Forced labour: Conservative party to force the jobless to work for nothing or lose their dole

The long-term unemployed are to be sent out to cook for OAPs or pick up litter in the meanest welfare shake-up ever.

Now we know what the “shake up” cited on this Blog is.

“Under tough new conditions attached to welfare payments, hundreds of thousands of claimants will be required to carry out community work such as collecting litter, cooking meals for the elderly or cleaning graffiti.

Announcing the US-style Help to Work scheme in his keynote speech to the Conservative Party conference in Manchester today, Mr Osborne will say the change will end the “something-for-nothing culture”.

Claimants who have been out of work for three years and fail to find a job through the Coalition’s flagship Work Programme will be required either to do 30 hours a week of community work, report to a job centre daily, or undergo intensive treatment to tackle problems such as illiteracy or mental illness, he will say.

Those who break the rules, for example by failing to turn up for duties without a good reason, could lose their benefit for four weeks. A second offence would see them lose out for three months.

The Chancellor rejected critics’ claims that the Government is exploiting or punishing the long-term unemployed, insisting that the new schemes will help them develop the skills and attitudes they need to find paid employment.

He told ITV1’s Daybreak: “We are saying there is no option of doing nothing for your benefits, no something for nothing any more. People are going to have to do things to get their dole and that is going to help them into work.

“That’s the crucial point. This is all activity that is going to help them get ready for the real world of work.

“In order to make sure that people are ready for jobs, they have got to have the right skills and the right work talents, the right work attitudes, and this programme is going to deliver that. It is going to create a culture where people are ready for work.”

Potentially, around 200,000 long-term Jobseeker’s Allowance claimants could be eligible for the new initiative, which comes into force in April next year.”

Statistics released by the DWP today show that the performance of the Work Programme – which was already achieving less than doing nothing at all – is steadily getting worse.

By June 2013 a lower percentage of people who had been on the scheme for one full year had found a job which lasted at least 6 months  – known as a sustained job outcome – than in the previous two months.  In April 2013 14% of claimants who had been on the scheme for one year had found sustained jobs, by June this had dropped to 13%.

Boycott Workfare says,

Unemployed people and campaigners have condemned George Osborne’s announcement that long-term unemployed people will be forced to work unpaid or face losing their social security as a criminalisation of unemployed people.

The maximum community sentence that a judge can hand out is for 300 hours, but claimants on six-month workfare schemes are already being forced to work without pay for 780 hours. The four-week Mandatory Work Activity scheme is already the equivalent of a medium level community service order that a person might receive if they were found guilty of drink driving or assault.

When a similar scheme was introduced in the US, thousands of jobs in the Parks Department were lost in New York alone – to be replaced with forced unpaid workers. Similar case studies have emerged in the UK, where workfare placements are already taking place in hospitals, council offices, charities and businesses.

The preliminary results are from the trailblazer pilot, which tested CAP along with Ongoing Case Management (OCM) – “a more intensive a more intensive offer of flexible and personalised adviser-based support, as well as a set of mandatory activities, delivered by Jobcentre Plus through increased adviser interventions for six months”. These two schemes were tested with a control group continuing on standard job centre plus, and participants randomly assigned to the schemes.

Fifteen to 18 per cent in each programme strand had entered paid employment, become self-employed or were waiting to start work at the time of the survey, six to seven months after starting on the trailblazer. These job outcomes did not vary significantly between programme strands, nor did the types of jobs entered, take-home pay and hours worked.

For participants on OCM, those who reported receiving more personalised support to their individual needs were significantly more likely to be in work at the end of the programme. However, for CAP participants, neither attending a placement nor receiving jobsearch support were significantly associated with a job outcome around the end of the programme.

The majority of participants reported being in receipt of JSA at the time of the survey. DWP statistics published alongside this report found statistically significantly lower levels of benefit receipt for both CAP and OCM participants compared to the control group about six months after starting the programme.

    Commenting on figures published today (Thursday) by the Department for Work and Pensions on the government’s Work Programme, TUC General Secretary Frances O’Grady said:

    ‘Despite the official spin, the Work Programme is still failing to deliver for many jobseekers.

    ‘Just one person in 25 is able to find a proper job after a year on the scheme, and disabled people have seen virtually no benefit since its introduction. Although there has been an increase in placements for those on those on the dole these improvements are starting to tail off.

    ‘The government is obsessed with punishing those out of work, rather than helping them find jobs. The best way to get to grips with our unemployment crisis would be to offer a jobs guarantee for anyone out of work for at least a year.’

    • 1. Your Doctor And Or The Hospital Consultant….they advise you not too work because of say a heart condition or through aggravated stress etc 2. You are sent to see ATOS and you lose and have too appeal and again lose and end up on JSA with MWA. You have another heart attack and or ”breakdown” Can you sue ?

  3. Once again those idiots of the coalition prove that there are not enough jobs out there. Rather than try to create paid employment and help people to help themselves they decide its time to give the unemployed and disabled another good kicking by keeping them below the poverty line.

    How is working for nothing going to help people back into work? The days when we could bag jobs by sending speculative letters and popping into businesses and asking were gone in the mid 90s. Never has a government been so out of touch with the real world.

I will be fascinated to see, in the coming months, how many of Cameron’s/Osborne’s chums in the private sector set up charitable or neo-charitable divisions offering to supervise ‘community workfare’ schemes. G4S, Serco (all the usual suspects) swiftly develop divisions which can recruit free labour to work at hospitals, homes, building projects in which those selfsame suspects have significant project management interest… That couldn’t happen, could it?

    In respect of claimants attending a job centre daily, wouldn’t this require a significant increase in DWP personnel? Wouldn’t this require larger or additional premises? Would a claimant be allowed travelling expenses for daily attendance? Has this been costed?

    As regards ‘intensive treatment’ (very Cameron, very clockwork: very Osborne: very orange) for mental illness or illiteracy, is this a tacit admission that claimants who were/are mentally ill, or who were/are illiterate, can have gone through two years of the work programme without those problems having been identified and/or addressed? Are we seriously to consider the possibility that those lovely work programme providers could have had a claimant on their books for two years without noticing that s/he was mentally ill or illiterate? Or that those lovely work programme providers could have noticed these and similar problems and decided, cynically, to do b*gg*r all about them?

    I leave aside the question of the ‘intensive treatment’ envisioned for the mentally ill. No doubt, if Cameron and Putin are still speaking, the latter will give the former advice on this matter.

  10. well i went to my post wp interview and it was a load of bollocks as normal told them about the wp binning me from day 1 and was not interested about it and just kept saying he wants a cv from me end of and booked me in to see some one about making 1 up or will get a sanction doubt if i dont give him 1 in 2 weeks time and wants what there is on the jcp work history they got for me what is 1 job 8 years ago done 1 week and another 10 years ago that was 4 days so waste of time even doing 1
    also wants 2 months bank statements and as i use online banking asked if they will pay for it as its 15 quid from my bank, no answer so i said i can take a pic of it on my phone but only shows the last 4 transactions and said that’s ok but dident like it.
    i now have to apply for 5 jobs a week and if i dont and they can find that many on ujm that i can get 2 and never applied for them they will send my claim up for sanction doubt.
    asked if these jobs included agency jobs and skilled work as i cant apply for them and got no answer to that and just said again if they can find jobs i can get 2 and i dont apply they will send it for a sanction doubt.
    so if i dont apply for a job within a 90 min range of my home and they can find it on ujm and i dont apply for it or find 5 a week ill get sanctioned even if its a job i cant do but is in my range of 90mins
    i will also have to do a 3 week course on some interview help in November time what i have done over and over again so will prob do 1 day n get told to fuck off as ive done it 9 times.
    also tried to get an email addr out of me and my phone number and got pissed when i said no so went on to say can i email him my cv when its done n said i not stupid ill never give you my email addr from my computer ever and said when i see this person about doing my cv will they do it for me and print it out as i got no printer at home and said urmm well yes i guess so so said ill just get them to put what you have on me on ur system n that will be me cv then good luck making that look good and getting a job match on ujm cos it wont work
    only change on my jsa is the 5 jobs a week and phone 2 a week the rest is the same as it was b4.
    asked again about my provider dumping me and taking the ref fee as i class that as fraud and received no help at all and just said put it in righting if i got a problem with it and send it to them said ok and also asked if they had got my exit report from them and he just said we dont need them the wp is finished and there not interested in what they did or did not do to help me any way.
    so i got to apply for 5 jobs a week even if its agency or skilled work if its within 90 mins even tho id never get the job or get sanctioned
    go see someone to help me with a cv with hardly nothing to go on it so waste of time or get sanctioned
    and do a 3 week interview help course again or get sanctioned.
    was there well over an hour and sanction is the new fav word slip up once and they will raise a doubt it seems even if i only can find 9 out of ten jobs i need to apply for it seems and for me that is near impossible as the most i ever found in 1 week i could apply for and get to on public transport was 3 and thats how many i apply d for for the last 2 weeks on my job search.

  11. If you rememember the Conservatives came up with the same idea when they were campaining for the 2010 general election, it was grandstanding to win over voters, other than the Work Programme, little came of it.

    To implement what they are wanting to do would break employment legislation/law, why do you think MWA’s are only for 4 weeks.

  13. I don’t usually get angry, but now I am BLOODY FUMING!
    Who the hell does that twat in his ivory tower think he is?
    I am 59 and do a few days a week voluntary work with my local AGEUK shop….I could do 5 days a week if I wished… but I volunteered, and nobody forced me,.

    yes, i have been unemployed for more than three years……and i don’t know if voluntary work would be included in the COMMUNITY SERVICE/ WORK scheme they intend to bring in.

    As far as I am concerned, community service/ work is given to those who are CRIMINALS.
    If this is meted out to those who are trying to find work, and have evidence required (I’m not talking about the real lazy, drunk and drug addicts—these need specialised help, as well as those who are illiterate and mentally ill), then I would say that there should be a law against this in with the EU legislation.

    If there is work to be done in the community… THEN MAKE IT A FULL TIME JOB!!!

    They may want you to go to the jobcentre every day?!
    The Law says you have £71 to live on per week….. I now have to find an extra £5 pw for council tax (and those who need to pay bedroom tax, even more).
    That makes the amount £66 pw….£5 under what the Law says you need.

    If transport costs are not paid for those who attend the jobcentre daily, then almost all of the JSA has disappeared.
    This surely is illegal and it would have to be brought to the attention of the EU.

    If they think they will get in next time with these kind of draconian measures, then think again.

    • Superted:

      The Jobcentre does have the right to see your bank statements, but they are only allowed to ‘look’ and not allowed to ‘copy’ it, it’s just to make sure you don’t have more savings than your allowed to claim your benefits.

      i.e. for JSA the limit is £3,000.

    • The new DWP guidelines are £6,000 for JSA, but I wouldn’t put it to the test, stick with the old rules of £3,000 and you can’t go wrong.

  19. This crackpot scheme will definitely end up displacing workers in low-skilled employment (particularly local authority employees) with the jobless. Why pay just above the minimum wage for staff (especially with the massive funding cuts being inflicted upon councils) when you can obtain free conscript labour via your local jobcentre?

    One of my neighbours, who’s a street cleaner for our local council and has made some snide remarks about me being unemployed, didn’t look overly happy this morning after I’d cheekily called over to him as he was getting into his car to go to work, that I’d shortly being doing his job.

    Cruel, but he deserved it.

    • Always think something up: One morning wash his car without being asked, early. Tell him he should approve as you are doing the compulsory work they want us to. But you had to use paint stripper and wire wool and you also (coathanger) cleaned the interior, you had no fabric cleaner so hosed it down instead with pee!

  23. So, imagine I (no phone) am sent by force to the home of an elderly person even more disabled than me. They can’t call for help. While dragging their heavy vacuum cleaner to the top of their steep, narrow stairs (with bad back!), I either trip and drop it, or more likely have a major seizure. I fall all the way downstairs and the vacuum cleaner also lands on me. At best I am bashed up and in shock. At worst, broken leg or back or neck. NOW THE FUCK WHAT?!!!!

  24. I think everyone put forward for this ‘scheme’ should only state that they are willing to do 11 hours for their dole. That’s 11 hours at min wage.
    If they are expecting you to ‘work’ for your JSA, then they should pay the going rate.

    If the majority of people stuck to this then it would soon fail. Or they will actually realise anything else is just plain wrong. But as another poster said, we are mostly mice in this country. Unemployment is a crime now. However they spin it they are treating us like criminals.

    I have been sanctioned by the WP incorrectly for 7 and a half months which was finished earlier in the year. Tribunal is currently frozen for that, Then back at the jC+ for a while then two psychopaths gets me sanctioned for a further 17 weeks which expires in October.

    All down to errors and suspicion. And what can i do about it? Nothing.

    I will be fighting the big sanctions from the WP, but the latest round I have no chance.

    In guess more sanctions are to come. That’s all it seems to be about these days. Punishment. That alone will cause many mental health problems.

      • I am scheduled to leave the wp in July 2015. Was told when I started that any break for illness etc – will be added to time on. IE 4 weeks off certified sick One Month added to time on wp. This of course includes jury service. I asked about this and was told it’s classed as leave of abscence

  25. Or, imagine you’re sent round to be carer for a person and either the workfare worker bullies or physically/sexually assaults the client, or the client does the same to them.
    Or at the very least (puts trained, experienced, skilled, qualified, certified/insured/registered/checked – and caring!- carers out of work!) the carer (workfare) gives very substandard care, the wrong care, neglect, could get them (client and/or workfare person) killed as they are not trained or supervised. Missing a critical/acute health condition, you could leave a worsening condition to deteriorate to the point where the client dies. (Extra opportunity to burgle the client or mess with their possessions, or slag off them and their lifestyle. EDL person sent to ‘care’ for black client, homophobe put in charge of gay client. Black person sent to racist client, gay person sent to homophobe.) Since personal care generally involves nudity of clients, they don’t get any choice over who sees and touches their body; who else thinks that’s pervy and creepy? The more disabled the client (if they are any LESS disabled, they will be ordered onto the street to pick liitter too!), the less they can do to stop a workfare person (including very disturbed people) from trashing their home, bringing mates round, smoking, spitting, drinking, swearing, taking drugs…. (Paid staff do some of this too, generally with clients unable to communicate/learning disability/dementia or who will not be believed.) Of course the other year the news had that case of the paid ‘care’ workers taking nude photos of their disabled and learning disability clients (plus elderly/obese people) and putting it straight on the internet along with negative personal comments and the client’s name and address. They got fired but not much else happened to them and no compensation to clients. Even if you give half a damn you might not notice DVT, gangrene or an infected ulcer/sore. A client could get an amputation as the result of your neglect. If you were skilled in the job you’d have applied for it and been hired to do it, already! You could miss subtle signs like risk of diabetic coma. Not to mention hundreds of different data protection and confidentiality and privacy issues that arise from this ridiculous scheme.
    yes sack all the brain surgeons if you want and replace them with workfare, so long as the first batch of clients are the members of the current Cabinet!

  26. Didn’t take long for the job centre to get in touch.. Been told today that I have to give up college course with immediate effect as it limits my availability for work. I’m in my 4th week of a course that they said would be ok for me to attend.

    I have no job to go to and they have no plans for getting me any training. So now I have to face the reality of sitting at home all day looking for non existent jobs or daily signing on. I’m currently sending off applications for work as well as studying. Osbourne, Cameron and the rest of them should hang their heads in shame, never done an honest days work in their miserable little lives and have the cheek to tell us that we cant better ourselves.

      I am doing two days a week voluntary work, and I could do 40 hrs if i wanted to…..but are you sure they won’t sanction you/ us?
      Would that count as their “community” work?.
      It should do…. but you never know.

      Most if this must be illegal—-for those who are genuinely looking and provide evidence that they are looking for work.

      I have said before that for those who are 16-24 (apparently the largest unemployed group) I cannot see any reason why they should be unemployed.
      I am talking about REAL jobs….
      There are many apprenticeships, training with employers, and at this age, they can train for some kind of career.
      Unlike myself, who is 59.
      If they think I am going to train for a new career, they can think again!

      Also, for those up to early 40’s—this is where the jobcentres should be doing their job.
      When you get into your late 50’s, ageism DOES take place, and it’s much more difficult to find work if you are not skilled.

        I expect older people will be far worse off – perhaps they could sue the DWP for the inconvenience!!

I’ve tried everywhere and not had a single interview for paid work since March. I was planning to sign off with my course but this will render me unable to attend it as I still need to travel into lectures etc.

    Just seems like a lose lose situation. College and the thought of better things ahead are the only positive things keeping me going at the moment. Just feel like going to be with a bottle of water, my epilepsy meds and ending it all. I can’t take much more of this crap

    Waking up each morning not knowing if you are going to be sanctioned or not is MENTAL HARASSMENT.
    I would certainly say that this comes under the Health and safety Act., with “Health” being the operative word.
    If you are being bullied whilst you are doing all you can to find work, and can provide evidence, then you may have a case under the Health and safety Act—and Harassment Act.

    • I’ve already got a written complaint rattling around in the system and been told by the Independent case examiner that it can’t be taken any further until JCP give their final response and this is something which they seem to be spinning out for as long as possible.

      I had worked constantly since the age of 16 until 3 years ago when I was diagnosed with epilepsy. I’ve worked since, but in short term agency contracts etc which are no use to anybody. I’m currently undergoing counselling for depression – a result of my epilepsy and bullying. I’m not saying that spending time at college is going to cure my illnesses, but at least gives me something positive to focus on during the two days which I study.

  30. ive had 8 interviews since early sept, but no job yet, currently on OCM, but no the DWP do not like voluntary work, if i havent found work by April I expect to be on community service, not doing my full time charity/voluntary work

    • the gov are going to be paying i think 800 quid per place i think i seen some where and i got a letter from learn dir that says they get 2200 for each 18 to 24 year old they take on for 26 weeks then dumps them back to the wp for a new 1

  40. HELP TO WORK – Accelerated sanctions and fewer appeals.

    From the Daily Telegraph’s report on the Help To Work Scheme:

    “Claimants who fail to attend any of the compulsory programmes will face an accelerated sanctions regime with fewer appeals. The first breach of the rules will mean a loss of four weeks’ benefit and the second will forfeit three months’ money”.

    Does this mean it will be easier and quicker for sanctions to be applied, and harder for victims to appeal?

    Compare this latest attack on the poor with the changes in Legal Aid, and the call to curtail Judicial Reviews.

    • Those unfortunate enough to find themselves trapped in unemployment through no fault of their own are getting bullied by the JobCentre. As someone posted earlier on in the comments this is not about helping people into work, it’s a witch hunt specifically designed in for the purpose of bashing the most vulnerable people in society rather than hunting down the real culprits who created the economic downturn.

      Voluntary and Mandatory work is only worthwhile if it leads to full time work. Cameron and co are only interested in licking the arses of the Daily Mail readers who will keep them in power in 2015. The sooner the removal van pulls up outside number 10 Downing Street the better. Cameron must be the worst PM in history.

  44. SuperTed in regards to your Fraud post, They just refuse to take or action the complaint , I have tried twice to log a fraud complaint in this matter. First instance I got my usual Treatment by the manage SL refusing to even take the complaint and them threatening me with the police if I tried to record his response

    Today I decided I have had enough I told them I am going to publish the whole lot all the letters all the audio logs I have transcribed and the Audio recordings I have recording themselves for cross reference validate on the transcripts and be damned, They can take me to court I welcome the chance to get this out in the open. The call was then interrupted by manager who claimed I was taking up too much of her employees time she had consulted a dept. solicitor and was terminating the call, stating they would take no more calls from me and any from now on it letters only.

    Anybody got any recommendations for Journalists / news papers bloges etc might be interested?

    Gia anyway I can have your email address? I have finally got an appointment to see my local mp about the entire two years of this , I will have to fully write it up to document it and thought it may amuse you if your interested in the full story.

    • i did ring the number on the back of the letters i had from my provider but when i say they are committing fraud for the help i received as i was parked for the hole 2 years they just put the phone down and the jcp dont care and wont help me with it at all just saying put it in righting and its my problem to sort out like finding a job!!

      • Dosn’t shock me, I have received yet another boiler plate letter as the ‘final’ response to my formal complaint of maladministration regarding that issue , use of threats of arrest to deny right to record etc and other abuses of authority i.e. failing to answer any questions ask by deliberate omission etc or stating a stock response to a different unasked question,

        The department that investigated my maladministration complaint was the very same department I made the complaint about Including the manager who REFUSED to take or allow me to a complaint reporting a possible fraudulent situation regarding my WP status. Due to this conflict of interest I had requested an appointment to make my complaint in person to a staff member of Higher rank from outside this department. This is normally considered good practice this was point blank, when the appointment arrived it was for a manager from the same office who would work with and is presumably the same rank as the manager I wished to name in the complaint. When I raised this issue the DWP simply cancelled the appointment.

        Quoting from the first and ‘final’ response I got this is what the DWP consider a though investigation of a complaint

        From the first paragraph

        “In JC plus we operate a tiered process and your complaint has been passed to me for reply. This because the issues you raise are my responsibility as JC plus Services Operations Manager for ***** and I have not yet had an opportunity to address your complaint.”

        3d paragraph from the end states

        “The allegations you have raised have been investigated and discussed with the appropriate members of staff. The individuals were simply performing their normal duties and there is no basis for your view of their conduct”

        So there you have it it is apparently possible for the DWP to hold an investigation for a complete when they havent had the time to address the complaint.

        It is apparently part of SL’s job to deny clients the right to record and refuse to follow their own published guidelines to make alternative arrangements and then intimate peole who insist on standing up for rights with the threat of arrest.

      • Philip, in one Jobcentre I know of, even the computers are crammed in like sardines – and there’s only four computers! You should see the size of the small makeshift computer room – not much bigger than a sardine can!!!

        Oh, and by the way, there are over 2,000 Jobseekers’ registered at that particular Jobcentre!

        But the absence of something as simple as public toilet facilities in Jobcentres might well be the killer blow for this part of the inane Help To Work scheme!

      • In my Jobcentre they only have two IADs. And all the adviser workstations are on top of eachother. I was waiting to sign recently and I overheard two claimants being referred to a decision maker. There’s no privacy in these places; none at all.

I overheard one jobseeker say that if he was forced to take part in this scheme, he would carry out a series of carefully calculated acts of vandalism and sabotage that would end up costing the placement provider thousands of pounds. And furthermore, he made it absolutely clear it would happen in circumstances in which he would escape prosecution.

    Other jobseekers who were listening murmured and nodded their heads in agreement. Let me make it clear I do not condone this kind of behaviour, which I can only describe as reckless and irresponsible. Not to mention illegal as well. However, people who are going to be forced into taking part in this scheme under threat of having their Jobseeker’s Allowance stopped if they refuse will almost certainly harbour a great deal of anger and resentment. Quite how this anger and resentment will manifest itself remains to be seen.

    People don’t want Help to Work; they want work. Paid work!

    • Is there anyone who has legal KNOWLEDGE regarding the following?:

      A friend of mine who is 51 has just received a letter from DWP Head Office saying that they have sanctioned him one months JSA.

      This was for supposedly missing an appointment for a jobsearch in JANUARY!!……
      and while he was on a WP with SEETEC.

      He finished the WP a few months ago, and is now signing on for JSA with the jobcentre.

      He cannot remember missing that appointment…. and in this letter received today, they APOLOGISED for the time taken!

      He is sanctioned from 20th of THIS month for 4 weeks.

      Apparently, they have sent out 100,000 sanction letters this week.

      Is this LEGAL?!!
      He was given NO WARNING of this from January until now.

    • I did the same. I pointed out that you can’t build a business from one man and his van to a logistics company £80m turnover without some very rich and powerful friends (ie, by acquisition of other business , speculation, asset stripping and making the majority of the work force redundant, before profit taking). This does NOT equate to building a business by “pure hard work”. What a lying bastard.For some reason unemployed people cannot normally gat access to venture capital. Does he not know this?

Have you ever thought of asking them how many people have they actually got into jobs in the last 3 months and ask them how many are still claiming. And whether they have any experience of getting people into work and do they have contacts in the industry? If they worked in the private sector they would get fired!

    The bankers caused the problem not the unemployed. Just string a few of them up before announcing the National Lottery results (cos they like hanging).

I gave her the option of speaking to her office but no she wanted to big it up in front of her staff. I told her she was taking a risk. She replied we take this very seriously (not) so I said I am sure your staff would be anxious to know what your definition of bullying is, then produced the OED.. Fail.

    And she has got a job.

    • …and don’t forget the new Help To Work scheme will only address a very, very small percentage of the overall benefits bill – and it is that last fact that betrays the mean-spirited motive behind this latest Tory attack on the poor and the vulnerable.

      It gets applause at the Tory conference and catches some Tory votes by stirring-up gut-reaction hostility among the unthinking electorate who are ready to scapegoat the unemployed.

      • The only thing Jobcentre plus is fit for is consigning to the scrap heap along with the work programme and the coalition government. It’s been a complete failure for years yet still costs the taxpayer billions to keep it alive.

        You know when something is wrong when the results of a £5 billion programme are worse than what they would have been for doing nothing.

    • As I understand it, these new ‘Centres’ and regime we will all have to attend on a Monday to Friday 9 till 5 basis won’t be coming into effect until autumn 2014, this is because the DWP have to run ‘Pathfinders’ in two different area’s of the UK and if all goes well (I can hear you laughing now) will be rolled out nationally.

  58. Is there anyone who has legal KNOWLEDGE regarding the following?:

    A friend of mine who is 51 has just received a letter from DWP Head Office saying that they have sanctioned him one months JSA.

    This was for supposedly missing an appointment for a jobsearch in JANUARY!!……
    and while he was on a WP with SEETEC.

    He finished the WP a few months ago, and is now signing on for JSA with the jobcentre.
    He cannot remember missing that appointment…. and in this letter received today, they APOLOGISED for the time taken!

    He is sanctioned from 20th of THIS month for 4 weeks.

    Apparently, they have sent out 100,000 sanction letters this week.
    Is this LEGAL?!!

    He was given NO WARNING of this from January until now.

  59. This is a very highly specialist area of law. Legal Aid lawyers are as rare as hens teeth. Your local CAB could send the case to local Welfare Rights. If they think there is a case they will represent BUT and it is a big BUT, IF only your friend has NOT been interviewed under CAUTION. Otherwise you need a specialist lawyer.

    • You’re right, Obi Wan Kenobi. In fact, I said much the same thing in comment #67 on this same page the other day!

      Some simple facts about unemployment:

      Only 3% of the welfare bill goes on JSA

      94% of JSA claimants are short term

      The nauseous Help to Work Scheme addresses only 0.15% of the total benefits bill

      50% of welfare spending goes on pensions

      A further 25% is spent on in-work benefits

      But never mind, just conveniently ignore the facts and scapegoat the minority long-term unemployed by brainwashing the public with propaganda and voodoo polls!

  61. And it might also be helpful to repeat the warning about the “accelerated sanctions regime” – with “fewer appeals”.

    The Daily Telegraph reported:

    “Claimants who fail to attend any of the compulsory [Help To Work] programmes will face an accelerated sanctions regime with fewer appeals. The first breach of the rules will mean a loss of four weeks’ benefit and the second will forfeit three months’ money”.

    Presumably, the term “fewer appeals” means it is going to be much harder for sanctions victims to lodge appeals in the first place.

  62. well i went to see someone about making a cv up as was told they have to send me on a course to do that and that she was not able to do 1 today so said my adviser said i have to give him 1 next time i signed on and showed his hand writing on the letter demanding 1 for the next time i see him and that’s the only reason i was there.

    was made to wait as they had to see some one else first and then went down to give my adviser a bollocking as they were not able to do my cv there and he knew that in the first place b4 he even sent me to see them so guess he hoped id not have shown up in the first place n signed off.

    i bet he never thought id be sanctioning him first pmsl 😉

  63. I have been told I have to do MWA and to expect a call from a provider in the next few days to tell me where its going to be at. She said it has to be something that helps the community and its normally 30 hours but it might be more, it depends on the placement, like if its a charity shop that’s open 9 – 5 I’ll have to do that. That’s 40 hours (or more if they try to get me in on weekends too)
