What powers do the ‘work coaches’ (the stupid new name for Advisers at the Jobcentre) have?

Certainly not super-powers.

Is the use of the Work Plan Booklet Mandatory?

NO:

9. ‘this booklet is not a mandatory product for demonstrating evidence of work search and claimants have the right to demonstrate what they have done to look for work through whichever means they deem suitable and most effective”

10. “For example, the claimant may prefer to use Universal Jobmatch to record their activities and their plans for what they will do to look for work or may bring in a CV that they have developed to demonstrate that they have undertaken this activity.

Claimants can use their Universal Jobmatch account to show details of saved jobs; saved searches; CVs created and saved; their application history and activity history. 

There is also a free text area that the claimant can use to record their plans and any specific actions they will  undertake. Claimants should still use their planning skills even if they are not using the My Work Plan booklet, and the Work Coach should be encouraging  and checking the claimant’s planning skills.”

You have to use the Universal Job Match, or rather, get on it.

But….is it compulsory to left the ‘Coach’ see your Universal Job match account?

This Freedom of Information request relates to the recently
established option for a Jobcentre Plus adviser to mandate the use
of Universal Jobmatch and, additionally, the option to issue a
‘Jobseeker Direction’ to submit a profile/CV to the service.

I have established, through reading DWP materials (Universal
Jobmatch Toolkit and FAQs), that the following is true:

● A claimant CAN NOT be mandated to use Universal Jobmatch on their
home computer, due to the use of cookies under Regulation 6 of the
EU e-privacy directive.

● A claimant CAN be mandated to use Universal Jobmatch on a DWP
‘Internet Access Device’.

● A claimant CAN be mandated to create a profile/CV via an
‘Internet Access Device’.

● Where access to the Universal Jobmatch account has not been
granted by the claimant, to the DWP, a Jobcentre Plus adviser can
require the claimant to provide print outs or visual confirmation
of various sections within the account.

  2. The Department of Work and Pensions (DWP) has been accused of making fake tweets praising its flagship welfare programme, Universal Credit, on the eve of a report suggesting the government is struggling to implement it.

    A screengrab of the official DWP press office’s Twitter account, taken by user Tentacle Sixteen, appeared to show the department tweeting a message of support, which was meant to have come from another account, before it was quickly deleted.

    The message, which included a spelling mistake, said: “Thanks to #UniversalCredit, I’m in a permenant (sic) job now”.

    Several other Twitter users took this as proof the DWP has created fake profiles to write tweets showing support for the welfare reform, which is designed to make welfare simpler by combining six benefits, including Jobseeker’s Allowance and Housing Benefit, into one single payment.

    The deleted message was seen on the morning a Channel 4 Dispatches investigation was due to reveal how a leaked staff memo at the DWP, entitled “Ideas please: Sinking”, suggested a Jobcentre where the scheme has been implemented is struggling to deal with the number of claims.

    The unnamed worker told Dispatches that the IT system for Universal Credit is “completely unworkable”, “badly designed” and is already “out of date”.

    A DWP spokesperson told the IBTimes UK suggestions they were planting their own praise on Twitter are “utter, utter nonsense”.

    They said the tweet was meant to include a photo of a woman named Natalie, as a Universal Credit case study to show the success of the scheme; other examples of which the DWP has tweeted.

    The message was quickly deleted because of the spelling mistake and they chose not tweet the correction because they did not want to “pander to the crazies” of Twitter.
    The government’s flagship scheme has struggled ever since it was first introduced last April.

    In November 2013, the cross-party Public Accounts Committee said the management behind Universal Credit has been “extraordinarily poor” and had cost taxpayers £140m ($238m, €177.6m).

    The secretary of state for work and pensions Iain Duncan Smith was also forced to admit in December that the reform will miss its target, after claiming more than one million people will be on the scheme by April 2014.

    Smith recently announced that judgments on Universal Credit’s performance will not be based on hitting deadlines, as only 15,000 are currently using the system.

    “Arbitrary dates and deadlines are the enemy of secure delivery,” he said.

  3. The JCP“s obsession with the UJM is purely for it`s verification & potential sanctioning usage.
    I opted-out in June (make sure you`re regd. with other sites first – Reed/Indeed/TotalJobs/jobs.co.uk/JobsToday/etc., in order to meet the requirements of the Welfare Reform Act 2012, 3, (c)) & a sanction referral was applied to my claim in Sep re:doubt of ActivelySeekingEmployment (Reconsideration in progress wherein I provided 9 pgs of printoffs as supporting evidence – was unable to do so on the day as JCP IADs not allowing access to my email account).
    I was subjected to the ‘benefits & advantages to using a UJM account’ spiel 3 times during this appt. (1 day before PublicAccessWiFi installed at my JCP): ‘hint, hint’ or what?
    I provide all available ref.#`s to vacancies applied for (even ref.#`s if redirected to another site) in my WS1 booklet, but this would mean JCP staff actually CHECKING said refs. by email or telephone (which they used to do).
    N.B. I opted-out on the grounds of lack of vetting/security issues re:my personal data – they were`nt happy but I pointed out that I`d discontinued use of 2 other jobsites earlier this year for exactly the same reasons (&entered this on my UJM Daily Activity Record as I was still using it at the time, too) & nobody batted an eyelid!

      You asked can a claimant be mandated to apply for a vacancy on a DWP ‘Internet Access Device’? Not that I’ve heard of.

      You can, however, be mandated to apply for what the DWP calls a “notified vacancy”. This is when an adviser brings a vacancy to your attention that’s within your skills-set, i.e. a job that they think you can do, and that you can get to within the 90 minute commute. If you don’t apply for the vacancy without good reason then your claim will be referred to a decision maker.

      To avoid that you need to make sure that you have applied for all the vacancies that are with your skills-set and also within a 90 minute commute.

      • Well many people are being told to either volunteer or be on a MWA, many will opt to be a volunteer, there will be others though who don’t know what MWA is, and the supervised job search, many will be on it, because they don’t know the rules and regs, but the difference is people are not being told they could volunteer. it’s only people like “us” that know!

    • Which ever way you look at it, the truth is, people are being forced to volunteer/work for nothing/for their benefits. your PT voluntary position will become FT, (not necessarily in the same place) it may just be in the local charity shop, food bank or cinema but not for long.

      It will be worse for many, who are in full time paid employment.

        Possible Sanctions for the supervised job search,

        4 weeks, if it’s the first time you didn’t fully take part, or
        13 weeks, if you havn’t fully taken part more than once.
        26 weeks, if it’s the second time, and
        156 weeks, if you do not fully take part three or more times

    • Great link super ted, ive already began making up a flyer to hand out to claimants as well as leaving them about here and there for the public to find.

      Ive mocked the point of government suggesting benefit cheats should get 10 years for fraud but how dependant on whos wearing the cap that some evidently aren’t wearing it.

      After all it is to say the least double standards don’t you think considering this DWP civil servant not only cheated the taxpayer but also cheated both government and claimant alike yet got a mere 12 month community service order and ordered to repay the stolen funds.

      He wasn’t judged by DWP fraud squad, he was judged under the criminal act itself in a criminal court of law but even then you cant help but smell the rotten egg of justice not being carried out as he not only committed fraud but was also culpable of abuse of power and position. To make matters worse when you consider how many factions of society he cheated, the matter dew to seriousness should have been held in a crown court irrespective of the fact he pleaded guilty. I think he was spared jail as quite frankly it would in all honesty be the last time he walked the earth once cons found out.

      Noticed that it didn’t say whether DWP sacked him or not and how all of a sudden hes financially on an even keel which is odd considering he has to pay back the money. Are we saying he profited from his ill gotten games, that who he owed the debt to was able to keep the money he stole ?

      And what of his victims, did they get a say in the matter, receive compensation on top of the stolen benefits?

      Lastly when we talk about the Tory mantra of fairness and obligation, how is stealing £2000 in such a manner deserving of a lesser sentence than a person who steals say 3 steaks costing £12.60 who got for that offence, 6 weeks imprisonment or if we are talking justice for the sake of public opinion, how CPS vehemently tried but failed to prosecute 3 men for stealing discarded food from a bin even though the owners of the bin didn’t care ?

    when you volunteer and are on benefits your adviser should give you this form to fill in, however with the news on the choice of MWA or volunteer and supervised job search or volunteer, the adviser may not give you the form even if you tell the adviser you are a volunteer,

    Has your adviser gave you the form JJ?

    Welfare uses up one quarter of all income tax, and so it does, but what this Daily Mail propaganda conceals (as usual) is that almost half of all welfare goes on pensions – not JSA! What is the Tory solution to that one? Euthanasia at 64?

    Also note, only 3% of the entire welfare budget goes on JSA, and 0.1% of unemployed people are long-term JSA claimants!

    • Yeh, I clocked that one so lets highlight a few facts shall we.

      Firstly the public don’t get into politics because their not interested so why on earth does Osborne think they would be interested in economics?

      Secondly this data is already out their and has been for years which is easily accessible via the web.

      As you will see from the link provided pensions are infact separated from welfare. You will also see both pensions and healthcare out gross be it by not much welfare. Thirdly when you do the calculation in percentages it actually only accounts for 16% of the total countries expenditure so HARDLY A QUARTER is it not.

      When we expand welfare we see we actually spend 3 times that on a topic called social exclusion and 6 times that amount on social protection.

      No im afraid unemployment only accounts for 8% of the total welfare bill with housing counting for a mere 1% separately.

      Its more than obvious that this is ONCE AGAIN MERE GOVERNMENT PROPAGANDA that the public could have looked into were they actually interested.

      • I saw Osborne trying to stir up trouble again between the employed and unemployed this morning on BBC News – what an asshole!

        It was very interesting to see the ‘Tax Pie Chart’ the government has published, the only problem is as you say Gaia – the welfare bill section – it’s not been broken down and that’s been done purposely to give a false impression that JSA and ESA claimants are taking the majority of benefits.

        It’s actually the pensioners that take the majority around 67% or more, while JSA and ESA claimants take a very small percentage, only 1% to 2%.

  26. At my local jobcentre 50% + are now refusing access, and providing print-outs of application confirmations as their proof of jobsearch. Nothing they can do about this as the law stands. You do have to register on UJ and put up a public access CV, but the Work Plan booklet is not compulsory.

      I’ve never allowed my adviser access to my UJ account. I only registered with it for a quiet life. In the early days my adviser did badger me for access but I emailed her the pages of the UJ toolkit where it says you don’t have to give them access. Since then she’s backed off. I haven’t even been asked for print outs or screen grabs, nothing. I have a public profile CV but in nearly two years I haven’t had one bite from a potential employer. I have only applied for five vacancies directly though my account because there was absolutely no contact information, and none of them replied either. I think that tells you all you need to know about UJ. The website is just bollocks, and expensive boolocks at that.

      Quite true you do have to create a UJ account with a profile and ‘Public CV’ but once you’ve made your CV public there’s nothing in the rules and regs that says you can’t then make it private.

    • Yes, Obi, you’ve confirmed the figures I initially mentioned earlier about JSA and Pensions are accurate after all – although I’m grateful to you for posting the pie chart giving a greater breakdown of all the figures. (Gaia might have another perspective, though)!

      The latest propaganda sent to taxpayers will continue the distortion already spouted by the Tory tabloids about the “workshy bleeding the taxpayer dry”!

      Had you Obi Wan instead of running to a wordpress blog dated 23/03/12 and used an out of date and therefore not relevant public expenditure statistical analyses and actually used my link you would have noticed the following.

      That when we look at expenditure for the year 2011/2012, that the percentage for unemployment in relation to welfare total expenditure when we include pensions is 2.9%.

      This proves exactly what you have posted to be correct and therefore making your statement if we ignore the fact your publishing out of date figures in regards to our current fiscal year about my advice and correctness of link rather foolhardy.

      AS WELL and this makes me most unhappy as I thought you were an astute character and would be the last person to challenge me Obi, I deliberately mis-set the parameters on my first post to highlight at a later point how much people don’t really care about the subject and don’t understand it an hence could be hood winked into anything on the matter to which we speak of.

  36. DWP orders man to work without pay for company that let him go.

    A man who was laid off at the end of his temporary job has been ordered by the Department for Work and Pensions to work for the same company for six months without pay.

    Unemployed electronics specialist, John McArthur, 59, says he is living off 16p tins of spaghetti and has been without heating, after being sanctioned by the jobcentre when he refused to work without pay for Scottish social enterprise, LAMH Recycle in Motherwell.

    For almost three months, McArthur has spent each weekday between 7.30am and 9. 30am with a placard outside the plant reading: “Say no to slave labour”.

    “It was simply a case of, ‘Go here, work for nothing and if you don’t we’ll stop your subsistence level benefit,’” he said.

    McArthur, who says he has been applying for 50 jobs a week without joy, said the CWP programme was “entirely exploitative” and came at the “expense of poor people who’ve got absolutely no choice”.

      Really tobanem, one might wish to address their own cracks and to suggest I don’t know DPA is laughable to say the least but In reference to, its not enough to know, its how one uses regulation that matters and hence why myself and the likes of super ted for example don’t get entrapped.

      As for this online identity, how does that exactly work on a individual that changes their online persona like the wind where ever they go, who doesn’t shop, doesn’t bank and in the annuals of online history has never uttered their name let alone true location ?

      Its obvious that government is attempting to they think lure the true identity out by setting a presidence. Lets also not forget theirs still people that aren’t interested in the virtual, that still regard the physical world as their play ground.

      When you consider people that don’t use nor ever have these trend sites that government refer to, the problem only gets compounded. Yep just like every tory policy, it may work on the blissfully ignorant but sadly not all unless of course you (i dont mean you,you) share their sentiment, that their quite happy to give up their privacy.

      Of course the game will change again soon when political parties con the public into leaving the EU or more importantly rewrite HRA with their pathetic social bill.

      Moving on to address your kindly posted earlier article we take less tax than we spend meaning pick a expenditure and its propelled by borrowed money and to address pensions, I don’t make the rules nor plan how government (past and present) as you and others have rightly put conveniently misplaced outside the welfare spectrum and lets not forget foreign aid as a subject matter also.

      Moving on again we have de-skilling of professional trades, placate forced career direction to pander to or so is assumed local labour markets, pitting claimants against charities and on and on and on, we see theirs a much bigger picture called the coming wind by some.

      The bowl will break and break it will and even if the individual cannot see it, the subconscious does and why people irrespective of status are acting out without regret nor consideration and why on other sites ive used the term a time of decadence, the collapse of Rome.
