No doubt this is important, so important that you can barely turn the radio or the telly on without hearing about it.

Charities demand action to tackle toll of soaring housing costs, welfare cuts and ‘no fault’ evictions.

A record number of renters are being evicted from their homes, with more than 100 tenants a day losing the roof over their head, according to a shocking analysis of the nation’s housing crisis. The spiralling costs of renting a property and a long-running freeze to housing benefit are being blamed for the rising number of evictions among Britain’s growing army of tenants.

More than 40,000 tenants in England were evicted in 2015, according to a study by the Cambridge Centre for Housing and Planning Research for the Joseph Rowntree Foundation (JRF). It is an increase of a third since 2003 and the highest level recorded. The research appears to confirm fears that a mixture of rising costs and falling state support would lead to a rise in people being forced out of their homes. It will raise concerns that even those in work are struggling to pay their rent.

High numbers of “no-fault” evictions by private landlords is driving the increase. More than 80% of the extra evictions had occurred under a Section 21 notice, which gives a tenant two months to leave. The landlord does not have to give a reason and there does not need to be any wrongdoing on the part of the tenant.

The study found that changes in welfare benefits have combined to make rents unaffordable to claimants in many areas. Housing benefit was no longer covering the cost of renting in some cases, with average shortfalls ranging from £22 to £70 a month outside of London, and between £124 and £1,036 in inner LondonHousing benefit has not risen in line with private rents since 2010, and a current freeze means the rates paid will not increase until 2020.

The number of tenants evicted from their properties reached a record high, according to a new report highlighting the misery and insecurity faced by renters struggling on low incomes.

The report shows:

  • the rented sector has grown in the past 12 years by nearly a half, and the number of tenants being evicted from their homes has grown by a third: 10,000 more tenants lost their homes in 2015 than in 2003
  • the number of tenants evicted by private landlords exceeded the number evicted by social landlords for the first time in 2014
  • the increase in repossessions in recent years has been almost entirely due to the increasing use of ‘no fault’ evictions, using Section 21 (S21) of the Housing Act 1988
  • the use of S21 is highly concentrated geographically – four out of every five repossessions using S21 are in London, the East and the South East, and nearly two-thirds are in London alone.

JRF is calling for the Government to end the freeze on support for housing costs, and uprate Housing Benefit in line with local rents.

According to recent research carried out by CCHPR for the Joseph Rowntree Foundation, the growing gap between rents and support for housing costs is a key factor behind the rise in private rented sector evictions.

The research included in depth interviews with tenants on low incomes and identified the high levels of stress and disruption caused by insecure housing.

‘With the £50 a month [housing benefit shortfall] coming out of the JSA – that’s almost a week’s money in itself – and then you’ve got the other bills…I just couldn’t make it work. I had to choose… do I pay the rent… electricity… buy some food?’

Changes in welfare benefits have not kept up with rising rents, causing misery for tenants as they cope with inevitable financial pressures. Furthermore, the rising number of ‘no fault’ (Section 21) evictions gives rise to insecurity as tenants on low incomes face a complete lack of options when they lose their home.

      My daughter has just gone through this situation,, no reason given though estate agent thought landlord was going to do it up then sell it. (which we now know from her ex next door neighbour. rather galling when theyve only done minimum repairs in the past 12 years she has lived there. they did just sufficient to get through any safety tests.

        The BBC has ordered an investigation into TV licence collectors following reports that they are deliberately targeting vulnerable people who have not paid.

        Enforcement officers at Capita are ordered to catch 28 evaders every week and promised incentive bonuses of up to £15,000 a year, according to a Daily Mail investigation.

        The company is reportedly paid £58 million a year to collect licence fees for the broadcaster.

        Staff targeted vulnerable people, including a war veteran with dementia and a young mother in a women’s refuge, the paper said.

        One of the bosses was allegedly caught telling an undercover journalist: “We will drive you as hard as we can to get as much as we can out of you because we’re greedy.”

        The BBC has ordered an urgent investigation into the report and said financial incentives were offered only for licence sales, not prosecutions.

        “We are very disappointed by the conduct of Capita’s interviewing managers in this particular case, which is not in line with the high standards we expect and does not reflect the policies in place,” a spokesman said.

        “We have asked Capita to investigate urgently and ensure swift and appropriate action is taken.”

        She added: “We expect inquiry officers to behave in a courteous, professional manner and abide by a published code of conduct.

        “Capita’s incentive scheme operates purely on licence fee sales, never on prosecution statements taken, and Capita has confirmed again that this is how it operates.”

        Anyone with a television or who watches iPlayer without a licence can be fined up to £1,000 and be given a criminal record.

        Capita bosses also face being called to Parliament to explain themselves to MPs, according to the Daily Mail.

        The company told the Mail that its incentive scheme applied only to sales of licence fees, not the number of people officers interview so they can be taken to court.

    • John Humphries looks positively embarrassed as he acknowledges that he is not worth £650,000 of licence payers cash a year. At least he has the decency not to attempt to justify his salary or cry out for more. Humphries would probably do his job for nothing* as it is obvious that he loves his ‘job’ at the BBC.
      It keeps him active and mentally simulated which is very important in his advancing years. He certainly doesn’t need the money since he doesn’t look the type that leads a particularity extravagant lifestyle – he looks the type that doesn’t even have a TV, probably does a lot of reading, just can’t see him watching Eastenders – he will have everything paid off, and doesn’t look as if he even eats much.

      But what we are not being told is like the other presenters their salary was negotiated for them by agents such as Mary Greenham of TV Presenters Ltd who appears in the Newsnight piece above. And what a lot of people don’t realise is that these agents take a third of the negotiated fee, so it is in the agents best interest to negotiate as high a fee as possible. Mary Greenham will no doubt be collectively coining in more than Chris Evans, the highest paid ‘star’

      Not to defend any of these ridiculous salaries but as the Newsnight piece stated a lot of these presenters are in the 50s and onwards – part of the “gender pay balance” issue since four times as many men as women are in this category – they are at the ‘pinnacle’ of their career, ‘top of their game’, so to speak. It can take a long time and a lot of hard work getting there.

      As for the money, most of it will all end squirreled away in ‘tax-efficient financial instruments” on some off shore island so the presenters might not have ‘ready access’ to the cash. It is like the singer Subo – Susan Boyle – she had made millions but was living in a council house on an allowance of £100 a week. There are a lot more people behind the scenes making a lot more money than these ‘stars’, Mary Greenham for one, but they don’t appear to be coming in for any flak.

      *A lot of local radio DJs, now known as ‘presenters’ work for peanuts because their radio appearances bring in ‘gig’ work. They would do their show for nothing if they had to.

The conundrum starts however for business and government when how do you when you already have most of the worlds wealth do you still manage to increase profits. So ushered in is reduction of product/service at same price and the good old faithful, credit.

      When you pump new money into a system or guilds, your banking on events yet to unfold. So with your cash spent or ear marked, you credit tapped, what happens besides the possibility of consolidation/ re- consolidation, next ?

  19. Dealing with the financial gender pay gap.

    Its never hard to spot the capitalist when all you hear is raise the wage. Rather than raise a wage, we need to take a hard look at these top tier wages as the real issue is there levels and not why the other gender isn’t getting them.

    On a radio show and even here the other day, certain persons hit upon some very valid points. One joked about charlie from the hospital series and whether they had considered it or not, its highly questionable how a person faking a position in the NHS is somehow worthy of more wages than the real article. The other on a radio show was a caller who use to work down the mines who made the point he had worked all his life yet never received the wages so called celebs claim dew to working demanding and long hour jobs.

    The world over we have developed very skewed business practices of rewarding people. From charging a ridiculous amount of money on a single person (the product) to encouraging people to go into all sorts of multiple ventures ultimately to the cost of others. Shares and investment for reward is another questionable set of practices.

    Most people and it makes no difference its declared everyone has the opportunity to, will ever have the chance to join in on this as not only is it that they will never have the money but also its a rigged game kept as is to ensure rarity as the proviso to guaranteeing the continuance of such ridiculous commanded fees. These people, this practice is allowing people to be considered a rare and natural resource. If you know how the price of oil, say is determined or say diamonds, your no my exact point.

    In the case of the BBC the need is to lower peoples fees and treat TV as you would any other normal job. Lets stop paying for the shop front display and start looking at and paying those behind the curtain that make it all possible in the first place like we should in other areas of our lives like nurses, shop workers, factory workers,etc who without would see all these brands be reduced to the size of a corner shop and a garden shed of two arms and two feet.

    So don’t be beguiled by gender as even though the gap does exist, it will never address the real problems of pay and inequality and only serves to continue the immoral practice of rewarding those who shouldn’t be rewarded anywhere near as much as even Naga doesn’t need £500’000 a year to live on.

        It matters not if there an established company/recruiter or not, there is absolutely no need to surrender such documents or data unless you have already sat the interview and been offered a contract of employment.
        Currently employers ask for way to much,especially at a time they have yet to offer you any sort of work. Even simple yet still personal details aren’t warranted when you consider an employer cant use an address as a basis to discriminate against you yet even today its still being asked for far to early and to make matters worse, online applications are deliberately being set up to prevent you from applying for a vacancy if you don’t enter certain details.
        To demonstrate the depth of this problem, you cant even make a claim for welfare benefits unless you enter your home address and or phone number when you may not even have either. The new online system simply prohibits a person from continuing the application without one and that’s on page one, a fair few pages away from talking about being homeless.
        According to law consent must be gained prior to any processing yet its the last thing on the form and or far to often gained by implied consent. This means a company even government cannot stipulate how you present your data and further more, make no real arrangements for you to do so through alternative means, even ones safer.

        This is the very reason why this presents a perfect opportunity for scam artists and abusers to steal your personal and or sensitive data.

        So think before you act as home addresses, NI numbers, tax and bank details, photocopies of passports,birth certificates, utility bills, licenses, photocopies of registration cards (ie CSCS), doctors details and the likes are NOT NECESSARY until you have been actually offered work and presented with a physical not online contract from a firm you have properly vetted.

  25. Enforcement of the National Minimum Wage in the social care sector.

    HM Revenue and Customs is currently investigating social care providers for underpayment of “sleep-in” shifts. The government recognises that the cumulative financial liability of penalties and arrears of wages could pose significant challenges to the social care sector. In extreme circumstances, providers may be unable to meet their obligations to repay their workers.

    The government will waive the financial penalties faced by employers who are found to have underpaid their workers for “sleep-in” shifts. These penalties are levied by HM Revenue and Customs and do not affect the arrears of wages to be received by workers in cases of underpayment of the National Minimum Wage. The government recognises that written guidance published before February 2015 was potentially misleading. The waiver is to apply to any arrears of pay resulting from “sleep-in” shifts that took place before today.

    Any employer underpaying their staff for these shifts in the future will be liable to pay
    financial penalties, in the usual way, of 200% of the arrears found.

  26. Employment tribunal fees unlawful, Supreme Court rules.

    The court found that the fees, which were introduced in 2013, prevented access to justice for workers unable to fund their case.

    The government brought fees in to reduce the number of malicious and weak cases, but that led to a 79% reduction in cases over three years.

    The government will have to pay back the £32m in fees paid by claimants.

        Actually i have as far back as flexi new deal under Labour. I will never forget it as it was the funniest thing at the time as the providers still not use to claimants full stop, just didn’t know what to do with them. Sown up proper by DWP they were.

        As for sanctions ive seen a few, seen them set up to fail just like everyone else and told if you don’t find work in 6 months or look likely to, your claim will be closed down.
        I don’t doubt a few work coaches wanting the easy life be it near retirement or just don’t want to work would have ignored this from time to time but never on a scale that sets them apart from any other claimant.

As you say Marie it could be that the Jobcentre don’t want to be seen as politically incorrect or racist even. For all we know the Jobcentre staff could be seething under their collars as they face Mohammad and friends.

      Anyway, in any event, Mohammad and friends don’t have to look for work. They are never sent on any ‘courses’ bar ESOL which they don’t even bother to attend. If you had been sanctioned for ‘not actively seeking employment’ you could be forgiven for seething with anger as you made your way to the foodbank.

      And above all, it is an insult to the likes a David Clapson, a man who had served in the British Army, and who was sanctioned to death by the DWP. Of course, better not mention any of this as you wouldn’t want to be seen a politically incorrect. Political correctness is taking us to hell in a handcart.

        Although i see your point your conflating whether your aware of it or not. We simply cant say because such a thing happened, its conclusive that something else sort of related happened.
        Liable or possible maybe but definitely not absolute proof of.
        To explain my point take the alphabet of 26 letters. As you can see if i asked you to go from A to Z, you could take many permutations like going through the lot one after the other in order or simply A straight to Z as just two examples of the many possible.

        5 x 5 – 2 as an equation as yet has no direction because its missing a directional dot (if you remember old math) or an equal sign. The thing is even with an equal sign some people still get it wrong and end up either with the answer 23 or 15. Now if i presented it as (5 x 5) – 2 or 5 x (5 – 2) we wouldn’t have this mistake as brackets in math always dictate prior/primary first course of action.

        In math when you take an exam its always stated you must show your working out, transposition is an example of this. You see as relevant as the total sum of is, your actually scored a point for each break down so could well for instance score 4 points of 6 on every question, have the wrong sum total and still pass. This is because its more important how you arrived at an answer rather than what that answer is if its to mean something and actually be useful.
        There is a saying in math i was taught that ” an answer is only as right as the equation which is only as right as the observation (and application).

      Norfolk was who i addressed it to so perhaps reading his post will give you a clue as to why i said what i said.

      To address the others is easy as i visit in my effort to help fellow claimants tons and tons of job centres around the midlands where we have a massively large portion of residents being Muslim. On top i have my own websites (not welfare related) and as such have many an unemployed person dotted around the entire country.
      This allows me with the aid of sites like this, the chance to see whats really going on and how claimants are being treated. Ive even in the past informed claimants to record what they experience and share it on platforms like youtube to aid the cause of returning decency to welfare and the lower classes working or not.
      If i knew what was being said here had real merit, real gravity, believe me, i would be outing it. I get or have got untold grief from people and websites, even trolled over articles i have written on post 1900 eugenics in Germany and been called everything from Anti Semitic to national front even though all i was doing was quoting recorded historical fact with evidence to clear up why Hitler was what he was and why many German people followed him not to mention what politicians meant or should have meant when making WW2 comments about our governments behavior regarding recent actions and practices they have adopted these past 7 years.
      Ive also written various articles on feminism, LGBT, Serbian history, PC, SJW, etc, all met with equal disdain despite only trying to tell the truth after much much deep research i don’t even get paid for or generate any money from full stop.

      I do pay attention, every post above is noted, i assure you of that and is hardly new if we are being frank but the bottom line is, its not systemic, its not double standards and its not in the vein certain people are taking it.
      Like i said in a much earlier post, we are talking isolated cases of that have been misinterpreted. Look, every jobcentre is going to have a certain amount of people whose English is far from useful so at that juncture what is the point of making them look for work when we know damn well no employer is going to hire them, hell you can have perfect English, be long term unemployed and still not get the same employer to hire you. So it makes perfect sense to enrol them into something like ESOL and wait for them to pass with the condition they attend weekly and on time which is precisely what happens. Further to this any claimant taking a course like say ECDL for instance who speaks English or is on a work experience scheme like sector based can massively reduce the amount of time their expect to look for work as its under the rules considered to be aiding you to find and secure work therefore counts as looking for work and such is evidence.

      Im not politically minded, not religious nor non religious, not gender biased, sexuality biased and good knows what else i have been called and accused of by trolls, websites and individual posters. I seek to get to the heart of the truth no matter where that leads and share my findings with anyone and ask nothing in return except that you go and deep research yourself and make up your own mind. I don’t want to sell you something and have you take it on board, i want you to come to the conclusion yourself of free will after making a real effort to find out what exactly is the truth.

      If there’s one thing Ive learnt by doing research over the decades is that all that glitters is not gold and those that stand to gain often misrepresent.

    • Assuming this is true how can one section of JSA claimants get away with not looking for work? Is preferential treatment of a section of JSA claimants across-the-board Jobcentre policy? If true this is a very serious matter indeed. Worthy of a Channel 4 News investigation. Are you reading this Jon Snow? Many jobseekers are serving three year sanctions for supposedly not doing enough to look for work. It is breath-taking that a JSA claimant can sign-on, admit to not applying for any jobs, not even bothering to look for work, and not supplying any evidence of jobseeking actvity and walk away from a Jobcentre unscathed. Round these parts if you don’t stick to your JSAG/CC to the letter you are sent for a sanction automatically – not ifs. no buts. If this is indeed true this is a right kick in the teeth to all the Daniel Blakes, David Clapsons and all the other jobseekers out there who have been sanctioned for supposedly not seeking work, and we can only hope for their sake that this comment is made up completely but have serious doubts it is.

        in 2 years i have been on esl for 6 months and said to go back on to esa after this esl finishes as have a back log and will get at least a year b4 i will be seen again and know for a fact ill be found fit for work again.

  32. Employers nefarious scheme to change apprenticeships rules kicked into the grass

    Currently one of the rules is the apprentice must spend 20% of his working week learning off site to gain a qualification. Now certain employers one of which has already been exposed and dragged over the coals for the contempt it shows for its employees, Pret a Manger, having been trying to change this but here is the thing,

    A working week of 37 hours means this 20% is 7.5 hours (1 day), so these scheming monopolists for these hours are trying to say this is too much, can you believe it. Now so there is context here im going to explore this further for you. If an employer lowered there hours to say 20 a week, this would mean, they would have to attend off site training for 2 days. If it was lowered to 30 hours they would still be serving 1 day away when you factor in employment laws. I f the employer extended there hours to say 48 then they would considering lesson time, still have to be off site 2 days a week.

    So as you can see if employers got their way on this, it would mean apprentices would have to spend more time (anything from 1 to 2 years) working for less pay as second class employees.

    Now i don’t expect this to end here as i imagine this sort of employer will seek to influence colleges to change the delivery of courses through touting stuff like increased student numbers and thus increased fees received by running lessons on a half day basis over a longer period or worst still, a growth in fast track courses. Fast track courses aren’t for everyone, like uni, you have to have a certain amount intelligence to take in the data at twice the rate of its normal course. The problem with that is apart from the exceptional few, most will either fail straight off the bat or barely pass but be totally not competent in applying it. The state of engineering/products failing or being recalled as just one example, is in part down to the wrong sort of person on fast track courses who needed longer to digest the data and teachers/tutors merely teaching how to pass an exam rather than a subject.

      Eh, the UK population is exploding. We haven’t got enough homes to house all the newcomers and their huge families as it is. Our social security, NHS and infrastructure are all creaking at the seams because of the increased demands put on their resources. There is a big difference between controlled which we had up until 20 years ago and mass immi gration which we have now. Controlled can be beneficial to a country but what we have now doesn’t bode well for the future of the UK and the chances of survival for the indigenous population.

    • There is nothing wrong with a lower population in my opinion. People are lowering the birth rate by their own volition for a reason. Deep down I suspect it is evidence they feel their cities are too populated. The people have voted with their genitals. Politicians should stop trying to engineer population growth against the will of the people.

      Didn’t you enjoy life as a kid when your cities were smaller? There was nothing dead or dying about the country back then. There is nothing to fear. We should fear over population more. It’s the wall street economy that says we need growth quarter after quarter, and says we need more customers, and more people, and more houses, and more cities, but that can go beyond our resources and capacity, and we’ll hit an unpleasant barrier to such growth. Read Frosty Wooldridge’s work on overpopulation in other countries. It’s not pleasant. He’s seen it first hand from his extensive travels. We need to find a new economic formula that is not based on constant growth and debt, like Catherine Austin Fitz says.

      The population growth in the US is happening and it’s going to be devastating for everyone living in on our cities, society and the environment within this generation unless we tell our elected representatives to lower immigration back to traditional replacement level numbers.

      This was all predicted in 1994 by Sir James Goldsmith. He wrote a book named, “The Trap” which laid all this out. His estate still offers it for free download.

As is the ratio of retired citizens to working citizens growing: more people are living in retirement for longer. Without enough tax paid in by workers there will be no pensions, social security, NHS, nothing.

      I suggest you actually read the full document as your picking on but one of the many things it covered. In the whole its globalization or more importantly too few people trying to make decisions for us all on how we need to proceed with the species if survival is paramount.

      Now you both speak of overcrowding population but you missed two major points not that there isn’t more. The first is the east has a lot of unoccupied ground meaning in a century to centuries time to come the population would swell to a size that would spell as serious sustainability problem for the species as a whole not to mention pose a real significant threat to the west that’s highly likely to happen in the race to survive. So we are talking real armageddon stuff here. The second is it would effectively force a mixing of pools as so to speak to effectively create a sense of purpose as a whole rather than groups taking sides (cant personally say this bit would be achievable) and thus aiding in the first of what i mentioned considering it would have to be populated at some point or liable to be.

      You two are walking into a mine field here of possible outcomes and reasons for and i can tell you for nothing as an arch opponent to the current form globalization is taking it will effectively fall on deaf ears as the public just isn’t willing no matter the reason to take anything like this on board. It tests there faiths,beliefs,even conceptualizations and ideologies and causes mental collapse.

      If you cant get the public curious enough about quite a few inconsistencies, defying physics and some still unexplained departures from procedures in the first instance, your not going to get far on something of this mammoth scale.

      The reference to morphine in the above report, puts me in mind of another victim from some years ago who suffered an accident resulting in him being paralysed from the waist down and confined to a wheelchair. The victim had an abscess in his spine which required constant morphine for the severe pain he suffered. The Jobcentre sent him for an interview for a job as as a long distance lorry driver because he was deemed able to do that job sitting down.

      The man was also sent for a job as a painter because he was judged able to reach skirting boards from his wheelchair!

      Have we gone mad?

        I like how DWP state isolated incidents yet its amazing how the bread crumbs always lead to work capability assessors. That years on, its inarguable that they have a deeply flawed system at play here, have done little if anything to address it (i would like to see what they have done thus far) like they did concentrix as heaven help you upset the taxpayers, yet remain with the stance there is nothing to see here because we have stats that say otherwise.
        Durex says you have 99% protection but if your one of this 1% who now has aids, got someone pregnant whose now an unwilling father and or mother, could you tell me how small a deal that feels ?

        I think without doubt the MOST GRIEVOUS case i have ever, ever heard was the man who couldn’t walk who was told officially by DWP/assessor that he was fit for work because he could use his arms to pull himself up the amount of stairs (GET THIS), that the very assessment states you have to be actually able to walk up.

        THIS COULD HAPPEN TO ANYONE as you may not be disabled or ill now but could quite easily be later on down the road, even possibly tonight on your way from work when you cross the road on a green man while going to catch the bus and a car just doesn’t stop not because they are drunk but because they’re also going home and just want to get like you, there as quickly as possible. The public shouldn’t think its another person like it couldn’t happen to them, they should think, “what if them was them”.

  35. Job Centres closing down all over the place They will have to change the Local Job Centre slogan with 100 mile round trip for the nearest one. The main Islington on at Archway Tower is closing. Soon there will be no job centres because everyone is in work & off UC. What a success UC was that there is no more need for UC anymore.

    The Work Coaches are on UC & have to see a Work Coach that is on UC that has to see a Work Coach on UC !!!
