevent alot of material from being uploaded by internet users deemed to be in breach of article 11 and or 13. Without getting technical this means if wordpress or say as an example Andrew Coates if wordpress shift responsibilities does not pay a regular fee, the website will nolonger be allowed to link to news sites or use direct quotes under article 11. Further to this under article 13, the website wont be allowed to allow its posters to do likewise including it appears memes and artwork, any post that has not sort prior the correct permission from the rightsholders.
    Platform owners pursuant to article 13 will have to put in place effective content recognition technologies to enforce no breaches occur.

    Tough times don’t you think.

    • This has been going on since time immemorial . Overdoing patients on morphine to hasten their demise is the oldest trick in the book. Leaving a glass of water temptingly out of reach and just ignoring the patient is also very effective. The patient will quickly die from dehydration.

      Be careful if you go into hospital especially if you are elderly (or poor) you may never come out again – alive. It is not known as the National Death Service for nothing!

  20. Has anybody on this site had any personal experience of or knows about something called The Consultancy Home Counties group? My “Work Coach” has been trying to find some kind of “Employability Support” in order, she says, to help me to “move forward” in order to find employment. She’s your typical low-grade DWP idiot who’s never even used an Internet recruitment site. It seems to be designed for those aged 50+ and of course it looks lie the same crap that I’ve been on before. I told her to make it a Jobseeker’s Direction which she agreed to in 2 or 4 week’s time so I’ll just do what I did last time with one of those which is, go there, get them to acknowledge that I only need to attend the initial meeting and get them to put it in writing while all the time secretly recording them.
    I’ve no intention of doing any of this crap and making them a profit.
