Job Centre Closures in Glasgow: More Loom.

Devastation writes,

SERIOUSLY BAD NEWS

Sharp readers will remember the plan announced in 2015 to shrink the “estate” of the DWP by 20% over the next few years.

Well, here are some examples of this move in Glasgow – where a whopping HALF of all Jobcentres will close!!!!!!

This is devastating news, because thousands of claimants will now have to travel many expensive miles and miles to their nearest designated Jobcentre – and woe betide them if they’re late!!!!!!

Even if claimants are fit enough to walk in order to save on travel costs – and many aren’t – what happens in bad weather? Trudging through rain, hail or snow on a 7 or 8 miles return trip will be no easy task.

The BBC says (just now)

Half Glasgow’s Jobcentre Plus services to close under DWP plans.

Benefit claimants in Glasgow may have to travel further for employment services under UK government plans to close half the city’s 16 job centres.

The Scottish National Party described the proposal as “morally outrageous”.

It said those from the poorest areas would face higher travel and phone costs, making it harder to seek work.

The Department for Work and Pensions said the closures would save public money and reflected an increase in use of online and telephone services.

Under the plans, there would be no job losses among Jobcentre Plus staff and claimants would not have to travel further than four miles or 40 minutes.

Denise Horsfall, DWP work services director for Scotland, said it was now easier for claimants to access Jobcentre services “whether that be in person, online or over phone”.

“By bringing together a number of neighbouring jobcentres we’re continuing to modernise our operations while ensuring that our premises provide best value to the taxpayer,” she said.

The DWP said there would be a public consultation in areas where customers had to travel more than three miles or more than 20 minutes.

Is this, people ask, the foretaste of a full on-line service?

Damien Green’s future of no “stable hours, holiday pay, sick pay, pensions..” or accessible Jobcentres? Or indeed JSA?

In the meantime closures mean long journeys, already a problem in rural East Anglia.

And not every is on-line.

Full story.

Eight job centres to shut in Glasgow as Tories use Scotland as ‘guinea pig’ for callous cuts.

The Tory government has been accused of using Scotland as a “guinea pig” for more callous attacks on the poor.

The Record can reveal that plans are afoot to shut down eight Jobcentre plus offices in Glasgow, including those in some of the UK’s most deprived areas.

The move appear to contradict DWP guidelines which say that job centre closures should not take place unless alternative premises are less than three miles away or no more than 20 minutes in public transport.

Opponents believe the closures will lead to further misery for those already facing draconian benefit sanctions as the Tories drive home crippling austerity measures.

And whistleblowers who contacted the Record believe Glasgow is being used as a template by the Government amid secret plans to roll out similar closures UK-wide.

Chris Stephens MP for Glasgow South West said: “This decision is simply morally outrageous. It will result in the poorest communities not being serviced by a job centre and make it even harder for those seeking employment to get support.

“Thousands of people will now have to travel further at additional cost to attend their appointments.

“Approximately 68,000 people in receipt of Jobseeker’s Allowance, Employment Support Allowance and Universal Credit in Glasgow will be impacted by these closures.

“Given the brutal sanctions regime this will mean that the numbers facing sanctions will undoubtedly increase.

“It will also mean that those seeking assistance from the Department for Work and Pensions will have to call expensive 0345 numbers – the so-called “telephone tax” – to speak to an advisor about their claim which places the cost of Job Centre closures onto the people it should be assisting.

These plans make Glasgow the guinea pig, as I fear the closures announced will be used as a template for further closures across Scotland and the UK.

  2. This isn’t right. Where I live several people in their sixties walk to the Jobcentre and back, six or seven miles, in all weathers, in order to save spending money on bus fares. I wouldn’t like to see my Mum or Dad treated like this. And what about the Jobcentre staff? Will a load of them be made redundant? And what about other services like internet access and similar? Will everything from two or three Jobcentres end up being crammed into some Super Jobcentre or what?

    • Your be lucky to get super anything out of DWP.

The plan is to fully go online with a call centre attached and a single office situated central to all the ones they closed (this is usually one that already exists) for paperwork, verification processes, fraud, etc.

Yes, many many DWP civil servants wil lose there job or should i say not have there short contract renewed.

None of this is a secret.

      • They also used to make children labour in the fields to get the harvest in (which was the reason for the long school summer holiday originally) and climb up chimneys to loosen soot, Doug. Once upon a time. But that was then not now. As bad as the Conservatives are – as bad a politicians of all stripes usually turn out to be – and they are – they would not yet be able to achieve a social settlement in which the poor are abandoned to their fate much as they might like too if they could get away with it. The absolutely diabolical and incompetent Lord Freud is no more. The delusional, cruel and idiotic Iain Duncan Smith bleats from the sidelines of politics but is essentially defunct and no longer influential which I find encouraging. I don’t know what the future holds but cannot believe is will be quite so cold and dark with such evil bastards out of the picture.

  8. Things to think on this oh so brilliant GIdIdiot Style Plan

and with UC/UJM etc how are the down sized offices expected to cope?

As just a few examples: The plan to call in all self employed for DWP led investigations into the viability of their self employment? The need for UC claimants to be interviewed? [Isn’t there millions of them?] Tax Credits…

Where exactly is there going to be Time for all of this, let alone the space in office, the staff etc etc etc when these reductions take place [and you can guarantee it will be rushed through, and a big balls up]

This is a plan to collapse the entire system.

Death by a thousand cuts – literally.

    December 7, 2016 at 5:14 pm

    • Over a million people on tax credits who are working are supposed to have the same in-work conditionality imposed on them as out-of-work conditionality imposed on the unemployed. With fewer Jobcentres and staff how will this be possible? The spin on continually extending conditionality on more and more claimants is that “mentoring” from Work Coaches would help people reach the stage where they would be self-sufficient and off as many benefits as possible. This of course is pretty much impossible as things stand but with less and less contact between claimants and advisers locally will be completely and utterly impossible. So really I can’t see how any social security system could be “digital by default” ever. Besides, the “digital by default” shite was only supposed to be in connection with claiming and managing Universal Credit entitlements not everything connected with benefits and looking for employment. In point of fact a centralised social security system where everything is done impersonally, from a distance, is impossible. There isn’t any way that something like that could ever work in practice.

Speaking as a low ranking ex-civil servant I’ll let you into a secret….

It does not matter if the proposals/plans/schemes work or not – and in this case is being set up to fail before it even starts which in certain eyes is a bonus, but I’ll come to that – with senior officers involved it’s the endless meetings, the hobnobbing of the great and good, the pulling of wool over eyes of the lower downs, the snout in the Bonuses troth, the barefaced “Yes its a success” knowing full well its not and not enough evidence to show it was going to fail before it even started due to hiding the evidence away under the banner of “Commercial in Confidence” [can anyone say UC, UJM et al?]

That’s how it works – but the kicker?

The Kicker is these Fraks jump ship and get cushy consultancies on the next disaster that is rolled out…

  10. The norm.

“Our reforms are incentivising work and restoring fairness to the system, while supporting people from all backgrounds. Employment is at a record high and we continue to spend over £90 billion a year on working age people who are out of work, disabled or a carer”.

No, austerity clearly hasn’t ‘restored fairness’ to the welfare system

    Simon Szreter, University of Cambridge

In an article for The Lancet in early December that was critical of the government’s continuing austerity policy, my colleagues and I argued that contrary to accepted wisdom, history shows that a universal social security system enhances economic growth.

Queen Elizabeth I’s highly innovative, universal Poor Law of 1601, which offered support to people unable to work, facilitated the country’s rise from economic obscurity to European and then global pre-eminence. We also pointed out that the best growth rates during the last 100 years were those achieved following the introduction of the new welfare state in the three decades after World War II.

    • Several homeless people started dossing down at night on the steps to the (still open at the moment) library. The local authority had a meeting to decide how best to deal with this “problem”. After much though they came to a solution: Commission from and erect a very costly wrought iron gate at the library entrance to fence the dossers out after dark. The minutes of the council meeting showed that helping these homeless people to move from the streets into suitable accommodation was not discussed.

In a report on the health of the so-called baby boomers, born between 1946 and 1964, Prof Dame Sally Davies said the physical and mental health benefits of being employed or volunteering “should not be underestimated”.

Keeping busy and active is good advice to everyone, those who are younger too and seem to spend a lot of time sitting on their proverbial. • No, your not paranoid Gazza.

Theirs between 12 to 13 million pensioners which is quite the golden goose egg in money terms.

Theirs over 11 million people with a limiting long term illness, impairment or disability. The most commonly-reported impairments are those that affect mobility, lifting or carrying.

Theirs whether currently unemployed but fully able to work or currently working around 40 million. These are all government data figures which is a bit odd as theirs around another 10 to 12 million kids 0 -16/17 to add to this which starkly makes population size incorrect when added (so correct without kids, incorrect with kids).

If we couple kids and pensioners and the state revenue required, government cant keep up when we factor revenue is only coming from 31.5 million workers which quite a few wont be paying tax and NIC while them, low earners and unemployed are state reliant. So government have to borrow but this is not sustainable as every ones doing that globally. This government hasn’t raised tax, actually giving greater allowances and tax breaks, rising tax evasion/avoidance.

So based on that what do you think?

I do care about the single parent at the bottom of my street suffering under the benefit cap but don’t give a monkey’s about how many numbers there are in Paul McCartney’s bank balance. Got to be honest.

        Woody

        December 10, 2016 at 5:28 pm

      • I hear you woody but the problem is thinking of either end is linear and fails to address the whole spectrum.

When we observe electrons in motion from atom to atom (like atoms), we see uniformity across the spectrum, meaning when one atom lacks an electron, it takes one electron from another atom and so motion begins and repeats the cycle until balance is restored.

Money however fails to follow this principle and so gives rise to not only imbalance as a whole but also sectors or varying degrees of imbalance contained within. This is precisely why we have the situation we have and have had since man began. So its immaterial if one is poor or one is rich as its is the monetary cycle that’s the issue as it is that which gives rise to such an imbalance. This means even if the rich gave away all there money so everyone had the same, it would only be a matter of time before we are right back where we are now. Capitalism and communism/socialism do not work because they are fundamentally flawed.

      December 9, 2016 at 4:57 pm

      • You can definitely turn that not so far fetched dial up Andrew.

Now go speak to anyone whose worked in a call centre and there all say they read from a script (training manual) so already you know its a preconditioned response. Now any who have and that’s probably everyone at least once so far has had to deal with a call centre as a customer and posed a question the operator had no answer for which they either admitted to,tried to act like they didn’t hear it or suggest it was not relevant for the purposes of your call. We’ve all experienced a work coach meltdown at DWP when this arises, especially when you quote law. So we can establish at this juncture putting a face and or voice to a service does not change the script.

The human element as its known is purely added to deceive the customer into believing its a tailored caring empathetic business.Well a computer can do that and has been able to since the mid 90s so not only is it possible, its already been done. Human or computer its all about controlling the narrative and in certain cases to create a disincentive.

        FUN FACT

Weve all seen cashierless tills in food stores, large chemist outlets and such. Well tech wants to do away with that meaning basically not only can we reduce humans on tills, we can reduce the use of humans to aid or perform security on these cashierless tills.

  19. Recovery of fraudulent benefit claims hits ‘record high’, (yeah but whose doing it) ?

    http://www.localgov.co.uk/Recovery-of-fraudulent-benefit-claims-hits-record-high/42199

Well, putting aside consistent evidence that most benefit fraudsters are actually IN EMPLOYMENT as opposed to UNEMPLOYMENT or have a spouse in EMPLOYMENT meaning the claimant accused is not classified under law as UNEMPLOYED, it appears either through NO real meaningful research or deliberate tactics, articles are being published by sources WHO CLAIM TO BE REPUTABLE (not on fake list as spin) but are actually far from it.

The link supplied and you can make up your own minds here is so spun, spiders are feeling inadequate everywhere. As you can see in this rather short fact lacking article, vague is very much at the forefront to push a narrative. NO WHERE does this article discuss timeframes which is puzzling as read any article in the tabloids and these crimes extend over a period of time and im not talking months. Further more it appears no credence is awarded to organised attacks committing benefit fraud like the recent benefit terrorist or the SFO operation codenamed Operation Boromo where a organised crime group defrauded 11 million in tax credits.

Recently i posted an article on governments attempts to tackle fake news. Now i only noticed today while backtracking posts on this site that you felt somewhat aggrieved that possibly this included you when infact i was just addressing governments approach to attempting to control the narrative by accusing people of such without direct proof and oversight. So with this in mind i seek to address your concern however inconsequential you may feel about it as your owed a respectful response.

The first question i would pose would be, do you WRITE the articles you link to in your post. Well its very clear evidence wise you most certainly DON’T. So as far as creating fake news goes, your innocent of all charges and i defy anyone to challenge that.

The second question is do you deliberately solicit fake news. Well this one is harder to prove except for me that is in this particular case and i will explain. As you know i have in the past tried on one occasion to get you to expand on your efforts to supply welfare media to give it a personal touch by adding sentiment. You resisted this suggestion because of time constraint and will which is your god given right if you so choose to. Now some would say that proves nothing, well not so as it proves if the content did appear as fake news and let us all remember you dont create these articles, it proves by admission you make no effort to research them prior to using them in your posts (not a crime).
If however an accuser did wish to call this into question lets all remember the law regrading presumption of innocence (the burden of proof is on he who declares, not he who denies). This means such an accuser would have to offer up proof that you did indeed research it (fact check) and that is why i said this whole question is harder to prove. Im personally satisfied with our brief conversation that occurred well before the topic of fake news surfaced that you would never knowingly supply such material so again feel you are innocent of any such charge.

Now i know im a nobody and certainly not the court of approval so what i standby is my own personal view backed on accrued evidence todate whether appreciated or not. I say this as i wish you to know officially before our entire audience that i DO NOT CONSIDER YOU TO BE APART OF THIS FAKE NEWS in any shape or form and apologize if you felt i did as i apologize i did not notice your post and concern sooner.

I like so many, much appreciate all your efforts to date as i appreciate your dedication to fight the injustices carried out in the name of welfare reform.

      • If your asking do i consider the BBC to be a propaganda machine and are biased when it suits them, yes i do.

As for the black Friday reference, that’s dangling the carrot for a retail, banking and government. People arent spending whats in there pockets and not putting food down for Sunday, There using credit which is known as personal debt.
Debt, not gold these days, gives money its value so is good for government who dumped untold money into the monetary system that needs validation. The banks make interest on those purchases and when the public have to now consider balancing that credit and interest with living, they must take out a further loan or use other credit cards to pay the min or full amount of the purchase. This means the bank is not only getting to lots of interest but there also getting interest on interest.

    http://www.bbc.co.uk/news/uk-england-birmingham-38269394

Yes,lets give this couple a pat on the back i dont think.
While UK residents become homeless everyday, we dont see such couples, churches even government lift a finger to help people living on our very streets. This couple could have opened the house to help abused women but they didn’t, Could have open the house to aid those with learning difficulties but they didn’t, I could go on about what could be done with that house with situations already happening in the UK prior to the surge of eastern migrants.

At the end of the day its there money so they can do as they please but i wonder, will they not take a penny from these asylum seekers or government. Is this couple going to pay for the electricity, the gas,the water, the council tax ?

It won’t be years – think months. a] the devaluing of the pound / the stock market impact, b] the likely ejection from the EEC due to the accept it and have to take free movement [that’s 47% of UK trade right there], c] the fleeing of banks to EU [27% of the the 47%] indicate earlier, d] the in your face increases of prices between now and BritExit, then the wholesale increases after, e] lack of a coherent policy on anything at all – just get out of EU damn the fallout, f] the fallout of another Scottish Referendum and probably a Welsh one on top of that [let alone Ireland maybe] i.e. the dismembering of the UK as it currently stands. g] The Energy and Security implications of that is enough to make my head spin as it is…

Lets not even look at how slim Witch Mays majority is – and the Pro Tories battles with the Anti-EU tories going on in the background.

Put all that together and its a mess that will collapse in on itself quicker than you would think.

On top of all that let me mention the other issues:

China going down the tubes financially and the chaos that will ensue [current debt level is 125 Trillion, yes Trillion that will never be recovered/paid back in any shape or form]

Trumps plans for out of work – problems with that pipe dream [and reflects the same here], identifying areas to help [should be easy but there are impacts – years; setting up structures to improve the infrastructure to attract business – years again; setting up the training – years; setting up the finance – years; the actual training – years. The democrats have been calling for this for decades and the republicans blocked it – now they have control of the senate and house I wonder whats going to happen – like nothing, just moving the deck chairs as it will take decades to sort out the mess. Same applies here for deprived area, and that is only if there is a will to look and see there is a problem and sort it out. There is none in the UK.

Finally the impact of Automation – it is going to get rid of jobs wholesale across the economy over the next couple of years – think 5 to 10. There is a Frak Storm coming and it is not good.

  24. Four hundred people killed themselves shortly after being released from police custody in England and Wales in the last seven years, a report says.

The Equality and Human Rights Commission blamed many of these suicides on “serious gaps” in the care of detained people.

    But blame who.

“There’s a lack of accountability and responsibility for these individuals,” Ms Barnes told BBC One’s Breakfast programme.

She said people were “being released without any sort of care or support around them” because police were unaware whether a person had mental health difficulties.

OH it’s the police to blame because they are supposed to know who is going to end their lives and when.

    who next.

What makes me laugh here about you is, we have been number tagging products in the real physical world since we started production as otherwise how would we know what we have. The police have had access to this data kept by companies for well over 2 centuries.

If you actually read the link you posted its clearly says why which is theft which if you understand the data protection act, will see a person forfeits there rights to there personal and or sensitive data when under suspicion of a crime.Further more it states for the prevention of. I add claimants with this very same exemption when dealing with lawbreaking work coaches.

      • This is nothing to do with the Snooper’s Charter. If you buy, say a colour flat-screen details Amazon will send, without asking your permission, the details of the product, it’s serial number and YOUR details to the cops ostensibly in the event of it being stolen and subsequently recovered. Of course such a database could serve a lot of other purposes, not only for the cop, but the DWP 😉

        Super Sleuth

        December 10, 2016 at 5:38 pm

      • It is not even an opt-in scheme, Amazon don’t ask. What a cheek. Supposing you don’t want the cops, whoever to know that you have purchased a colour flat-screen TV? It is another database being set up, ostensibly with good intent, but will not doubt, once someone spots the potential, as if they haven’t already when they set it up initially with that express purpose in mind 😉 , morph into something more sinister. Look at all the other databases that are used for other than there supposed intended purpose. The ‘Electoral Register’ for one? Is that just used to check off voters in the Polling Station. Nobody else has access? Not used for any other purpose?

        Super Sleuth

        December 10, 2016 at 5:47 pm

        December 10, 2016 at 11:27 pm

      • CheckMend is only a database to enable buyers to check whether a mobile device they might be considering buying is dodgy, i.e., broken, nicked, blocked or whatever. That isn’t sinister. And the NMPR (National Mobile Property Register) is just a national police database of registered property ownership and stolen property records so that if your property gets nicked you can prove you own it and get it back or find out if something you’ve bought or are considering buying is stolen. Both of these things are about property NOT property owners. Neither of these things are anything to worry about, or no more worrying than having your name and address recorded on a vehicle log book.
