Sanctions Guide Update as Report Says Single Parents and Children Hit the Worst.

How benefit sanctions hit single parents and their children hardest

Single parents have been disproportionately bearing the brunt of welfare changes, a report has suggested.Gingerbread, a charity campaigning for and providing advice to single parents, released a report last week about the impact of benefit sanctions on single parents specifically. And the report was pretty damning.The sanctions process

It starts with a referral, which then goes to a decision maker who decides whether to sanction you or not. If you aren’t sanctioned at this point in the process, there are no financial penalties for you. If you are, you can then challenge the decision, it’ll be reviewed, and the decision to sanction you will either be overturned or upheld.Gingerbread says that there have been 145,000 sanction decisions against single parents since 2012.They actually make up a tiny proportion of JSA claimants that have been sanctioned. But receiving a sanction can be devastating.Here’s how easy it is for a job seeker to get sanctioned

  • Failed to attend an interview (because it was too short notice and you couldn’t find childcare)? You lose your benefit for four weeks
  • Not been available to work (because you don’t want to work too far away from your children)? You lose your benefit for four weeks
  • Refused a job (because it doesn’t fit with your child’s school hours)? You lose your income 13 weeks – just over three months

 

Single parents are more likely than other claimants to be sanctioned incorrectly

Single parents have far more of their sanctions overturned than other JSA claimants. Sanctions are overturned when the single parent is able to demonstrate “good reason” for breaching their conditions, and no financial penalty is applied to their claim. For example, it may be excusable to miss a meeting if a child is ill.

There are special rules that should recognise that single parents have to care for their children, but Gingerbread has found that these rules aren’t being applied as they should.

  2. 5 single parents today in the local food bank, all had their benefit stopped, the mothers asking us for something for their kids to eat while in the food bank. it can’t get any worse.
    as for a 3 month sanction, there will be a lot more homeless. will landlords wait until the sanction may be over turned? a lot won’t.

    • At the moment yes, but that too will change in the near future, what it all boils down to is if your a smoker it’s your own fault, or over weight, your own fault, dentists will be next, if you have a problem with your tooth or teeth it will be your own fault. end up in hospital because you drank too much, your own fault. people will have to pay themselves for any care they need in the future.

  8. Working lone parents don’t have it much better. I used to do 2 contracts at same school ,dinner lady n evening cleaner. Last month I took on 3 rd contract early morning cleaner in same place. Yesterday I. Got demand for double council tax amounts!, so work. Really, does pay . Every one but the worker that is. But I feel. For today’s lone parents. My girl is older, last year college, so I don’t have childcare worries. To leave a toddler home alone? Work coach should b shot….

    • As for being ones own fault for smoking, drinking, being over weight, ruined teeth, it’s no different if one has kids, as was said “don’t have kids if you can’t afford to have them. it is the fault of each and every person for their circumstances in which they put themselves in. this is the gov’s way of thinking.

  9. More Decadence from our lovely police force.

    Once upon a time their was the fire with fire act (cant use anymore force than whats given),now days police officers can apply what ever force they like, including shooting dead innocent people, remember Jean Charles de Menezes.

    The police protect us from thugs but the question remains however, who protects us when the police act like those they profess to protect us from?

  10. BBC Scotland – The Work Programme:

    Smith Commission: DWP accused of U-turn over work programme.

    Lord Smith published his 28-page report last week.

    The UK government is extending its work programme contracts despite a cross-party deal that it was due to come under Holyrood control.

    The Scottish government said it was a “flagrant and wilful breach” of the Smith Commission process to devolve more power to Scotland.

    But Scottish Secretary Alistair Carmichael said the decision was made before the commission was set up.

    The work programme helps jobseekers find and keep employment. (I can hear you all laughing and falling off your chairs)

    The Smith Commission, set up by Prime Minister David Cameron in the wake of the referendum vote against Scottish independence, recommended it should be transferred from Westminster to Holyrood control “on expiry of the current commercial arrangements”.

    The Scottish government thought that meant the end of March 2016 and was furious to learn on Tuesday the contract was to be extended by a year.

    ‘Breathtaking arrogance’

    Scottish Skills Secretary Roseanna Cunningham accused the Westminster government of “breathtaking arrogance”, and has written to UK Work and Pensions Secretary Iain Duncan Smith to complain.

    Ms Cunningham said: “The ink is barely dry on the Smith recommendations and already the Tories are breaking both its word and its spirit.

    “Smith is explicit. Devolution of the work programme should happen as soon as the current contracts expire.

    “Instead of honouring that, within just a couple of days of Smith, they are extending the contracts. That is breathtaking arrogance.”

    But, appearing before a special Scottish Parliament committee on the future of devolution, Mr Carmichael said of the move: “This was a decision that was taken in August, so some of the breathless commentary about this being a dreadful decision that was designed to thwart the will of the Smith commission is not justified because, frankly, this decision was taken long before the Smith commission was even set up.

    “Although these contracts have been extended from 2016 to 17, this again is an area where the two governments should be sitting down and the Scottish government should be saying to the UK government, ‘we have done some thinking on this. This is what we want to do with our new welfare system, now how can that be represented with the contractual arrangements that you’re putting in place’.

    “With political will there’s no reason why that can’t actually be done”.

    • Even if these Work Programme contracts were not extended, I wonder what the Scottish Government would have done – apart from changing the name of the old Work Programme? Remember, there are simply not enough jobs, so you still can’t get a quart out of a pint pot!

  11. Legal action over Access to Work scheme.

    Secretary of State for Work and Pensions challenged on lack of guidance on AtW scheme.

    Law firm Leigh Day, is taking legal action against The Secretary of State for Work and Pensions, Iain Duncan Smith, on behalf of the campaign group ‘Stop Changes to Access to Work’ over its lack of guidance and “inconsistent, unlawful and opaque application of its policy” toward the Access to Work scheme (AtW)

    According to Ellen Clifford a member of the steering group for Stop Changes to Access to Work, and an AtW user, the scheme provides vital support to disabled people to help them to overcome work-related obstacles ensuring that people with a disability are able to take up work and maintain their position in the workforce.

    The scheme is delivered by the Department for Work and Pensions through Jobcentre Plus.

    In a letter before action, sent on Friday 21 November, the law firm challenges the DWP to publish a document, running to over 700 paragraphs, detailing the criteria for eligibility and the rules that will be applied to people’s claims, which is purportedly in existence but not publically available.

    Leigh Day claim that the lack of publically available guidance on the scheme is unlawful.

    The letter also describes what it calls the ’30 hour rule’ as an example of the ‘apparently inconsistent, unlawful and opaque’ way in which the scheme has been applied by the Department for Work & Pensions.

    Proof that Iain Duncan Smith ‘IS A LIAR’

    The Public Accounts Committee needs to seriously question every single Jobcentre adviser who has ever issued a ‘Sanction’ against any benefit recipient for whatever reason.

    If it is found that any Jobcentre adviser has issued a false sanction just to hit targets or issued sanctions for fear of losing their own job or just because the adviser is on some kind of power trip, THEN THERE CAN BE ONLY ONE JUDGEMENT… ‘SACK THEM ON THE SPOT’

  18. A coalition of Trade Unions and community groups are organising a demonstration against the horrors of benefits sanctions that is causing untold misery and suffering for our people across Teesside and the wider UK.

    This is all part of an agenda to blame the most vulnerable in society for the greed of the rich and all about making people who do have jobs more compliant.

    We fight for the unity of all workers in and out of work and call for a day of rage against any attempts to divide us and any further victimisation of people receiving benefits.

    We’re assembling outside Middlesbrough Town Hall from 12.00 noon. Then, at 12.30, we’ll be marching along Corporation Road and turning left into Linthorpe Road, headed for a rally at the bells sculpture near McDonald’s. After that there’ll refreshments and music in Centre Square, near Middlesbrough Institute of Modern Art.
