Rent Arrears Grow 5 Times under Universal Credit.

The average rent arrears of a tenant receiving Universal Credit is almost five times the average of those not in receipt of the welfare payment, according to new research.

Data and insight provider HouseMark carried out a detailed analysis of benchmarking data submitted by its members to examine the impact of changes in welfare benefits on social landlords’ income, arrears and collection costs.

While rent collection rates have improved over the five-year period, the report also found that more money is being spent on collecting rent each year.

The Welfare Reform Impact Report collected data from a cross-section of members managing up to 2.5 million properties and includes figures from April 2011 up to March 2016.

In October 2016 HouseMark surveyed members of its Welfare Reform Impact Club on the effect of Universal Credit on arrears rates. It found that the average rent arrears debt of a Universal Credit claimant is £618, compared to average non-Universal Credit arrears of £131 per property.

With average social rents around £96 per week, this Universal Credit debt equates to six to seven weeks’ rent.

Across each quartile, rent collection rates have improved over the five years between 2011/2012 and 2015/2016. In spite of this overall improvement, performance in the years 2012/2013 and 2013/2014 worsened before picking up. These years coincide with the introduction of many welfare reforms that affected tenants’ ability to pay the rent.

Using estimates based on members’ data, HouseMark found that more money is being spent on collecting rent each year, and this expenditure is rising faster than inflation. It estimates that UK social landlords spent over £720 million collecting rent in 2015/2016, a real terms rise of over £100m from 2011/2012.

The data suggests that the rise in expenditure on managing rent arrears and collection is driven by an increase in human resources – i.e. more people being employed to collect rent and manage arrears rather an increase in average pay costs.

    • WHAT DOES IT ALL ADD UP TO ?

      I dont know if this has crossed other peoples minds but i have to wonder HOW MUCH the TOTAL is of ALL the benefit delays WHEN ADDED TOGETHER. This government keeps asserting spending is down but i have a strong suspicion these delayed payments add up to quite a pretty penny.

      As ive said in the past, mostly all the people that government have claimed are in work are still heavily state reliant dew to being placed in jobs of LOW WAGES, LOW HOURS, SHORT TERM VACANCIES, HIGH COSTS DEW TO LOCATIONS.

      Only yesterday it was reported peoples ZHCs are making it really hard for councils dew to weekly declarations of changing of circumstances and as we all know such changes effect ones benefits like housing,child/tax credits for instance. We also know bus and train companies are naturally profiting from more people having to travel more often than they use to in there old jobs. This is just a tiny part of a large chain of developing problems and developing facts.

      We also know government does not simply sit of the taxpayer cash and thus again adds to what i have already suggested, especially when we look at this across the entire public expenditure spectrum.

      Like i said, i feel government is hiding the true picture by trying to keep as much as possible as so to speak, OFF THE BOOKS and METERED.

      • A deliberate plank of Tory strategy, Doug, is shirking responsibility and making local authorities try to clean up the mess. Thus abolition of Council Tax Benefit and “enpowering” local authorities to charge whomever they want as much as they want, while cutting their grant from central government, leading to many councils charging partial council tax for the first time to people on far too low and frozen benefits. (I well remember the verminous Grant Shapps, then Chairman of the Conservative Party, telling councils to make up any shortfall resulting from lower grants by charging Council Tax to the unemployed.) Same with rents and Universal Credit. The long delay in payment saves money for central government but puts poorer tenants in rent arrears with landlords and local authorities which then lose money and have to spend a fortune chasing up tenants to try and recoup these losses. Central government can claim to have cut costs and to be spending less but only because it is quietly and sneakily dropping local government and local communities in the shit.

        Nasty cowardly stuff but very, very Tory.

  3. You omitted the real reason. When people are transferred onto universal credit, all their current subsistence income (housing benefit, council tax benefit, jobseekers allowance or employment and support allowance or tax credits etc.) is stopped for six weeks. No income, subsistence or otherwise, for six weeks!

    Yes they can apply for a very small hardship loan to feed their children or get to their zero hour contracted low-paid work: But like any loan it has to be paid back; as do any other loans (Often with sky high interest) that they are forced to take, meaning by the time they get their substance level universal credit; their actual income is even lower until they pay their debts off.
    Official hardship loans are previously deducted from their universal credit. It’s a deliberately vicious circle.
    The government excuse their built-in six week delay; stating: “That is how it would be in the workplace”.
    Though it is obvious that anyone dependent upon subsistence level income (for whatever reason) would not be able to save, let alone save enough to pay all their bills, including rent and council tax for six weeks; despite the government’s insistence! It is obviously not equivalent to someone moving from well paid job to job.
    It’s yet another way to make poorer people’s lives even more miserable.
    This six week total income loss is the obvious reason why people who exist upon subsistence universal credit are in rent arrears and debt from the start!

    • People who were full-time carers to a loved one before he/she passed away/died moving onto Universal Credit won’t have a month’s wages to pay their way until their first UC payment arrives and nor will casual workers, people doing piece work, people on a weekly wage, self-employed people etc. Not everybody is on a monthly, least of all the people most in need of Universal Credit. Even if they were nobody will get a penny for AT LEAST five weeks – one week “waiting period” plus four week delay before paying in arrears – which would be illegal for any employer. Most times, especially if there is a glitch, it often takes six, seven, up to ten weeks or more before people get entitlements. And it doesn’t help that everything has to be done remotely, over the phone, rather than seeing somebody locally at the Jobcentre and/or a Council office to expedite and sort things out.

      Imagine a benefit that you claim in one season but only receive in the next or subsequent season!

      Claim in winter but don’t get any assistance until the spring or summer!

      Once people get put into debt because of the massive delay in receiving Universal Credit it’s difficult for them to pay off that debt. (Any advance comes in the form of a loan, which has to be paid back, often out of deductions from you Universal Credit when you eventually get it.) If they work part-time 65% of their earnings get deducted from any Universal Credit entitlements and when doing enough hours to lose UC altogether they are left still struggling to pay their way on a daily basis let alone pay off any rent arrears or other debts forced on them by Universal Credit’s five to ten week time lag. Men and women in this position will struggle and struggle and struggle and struggle but never get ahead and never be free from debt.

      The government will try to push on with this fiasco for as long as it can get away with it because many of its spending plans are based around savings expected to be made because of Universal Credit. It is difficult to imagine that this will be able to carry on forever if, as planned, seven or eight million claimants end up on Universal Credit by 2022. If that happens – which many experts doubt – the pain and misery of UC claimants and vast costs to local government, trying to pick up the pieces, will be much too obvious for anybody to ignore.

      Universal Credit is a cancerous benefit.

    • People who work who are paid monthly dont get paid every 6 weeks. When you divide 52 weeks by 12 months, your looking at the 28th/29th day. You also see which is even more common, the last week in the month so lets say Christmas does not exist for a moment and use December to demonstrate this. The last day of this month falls on a Saturday but as we know people dont get paid on Saturdays so we drop back a day meaning the 30th (employers can explain there payment scheme to the employee).

      So unless your registering for UC for the first time (so not already an existent claimant), there’s no excuse for a 6th or 7th week (5th being the week you get paid). Now there is then the topic of change of circumstance and it is here government has no right direction and why in the recent case of people on housing benefit and child/tax credits while working, the problems are at there most. Governments aim is to protect taxpayer funds,reduce error but this means the actual claimant suffers for that price with a shoot first, ask questions later policy.

      There’s no omitting eclectictaste18 as im using worse case scenarios to demonstrate how we all find ourselves in this vicious circle and the best way to show that is in the case of a person with ever weekly changes to circumstance.

      Now we have all seen figures of people in cases of benefit fraud, DWP error BUT HAVE YOU SEEN any figures for people claiming a benefit, repaying back an over payment without incident ?

      What i mean is if say 1 million people regularly payback an overpayment (credit that has now changed dew to a change of circumstance) in a timely fashion but only having 10’000 people with cases of fraud or DWP error then the process was never valid to begin with and as such cannot be justified and should have remained humanity concerns first. In the case of DWP error, it is them the public department that needs addressing and is no justification for such a change.

      Government never piloted this system properly, never produced good national evidence prior to and are now making/finding one mistake after the next as this system becomes far worse and less effective than the old system was. IDS who cannot walk away from this fiasco as it was his think tank that dreamt it up has with the aid of this government made a cluster fuck of the whole thing and anyone believing it will straighten itself out is sorely deluded as to fix it would mean practically going back to a lot of the old system ways.

    We already know that people have been sanctioned for missing their appointments, even if they are only a few minutes late or have had transport problems getting their kids to school etc before signing on. If claimants are forced to travel up to an extra four miles to their nearest Jobcentre Plus I would suspect the number of sanctions will increase. We are talking about some of the most hard-up members in our community who may not be able to afford the additional travel costs to reach their new Jobcentre Plus office and will face a longer trek to sign on. Then there is also the impact on those who rely on these offices to get access to a computer to search for any job vacancies.

  15. WELFARE Secretary Damien Green has refused to halt benefit sanctions over Christmas, despite pleas for hard-pressed families to get “a little breathing space”.

    Hannah Bardell, the SNP MP for Livingston, wrote to the senior Tory begging him to put the punitive regime on hold after a heart-breaking visit to a foodbank in her constituency.

    She is calling on the UK Government to display “some level of compassion” by reinstating a period of clemency at Christmas – a policy which was officially abandoned last year – as thousands of Scottish families are living on the breadline this December.

    • Me neither as today is the day a person i mentioned while calling for help on this website a short while back has there GROUP SESSION TODAY.

      Despite downloading loads of stuff,receiving much help from people on this very website, DWP completely duct and dived and even now refused to answer much needed questions. In what is 2 weeks now, not one work coach would answer the question of what the group session is about apart from stating staff shortages. The group session has also been arranged for a time that after attending DWP would be shut so claimants cant appeal against the sanction nor put the work coach running it on the spot as regards what a work coach must do before considering putting forward a DMA request.
      This has lead me to fear this might be an opportunity for a mass sanction ploy by setting claimants up to fail. Ive prepped this claimant verbally as best as possible in listening carefully and what to say, providing DWPs own guidance on holding session,job seeker directions (there not allowed to issue at the session),work coach procedure on sanctioning, DMA procedure just incase my fears become reality for them and those other claimants.
      Ive or should i say will be equipping this person with covert recording equipment so i can analyze what went on to look for departures from procedure.

      The very kind post by Nothing Will Surprise Me just fuels my fear in this instance so i can only hope and prey this person comes out the other side unscathed.

      • This is always what I think when I have told people what to do regarding sanctions etc and what to not do, giving them forms for appealing etc, have they done what they should have done? I always hope to see them again to let me know how they got on, some of them I do see again but some I don’t, it leaves one thinking, are they still around, you know what I mean.

    Welfare administrators seem hellbent this year to be as nasty as possible to claimants what with failing through policy to support them into work.

    In the UK i see WELFARE Secretary Damien Greens recent ploy as nothing more than a pitiful move to deliberately stick it to claimants at the only time of the year they get a tiny respite from the regime in some veil and deluded way based solely on the assumption remaining claimants aren’t looking for work. That by making sure there penniless and will remember starving either in the street or at home without electricity and gas while millions eat,drink and be merry.

      Tobacco companies used to say similar things when denying any link between cancer and smoking. My bet would be that if somebody plotted a graph showing the progressive introduction of Universal Credit (and its long waiting period and harsh sanctions regime) against the increase in rent arrears and increase of food bank usage the plots would show a very strong correlation between them all, although food bank usage is of course also being much increased because of cuts, caps and frozen benefits. Every sane person can see that whenever and wherever Universal Credit is introduced debt, rent arrears and food bank usage amongst its recipients increases hugely. Eventually, like the tobacco companies with their product and cancer, the DWP will be forced to admit that a causal link does exist between welfare reform and many social evils that did not exist before its introduction.

      Why the media isn’t looking into this and publicising this mystifies me.

        That’s almost 3 to 6 thousand homeless people per city and town living on the street. Something tells me people would notice as its not like you could simply move on that amount and not see your countryside taken over. Its also 11.5 to 23 times the figure of our entire prison population.

        Theres probably around 300’000 to 400’000 police and armed forces meaning the homeless if we go by your figures would become the biggest single majority.

        Even if we stick half your figure in temp accommodation, the outcome does not come any better.

        While its certainly possible, it would be the biggest single mistake any government could ever make, especially however unlikely, a foreign country would seek to invade us so recruits the disenfranchised.

        I think both of you are right. What I think is going on is that people despite the failings of the system supposed to help them are receiving help just on a ad hoc basis [family/friend etc etc].

        This will however break down when even the unofficials get overwelmed by the wave of stuff coming at us from, I would say june/july next year – maybe even as soon as jan/Feb depending on how the economy does between these times [this month Business saying across the board that it is reducing expenditure by 40% is not a good sign] – its after then that I am worried about.

        Its then that the feed through of the econimic effects will be at a level that true suffering will start – why do I say this – It normally takes 12 to 18 months for such a shock to take full effect.

        I was chatting to someone who worked in recruiting in the building industry on the really big projects [30Bn+] and after BritExit, nothing was cancelled but recruiting stopped – across the board.

        The brexit tremors began before the big day although when you look across the construction spectrum, its hard to see the pattern. The industry (contractors/sub contractors) a year before as i explained in another post took on more contracts than they normally would. Naturally as a result and so not to fall foul of contract penalty clauses for late completion, took on a large amount of agency/self employed sub subs (skilled and non skilled workers whom work for subcontractors) so as to present a front of confidence in why there tender should have been excepted which usually it would not have dew to there company size and lack of obvious experience on such large projects. These subs and sub subs even factored in to there profits how much exactly they were willing to risk on the penalty clause knowing they weren’t ever going to complete on time. One project i worked on last year was BTs central hub just outside of Ipswich that mid completion was wound up and suspended to further notice. Worthy of note here but this has happened up and down the country. No one i saw on site actually lived in Ipswich, we all came from hundreds of miles away.
        Now also worthy of note as i did not mention this in that other post is that there was another class i call sub sub subs (yes 3 times). Basically a subcontractor would take on another firm (sub sub contractor) who inturn took on temp/self employed workers (hence the sub sub subs). When you look under the construction hood, all is very far from well as investors and primary contractor all deliberately pushed down the value of the skilled work required making it extremely hard for sub contractors who inturn made it really hard on the sub subs who inturn pushed down cost on sub sub subs. I was personally losing 37% on my hourly rate but if i added in travel time unpaid (travel down and back once a week spread across week, unpaid down time collecting materials not cost worthy enough to deliver dew to sub sub contractor control,etc), I would lose a further 3 to 5 % dependent on job. The rot starts at the top with each player after the primary contractor losing out. Everyone moaned about it but everyone above primary didn’t care.

        My advice to unskilled labourer claimants or those looking to get into it is dont as unless we freeze human stock, this domino effect just wont stop. Your nothing but poorly paid filler for someone else’s ends regardless of a slow down as come completion time, this abuse will ramp up again.
        If your forced into it by DWP, then dont bust a gut people as trust me, after the first day, you wont be asked back. I say the same to foreign unskilled and semi skilled workers alike.

  28. well looks like i kicked there ass again over this so called mandatory course that i was sent on and the letter that was sent to the jcp adviser looks like it has cost them there job as was told they no longer work there pmsl. now as the notice i was given about the course never said on it anywhere it was mandatory, not that it matters the adviser stated more than 2 times it was mandatory and was out right lies to try get me to go has backfired big time as the letter from the provider states i was there via mandatory request buy the adviser when it was not the case has broken the civil service code of conduct as all info on the placement has been removed from the jcp system, o dear.

    i said to my temp adviser that i still not had my bus fair back for this so called course and asked for it again but said there is nothing on the system that said i was even sent on it so whipped out my letter that the provider gave me and let them read it with proof of travel with my bus tickets.

    first thing they said was i failed to participate ie i never signed there contract stopping payment so showed them the foi request that states i do not have to sign 3rd party contracts and said are you going to sanction me for it? also pointing out there is now nothing about it on the system to say i was sent on it in the first place so no way they could sanction me for something that never happen in the first place lol.

    looks confused and said i need to speak to my manager and walks off in to the back and comes back 10 mins later and said my bus fair will be refunded and took copy’s of my bus tickets and will get it when i get my jsa in the bank.

    so said again are you going to sanction me for it then and said nothing other than sign on the screen and you can leave pmsl.

      • a well paid job would be nice but its not going to happen as have sent off near 2000 job apps this year and had 1 reply its not even worth bothering anymore tbh as no one will employ me.

        if you add up all the time i have been on so called courses i could have 3 fkn degrees buy now but all i am used for is cash flow for these providers to make money out of and like shit will i let them get 1 more penny from me signing there contracts.

        for me it is just an endless circle of the same old shite over and over again and when i get a new adviser its like i have just signed on jsa so the same old bollocks goes around again give me a cv give me an email addr ect ect and i now know what they are going to do b4 i even get there so have all the foi detailing the law of what they can and can not do, and most times will not even bother to look at it then try it on with a sanction doubt and end up on there ass as in the wrong every time and braking there own rules and regs to boot tbh it is so funny i have a blast going to sign on and see how stupid the advisers are as they think they can make the rules as they like well they cant because the law is the law.

        same with the 35hr job search as does it state that on my cc nope it say i have to do all i can each week to find work and they can not dictate to me how i provide it to them as each week i fill the hole page with what i have done for that week and then are not even interested in looking at it as no way will get a sanction doubt for not doing enough.

        then they think well lets send him to a provider in the hope i will not show up and then get an easy sanction and well you have seen how that goes down like the fkn titanic every single time.

        i think to date i have had 26 sanction doubts and not had 1 stick so i am the one at the top of the sanction list and get sent around the jcp like a pin pong ball for each adviser to have a pop and all have failed.

        i have even got hate mail from the jcp management stating my actions in the jcp will not be tolerated as i will stick up for my self and prove them wrong every single time even if i have to shout it at them so all can here it as it is the law under jsa regs and they dont like the fact they have no control over me nor ever will.

        its why most times i sign on i am the only person in the place as dont want others seeing i can kick there ass every single time.

        it is also why providers want me out of the place asap as if i am left there will tell all the other stock what i know and would empty the place faster than the jcp could fill it.

        When i asked what do you want to do, i meant specific trade/s. Maybe its trade you’ve been doing for years gone by.

        I ask as like you, the job market is not working for me either and appears to have began to go backwards after 2 years of moving forward. Im considering starting my own business, another thing you might consider if you have good skillsets.

        As for DWP, after more than enough crossing of swords in the past, advisors when i sign on during unemployment tend to leave me well alone these days so it mystifies me why they still gun for you. Your not rubbing it in there faces are you as i once upon a time did that and how your being treated is how i was then. Maybe its because you keep getting a hole work coaches which if the case, i can see why its not calming down. We still have a few where i am but ive been lucky to get some decent coaches the last three times i signed on who shock gasp horror are actually helpful and remember who you are which is probably rarer than the former.

        I think in earnest superted that we all will have to support ourselves into work as DWP does not offer good courses or opportunities because of tight ministers lining the pocket of unscrupulous for profit companies. How we can all achieve that however i have yet to figure out considering we have no funds to draw from.

      • i signed on when i left school, start of new deal, so i have had no real paid job since then only providers and workfare all of which has been a waste of time bar them getting there fee of course.

        i have no qualifications no paid work history no references nothing to put on a cv that would be any use to anybody.

        i cant even get a job as a toilet cleaner let alone anything else so it does not matter what i apply for now as no one will employ me.

        Im only interested in finding out what interests you if there was no barriers and if you have a disability, being able to work around that. Like programming computers for instance to do all sorts of things.

      What concerns me about this is the only advice people should be given which is, ” dont get into debt in the first place, learn to live within your means and learn to live without”. We use to teach our children to do these things yet now advise them to do the opposite.

      Its shocking to see how debt driven this planet is purely because of how money works, How debt is related to it, how prices for goods will always exceed most wages, how businesses knowing you wages just about cover living,savings,pensions,insurance, make way for credit in a plethora of ways so they can spend the money you have yet to earn, all the while eating way at the essentials money that should not be spent.

      Its funny but when you can truly understand the tapestry of money, its quite surprising how its not what it appears to be. That its control only benefits those at the top,the governments,the elite, the very wealthy and the land resource owners. You see money really is the chains that bind us and you only have to start prodding and pocking at the system to see.

      The first thing to see is volume which by way of math and a few simple numbers starts the ball rolling. Youve already seen how i demonstrated the reply to anyone saying ,” i pay your benefits, go get a job”, that they only contribute a very very very tiny portion of that amount (a decimal point and 5 zeros, then a figure to be exact), so you can already see with only 31.5 million people how non consequential there contributions are to a single entity. Now one would like to think, this is all tied to natural resources in terms of depletion but like fracking for instance, alot of the surmising is actually a guess based on some smart math. This implies our monetary system rolls of its own steam, once backed on gold and now backed on debt. Now as you can see by watching a video on how money and debt works, we literally do create money out of thin air and that its only given life providing the person pays it back or its levied against insurance.

      So every time a person borrows money, there actually allowing more to come into existence which until that point is reached devalues the original pie by creating an additional temporary fraction. Believe it or not but if everyone outside of the governments,the elite, the very wealthy and the land resource owners stopped using money this very second, the whole system would tank.

      Now to acquire and greed are human traits and have always been with us but to a rational mind, one could simply abstain from them by consent. So to put this into context with how our lives are currently, all people outside of the spectrum i mentioned should no longer take on more credit and look to reduce already established debt/credit while removing prior there savings and assets away from bank control. Even if it was just you doing this, it would remove you from the mechanism that controls us all in our lives where we are all constantly made to give before we are given. I have no debt, dont do credit and despite businesses lures pay for services in advance or at a rapid rate that i finish payment 6 months before that services tax year ends. In essence i have them in my pocket rather than me in there’s.

      I mention it here as for most of us, we have nothing but a few physical assets we own outright and are constantly coming under pressure to except debt/credit. I dont for a second expect anyone to achieve this overnight as everyone’s circumstances are different but none the less one can make a difference even if to abstain from further debt/credit to begin with. Its your decision at the end of the day but remember, saying ,”you dont understand”, “its not that easy”, “its just how the world works” to a simple inanimate post is just deference and denial to oneself.

        If you have noticed with all these advice things, they dont teach prevention but rather management of debt/credit as if they dont, you stay un credit worthy meaning less and less people able to be in debt/credit, less savings, which means big problems for money and debt/credit creditors.

        You see the debt game is this, we all have to be in there eyes liable for a portion of the whole national/personal debt which in turn makes us liable for the global debt. If government or countries businesses went bust, the debt would be on us while ministers and business owners walk away. I thought everyone saw that in 2008 with the bailout, QE, even austerity but i guess not all do.

        THEY MAKE THE MISTAKES WITH NO LIABILITY ATTACHED, YOU PAY FOR THEM QUITE LITERALLY,GET IT ?

        Funny how you default a debt that it does not work that way dont you think. Its precisely the same most of the time with breaking the law or acting immorally and not in the best interests of the people.

        True real power resides in the people but those very same people are hoodwinked into believing it comes from the few like governments and uber large corporations. You could crush them tomorrow if you all wanted to without a single physical punch or kick, you wouldn’t even have to leave your house.

        People are at last awakening to this and why the table of power is shifting but i would be very aware, as those selections you make and those you seat, may not be all there pretending to be.

        Short of DWP attaching a all reasonable action clock to you that only works when this thing applies (does not exist) HOW ON EARTH are they going to prove you didnt ?

        You see the regulation phrase “taken all reasonable action” is the nail in the coffin as is no two humans are alike.

        When a police officer stops a car for speeding, they ALWAYS ALWAYS ASK THE QUESTION “do you know what speed you were doing sir”. This is a TRICK QUESTION as if you answer NO, you have just admitted to undue care and attention by NOT LOOKING AT YOUR SPEEDOMETER. If you answer YES and cannot prove your speedometer is not working properly at a later date CANT say you dont know you were speeding.

        DWP are doing the exact same thing.

        All reasonable action IS NOT JUST getting on a computer and searching for work. Its other things like writing a CV, going through your emails i the hope of finding a email about a job,approved course,attending a work provider,learning something that could help you start a business, attending a self employed how to do course,volunteering,etc.

        Now if you were to turn up to sign on with say 10 jobs for the whole week and had done nothing else (redo a CV,attended an approved course,etc) and lets say there was 20 jobs you could have done located on UJM (thats all they center on as its all they can control). You would then have to explain how those other 10 jobs are non applicable and or how you did not locate them.

        If you cant then bingo, you just broke your claimant commitment.

        There’s very few areas in the UK that has say only around 10 jobs within a 90 minute travel distance so a claimant is just setting themselves up if that’s all they can produce with a good reason. 10 to 15 jobs a day appears to be DWPs average so all claimants should strive for that mark irrespective of what else they do to help obtain work (write or reedit a CV, etc).

        Now it is the claimant who controls how and on what they present as evidence for this 35 hours so dont for a start use the my plan booklet and certainly dont ever sign it. Also never ever apply for a job while in your UJM account and never carryout a search for work after logging into it. Also dont go into other jobsites your registered to after singing in to your UJM account. Forget the delete cookie crap through your browser your fed as this does not remove super cookies placed in temp files on the system your using. By doing this you prevent DWP attempting to time you.

        I will leave it at that but do think about this.

      • As long as they don’t specify how many hours you’re supposed to spend on UJM you can log on for a bit and off. Where I live you couldn’t spend hours looking for work on UJM because normally there’s never more than 70 jobs within a 20 mile radius and most are no use to me anyway. So I tell them that I logged into loads of other private job sites like Indeed, Monster, fish4jobs, Jobsite, NHS website, local authority website etc., etc., which makes it impossible for them to tell how much time I spend looking for work online. (In fact I do actually log in to these sites but not for as many hours as I claim for obvious reasons.) Then of course I record visits on foot to my local library to look at newspapers and walks through my home town and industrial estates nearby “trying to discover vacancies” – blah, blah, blah – which use up a lot of hours because I deliberately drag my feet and go at a snail’s pace. So you’re right, Doug, there are ways and means around the loony and impossible regulations although I don’t like being put in a position where I am forced to lie in order to survive or forced to slack and swing the lead because there is no way to spend seven hours every weekday, on your own, trying to find a job full bloodedly – there simply are not enough vacancies to enable anyone to fill their day looking for non-existent work with non-existent employers.

        It isn’t that I am unwilling to look for work full-time, it’s because the 35-hour work search is impossible.

        Literally.

        However: If you’ve been signed up for it make sure that you put something down, over the Christmas, which adds up to 35 hours of apparent work search every week to placate your Work Coach. If you want next Monday and Tuesday off – Bank Holidays after all – put something down for the following days to complete the 35-hours or you may well end up sanctioned.

        It is insane: it is unjust: it is impossible.

        All of us know that.

        But the new regime sets you up to fail so box clever and don’t fall into their trap.

        Hopefully David Freud will be visited by the ghosts of Christmas Past, Present and Future, on Saturday night because he is the cold hearted and spiteful bastard that implemented this atrocity amongst a basketful of other cruelties grand and petty.

        You dont have to lie, when its your intent that matters rather than how much time you spend doing it.

        You absolutely right on what time is available when a person does not have unlimited access to a system and can be around 2 to 4 hours a day dependent on where they live and have available. So for those that fall into this category 10 to 20 hours a week is only reasonably achievable.

        As for bank holidays,Christmas and likes, if you cant get access to a system then its a lose to DWP if they try and sanction you. You see with providers, DWP and even library there’s only around 43 hours a week (exact times would be adjusted to your area and available system places). Monday to Friday 9am to 5pm, sat 10am to 1pm.
        So if there’s a bank holiday that’s a subtraction of 7 hours meaning only 36 hours left. Take an hour off for toilet,breaks,system to boot up,etc from the remaining Tuesday to Friday and that’s down to 32 hours. If your using multiple places then subtract another hour between systems for Tuesday to Friday and that’s down to 26 hours. If you look at the papers that’s another 4 hours gone so 22 hours and on and on the story goes.

        There’s no one prescription for all but if a claimant systematically breaks it ALL (this includes looking at jobs, going from web page to web page,preparing cover letter,etc) down there find an average of around 3 to 3.5 hours a day over 5 days. If a person does the saturday its 2.5 to 2.9 hours.

  35. Loss Of Documentation. Recently was asked for further evidence regarding my fit note by the DWP. I asked the Jobcentre to forward it for me. They told me that they cannot do this anymore and I would have to send it by post. I did send it by post but by Recorded Delivery, first class too. Got a snotty phone call a day later asking me why I sent it by that method. Told them that the documents were valuable and I wanted them back. Got the reply ok. I had made copies of what were already copies by the way. I am still waiting for the copies that I sent to be returned to me. Told the DAB at the CAB {Ipswich} was told not to keep on at DWP or I could dig a hole for myself and DWP will return documents when they are ready. Does this mean someone is taking the piss or could there be other motives such as a RIPA in place

    • Youve read a thousand times how DWP has lost such paperwork so its safe to assume its a common delay tactic.
      Government and there’s no regulation to protect them on this tell civil servants not to sign for post. You and this goes for ANYONE, DON’T HAVE TO EXPLAIN YOUR METHOD OF SENDING DOCUMENTS.

      If they refuse to sign for them then it is there ERROR in delaying your payments and i urge every claimant or tax payer to always always when dealing with government/departments to request a signature so they CANNOT BLAME YOU OR THE POSTAL SERVICE. Please note if you try it in person they will attempt to incite you broke a rule or became threatening so they can call the police and make a case against you so DON’T DO IT. Have instead the mail company do it as it will be registered they refused to sign and act as proof against them.

      As for what DAB and CAB are saying, their telling you rather politely that DWP will stick it to you as your defying them as they feel they are above the law and should not be questioned. Yes its immoral but that is the true face of government and you are just one person.

      You’ve done good sending recorded delivery so allow a couple of months for the return and then pursue there return if these documents are of the returnable kind (ie, you hand in sicknotes to employers and they keep them as they inturn need them, their not the returnable kind). If they are returnable kind then pursue the matter with your local minister.

THE WV99 XXX IS A GENERIC POSTAL CODE. FROM WHAT I UNDERSTAND. MAIL IS OPENED IN THIS PLACE SCANNED AND ”SENT ONTO WHEREVER”.
