No more welfare cuts to come under Theresa May, says minister

Damian Green, the work and pensions secretary, hints at end to austerity agenda, promising no further raids on benefits

There will be no more welfare cuts under Theresa May’s government after those have already been announced, the work and pensions secretary, Damian Green, has announced.

Strongly hinting that the government’s austerity agenda was over, Green told BBC1’s Andrew Marr Show planned cuts would continue but there would be no further raids on benefits.

Green said his tenure in the department would be different from Iain Duncan Smith, his predecessor before Stephen Crabb, who quit over his distaste for disability benefit cuts. “I am different from Iain – I will use different language,” he said.

“But I know we both share the desire for increasing social justice, by which we mean … that you don’t just measure it by the benefits bill, you measure it by the help you are giving those individuals.

“The commitment that the prime minister has made since she took office has been that obviously we will meet the previous commitments we’ve made,” he said. “But there will be no new search for cuts in individual welfare benefits.”

Green added: “You’re right that the period of austerity meant that tough decisions had to be taken across the board, not just in the welfare system. There are things that have been announced that haven’t yet been introduced but people know that they are coming. But no new cuts.”

Lady Tanni Grey-Thompson, an 11-time Paralympic gold medallist, was among those who spoke out in the House of Lords against the controversial welfare reform bill, which proposes to cut disability benefits by £30 a week.

The work and pensions secretary said the government’s overall attitude to welfare had not changed but appeared to acknowledge there had been some mistakes, including people being wrongly assessed as fit for work. “The simple thrust is making sure work always pays,” Green said.

Meanwhile:

Disabled activists have been promised a seat “at the heart of government” if Jeremy Corbyn is re-elected as Labour leader and the party wins power at the next election.

The pledge was made by shadow chancellor John McDonnell at an international disability rights conference hosted by Disabled People Against Cuts (DPAC), the final event in its Rights Not Games week of action.

McDonnell, who made repeated references to the need to co-produce policies with disabled people during his speech, told the conference in London that it would be vital to ensure that disabled people were represented “at every level of decision-making”.

He added: “That will mean bringing organisations like DPAC and others into government to advise us on the development of policy so you will be at the heart of government, sitting alongside ministers and others, advising them on how to implement these policies.”

And he promised that DPAC would also have “a fundamental role in advising us on the policies that need to be developed” by Labour in preparation for government.

He added: “You will be advising us on what priorities there are when we go back into government… for those people who say that this country can’t afford a decent living for disabled people we have got to challenge that as well.”

        And this isn’t all that’s on the plan as their will be an attempt to replace industrial accident insurance with an employer-funded scheme meaning more out of the wages of employees.

        So basically you as a worker would pay into a scheme that the government control and decide who and who is sick or disabled and who should receive what.

        A reduced benefit cap,

        Reduction of £30 per week in ESA benefits for new claimants unfit to work, planned to ‘help claimants back into work’. If you see any logic to this, please comment below. Coming in in 2017.
        Reductions to Universal Credit, due 2017.

        Housing benefit cuts to people in supported accommodation.

        Changes in working tax credit for new claimants after April 2017.

        Removal of universal credit higher payment for a first child for new claimants after April 2017.

        child elements will not be counted in UC sums for new 3rd and subsequent children within Universal Credit born after April 2017 ( except in “exceptional circumstances”).

        Market rents for social housing ‘pay to stay’ for people in social housing with a joint household income of over £40,000 per anum.

        And many more cuts already in the pipeline will still be implemented.

  4. Working-age benefits are frozen until the end of the parliament, which means that working-age benefits ARE going to be CUT in real terms EVERY YEAR for the next FOUR YEARS by whatever inflation happens to be running at (currently 1% to 2% a year but might be a lot more post Brexit).

    • Hasn’t water already been privatized? As far as I can remember it there was supposed to be a market, much like electricity, where you could buy your water from any of several different companies but it never happened properly and many water companies remained monopolies. (I suppose various private companies would buy a large number of units of water from some local water company – usually the only local water supplier connected by pipes to homes in the area – at a wholesale rate and then sell these units on to consumers trying to undercut the original water company’s prices to make a profit.) At the moment under British law no water company can disconnect you from your water supply even if you don’t pay your bills as far as I know. I wonder how long that will last? In Australia if you don’t pay you water bill they only allow you two litres of water a day to live on which isn’t enough; not enough for cooking and drinking let alone laundry and hygiene. Other countries cut you off completely. Hopefully we won’t ever go down this dark alley. Water is life.

      • Bingo – we have a winner.

        The thing is like electric and gas, people seldom realize you have a natural resource supplier, a producer, a transporter. This means in the case of electricity when they did it, a fourth entity entering the market.

        Now this is where the gamble always comes. If resource output lowers, purchase costs go up for the producer who then passes said cost onto the fourth entity who pushes the cost on the customer. At this point the transporter bar inflation remains stable. Now if people consume less like making efficiency savings this means the transporter now becomes effected so seeks to recoup said loss by higher transport cost to producer who in turn puts cost on fourth entity who puts cost on customer.

        So the benefits you receive only on this point from a fourth entity is based on the profits they decide to lose in order to keep customer.

        Now Mr Joe blogs company and say british gas offering duel fuel cant compete with the latter so goes out of business or is bought out or invested into by lets say EON another duel fuel supplier. Now Eon is a competitor to british gas so both ensue on deciding the profit they wish to lose except they this time transfer cost towards one of the duel fuels they supplier (imagine a bar graph with two bars finding balance).

        So around and around we go till we end up with the suppliers we already had before privatization except this time their not tied to to decency in the public interest.

  15. I saw oily little Damien on the Marr show on Sunday, where Marr half-heartedly tackled him about suicides of benefit claimants and food banks. He gave the usual standard reply about the “reforms” (for which read cuts and sanctions) were getting people “into work faster and keeping them in work longer” and to him, form his perspective, this was evidence of real “compassion” rather than harshness ad was working. Do Tories really believe that horrors like the infamous work capability assessment, cuts, caps, sanctions, slashing of social security and systemic state sponsored cruelty meted out to the poor is more compassionate than supporting them decently and adequately? How can anybody defend the so obviously indefensible in such a manner? It’s like listening to a paedophile claiming that he abused defenceless children not for perverted sexual purposes but unselfishly to give them pleasure. In truth the Conservative claim to compassion is no less sick.

    Severe Disablement Allowance

    Payments towards carer’s costs in Universal Credit won’t be affected by the benefit cap from autumn 2016.

    The secretary of state has rejected a London council’s bid to move residents out of an estate earmarked for demolition because it would breach their human rights.

    Southwark Council planned to use a compulsory purchase order (CPO) to move out residents and demolish part of the 2,704-home Aylesbury Estate. The council plans to build 3,500 new homes, 50% of which would be affordable through a mixture of social rent, shared ownership and shared equity.

    In his decision letter on the first phase of the demolition, the secretary of state for communities and local government, Sajid Javid, said many of the remaining leaseholders on the estate would be unable to afford the options of either a shared ownership or shared equity property on the estate, and the plans would “probably force many of those concerned to move from this area”. This would particularly affect older residents and those with children, he concluded.

    He added the council had not taken “reasonable steps” to acquire the land through agreement with the residents and the use of the CPO would have “considerable economic and social dis-benefits” for leaseholders who still live on the estate.

    The Aylesbury Leaseholder Action Group, who lodged an objection to the council’s plans, said the scheme would fail to deliver enough social rented housing and the estate could be regenerated without being demolished. Under the scheme, around 50% of the residents would be moved away from the estate. There are eight leaseholders who are still living on the part of the estate affected by the first phase of the plan.

    A compulsory purchase order should only be used where there is a “compelling case in the public interest to justify sufficiently the interference with the human rights of those with an interest in the land affected”, Mr Javid’s decision letter stated. He said the council had not met this test.

    Although the secretary of state concluded the scheme is viable, fits with the council’s Local Plan, and the plans for a mixed-tenure development would help the area, he agreed with the inspector who first assessed the council’s plan who said a number of the new homes would not meet the council’s daylight and sunlight standards.

    Mark Williams, cabinet member for regeneration and new homes, said: “This is an extremely disappointing decision by the secretary of state, and the council will be reviewing the detail of the report and the decision before commenting further.”

    He added the council remains committed to the regeneration plans.

    I work in a school kitchen for a private catering company. I did 16 hours per week until May 2015, when I increased to full-time (32.5 hours per week).

    I have claimed working tax credit for the past six and a half years. Last year, HMRC accused me of fraud saying I had been working for only 13 hours per week and demanded I pay back nearly £4,000 of tax credits.

    HMRC has looked at your case again and agrees it made an error. A spokesman said this was ‘due to a miscalculation involving the number of working hours undertaken’.

    I wish i had snipped it but do any of you remember our government/DWP suggestion to reduce benefits for claimants with visible tattoos that couldn’t be covered up ?

    If you had a birth mark or a scar it would be considered discrimination so why are we still allowing employers and or even members of the public to dictate what is acceptable ?

    You see while one may argue a birth mark is not self inflicted, one couldn’t say the same for a scar.

    One could but i don’t want to go down this road and advise others not to besides debate that its discriminatory.

    My concern that may transpire to be unfounded which i cannot substantiate until i get official clarification is that CAN AND WILL THIS APPLY to any posts a person had made prior to it coming into force.

    Im also concerned about Mr Watsons suggestion that airs the constant disdain we are seeing from many Labour party MPs towards in this case Mr Corbyn.,

    As for the first it is without doubt pointless from the point of cost and sheer number of negative posts/comments regularly aimed at every party and or singular politician. Basically Labour would have to apply to the police on such posts/comments meaning from the very start that the taxpayer is paying for this irrespective of the party they support if any. Now Labour could suggest using supporter funds but this would mean in my opinion mis spending funds designed to aid the party in getting elected so should be spent of the message rather than a witch hunt of every joker online, most of which proportionally never ever carry out the threats they offer. As for derogative comments, who decides the line in the sand as what is acceptable as most aren’t transparent like for instance i could say, “don’t let me teach you the definition of detrimental”. Now im clearly issuing a direction so is it a threat as i haven’t defined what i mean by detrimental and could be regarding say a disdain towards Owen Smiths anti democratic behavior recently.
    Now i have actually checked this out with both the police and solicitors and its not deemed a threat under criminal law but none the less, labour would have to unnecessary waste the public’s money finding that out.

    As for Mr Watson, his underhanded plan to basically force contributions/subscriptions through the likes of unions and other approved organizations has not escaped my radar and could very possibly if supported bring about two very unacceptable practices.

    A: Illegitimately force supporters/voters to have to join such without being in a relative sector and thus increase effectively fees that will benefit one or even both union and Labour and,
    B: Illegitimately inflate and mask the total numbers of union members whom may not participate in any union matters while on the other end of the spectrum, allow unions to circumnavigate the figures of union members required to be supportive to a particular course of action like say a strike for instance.

    Obviously its to early to say as hes keeping it close to his chest and what i described is the long term suspected plan as opposed to his current vague short term proposal based on as yet mysterious undeclared audience claiming this quick registration to be unpopular. But judging him on his past actions through his life being more right wing than left, i find it hard not to conceive such a thing as not being a possible outcome.

    Putting aside contributors on this very site highlighting facts years before mainstream media i want to draw people to a government comments.

    “A Ministry of Justice spokesman said it was working “extremely closely” with all offenders before and after release”.

    “This gives them the support they need to find accommodation. However, the responsibility for making sure there is housing available ultimately lies with the local authority”.

    Just like DWP, government THINK paying lip service and expecting claimants,ex cons,etc to pull rabbits out of hats (find benefit welcome one bed housing,be able to pay bills without getting into unaffordable debt,etc) IS SUPPORT.They even go further to lay blame on local councils WHEN IN FACT, its down to their very OWN CENTRALIZED GOVERNMENT CUTS.

    This is what i call the Indian call center trick where a business distances itself from it responsibilities by creating tiers of delegation so when it goes wrong (it was always going to go wrong), ITS NOT THEM.

    To predict what next, expect government to announce that they will be giving out a few million that trust me, WONT BE ENOUGH TO GO ROUND.

    People don’t need advice (that’s what government support is) that this pathetic government now claim in statistics as lifting people out of poverty (blurring the true figures of poverty),

    They need HOUSES,FLATS.

    They need FREE TRADE EDUCATION for worth while trades (I.T, engineering,construction. Not retail and warehouse crap).

    They need GOOD PAYING SECURE EMPLOYMENT.

    We don’t need some civil servant spouting crap, we need government to provide these things the private sector wont.

    Stop the Tory fantasy machine as until this is addressed, poverty is GOING NOWHERE.
