Libraries are a key resource for the unemployed.

We use them to do our Jobsearch (part of the 35 hours we have to carry out as part of our ‘Jobseekers Agreement’.

We use their Internet services (where they are available) to write CVs, to upload CVs, apply for jobs and look around the web for posts.

We use them for books on how to do this, and for help from staff about the best way to do it.

This resource is under threat.

Libraries lose a quarter of staff as hundreds close. BBC.

Almost 8,000 jobs in UK libraries have disappeared in six years, about a quarter of the overall total, an investigation by the BBC has revealed.

Over the same period, some 15,500 volunteers have been recruited and 343 libraries have closed, leading to fears over the future of the profession.

Children’s author Alan Gibbons said the public library service faced the “greatest crisis in its history”.

The government said it funded the roll-out of wi-fi to help libraries adapt.

The BBC has compiled data from 207 authorities responsible for running libraries through the Freedom of Information Act. Our analysis shows:

  • Some 343 libraries closed. Of those, 132 were mobile services, while 207 were based in buildings (and there were four others, such as home delivery services)
  • The number of closures in England is higher than the government’s official estimate of 110 buildings shut
  • A further 111 closures are planned this year
  • The number of paid staff in libraries fell from 31,977 in 2010 to 24,044 now, a drop of 7,933 (25%) for the 182 library authorities that provided comparable data
  • A further 174 libraries have been transferred to community groups, while 50 have been handed to external organisations to run. In some areas, such as Lincolnshire and Surrey, the move has led to legal challenges and protests from residents.

Anybody who uses Ipswich central Library knows the strain they are already under.

To say the least there are ‘problems’ about the Net service.

How people who rely on smaller libraries manage is hard to tell, it must be hard.

Tory-run Suffolk County Council seems determined to make our lives worse:

Suffolk County Council’s Scrutiny Committee will be discussing the council’s budget proposals on 30 November.

These proposals include a further reduction to the Suffolk Libraries budget of £230,000 for 2017-18. This follows a cut of £350,000 for the current year (2016-2017) which Suffolk Libraries accepted with reluctance.

Alison Wheeler, Chief Executive of Suffolk Libraries, said: “We recognise that public-sector funding is decreasing, and in response Suffolk Libraries has since 2011, with stringencies and economies, saved more than 30% of the original library budget without affecting local services.”

“In terms of relative cost – for every £1 spent by the Council, less than 1 penny is spent on the library service. The library service actively contributes to several of the county’s key priorities which include support for vulnerable people, raising educational attainment, supporting small businesses and empowering communities.”

“Suffolk Libraries is now in its fifth year of operation and each year it has lived within its means and saved increasing amounts of council tax. This has only been done with the sustained hard work of library staff, help from community groups, local volunteers and support from library customers.”

“With this extraordinary support, we have together ensured that all Suffolk libraries are still open, local library opening hours have been sustained and the services people enjoy, and which we know make a difference to people’s lives, have continued to flourish.”

Tony Brown, Chair of Suffolk Libraries Board added “Over the past year we have made it clear that it would be impossible to make further cuts without having an effect on services. We pledged to work constructively with the council on the longer-term future of the county’s library service and offered them a plan in June in which we suggested ways we could save money over a longer period, and which would allow us to keep library opening hours intact.”

“Five months later, it’s disappointing to see that the council’s budget proposals do not reflect the alternative plans we presented. The larger sums required will almost certainly mean we can’t carry on providing the library service in the same way.”

“However, we are still in discussion about the final sum. People will be consulted on any changes and we will strive to minimise the impact on customers, and ensure that people will still have access to the same wide range of services and activities in their community.”

“Suffolk Libraries’ Board is committed to keeping libraries open and for local services to flourish. The Suffolk community has shown a huge amount of support for local libraries over the past few years, and this has never been more needed, or valued.”

  7. Take away the books, offer coffee,tea and a sandwich and bingo, libraries just became an internet cafe.

    You see this government is just trying to make a profit out of every public service that naturally was not constructed and supplied on the basis of being a business.

    Take welfare, did the working taxpayer get there taxes lowered or did government ply that saving into the pockets of for profit companies like ingeus and maximus as just two examples. The extra added problem there is while they are indeed creating jobs, none of them are going to the unemployed claimants.

    Now i know its important to claimants to be able to search for work but the real issue here is the diminishing ability for a person to self educate as libraries aren’t all mills and boons or carpenter fiction.

    As for this helping them with free wifi, its no different to throwing money at the NHS while simultaneously engineering its downfall. Take away library computers and what choice would claimants have but to have to use government provider and DWP PCs.

      • i think my adviser thought i was on esa the hole time so i was like new and scared of them, poor sod even demanded i give them my email address and said no if it is mandatory i give you it then want it in writing.

        comes back 10mins later with 2 lines of complete bollocks so said no m8 that means nothing and i want the legislation in writing from the governments web site that states it is law and mandatory.

        then i said if it is law then sanction me for it and do it now, soon shut his gob then said i will have a new adviser next time and sending me on the course and gave me the print out of the start date and said it was mandatory, hmmm.

        reads print out and nowhere does it state it is mandatory on it so said thats 2 lies you have told me and all it says that i have to show up on said date thats it so i will and i will not be signing a contract with a 3rd party private company for prophet because under law i do not have to.

        Usually in cases of medical matters it is EXPRESS CONSENT required but what your being referred for does not really fall under that so PLEASE BE ON GUARD OK.


        Now you may already be aware of this link but i posted it so you can see if you fall under the eligibility which states, “have been, or are likely to be, off sick for four weeks or more (including any self-certification).

        Well as you can see on the link, you can only self certificate if your illness/injury falls under 7 days or less so here’s strike one for a big fat government misinterpretation. Basically its quite possible to have an illness that’s on and off like say depression for instance so this is what the government are trying to infer by adding it to the requirements if say you found come Saturday, you were feeling OK but by Sunday night weren’t.

        good one. I would point out that concerning ANYTHING about you by doctors, say like reports, test results etc say like for ESA etc, they and any third party need your EXPLICIT consent to pass it around. It’s written into law (I posted a link to the doc last year sometime).

      While ive certainly met my fair share of good reputable doctors, you do get the odd few who are more opinion than ethics. The problem here is not so much the doctors themselves but more so the task there made to do which is unfair to them and the patient as its neither responsibility to worry about the patients employers profit margins.

      This government and i believe it could have been just the same had so called new labour remained in power ,are making us responsible for things we shouldn’t be. In this case if a company does indeed have a lot of workers throwing a sicky (ie, not really sick enough to stay off work which if im being honest is subjective), then its the company itself that needs to look at why its own employees seem to want that distance rather than moan, expect government to take the reigns and then as always make it our problem.

      As an employee your paid to perform a task so unless your in a particular facet of that business, (ie promotions,marketing,etc), your not paid to be concerned about a companies profit margin so shouldn’t be expected to whether your genuinely ill or even just swinging the lead.

      Im not justifying swinging a sicky, im simply saying its a matter of principle so if government and employers want employees to take that on board, then they must be remunerated for such in there weekly wage. Or put another way, put more of your profit back into your workforce than your investors or grandiose expansion plan where financial reward never finds it way back to those who made that wealth, that plan possible .

  12. Many rely on flaky Joobcentre computers using wireless technology or poor linux based equipment for there daily jobsearch.These are open to monitoring in an untrusting environment that no one wants to be in if they had a choice feeling they are under scrutiny.

    Councils who cut services to the bone also can find themselves in embarrassing high publicity sometimes unlawful behavior.

      Just dont use your usual job website accounts or email account but open up new ones every time you use them. Apart from helping to consume time, it gives DWP limited data to go on. If you track my old post it will tell you how to guard your personal data online including your CV so again DWP get nothing as say for instance i said only use your first name on a CV which if was John wouldn’t be any help to DWP what so ever as how many of them reside in the UK.

      Do trackback the post/s i made as it covers everything a person needs to guard there privacy against the likes of DWP. I also have other stuff that if many claimants did take on board would send a monumental fuck you while fucking your shite plan up to the big man so they get the message ,”you will respect our privacy”.

      Oh Ken, also you dont have to sign that bit of paper either or give your name when using there systems as there just trying to get your legal consent to do what they like meaning they cant do so under threat,force or deception and that is the law if they want it to be legal. As you can see that would mess up that plan if they did want you using there system or a providers and be legal allowed to use your personal and or sensitive data. Now they may try and switch this to a display page on the screen but it does not matter how they do as they still need your consent so in this case you would say i dont give my legal consent to your use of my personal and or sensitive data so cant legally touch a key can i as that’s like giving a signature except its legally called implied consent (gained through an innocuous action).

      • You don’t need to keep creating email addresses, just use aliases associated with one single email address and delete/create them as required. You can use several aliases with outlook.com and one at yahoo.co.uk to receive mail and set up folder and filters to sort email based on their aliases. Only trouble is when you send mail you can only use your original un-aliased email address, but aliases are handy to identify yourself for purposes of log on and to receive email from others and if you start getting spammed or whatever just delete the alias causing the trouble and create a new one.

      • sub addressing saul, the bread and butter of trolls isnt as successful as it use to be and can cause problems for the sender like being rejected or even see when sent and received, once sent again to original sender, end up in someone else’s receiving email address.

        As a result its far better to just setup a new account as not only does it prevent these errors, it also helps kill time on this 35 hour journey claimants are made to do.

    • Ah! But did they give him a referral for a job. I’ve been on Universal Credit since February (but didn’t receive my first payment until April!) and haven’t been offered a vacancy to apply for by the Jobcentre. Now, if a Jobcentre can’t gibe me any employers to apply to how the heck am I going to be able to drum them up on my own? How can I, alone and unaided, do something that the Jobcentre itself can’t do?

      • Its called job search lo, so in your case, if you are not experienced enough at locating jobs (internet,papers,etc) then yes of course you ask to go on a course to equip you with the skills to do so.
        DWP giving you a job to apply to is not the same thing as why the advisor gave you said job.

        Anyone can spot an advisor that does listen and remember you from another to the one either looking to tuck someone up or following orders and picks out a job your not suited for by way of experience for example.

        There’s no problem with an advisor suggesting a vacancy or a claimant applying for it. The problem exists when an advisor picks vacancies your ill suited for and rather than listen to you and seek another better suited one, threatens a sanction or issues a direction to make you apply for a job your simply not going to get and or be able to perform whereby the employer will keep you on.

    Currently using O2 Mobile Dongle… It is a experience.

    funny things going on concerning given data Tarrif. Had to get a booster as suddenly run out on Monday.
    Something/Gut told me to check amount remaining this morning – said 300Megs still available. Thought good oh. Checked here, BBC, Amazon another web site [Tarrif used about 15Megs]

    Then message that other 285Megs used as well. Rang and told of Network Investigation but could do it right off bat unless it happens again but here have a free 1Gig to tied you over. Never knew of option for NI to take place and demanded it – explained this has happened twice in four days & want an explanation. Also told them upping of Tarrif will be withdrawn if as likely it is the network.

    Just putting this up here so if anyone else has odd things like this going on they know what to do.

      Have you switched of all the updates for the phone and apps as that drains it. Also text, music and video use different amounts of data with video being the most. Stick to once turning off any updates if not turned off only text. For video and music tap into a wifi zone or router signal not locked.

      Now i dont know how far reaching it is yet UK wise but public transport and stations supply free internet access as well.

      If you know all this then sorry for repeating what you already know.

        yep – but its good its shared with others. Odd data stuff happened last year and I was told after they checked that even the tech section couldn’t access my account – this was after the widespread hack then.

        It’ll be interesting to see what they come up with this time as they clearly have no excuse or logical explanation.

Yes! You’ll be a whole £2.30 a week better off! Hurrah! Don’t let your riches go to your head now!

    I applied for a budgeting loan last month but was denied as we still owe 4p!! We applied again at the start of this month on the 8th and I rang up yesterday to chase it up. I was told they received it on the 15th. I then asked when should we expect to have the money by as it’s needed ASAP. She said I’ll receive a letter back by the 6th Dec that I have to sign and send off, which means if I post it out straight away I should have money by the 30th December! Surely it shouldn’t take from the 8th November to 30th December?

    I went through the nightmare UC experience a couple of years ago as I am in one of the first areas that it was rolled out. I was working part time and was informed at the JC that I would be much better off with this benefit, well, what a shock I was in for! Constantly called for meetings at the Jobcentre, made to jump through hoops and virtually beg on top of being sent on different courses and then on to Bootstrap (another arm of the JC). Just about managed to keep my job of 12 years squeezed in between all this. I managed to get a full time job in June this year and breathed a sigh of relief that the nightmare was over……soon found out it wasn’t! Since starting my new job I received a letter from the Town Hall telling me Universal Credit had informed them that I had moved house (therefore cocking up the little bit of Council Tax benefit I received) and last week, a lady from the housing association came knocking and looking through the window. Again, she told me that UC had informed them that I’d moved out, despite the fact that I was still paying my rent. I’ve lived here for over twenty years. Why don’t they just sod off and leave me alone, I’m not claiming anything anymore ( I earn slightly over the limit for UC). It really annoys me how this system is still messing about in my life. Rant over

    Dear Sir
    I do not know how many if any have complained over this new benefit but I would like to share my situation to shed some light on this,
    First I live Preston I have worked as an estate agent for a while I have a young daughter I have always claimed tax credit for childcare and it helped towards my rent and my wages are used for food bills travel and clothing etc this has always been the case I always had enough to get by each month some months even had fifty pound spare which for a single working parent in October this year my job ended I assumed being an educated woman who has always worked it would be easy to find employment ridiculous I now know ! I told my landlord who trusted I would get work due to my conduct throughout.
    I went to the job center who advised whilst I was job searching I went onto Universal Credit I did not understand much on benefits so I trusted there judgement in previous years when I changed jobs Tax Credits always gave you a four week run on as childcare still needs to be paid as nursery’s and childminders keep the place available so it has to be paid this was always understood by tax credits and they always honored this.
    I assumed this universal credit was the same, so at the end of October when I was put on this joke of a benefit I waited for my tax credit to pay rent, I got a text off Barclays your payment as been declined after looking I had no money!
    I rang tax credit who told me the minute you go onto Universal Credit your claim stops!!! I was in shock I had nearly 600 pound rent to pay, council tax and childcare almost one thousand pound..
    I was then told I would be paid on the 17th of December what would I tell my landlady the childcare provider and hang on i have Gas and electric meters and a child, I actually felt suicidal and went into shock I had 1 pound 64p in the bank and had just been told no money would come till the 17th of December what about food bills heating electric my daughter, bus fares it has been a nightmare.
    I have had to get loans off Wonga which I now owe and I borrowed a large amount pm off family to live how can anyone in the world think you can go 7 weeks without money when you have a child.
    I am now in over two thousand pounds of debt because of this Also being told I have to do thirty hours job searching and time and date every day when I had no electric for two days was a joke.
    I have applied for over 187 jobs posting cv begging for jobs and only because of loans and my family I am ok and have heating and food etc
    My complete shock is others the people who do not have family or access to loans how can anyone wait seven weeks?
    They say you can ask for an advance yes I got this one hundred and fifty pound advance !!!!!my gas is thirty pound and electric the same key thirty which only last a week as pre payment with the rest I have to get a bus pass for both me and my daughter and food what’s left for the next six weeks
    universal credit is a form of ethnic cleansing harsh yes but I feel it’s true because without my family and help I would of committed suicide this benefit sifts out those who can get help and those who can’t because if you can’t what do you do ?????get in debt .get depressed .even worse !which I am sure people will do over the winter months with no money.!
    I am not angry at you , I just plead with you to understand how evil this benefit is, Tax credit was a wonderful help to working parents who were allowed to work 16 hours and with children this is enough! but Mr smith seems to think we have to work a minimum of thirty and do school runs and look after children with sleepless nights, is he trying to kill mothers! I am outraged at this and feel something needs to be done before lives are well will be lost .
    Bring Back tax Credit as I see this benefit is destroying lives !

This should be out there in the public domain, being shouted from the rooftops – not hidden behind ‘closed’ Facebooks groups. It could be how they (DWP/Government) keep these things quiet though, funnel all the ‘dissent’ behind closed Facebook groups that a passing film director wouldn’t get to read, Ken Loach doesn’t look the type to waste his time turning his brain into train oil on Facebook. Might even be the DWP who set up these ‘closed’ groups as a way of ‘managing social media’, ‘containment’, ‘killing the story’ to use the DWP’s own words!

One thing that always makes me laugh is whenever anybody criticises the tax cuts made to the rich compared to the benefit cuts made to the poor Tories always reply that “… the richest in society pay the most tax and are now paying more than ever before…”. Now you don’t have to be Einstein to realise that if the rich are paying a much lower rate of tax than previously and yet contributing more tax to the government than ever before the only possible reason is because their wealth and income have ballooned at the same time as those the poorest have shrunk: The rich ARE paying the biggest share of tax NOT because they are taxed heavier, because government thinks their shoulders are broadest and best able to take the weight, but because the rich have become MUCH wealthier and so are paying more because they have more financial assets to tax.

    The transfer of national wealth is FROM the poor TO the rich, not the other way round.

    Don’t fall for the Tory bullshit.

  35. Could someone tell me what the pension credit guarantee is please ?

    I dont have the exact figure to hand but its around £155 a week for a single pensioner. That means, for example, that someone with a State pension of £117 a week and a works pension of, for example, £20 a week would get about £18 guaranteed pension credit to bring them up to £155 a week. That £155 can be higher if the pensioner is also a carer or is classed as severely disabled.

    It’s disgraceful, isn’t it. Us poor pensioners having to live on custard creams and sweet tea. We would be better of in prison, at least we would get a roof over our head, three square meals a day and a warm bed.

    • I work at the Job Centre; and I’ve made this comment before. We have targets to get people off benefits. In a week I might see 200 people, I need to get at least 23% off of benefits a week. Other people have 30% but they earn more. I have heard my manager sometimes say to claimants that were young or naive, or those that didn’t understand that they have rights to bring their internet search history to show them that they did apply for jobs. Some people actually brought it in.

      Without a shadow of a doubt, this will be used to prove in the extreme cases – like those over 6 months and unwilling to find jobs that they are spending their day on the internet NOT looking for work. There is no other reason why we would need this.

      • I personally dont see the harm of letting DWP VIEW the written or printed out data of a jobsearch but i do mask anything that can be traced in regards to account names. Letting keep or make copied however is a no no as if your going to doubt me then you can do so then and there and pick any job (cant always be done on other jobsites) from UJM and we can call them as i dont fake jobs and keep excellent records.


        Always make sure to give DWP or any jobsite different email address thats not the one you use for your personal life. As for spying on your history while using a DWP PC, there systems are slow so you cant help but delicate your time to one type of search. There’s nothing stopping you have multiple windows open rather than tabs so you can say listen to the radio or read articles while searching as that’s just multi tasking so wouldnt really work in DWPs favour if they did try and make a meal out of it as after all, DWP didn’t say your search cant be accompanied, just that you spend 35 hours a week. To be honest i reckon i spend around 50/60 hours but i do data mine jobsites so i know whats around and when work is peaking or going into a trough. With that said i dont believe a person necessarily needs to search 35 hours and i certainly dont think anyone doing at least two solid hours a day for 5 days over 7 should be sanctioned.

        I know it can be boring, hell i would happily trade it for say pushing a broom around but at least its keeping me preoccupied as i was never built to just seat still and do nothing.

        I think an advisor should look at intent rather than how many jobs or how long as that’s what really matters but hey that’s just my opinion.

    Thousands of families with disabled children have lost out on up to £4,400 a year in tax credits after an administrative blunder by the authorities.

    The error in processing their claims meant an estimated 28,000 families whose children qualified for disability living allowance (DLA) during 2011-14 missed out on an additional tax credit premium of between £60 and £84 a week.

    The government revealed in the autumn statement this week it has set aside £360m over six years to ensure these families receive child disability tax credits in future. However, the payments will be backdated only to April, meaning individual families may have lost out on entitlements totalling up to £20,000 over the past five years.

    The non-payment of the tax credit premiums appears to have been a result of the Department for Work and Pensions (DWP) failing to inform HMRC about families’ eligibility for the award over a three-year period.

    • Wouldn’t put it past the DWP. Thing is the council would just hand the data over. It will no doubt be in the terms and conditions that you sign up to for library usage that the council can hand your data over to any old Tom, Dick or Harriet willy-nilly.

      • Browsing history is not considered personal data unless its accompanied with a name of the said user that generated it.

        Quote from data protection act

        “personal data” means data which relate to a living individual who can be identified—

        (a) from those data, or

        (b) from those data and other information which is in the possession of, or is likely to come into the possession of, the data controller,

        and includes any expression of opinion about the individual and any indication of the intentions of the data controller or any other person in respect of the individual;

        In short any data that identifies you as you and not another john smith.

        So for DWP to use it in say accusing a claimant of falsely claiming a job/s they located and applied for, they must have reasonable grounds even under suspicion (ie, cant be based on just a feeling).

        The reason for this is the legal term presumption of innocence which means the burden of proof is on the one who declares, not on one who denies.
