Universal Credit to Create Homelessness.

In my distant youth the DWP was called the DHSS, and the JobCentre was still known, though not officially, from an even earlier time, as the Labour Exchange.

Wood Green Dole office – also the place you went to get your National Insurance Number and your first job – had a special section where the homeless, often alcoholic, used to go every day to get their pittance.

They are talking about making – and in some cases are actually making – some of the out of work also sign on daily.

The 1970s lot were referred to as “down and outs”, probably a kinder expression than what the present government thinks of us.

There were not many openly homeless people in the 1970s.  I suppose the only places you could see the homeless in the streets in the 1970s was underneath the arches at Charing Cross where the Sally Army did a night kitchen. * There were hostels in the centre of London, including a well-known one by what is now the Saint Mungo’s Hostel in Endell Street. Hostels, B and Bs, it was not a pleasant life, but was it as bad as sleeping in skips or on the pavements?

That began with the arrival of Thatcher to power in 1979.

If it was bad then, now every time you visit London you see people in the streets begging, with all their belongings and sleeping bags on them,  and guarding their little encampments.

There is a new group in Ipswich, in Dog’s Head Street.

Report after report points out that tightening the claiming rules, making everybody prove their 35 Hour a week Job Search, increased the numbers.

As with sanctions swelling the ranks of people quietly queuing up in Food Banks, so the growth in homelessness continues.

It was however taken by Londoners to refer to the Arches in Charing Cross, as can be seen from poster of the  adjacent Embankment above.

This is set to become even more of a problem.

  2. The one thing the ConCons have carefully ignored is if you are homeless, your health suffers, that means even more pressure on local NHS & services. I can see that getting way way out of control, and when the stories of children dying in hundreds start to come in what then? That’s when people will take to the streets I think.

      A lot of things can be explained as a result of the 2008 crash but what it cant explain is how record numbers of people are getting ill and overwhelming the NHS as everyone has seen on TV in the media.

    • The NHS has never been much cop anyway. The National Death Service just offers the bare minimum of treatment to patch you up to get you back on the production line. And once it is no longer ‘economically viable’ to patch you up you just get fobbed off and told to crawl away and die in a corner somewhere. Do you really think that if your present as a homeless person you are going to receive any treatment? Why do you think the Queen is celebrating her 90 birthday today? Happy Birthday Maj 😀

      Also, the doctors are all being paid kickbacks, by the pharmaceutical industry for whatever drugs they prescribe, money from the government for invasive ‘cancer screening’ etc. Doctors will ruin your health – if you let them. The wonderful NHS is a a myth!

      • And women are virtually being forced to screen for women’s cancers because doctors receive financial bonuses if they get 80%to screen. Also it keeps the firm’s who manufacturer the torture equipment used for such tests in business

      • Aint that just the truth follow the money.

        We must remember though its a group making this so, not the junior doctors and nurses who still believe they took it up to help people. Sure later the concrete sets, you either as a doctor or nurse tow the line or find yourself, setup and thrown out.

        It all extends mostly as others have said from pharmaceutical and medical technology companies but if your stateside then you can include health insurance companies.

        And behind it all we have capitalism, the part that made communism not work.

    • A new plan.

      Patients will be encouraged to do more to look after their own health but will find it easier to see a nurse, pharmacist or mental health therapist at their GP surgery, under new NHS plans to relieve the strain on overworked family doctors.

      Surgeries will get at least 5,000 more non-medical staff by 2020 who will take on a greater role in seeing patients, usually with more minor ailments, long-term conditions, mental health issues and queries about their medication. These will include 1,500 more NHS pharmacists, 3,000 mental health therapists and an unknown number of extra practice nurses, all working out of surgeries.

    • With around 5.2 million companies in the UK, 21,000 people made unemployed is rather a small figure not that being unemployed is fun for anyone.

      At this stage it is well to early to estimate cause but if the figure remains around this figure every month then it would in all likelihood suggest employers are indeed adjusting to the new living wage by letting staff.

      I don’t doubt this brexit business does effect foreign investment but I’m for one tired of foreigners constantly owning a piece of the UK pie. Don’t mind people working here, just tired of the fact most businesses in the UK are foreign owned.

      The thing to watch out for though is right now behind British backs, our government along with others such as America are quietly trying to tie up international trade deals like TTIP which need to stopped at all cost.

  5. Universal Credit is a vindictive system, and always has been. It makes claiming benefits as deliberately awkward as possible, hence the long delays and monthly payments.
    The rent payment delay is just another carefully contrived element of pressure on claimants. Only a fool would believe that the government was not well aware from the very first of all of these problems with rent arrears and evictions. They have just carried on regardless, as with so many of their other policies.
    The people affected by this have in effect been written-off as collateral damage, and you can bet that nothing, or next to nothing will be done.

  6. Transfers from ESA to universal credit.

    New claims for IR-ESA will no longer be possible once UC is fully implemented in an area and existing claimants will be transferred onto UC. Contributory ESA (C-ESA) will continue to exist alongside UC and will count in full as income when calculating the amount of UC payable. You will need to claim UC, rather than IR-ESA, as a means-tested ‘top-up’ of your C-ESA.

    When will you be transferred onto UC?

    The Government has said that existing claimants of IR-ESA will be transferred in a phased migration programme beginning in June 2018 and ending by March 2021. The detailed rules and arrangements have yet to be announced. ‘Transitional protection’ will ensure that you are not worse off when transferring from your current benefits onto UC.

    If you are getting C-ESA, you will stay on that benefit but will be subject to new rules, including more stringent conditionality and sanctions.

      He would have directed his underlings to look at implememting it – until they came back and said could we have that instruction in writing please as it will break the law. Then he suddenly went quite about it.

      This after the news of the deaths on benefits started to gain traction in the media. Strange that.

        What it proved as it does now is the tory welfare reform model is purely about money and picking on the weakest of society.

        You get a hole in your bucket, you fix the bucket, you dont add to the water so it cant pour through the hole.

        Its immaterial these moves didnt come in, whats material is a human can even have considered them enough to offer them as a propsal in the first place.

        I think its high time we all angle our FOIs at department expenditure on appeal defences by the department, the appeals against other court rulings related to welfare,expenditure of false advertising like the fake people who were sanctioned.

        Basically we need to identify how much DWP has todate wasted at the taxpayers expense, even looking at how much was spent on each work capability tests that was later overturned by a court, what two thirds of a work programme costs considering it was this amount it failed to get back into work and so forth.

        We also need to all start complaining more officially than only coming here to share our horror stories, name people including their managers when involved,record even more of our meetings with them as the more we do it the more the profile builds on the individuals who lie and delibrately mislead people, staff that insist on stuff that isnt backed by regulation and so forth.

        We also need to start a webpage so claimants can come along and enter their official complaint that they sent to DWP so as to keep a record of each and everyone sent incase DWP try the tactic of destroying the complaints once they deny doing wrong. The added bonus to this is other claimants can come to it to see the complaints listed against certain advisors and managers who like complaints will be indexed for easy search purposes so as to forewarn and forrearm them.

        I saw it over on JV’s site/Vox Political [can’t remember which], McVile/Lord Fraud 2 to 3 years ago (they were touting it as a underhand way, now that’s a shocker, of lowering the cost aspect to DWP – it might well have been mentioned at the party Conference) in Tribunal Representation – and losing the majority of case all the time as well which made them look exactly like they were – in charge of a fixed system and being fools with it.

    • Yeh, its still a very funny trade Engima with or without the list.

      For instance last year i witnessed a site labourer being caught stealing copper from site. Now even though this individual admitted it all the site management did was tell him to leave the site instead of calling the police and never compensated the individual contractor. What makes it interesting is that who they stole the copper from employees videoed the event and uploaded it onto facebook where it quickly started to trend. The site management was more interested in the videos presence online than it was in the wrong doing of one of its own employees (so not a contractor).

      This management sent out their bully to threaten these contracting employees even though he knew he had no legal grounds and at one point said if he had his way they would all be kicked off site and sacked. The reason why he couldn’t was because the contract was near completion meaning not only would they have to pay a premium assuming they could get someone to get cover but would also have to lose out on the agreed penalty clause built into this contractors contract that meant the contractor would lose money every day they went over completion meaning the site management team get to keep even more money.

      Ontop of this they regularly falsified their health and safety record blatantly to such an extent it could never have ever been true anywhere.

      They also awarded a award to a contractor as the best health and safety contractor company onsite which was a joke considering they were mostly through individuals getting caught all day everyday breaking the very said law right even up to the day before the award.

      So crooked, yes they most certainly are.

        It also proves how thick ministers and heads of governmental departments are as if they wanted to save money they could have removed all staff and made us all only use Epads as that way it would be a case of the computer says no after attempting to get it to recognize you after a hundred attempts. Actually even better they could change the program priority so that the program closes after 3 failed attempts, that way they could save on electricity too the tight fisted gits.

    This is simply amazing to me as anyone that needs one has one excluding the homeless so unless they expect a move from one area to another i fail to see how we wont end up with landlords with now vacant properties. Hmmm, other than a tax stock exploit i see no other reason unless they think brexit if we do vote to leave will see ex pats returning.

    From one atrocity to another it appears you can buy your way out of anything which only gets compounded further when governments and courts charge them piffle sums when talking fines. I believe companies like this deserve to be fined costs equaling a quarter or half the total value of a company so it sends a big message loud and clear.

  15. Does anyone know when claimants who are currently on JSA are going to be transferred onto UC? I’ve asked my cockroach several times, but I just get stonewalled. I know UC went live at my JCP end of February this year, but that’s just been for new claims.

    Any answers anyone?

      you ask a good question. My guess despite the rhetoric for ALL claimants? Year 2116. Maybe.
      Facts:

      a] unable to cope with non standard claims
      b] having seen such a system in action in Gov – I have witnessed records vanishing, could this system do the same? Yep, in spades.
      c] the link up with HMRC is going to cause big big big problems

      etc etc

      I would note, I have not known of – or heard of anyone who has been transferred from JSA to UC

Basically the old coding cant be converted yet in a cost efficient manner but people in the .I.T world are working on it and by on it i mean all businesses existing core business logic.

        Anyway the most telling feature no ones mentioned yet is why aren’t homeless people allowed to claim UC as their the most static of the lot ?

        Ive taken a look at UC online and from what i can tell thus far is if your homeless you wont get passed the first page. I know they have a section further in asking are you classified as homeless and if so what type, i also know they’ve been trying to get the homeless to use care of addresses but as the front page clearly says,where you currently reside meaning not C/O address. I have formally inquired to Caxton Hse about when are they going to change it so it includes the C/O option on the front page but as you can imagine they refused to comment.

        The legacy issue i mentioned is probably the main reason for no outright transfers currently but i cant help but feel their are other important issues especially when you consider they want to close JCPs down and open a call center. Like for instance if you did suddenly become homeless, the system couldn’t adapt and currently would mean these call center coaches couldn’t do anything about it as they cant legally enforce you get a care of address and it seems they now nolonger allow claimants to use the locals JCP address as C/O which wouldn’t be any good anyway if they intend to shut them all down which is still very much the plan.

        Also i don’t see where changes to ones health condition can be input especially when you consider your not illl or disabled unless DWP tell you that you are. A birdy from Caxton Hse told me that DWP are looking to interface the medical side with the provider carrying out the assessments as do remember minister also intend to get through all existing claimants first so are expecting in the future that these will only be carried out on a small basis when a person first makes a claim for UC so expect such an assessment to be carried out in a matter of a few days and not months.

        Also don’t discount ministers thought they were going to ride rough shot over the ill and disabled and never expected such victories in court let alone the support their now getting from certain ministers and members of the public.

        Lastly your agreement is a contract and as such DWP can make you all do a fresh claim anytime they like just like employers do with certain work contracts. That said and i could be wrong, there doesn’t seem to be anything on the old benefits contract relating to time of or we can change the agreement anytime we wish in terms of jumping from say JSA to UC as its not like changing your conditions so may be currently a legal issue.

        Like you all i cant say really with any real certainty other than the legacy issue but i do non the less feel what i have said is very plausible. Think about it and tell me what you all think.

        you nailed it I think – there was a tribunal case last year where terminating JSA and forcing someone onto UC was Breach of contract and illegal, so legally the Agreement is a Contract in law – so the civil servant who did that anywhere [and they tried in the case before the Tribunal] would be in court so fast their head would spin and facing very severe sanctions – as would DWP methinks. I keep forgetting about that case and its implications.

      • UC has no form – The claim process is based on the Claimant Commitment contract. once that is sorted out you can go onto UC having signed online or over the phone. The claimant commitment is all about getting work & what to expect from your work coach, so totally the wrong thing for the disabled who can`t work. What UC does from ESA is make no one disabled so we are all equal to find work.

        As much as i like what you said as it is plausible to a point it still doesn’t cover the other excluded group/s, so is and its just an opinion probably more fanciful than real. While i agree DWP have taken every opportunity to lie and cheat their way through the current crop of existing ill and disabled claimants, it still doesn’t address the issue of change of circumstance with regards to ones change of health condition/s when we consider how the current computer system works as like i said their looking to interface with the likes of Maximus which is something it currently doesn’t do so adding that to waiting months currently to be assessed would imply one could potentially make a fraudulent claim of say disability and be safe for at least a reasonable amount of time. If they knew when to sign on and off could even push this scam further as things currently stand. Can you imagine the embarrassment DWP would suffer if someone made a fraudulent claim through UC, Wouldn’t you agree that would sink another one of the tall tails they used to kid the working public into having such a system and reform in the first place?

        Me neither. We’ve had UC for 18+ months, but there’s hardly anyone on it, just jsas & esas. I think they’re trying a few single mothers on it, but considering that it keeps ‘getting rolled out’ it just seems like a little experiment to me!

  16. The Department for Work and Pensions (DWP) has drawn up secret plans for sweeping reforms that would make it far harder for disabled people to appeal against having their benefit claims turned down.

    The heavily-redacted document was sent to Disability News Service (DNS) by DWP following a freedom of information request, but disabled activists from the grassroots campaign network Black Triangle managed to reveal the words behind the blacked-out areas.

    The document, titled Appeals Strategy – Post Election Planning (pictured), was drawn up by civil servants just before last year’s general election, and contains 11 policies for a new government to consider, most of which are aimed at reducing the number of successful benefits appeals and cutting welfare spending.

    Eight of the policies – which appear to be focused heavily on disability benefits such as employment and support allowance (ESA), personal independence payment (PIP) and disability living allowance – were redacted by DWP so they could not be read.

    Work on introducing two of the three non-redacted policies is already underway.

      Tucked away in this week’s work and pensions select committee report on employment-related disability benefits is a section on an innocuous-sounding policy called Mandatory Reconsideration (MR).

      Its blandness hides a host of Kafka-esque sins, however; this is truly a monstrously perverse and bureaucratic generator of poverty and stress.

      Here’s an example of one claimant’s experience of being caught up in the strange limbo-land of MR, taken from research by Citizens Advice Bureau:

      It has affected me badly. Financially I am struggling – when I pay gas, electricity and bedroom tax I have nothing left. I sometimes don’t have enough money to buy food. Sometimes I go hungry. Sometimes I just have toast as it’s cheaper.”

  17. The DWP are contracting more & more of the DWP to these multi nationals. I am drawing out the DWP Decision Maker which department he works for the DWP or Maximus & Atos !!!

    The DWP Data Protection Officer with be interest in claims of my paper work being doctored with false information & until that information is corrected it is breaking the law. The problem arises at point of entry & point of entry to a contract called ESA. Atos & Maximus are powerless claiming to be from the DWP with tatty scraps of paper called demands which is not your duty, your duty is assessments & that is all.

    As soon as the process of ESA in imposed money is generated & at each stage money is generated by me the stupid cash cow. Now Atos & Maximus are getting angry they did not get their money & are cutting corner to get double now. The greedy failures. After a year you are still scared to report back to the DWP because you are greedy. £24,000 generated for going through the ESA & WCA process & I get Zero.

    Until such time the DWP Decision Maker writes to me ESA & MAXIMUS can sing for their wages. Maximus are now forging me signature & filling out claims without my consent. You can tell the difference between a DWP letter & a Maximus letter, Maximus say Dear Customer the DWP have never written Dear Customer on their letters. Healthcare Professional Mafia & since I am a Mental Function Champion ATOS can be advised on fraud. Mental Function Champions advise Health Care Professionals.

    • If this is true then don’t waste your time conversing with DWP DPOs but first report it to ICO to investigate then based on they findings like the forged signatures, Maximus have actually committed a criminal act of fraud which according to law is so if the fraudster benefited from it like financial gain for instance. So based on the evidence you next contact the police but do so in person with the evidence as they will always try and fob you off over the phone and on occasion just flatout hang up. The police don’t have the legal power to decide how a law should be interpreted, their job is to enforce it even under suspicion so turning you away will put them in an uncomfortable legal position if you took it further.

      If you put this matter into the lap of the DWP, they will sweep it under the carpet, i assure you what with all the other stuff coming out about DWPs underhandedness of their treatment of the ill and disabled.

        I am throwing what is likely to happen because I have been fast tracked into a WCA without filling out a form. The reason given by the Healthcare Professionals is that people with mental health are not able to fill out forms so you won`t get one. 1st you have made a medical judgement on my health because I would not be claiming ESA with a Mental Health issue. 2nd I will be on no benefit while the 3 months of report DM letter. So no money for at least 3 months. 3rd What benefit am I going to the WCA for. 4th it is becoming a criminal matter. Now DWP can you prove I am on ESA? No. So I have a Mental Health problem & are not able to fill out forms. Everyone but the disabled & mental Health. Black people will not be getting a form because black people are not able to fill out forms. Women people will not be getting a form because women people are not able to fill out forms. Yes Criminal Matter For Sure. Discrimination for starters.

      • Thanks doug – I don`t want a ESA [form] I have 2 already. The latest letter for a assessment did not come with a ESA50. Perhaps I want to go on PIP. It is not for the DWP & healthcare workers to decide which benefit I got on.

      • Appeals – Simple admin failures do not come under the banner of appeal. Admin duties are admin duties.

        Another loop hole in the new paying for appeals. Not everything that goes through the DWP is a Decision makers duty. Someone has to do the DM`s admin.

Talking to a fellow signer who at Maximus was made to apply for fifty jobs a week,also telling of them making apply for CSCS advertised roles despite not having a CSCS card.It suggests that what is happening here is these companies are operating with no barriers to or restraints as how they conduct or operate.

    • Ken, actually their is no legal requirement to hold a CSCS card and you can find this out on HSE website but how construction companies got around it was they introduced a law that states they have a right to ask for one. I would have to swat up on it again or should i say the latter but the last time i read it did present as far as im concerned some legal implications which i will explain.

      Basically and this has never been tested in civil court but if the law is the same as last time would imply if a person was refused work on the basis of no card that technically they could suggest in civil court that they didn’t get the job based on grounds of discrimination. I do some what suspect they should have plugged that by now but who knows.

      On the other hand though in this guys case i wouldn’t sweat it as theirs no way hes getting any labourer work without one so tell him to first get that in writing from DWP so they cant say they never said it and then just apply as like i said they wont get the job but at least they would have done their job search per day in about 15 minutes if that meaning by by 35 hours jobsearch assuming their on these old style benefits.

      As for fifty jobs again if on old style benefits the adviser has to demonstrate on average that that’s how many jobs that are available for this person taking into account their skillsets, age, fitness and stuff. Also this person should have never agreed to it as we all know advisers cant dictate amounts of job, especially now they have moved to this 35 hour crap which states its about what you do and not how much you do.

    In cases like suicide, stories are important.

    If we let a government keep our stories secret, we give it permission to rewrite history.

    In practical terms, there’s unlikely to be a lot of new information in the DWP’s records. It has always maintained its records concerned staff compliance and procedures, rather than analyses into contributing factors to the deaths or recommendations for improvements in the future.

    But forcing them to release that information sends a powerful message. It says that the public are watching, we are aware, and we remember. More importantly, it says that we don’t buy into the narrative we’ve been told.

    More than 225,000 people are now claiming the government’s Universal Credit benefit, official statistics show.

    Figures released this week by the Department for Work and Pensions show 225,002 households were claiming Universal Credit as of 10 March, a 10.6% increase on the 203,392 who were claiming the previous month.

    Universal Credit has been gradually rolling out to different groups of people in different parts of the country since 2013. The benefit combines a number of working-age benefits, including housing benefit, into one payment made direct to households in most circumstances.

    All remaining existing claimants are expected to be transferred on to Universal Credit by 2021, four years later than originally expected. A total of eight million households are expected to be eventually claiming the benefit.

    The Government’s new Universal Credit payments could have a disastrous impact on the Private Rented Sector, with more and more landlords saying they will refuse to rent to tenants on benefits.

    Research carried out by the Residential Landlords Association showed that landlords are frustrated with the new system, which sees benefits paid directly to claimants, who are then responsible for paying their own bills, including rent.

    Landlords have criticised the way the Department for Work and Pensions has handled their enquiries and say that the process for requesting direct payments from the Government is too long.

    One landlord who responded to our survey said: “The Universal Credit system is mysterious, unresponsive and devoid of communication. I have made three applications. I received one payment, but no statement and I have no idea what the payment was for. I have not received any communication in response to the other applications.

    “There are very long delays which are unacceptable as arrears mount and I still have to pay the mortgage with no rent income. This is a disaster and will result in increased homelessness.”

    The transfer from Local Housing Allowance to Universal Credit has also been slammed, with complaints about missing and delayed payments leaving tenants in arrears. In fact the problems are so extreme many landlords say they will no longer rent to any benefit claimants.

    One landlord who responded to the consultation said: “I will stop renting to people on Universal Credit as I won’t get rent to cover mortgage payments. The system whereby tenants get payment rather than the landlord is shambolic, universally disliked, makes tenants vulnerable to addictions and homelessness and prevents landlords from renting to people in receipt.”

    Richard Jones, RLA policy adviser and company secretary said: “Universal Credit and associated reforms make it harder to rent to people on low incomes or housing benefit and we have a building body of evidence that the changes are making it harder for people in difficult situations to get their lives back on track.

    We acknowledge that the Department for Work and Pensions has taken some action to correct things, but there is still a lot of work to be done.

    “The issue is whether the DWP can deal with the scale of these issues, given that they have only been dealing with the simple cases do far.”

    The RLA is currently organising meetings with Government officials to discuss Universal Credit.
