Universal Jobmatch: How On Earth Can It Work?

Johnny Void has an important post on Universal Jobmatch.

He writes,

Despite earlier denials from the DWP that unemployed claimants will be not forced to sign up to the new site, it now appears as if registering will be mandatory (as the above picture reveals).  Claimants will be expected to sign away their rights under the Data Protection Act and hand a vast amount of personal detail over to the DWP, who can them pass the information onto anyone they choose.  The legality of this is unsure, as is how and when sanctions might be applied – keep an eye on the internet for new developments.

Jobcentre advisors will have full access to personal accounts, meaning they can check on all activity, snoop on job applications, cover letters and CVs as well as ‘suggest’ job vacancies.  Failure to act on the DWP’s suggestions will lead to benefits being sanctioned.

Johnny covers most of the points we would wish to make about this repulsive and, equally, hare-brained, scheme dreamt up by busy-bodies, form-checkers,  and little ‘itlers.

We merely add this:

Not everybody is computer literate to any degree.

Nor do we all have access to the Web.

Nor, and this is my point, even if we are the first and could have the second, can we afford it.

We rely on public terminals. Often you can not upload stuff like CVs on them.

These are only free round here for 2 hours day (good-bye all-week surveillance).

In Suffolk this is provided by the library service – now a “private charity” (Industrial and Provident Society). It is running into a deep crisis, largely, but not completely, the result of cuts.

The Library Internet is in a shambles.

Today it was not even working till mid-day.

Because the browsers are not updated (thanks to the new ‘Society’ not wanting to fork out for this?)  it is not always possible to always use Hot Mail to apply for Jobs, nor to access many, many, other sites properly.

I was not able to comment on Johnny’s site because the system is so poor it won’t let you do this.

If the Public Internet in Suffolk is not fit for purpose it must be the same elsewhere.

How on earth are expected to use this system?

  1. what you could do is log in, but never apply through the site.

Instead take theinformation (if possible) and apply directly without dealing with this site. Keep the information given to a minimum.

Or better yet, if possible, just meet your jobsearch quota elsewhere. They may be able to compel be able to register with this bollocks (assuming there aren’t contradictions with the data protection act, im no expert!) but they can’t force you to apply for jobs within unless they specifically give you a jobseeker direction to do so.

Surely all that matters is you fulfill your requirement as set out in your Jobseeker’s Agreement.

    • You are wrong.

Although its what steps you take rather than what you don’t, you must follow a Jobseekers Direction (JSD)… When you refuse consent or to register they will issue you with a JSD. If you fail to “participate” on the site it will be treated as if you failed to do the JSD.

Universal Credit has a declaration which will rope you in but in the short term your Jobseekers Agreement is likely to enforce you to “participate” on that website.

I found out something interesting this week. I used to understand that Decision Makers made the decisions… but in fact they only advise (accept or deny)… its the jobcentre worker that does everything else, apparently.

      • Nothing truly automatic… of course the adviser you see when you sign on will make it seem that the sanctions are all automated… but its more likely they are involved in reporting a “doubt”.

  2. You bet me to a UJ post!!

This system is set up not to match you to work but to spy on you to ensure you are Actively Seeking Employment. DWP have rejected 99% of FoI requests on this very subject under some section of the Act – 53 or something (?)

So having your CV automatically matched to jobs is GOOD

Being designed by Monster who are poor with data security is BAD

Being monitored by Jobcentre Plus is BAD

This login will track you from the number of applications submitted, forcing you to unsuitable vacancies to get you sanctioned when you refuse or fail to apply and even log how many minutes and seconds you spend in each job searching session. Not to mention of course they will know what links you clicked, how long you were on each page for, your specific job terms searched for etc. and details regarding the computer you access from.

    http://www.whatdotheyknow.com/request/124767/response/313791/attach/html/2/FoI%203082%20and%20IR%20568%2018.09.12.pdf.html

    They will:-
    1) Ask you to register to improve your prospects
    2) Request your consent to track your usage
    3) If refusing 1 and/or 2… send you a Jobseeker Direction so when you refuse or fail to do it again you lose your benefit with a sanction. (not my words… its the policy!)

Of course, when you register you will likely input your NI, name and address. So even if you do not consent, the jobcentre will still have access to your usage records and CV by searching for NI, name or postcode.

As you may know, I run a job search website… the webserver logs the page requested, referrer (previous page, if its enabled in your browser), your IP address, and browser… all by default. This is rather useless anonymous information especially at the volume we get… we cant tell location or find out who anyone is. The server logs can roughly guestimate an average viewing duration – again we don’t know who anyone is. We don’t spy on anyone. Each unique page on the site is the same one viewed by everyone – no sessions at all.

The site is getting hacked… and data will be lost. Companies can be big targets especially financial or companies that have been controversial. Governments is another thing entirely… why would you not want to hack a Government site full of millions of peoples details to embarrass them or for financial gain? Will be on the top of the hackers list I am sure. I hope it lasts until Christmas, if not New Year.

Not only is the Universal Jobmatch logo extremely shit…. apparently the delay for launch is due to problems with the “design” of the site (read: security). I would expect the company responsible for hosting this website will use a cloud based hosting platform meaning the data is likely to be stored outside of the UK and even probably outside the EU too.

  3. Question 4 on the Universal Jobmatch FAQ is

Will jobseekers be disadvantaged if they do not have access to the
    internet at home?

    The answer is

The service will be available from anywhere that the internet can be
accessed, including internet cafes and libraries.

The most important thing is to help jobseekers to get the training they need, to
be confident in using the internet, searching the web and know how to open
an email address, so that they can receive the full benefits of the service. centre

So they have not answered the question really just said that you can access it wherever you can access the internet.

I am not sure that is very helpful especially if you do not have internet access at home which I am pretty sure is not the case for all benefit claimants.

I guess they are all going to have to fork out for internet cafes at more than £1 an hour for this if they are not able to get to a library, or are they advocating piggybacking on people’s wi-fi to be able to apply for jobs?

  4. I’ll be denying consent. I will not sign it. I will not be uploading my CV to it.

How is it right that they take away the facility to browse jobs? What about if you are looking for any type of work? Work that’s not on your CV? The DWP are limiting your jobsearch if that’s the case.

I’ve had enough, I’m sanctioned till next year anyway so might as well start getting used to living on nothing. I have a roof over my head and support from family and friends. So i will experimenting with different ways of telling them to shove it! Get a job? Yeah, right! If only!

There’s a shitstorm a comin’. They know it, we know it. The proportion of the masses that are blinkered yet decent will begin to see this when the media reports cannot be suppressed any longer, or the riots are too tangible to ignore.. People will be dying. More committing suicide.
Unemployment is a crime. Capital punishment will be dealt out by deprivation.

    • They are “limiting your jobsearch”: you are placed in a “category” which limits the vacancies you can view (1=”in-valid=”menial”, 5=”valid”=”professional”). It is like something out of a sci-fi movie.

    • Hmmm i understand you totally , however i think you should find a way to work the system. Receiving sanctions means you are being punished. Consider this fact , even if you comply to everything the DWP are asking , it doesent mean that the employer sitting in front of you will employ you. So it will be less stress for you. If you see the DWP as your enemy then you will be better of not setting yourself up as a target. Apologies if i sound presumptious.

  5. Wait a minute, everyone’s getting ahead of themselves with this one. The DWP asserts that this latest exercise in social control will automatically give jobseekers a better chance of finding work.

But where is the proof ? Have we become so deferential towards Jobcentre employees that whatever actions they choose to impose are always correct, or always reasonable, or always legal in every instance ?

Say a certain group of factory workers went on strike. The factory owner contacted the Jobcentre saying he wants dozens of people to replace the strikers and he wants them immediately. A jobseeker is mandated to apply for one of these “vacancies” but refuses to do so and cites the relevant JSA Regulation (I forget the exact one) which gives him “good cause” to refuse a job opportunity in those circumstances.

Although the jobseeker has a legally enforceable right not to be a strike breaker, the Jobcentre adviser decides to act either in bad faith or in pure ignorance of the Regulation and starts threatening the jobseeker with sanctions.

Any decision maker or tribunal judge would throw out the adviser’s application immediately. The point is though, this senario assumes that the jobseeker has stood his ground and not given way to malicious or incompetent behavoiur on the part of the adviser.

So when the time comes for Jobcentre employees to demand that I throw away my rights under The Data Protection Act and The Human Rights Act I will decline to so, and at the same timew I’ll ask that person to name the specific Section and or Regulation that allows him or her to make that demand.

The DWP has an impossible task of proving that these online measures will improve someone’s chances of finding work. Having 2.5 million CVs crammed on to an insecure website isn’t going to help reduce the number of unemployed. At best, the numbers of unemployed will stay the same (although there’ll be a sharp increase in the amounts people calling themselves John Smith and Jack Jones living in Russia all of a sudden).

At worst, Universal Jobmatch won’t live up to it’s name and the wrong people will be matched to inappropriate jobs. Thus, Jobseeker A accepts an unsuitable job. But Jobseeker B, who would have found the job to be ideal, loses out. If the geniuses at the DWP were looking for a system that reduces the chances of someone getting a sustainable job they’ve found it in Universal Jobmatch.

Besides, when this is introduced what kind of credible evidence could the DWP even hope to produce to prove that the reason people found employment was attributable to Universal Jobmatch ? And exactly how many civil servants were offered employment by going through that quaint, old fashioned process of putting their application forms in an envelope and putting those envelopes in a postbox ?

Universal Jobmatch won’t lead to any kind of improvement in joblessness. But it will lead to a severe reduction in people’s privacy and their statutory rights. But instead of trying to pass amendments that curtail the rights of people claiming benefits, the Tories and LibDems have chosen to do so in this cowardly, underhanded way.

    • The failure of New Deal programmes is a pretty good indicator of the fact that all this mandated and overseen jobsearch does not affect the long term unemployed when there is a recession on. It was the same in the 1930s, economists said you have to get people looking for work in order to stimulate the economy. Of course unemployment did not start going up until governments took a hand in actively creating work (killing Germans). As usual the most important lessons of history go unlearned due to ideology and the right are determined to treat the crisis as a problem with the supply of labour (the unemployed are all lazy scroungers cheating hardworking taxpayers out of their money so they can all live in mansions) instead of the ddemand for it – not enough jobs.

Not that we should go back to killing Germans of course. Not with the French still around.

  6. Forgot to mention. Mandating people to allowing advisors to access your activity on UJ would be a blatant contravention of Data Security principles, which clearly state that such permission must not be coerced, hence the place asking you to sign your permission. They will try to tell people they have to agree, but this is the place to focus protest. Do not sign.

  7. I wonder. If everyone created a few fake CVs with fake names – apparently the system is open to anyone, yes? – how long would it take a) to completely crash the system or b) make employers totally lose faith in the new system and refuse to use it – maybe whipping up a bit of media attention on how useless it is? If you’re not doing a real CV, not doing it for yourself, you don’t need to put any significant time or effort into it – the various poverty pimps have proved that time and again.

I’m not advocating anyone do what you are suggesting, but let’s say everyone did this, the UJ would sink like the Titanic – good hyperthetical idea – in fact I think the system is open to accepting CV’s right now if anyone’s interested.

  10. I signed on today and was told to register for Government Gateway (which includes Universal Jobmatch). I was told it was compulsory and when i showed my Advisor the printout saying it wasn’t, she told me she was making it a Mandatory Activity that I registered. She then booked me another appointment on Friday to make sure I’ve registered and asked me to bring in my CV. Any advice?

    Butteo

    November 16, 2012 at 1:15 pm

  11. They can make registering mandatory, but they cannot force you to sign the permission for them to access your account (see the picture of the form on Johnny Void’s website, linked above.) Do not sign this and they cannot check what you are doing. If they try to coerce you to sign they are violating the Data Protection Act and you should hand them a written complaint regarding this.

    anothergrumpybrit

    November 16, 2012 at 1:48 pm

    • Yes it’s that permission to access your account that really vexes me as well.

This would mean tracing your every job-search move on their poxy site, and is absolutely unnacceptable.

    • They can. They know your NINO. They can find your account in 30 seconds.

We know the ICO doesn’t care about jobseekers complaining about the DPA.

      Legal aid restrictions etc.

Even if they obtain the information unlawfully, sanctions can be applied. You stand a good chance of it being overturned… but how you going to cope in the meanwhile?

Did she give you a letter stating what she had said to you and did it include the Jobseekers Allowance (Employment Skills and Enterprise Scheme) Regulations 2011? if she didn’t and only gave you a verbal instruction to do what she asked then that’s UNENFORCABLE and ILLEGAL, next time you sign on with her you need to tell her that any instruction has to be in the form of an offical document that’s approved by the DWP and she has to sign and date this – if you have any issues after that you need to get her name and call a manager over in front of her – she’ll soon clam up and probably loose her job too.

  13. Theory:

Could Universal Jobmatch be a replacment the Work Programme?

    Obi Wan Kenobi

    November 16, 2012 at 5:23 pm

  14. Doubt it. My theory is that it could be the DWP gathering data which will shortly be made available for the WP providers to abuse. After all, it’s the longer term unemployed that are the most despised and resented by our government.

    Mr No

    November 16, 2012 at 7:16 pm

  15. Just some points on the many ways this Universal Jobmatch is unworkable crap…
-How do THEY know if a job is ‘suitable’? It could be in something you are unskilled in, no experience or qualifications, needs things you don’t have, be miles away with no transport,
for a company/in a job you are totally opposed to… What if you have a CV that doesn’t match to ANYTHING? Jobs that don’t match to your CV? The joke is that the jobcentre want you to do unskilled jobs but when the employers see your CV, won’t hire you, as you are too old/overqualified/academic/overskilled.. For those jobs they probably will either not put you forward, or you won’t get them because you’re on jobmatch/unemployed, ‘non standard CV’, whatever. And generally your CV does not advertise if you have a disability, so you’d be sent to things you really couldn’t do. Or are you supposed to break data protection and put I AM DISABLED in big letters all over your CV? Likewise CVs are not meant to mention your home/family situation, marital status, age, kids, other caring or responsibilities. Should you put that there too? Reasons for needing time off work to go to the doctor? And anyone can see it so it’s a breach of privacy, can lead to ID fraud or people being targeted for assault and worse (address on CV!).

-Landlords in private rented sector housing often get to say whether or not you can have a computer/internet and can charge extra. Some places can’t instal it.
-‘Use the library’! Our one public library, from which I am still banned, gives only a non-guaranteed slot (they can cancel it at no notice) of half an hour per person, roughly once per 2.5 months. You can’t introduce any data or devices or do email, or go on a lot of sites that are popular/heavy-traffic. You can use the internet on logged and observed sites
and can print at your own expense with their prior permission. There is a waiting list for the half hour slot. There is no privacy and the staff and other users can see/access your data. It doesn’t let you delete your search history. [No usable toilets.] AND the library has had hours cut and is threatened with closure. Often when you go in after a 2.5 month wait and your slot isn’t cancelled, the internet is down or the computer isn’t working, so you must book another slot up to another 2.5 months away.
-Jobcentre Plus: These services are available but only when people or groups are ordered, with no notice, to go and do jobsearch there. Tables and chairs are at roughly usual levels, but somebody nearly got Sanctioned the other week for complaining that her disability (bad vision, eye strain, migraines, Repetitive Strain Injury, Carpal Tunnel Syndrome, diabetes, photosensitivity) was made much worse to the point where she was having to ask to leave the jobcentre, resulting from the jobsearch computers making her feel physically ill. Instead of complying, they ordered her to remain, or lose her benefits. She stayed, ‘Against Medical Advice’. Apparently these computers do/can log you, but the maximum of ‘one day’ you are sent there is nowhere near enough for you to be ‘doing it for 35-40 hours a week’. You cannot request to go in, they tell you when to go in. Often on the spot, on the same day. (Doctors’ appointments, childcare arrangements, buses to catch – you are told to cancel these.) [And there are no toilets. Staff tell anyone mandated to be there all day, ONE trip only either at the start or end to the ONLY public toilets – which if disabled had to be radar key user AND get past crowds of yobs barring entry – which are closed for demolition! No other public toilets in city.]
    -Work Programme:
Apart from the fact it takes over an hour each way to walk there, and the fact that most of the computers and chairs on the floor above my current floor are BROKEN, and the fact they need to give grudging permission to print any job details…
A network flaw, or deliberate bit of programming, on all their computers, actually PREVENTS you from doing logged searches on the jobseekers website. So you’d be unable to comply with the ‘logged jobsearch’ requirement. It is so crap it even locks you out of most of the Work Programme’s OWN computer programmes, except for a theory test about Construction. (Very dull, sat it about 25 times over 2 years as there are no other things I’m not locked out of, and I was mandated to do it. Passed each time though I’ve no interest, motivation, ability to actually do the job..) For security reasons the computer deletes all data you enter, you can’t use any disks/devices, and you can email but under the observation of Work Programme. WP think I’m about to be transferred back up to the floor where nothing works (chairs that collapse when you sit on them, computers that do not work at all). The rule that you should have 35 hours a week of logged activity on the jobcentre website, is impossible at our WP Provider. That’s in the room where more computers work than don’t work. You can access the site and do jobsearch but it does not/cannot log you, so your official ‘logged time’ is zero. And they make you attend once a fortnight but are too full and too understaffed to let you attend at other times. They can kick you out of the building after only 20 minutes of jobsearch activity, citing the critical emergency of ‘I want lunch’. (The JOBSEEKER does not get any lunch!!!) Or they ask you to do maybe 2 hours or so but they keep interrupting your jobsearch so it doesn’t get done in time. Or they blame you for not being able to read/type fast enough due to disability. So you end up complying with neither the Jobcentre rules, nor the Work Programme ones. You could be there 2-3 hours ploughing through the stuff they have said you are MEANT to do, and before you have been able to finish it they suddenly ask you to leave the building, with no warning. Or actually tell you not to read the job ads in the papers you are meant to look in!
    [No decent toilets.]
    -Internet Cafe:
We have one. It is not open at times I can get to it. They charge £6.50 per session. NONE of the seating is accessible to me! (If I had a spare £6.50 I’d need it for food)
It’s public, people can get your data, it is in a crime hotspot for card cloning and ID fraud and theft. You again can’t put in any devices like via a USB… Most of the time it’s full, there’s a waiting list. To do 35 hours a week (it isn’t even open 35 hours a week and the city has thousands of unemployed, max half a dozen terminals in the internet cafe) comes to £227.50 a week [according to my calculator] That’s assuming the terminals were free and they increased opening hours and there were only 6 benefits claimants in the 20,000+ city, and that all the regulars (students mostly) were persuaded to go elsewhere, and that the owners let you in and let you stay 35 hours a week every week (no toilets).

-Ratio of CVs to jobs filled.
If you have not worked in a ‘proper job’ for years, you are less likely to get a job. This will be obvious in a truthful and accurate CV. So your CV stops you getting jobs, so it is ‘a barrier to work’. Is THIS why Jobcentre and work programme staff tell people to falsify their CV and work history? Or they put fake details on YOUR file? (in my case most recently they lied about my age.)
Of course submitting fake CVs can get your benefits stopped or you could be charged with fraud… even if it is a fakey, bullshit CV written by a WP provider to make you look totally illiterate not to mention retarded… If an exaggerated fake CV got you a job, that is obtaining a job by fraud.

    -What goes on your CV.
Name. Obvious if it’s a CV, unavoidable really. If you put your full name, this is excellent material for identity-thieves. Programmes have in the past told people with a foreign name to put a different name like a Western one (they could be done for fraud if they comply!). Or even to change their name legally to a white-sounding name. (NB if you have a criminal record you can’t) [apart from the point that it is racist!] In other words, slave names. Slaves used to get the surname of their owner, and (as well as getting branded, forcibly converted to Christianity, often raped) be banned from speaking their own language, and have their personal name changed to a European/Biblical name.
If we are for the sake of argument all the property of IDS, Grayling and so on, they could change our names to Duncan-Smith/Grayling/Shapps or whatever unworthy piece of slime replaces them at the next reshuffle. And be renamed JimBob or EllaMae, or perhaps just given numbers. “12345678 GovernmentPropertyItem DuncanSmith,
please step forward to the front of the queue, to receive your can of old meat, housing voucher, and chewy bar of Soylent Green. Next!”

    Address.
As previously mentioned, it’d be a great way for hackers/stalkers to target single mums, ‘foreigners’, and other groups. AND if a weird stranger can find your address then so can an abusive ex-partner! The government probably do not mind. If a few hundred women fleeing domestic abuse get tracked down and killed, the killer is merely ‘keeping Britain tidy’ cleaning up the people they don’t want to be alive, it saves the government paying out benefits for the people killed off. It’s also a great way incidentally to wait for them to leave for work, jobcentre, work programme or welfare, and then snatch their kids.

    ‘Dodgy’ stuff…
If your CV lets people know/guess (eg work in gay event/org) you are for example gay, this fact is broadcast to anyone; who might then target you for hate crimes, refuse you a job, tell people who didn’t know, or make websites about/featuring you (like they did about people who made tribute pages for deceased relatives) saying they want you dead.
Your CV could end up at a religious-right group happy to circulate your details for inclusion on lists of people they condemn. (atheists, pagans, Muslims, Jews….)
However if this was the case, that you worked for a (eg gay) group, then you are stuck. If you don’t list the job, you have a gap and are ‘not disclosing information’, if you include it you are at risk. CV things like job gaps already show when people ‘left to have kids’ or were off work longterm due to disability. Work Programme providers keep telling you to ‘write a whole new CV for every single job application’ (you have no time! not when you must apply for so many jobs! It’s not practicable.). Now it seems that instead of tailored or edited CVs you must send a full general CV to all employers for all jobs, the same CV each time. If you word a job application differently or highlight different areas of your life, personality or experience, it can currently look like a different person! So you are more or less likely to get the job depending on what you say. How can you guess in advance what will be the perfect CV to appeal to all employers (or the largest number possible)?
Imagine that from tomorrow only one size of clothing was permitted and no alteration of clothes was allowed. A few people would fit it, but most people would find it far too small or far too large to wear. That’s the Universal Jobmatch CV!

    ‘Refusal’ of jobs:
One instance of refusing a job (against your beliefs) might be allowed: but it could be the case they simply send you another job or two that are equally unsuitable/impossible, in the same or a different job. They do this so your conscience makes you refuse, so they can then say you refused to apply for 2/3 jobs in a row. And stop your benefit. Even though each individual case and refusal is separate and legal, they can say the combination of refusals gets you Sanctioned. This seems a deliberate trick to kick people off benefits. Or they send you to a job you would/could/might do except it is in the middle of nowhere with no transport.

    Data protection:
You can’t be forced to consent to put private data in the public domain, that is not consent. It could go to a company you disagree with, or have protested against. They can use and store and pass on your details including to other companies like them. They can spy on you or get you in trouble.

Anyone want to write a tailormade CV for IDS or any of the government? Like the type written for us by WP providers. If you let people write their own CVs, WP thinks, they might look too intelligent to be employable in the McJobs we are ordering them to apply for. And they might make image problems to the whole ‘jobseekers are scrounging lazy morons’ myth. WP ones are full of mistakes in grammar, punctuation, syntax, spelling, vocabulary… even spelling your own name wrong! As if you would spell your own name wrong on your own CV and job application, and mis-spell the town you live in and your job description!

“My name is Ian. I live a comfortable life at the taxpayers’ expense. On a good day I can just about tie my shoelaces. I have been told that I am useless. I was not really elected, I more sort of fell upstairs. My friend Dave was the same. We like knocking on people’s doors then running away (police election..). My carer says I could have Dave’s job one day if I apply myself but I don’t know what that means. My life skills are playing in the sand pit and scribbling with crayons. So far I’ve not had a proper job, so give me one, anything that pays 5 or 6 figures a year and that comes with lots of free houses please. And free cars too. I like cars. My main problem is I am allergic to the electorate.”

“Please give me a job. We went to Eton and we want to do something important like finding a cure for poor people, or starting a faith foundation like Tony’s one, possibly in the jobcentre, prayers-for-benefits we were thinking of calling it. It is what they call legacy.
We like big dinners and we know for a fact everyone has 3 meals a day because that is what we have when we are on a diet. If this does not work out we can always eat the poor. There’s plenty of them to go around. I can’t write my own name but I think it is like
V, A, D, E. According to my children (my referees) I am “rubbish”. If the poor had less to eat they would pray if we told them to. Because we cut the buses, there aren’t enough buses left to push all the poor people under. Soon all people will be rich because only people like us matter, we would change the law so only rich people in the tories can be real people. All the rest can be called unpersons or subhumans, or as a girl I fancy (my penpal in Berlin) called Angela says, Untermensch. This will cure poverty because anyone poor will not be people, so they are not real, so all the People are rich. I love profits.”

Not a real CV but it’s the kind of thing they want/expect us to put:
    A. Scrounger
    Date of birth: Yesterday!
    IQ: 50
    Shoe Size: 10
    Height: 6’0″
    Sex: Male
Colour: White [NB entering any other height, sex or colour will not get you the job]
    JOBS: None
Employment History: Years in jail and taking drugs
Skills: Nicking cars, setting fire to bins
    Education: Expelled
    Qualifications: 0 GCSEs, 14 ASBOs, 76 Cautions, 8 Convictions,1 Restraining Order
What would you like to do in 5 years’ time?: Your mum.
Experience: Turning toothbrushes into knives in jail, and that way of getting phones into jail.
Goals: My next bag of smack.
Literacy: I read the Sun, well I look at the picture on Page 3.
Numeracy: I can count in drugs…
    References: My probation officer.
Hobbies and Interests: Jeremy Kyle show.
Why should we offer you this job?: Cos I’m drunk and I’ll punch you in the face if you don’t

Universal Jobmatch is more like ‘universal pile of garbage’. It is the Fresh Kills (now-removed American trash mountain) of latest government rubbish.

    something survived...

    • The problem is its not just about them tracking your jobsearch.

At current there are 3 scenarios:-
      1) An honest CV
      2) A CV where you “tweak” it to your advantage (i.e. in that job you were often put in charge when the manager swanned off down to the pub… replace the real job title with one more fitting to the jobs duties)
      3) A CV where you dumb down to get lower level jobs (i.e. you remove your degree for poundland)

Your adviser at jobcentre will have the powers to see at their discretion which one you fall under. Remember, if they feel your CV is inadequate… that is grounds for a benefit sanction. So, take scenario 3… they will say you doing that deliberately to avoid work, but actually you doing it not to be deemed “overqualified”. Same, for scenario 2… this can be a criminal offence if you get a job from it… but surely you getting a job is good for their statistics?!

They will also report you to the fraud department when your CV doesn’t match up with their records. You know… when you extend your duration of work ever so slightly… or when you change the job title to something more fitting (i.e. Data Administrator, Project Administrator etc. becomes simply “Administrator”.) it will get flagged.

Long-term there is also worries your jobcentre records (PV markings (potentially violent), sanction history etc.) getting passed on to employers.

      November 16, 2012 at 10:23 pm

      • Also if you have (foolishly) signed the Data Protection Act waiver the DWP/Provider will try and track down the “CV” you have submitted to an employer/agency which could include something you don’t want the Jobcentre to know about. All in all it puts jobseekers in a real bind and does nothing but hamper, restrict and curtail their jobseeking prospects.

        November 17, 2012 at 9:51 am

      • Indeed. Also remember you have the right to withdraw your consent at any time. So if you sign a waiver under threat of the penalty of a sanction… make sure you follow it up a couple of days later by withdrawing consent!

Will time spent spent waiting around in the library count towards our “digital by default” jobsearch?

The DWP have altered the documentation regarding Universal Jobmatch

Here’s the original document from 8th August 2012, pay attention to question 13:

Universal Jobmatch – frequently asked questions for jobseekers

    Q1. What is Universal Jobmatch?
Universal Jobmatch will be one of the largest jobsites in the UK. It will be a secure and easy way for jobseekers to search for work. It will be available to all employers and anyone looking for work or seeking a career change, 24 hours a day, 7 days a week. For jobseekers and employers in Wales the service will be available in Welsh and English.

Q2. How will Jobseekers get access to Universal Jobmatch?
It will be accessed through http://www.direct.gov.uk on a computer and any internet-enabled device or mobile phone. There will also be an app available for smart/android phones and iPhones.

Q3. Will jobseekers be disadvantaged if they do not have access to the internet at home?
The service will be available from anywhere that the internet can be accessed, including internet cafes, libraries, and mobile devices.

Q4. Who can use the service?
Anyone, as it is a web based service. However, it is primarily aimed at all employers and people in the UK who are looking for work or seeking a career change.

Q5. Will there be a charge to use Universal Jobmatch?
All services offered to jobseekers and employers will be free at the point of contact, but there will be the usual internet provider’s charges.

Q6. When will Universal Jobmatch be available?
The service will launch in autumn 2012.

Q7. What are the advantages to jobseekers if they register for Universal Jobmatch?
    The advantages are:

    create or upload a CV,

tailor their job search preferences to suit the jobs they are looking for,

conduct and save their own job searches

    receive ongoing job matches

    receive alerts via email

see how they match against the jobs placed

refine their job search and identify any skills gaps against their preferred job roles

view employer details of jobs matched to their account

    apply for jobs online

access to the help and support function

Q8. Does everyone have to register to search for jobs?
No, but if not, jobseeker’s will not be able to access to all the facilities listed in question 7.

Q9. What information will a jobseeker’s CV hold?
Jobseekers will create a CV that can include, but not be limited to their name, address, telephone number, email address, skills, competencies, qualifications, salary levels sought, location, job preference, hours sought, (per day/week and flexibilities/working pattern).

Q11. Will there be a print facility for jobseekers?
Yes, jobseekers will be able to print “single documents” created within their account e.g. their CV, any web pages and screen prints they may find useful.

Q12. How will a jobseeker be notified of a job?
If a jobseeker completes a profile on Universal Jobmatch they can search for jobs and be automatically matched to the wording in the skills section of their profile. If a jobseeker goes on to complete or upload a CV, the service will search through the CV and make a match to suitable jobs when an employer places a job. They will be notified by email and by entry to their account.

Q13. Will claims to benefit be affected by the service?
No, this is a job posting and matching service, which is open to everyone, not just benefit claimants and is not connected to any claims.

  20. From Q8 – allow their Jobcentre Plus adviser to access their jobsearch activity record.

That’s one of the advantages? For them perhaps!

Anyway, I wont be surprised if question 8 magically disappears soon enough.

Q8. Does everyone have to register to search for jobs?
No, but if not, jobseeker’s will not be able to access all the facilities listed in
    question 7.

    The important word? No.

Then the adviser uses the rest of the question against you? Hmmm?

Also from the list of advantages in Q7… Apply for jobs online.

Does this imply that although you seemingly will be able to browse jobs, the details for application are to be withheld? Therefore the only way to access the job you might be interested in can only be applied for by registering?

We will see soon enough. I’ll suggest to them that they tweak that.
It shouldn’t be dressed up as an advantage FFS. It should be standard!

If people want the things in that list of ‘advantages’ then fine. But if they are declining us the ability to apply for a job unless registered then they are just as guilty of obstruction as they might – or more likely will – accuse us of.
I’ll use that line if and when they turn Q8 against me.

Most people are going to simply sign up to it. And one cannot blame them, most wont know what we know. And most will be too worried about being sanctioned as soon as the drone adopts a stern tone in its voice.

  24. Oh, I see now.

However, even though they have changed it, the drone behind the desk will not compute this fact. Even when presented with it
That’s why they have changed it. The drone only will recognise the current official version. probably simply stating that the old one is ‘out of date’ or somesuch.
Dunno, I hope it does prove useful. Really i do. We are all going to need some line of defence against this draconian crap.
If our only reference is something on a third party site we probably cannot use it. Unless sanctioned and having legal advice etc etc etc etc. And etc probably. Right or wrong these government goons ride roughshod over common sense. I am a little stressed at the moment, so not quite the full shilling. Lol.

    Mr No

    November 17, 2012 at 3:24 pm

    • Mr No this is how it was actually presented on the DWP website, print both off seperatly and take them to your Jobcentre – present it to your advisor and point out Q13 on the August letter when they say you have to do UJ – simples – it’s not rocket science.

      Obi Wan Kenobi

      Obi Wan Kenobi

      November 17, 2012 at 9:07 pm

      • Still, couldn’t give a shit what the JCP think – will be politely declining their kind offer 🙂 Who in their right mind would voluntarily put their head in the sanction chopping-block.

        ESJ

        November 17, 2012 at 9:32 pm

  27. This is the thing. as ESJ is illustrating. And as Obi Wan illustrates. They are both right! Which is why i take on board all the points raised. But I form my opinions both on how things should be in an ideal and fair scenario, but also in a more likely real world scenario of ignorance and coercion.

Sure, if you are savvy and assertive, like many of us here no doubt are, then yeah, be calm, know your stuff, really know it, Then when you finally get to the manager you can have a reasoned conversation and they should back down. Hopefully.

And then you get the nasty bastards who will just let the DM deal with it, tough. They will take an attitude of you being obstructive and hindering your progress back to work. And we cannot afford the lawyers!

Therefore no matter how right we may be when we are referring to the older FAQ, there is no guarantee that waving it under their nose and even quoting relevant legislation is going to prevent a sanction doubt being put through. Even if it does get rejected. Depends on the DM.

I will be politely declining and will be reporting what happens. And i will probably add into the mix this older FAQ. But finding possible remedy within the framework of the dubiously amended new version. This is brand new. And affects all of us. Unlike the WP and other scams they run. Which is usually a large proportion of our woes when unemployed for over a year.

But until Monday when we all get a look at this thing and teamed with that our next visit to the JC to see how they deliver this to us, we aren’t going to know too much more than what we already speculate. In my opinion it all depends on the personality of the staff at each and every JC.Some will have few problems, many will.
The refusers/non signers will be in the minority initially. And therefore in the spotlight.

No disrespect is ever intended in my posts. If it was, it would be quite apparent. This is just my take, my opinions and ideas. I’m grateful for the community that exists facing the draconian regimes.

    Good luck to us all

    Mr No

    November 17, 2012 at 8:32 pm

    • True the refusers/non signers will be in a (tiny) minority. At least 95% of jobseekers are going to sign-up to this when presented with a form by the jobcentre drone. Most people just sign anything without thinking or even reading it – we are “trained” to sign anything put in front of us to sign!

      ESJ

A lot of jobseekers are going to get caught out – not everyone has access to this information – and when the sanctions come flying in anyone who signs this shit is going to rue the day. Do NOT Sign!

        Food Bank

        November 18, 2012 at 12:27 pm

  28. Play them at their own game!

My suggestion is the recommendation that if you are forced to do it… flood the site. I don’t mean hack it or anything illegal. But design so many tweaked CVs under new Government Gateway accounts (i.e. 1 CV per account limit)

    1) Not only does it make it better for you so you can effectively apply for a job more than once… getting around jobmatching techniques (i.e. if you are either under or overqualified in one CV you can make sure its not the case in the next. As its a process of automation, the employer wont personally read the CV, you will be deemed suitable (or not) by keywords used)

    2) The JCP adviser will find it hard to track your job search activity through multiple accounts… maybe have one for every day of the week, and dedicate 20-30 minutes a day – sometimes more. They might think you are being difficult, but do they really have the cheek to sanction you for not actively seeking work so well, when you have 7 different CVs and job search daily?! I think not… (also will look better in their stats)

    3) Will harm the concept of the site. Why would an employer want CVs matched if everyone creating multiple versions gets round it? You know, if the employer is a snob and your non-Oxbridge degree isn’t good enough… make sure one version says oxford. of course they will request details of one (primary) account… keep this CV accurate to avoid issues.

Despite the above, I think your personal data on there is going to be a theft/sale waiting to happen. I recruited an employee recently… and some CVs just contain far too much information. Some have profiles on their personal life (marital status, names of family members and ages even!), date of birth, NI number, and even passport number…. seen no bank details yet though.

  29. I think the best way to this is to flip what jobcentre does on you. Create FEAR!

Be very respectful, polite and calm… when they try to mandate you to do this…

    1) Get up suddenly (i.e. unexpected) – lean across the desk, in their face
    2) Look them directly in the eyes and mutter “I do not consent. I will not register for Universal Jobmatch” (If they are wearing one, unlikely, grab their tie (not hard)…invade their personal space)
    3) Build up phlegm as loud as you can… (do not spit though its disgusting and a crime)
    4) When you think they have just shat themselves… sit down and continue like nothing has happened, back to this respectful, polite and calm person…

If that happens again with someone else they will walk out of their job… LOL

This is designed for making your life easier, you’ll be able too go online when you want and make claims and apply for services when you want. Not spending hours on the phone and pressing buttons etc or hanging around in drafty open plan offices. If you cannot see the Government are for you and not against you well then there’s no hope is there

    • OK sanctioning jobseekers might make them a target for other actions – They will have to deal with the consequences for their actions.

The Tory government is really pushing the tension… I think riots will return in 2013… not riots of the 80’s but like the most recent ones. The irony is things weren’t too bad in the late 20th century… now the state has too much control. Prevents mass protests (peaceful) and rioting… however, that only means one day opportunists will capitalise on policing cut backs and let loose. If Scotland (unlikely) got independence the Government is gone, time for revolution.

If the structure of the union crumbles… so does the law and order. As much as I dislike the government I really fear that day, if the young scottish can be brainwashed enough… possibility for the worst disorder the country has probably ever seen. I find it rather foolish that the attack on the poor (and defence on the rich) is just adding fuel to the fire… are we all really going to cooperate in workfare with mass disorder outside? They are simply creating more enemies.

    • A Jobcentre adviser CAN’T make you sign up to Universal Jobmatch with only a verbal instuction.

The adviser must give you this instruction via an official letter, by that I mean it must have some sort of code on it (for example: JCP/DWP/UJ/v 1.0) or somthing like that.

And it must state the legal regulations on it (such as: Jobseekers Allowance (Employment skills and Enterprise Scheme) Regulations 2011) or something like that.

And IT MUST SAY at the bottom of the letter (where the adviser signs it)
“on behalf of the secretary of state”

Remember a verbal instuction throws no weight whatsoever.

The private charity that runs it – a so-called ‘co-op’ – won’t or can’t (they face further cuts, they are funded by the Tory Suffolk County Council) fork out for a new Browser.

Now on the Job Search stuff.

I have been unable to access properly my Hot Mail account to check for replies to Job appplications for the last half hour.

    frank_begbie

    November 18, 2012 at 8:40 pm

  37. I think the consent website is a good resource and most of the material posted there is indeed valid.
But when we all turn up with printouts etc and they see that it’s ‘Off some website’ and not the original documents from a government site, the average advisor will simply disregard it.
Even if it is the correct information.
They will simply give everyone a jobseeker direction to register. Which is also wrong.
Supposedly it’s not mandatory, so therefore people will decline to use the ‘service’. But then they will mandate you with a letter. It’s a fucking joke.

They ask us nicely in the first instance, try to ‘sell’ it to us as a good useful tool. As they try to dupe us into giving them the ability to spy on us. To make our lives a misery, to scare us into submission. To make us waste our time looking for work that isn’t there.
In my opinion 2 hours every other day is more than enough time to cover most peoples jobsearch needs. If one is lucky there might be 20 or so new jobs that you didn’t see the last time you searched. I’ll tell them that too. It’s the truth after all. Not that such counts for much these days. Fuck ’em.

If people report their experiences honestly I speculate they will be reporting that the jobcentre advisors are disregarding any ‘paperwork’ they take with them.
Of course a few will get lucky, but most of us are going to get hassle. I hope I am wrong.

I guess my sanction will be added to soon enough.
Because I am not complying with this big brother style nonsense.

  38. IMPORTANT – BREAKING

The Universal Jobmatch system is at the old directgov site with similar branding. http://jobsearch.direct.gov.uk instead of jobseekers.direct.gov.uk

The employer system is branded Business Link. http://jobvacancies.businesslink.gov.uk/

Despite both supposedly replaced (directgov and business link) with gov.uk

The job data appears to be THE SAME you know some Normal Case, some lower case and some UPPER CASE… job descriptions no larger then what they once were.

It really is polishing a turd… its the same directgov site with a slight new layout… with the CV matching and profile tools bolted on… maybe I expected too much? I feel robbed that millions of taxpayers money were spent on this service.

I have never been on this new subdomain before, I ignored the cookie warnings… yet I have 15 cookies on my hard drive from this site.

Currently full of test data mixed in with what looks like real data. Loads of obvious bugs too Will be interesting to see what data is on it by office hours this morning lol.

Search is a joke from what ive seen. Very limited criteria when not logged in. Half the old search options are gone like via SOC etc. Overall the expected shambles. Only thing they seemed to have worked alot on is adding the ability to spy on jobseekers and allow ‘advisors’ to save jobs on it for jobseekers. Not doubt part of the upcoming bullying of claimants using the system to find excuses to apply sanctions and try and keep fixing figures to claim unemployment is going down I think.

Yes Its ASP.net as shown by the .aspx prefix & yeap its still Webforms not MVC etc. I would guess ASP.Net 4.0 as they supressed most of the Viewstate. Supressing the viewstate like that suggests they are worried about nework bandwith to me. Appears to running on a 10Gbit BT 21CN connection.

I say good its on IIS and ASP.Net, a resource hog especially Webforms. I so hope they havent got a good enough server farm running this and all the jobseekers bullied into using it everyday cause too much traffic on it and crashes and burns repeatedly LOL. A Day one outage would be good LOL

    Job Centres
In Job Centres Personal Advisers will stop:

Regularly recording job submissions and matching customers to jobs. UJM will propose matches based on information inputted by jobseekers (in CVs, profiles, and job search criteria)
Using LMS to look up vacancies, assess the local labour market and manage job referrals. Instead advisors should encourage Jobseekers to register for a UJM account and for them to give DWP permission to view their account.

It is important to note that UJM is a vacancy and job matching service, which is open to everyone, not just benefit claimants, and is not connected to any claims. Although UJM will be the preferred method of promoting job opportunities, customers will still be able to use the telephony channel for Jobseekers Direct.

    Not Compulsory
It is not compulsory for jobseekers to use UJM though a direction to do so could be applied if an adviser deemed it to be appropriate. While DWP can not specify how claimants prove they are actively seeking work, as all vacancies registered with DWP will be on UJM, DWP would be likely to expect jobseekers to register in order to apply for those jobs.

    Conclusion

UJM is one of the first major attempts by DWP to provide its services online. There is likely to be management pressure to hit the target of 80% of jobseekers using the system by August 2013. Any reports of excessive pressure on advisors to hit this target, or any other issues concerning the implementation of UJM, should initially be raised with management locally and escalated as appropriate to OSNTUS and national level.

Not that I will be jobsearching for 35 hours. It’s stupid, look at exactly the same jobs over and over again? Lol.
And if you have refused the permission to monitor your account by not consenting, I don’t see how they can effectively ‘police’ it.

Everyone that has some support and could take a sanction hit and really believes in this cause to resist the draconian regime should resist this.
I have done so with the WP, they treated me like shit and I resisted and am sanctioned for 26 weeks. I was fully willing to go the distance and I have. My appeals are pending. They will fail, then it’s a tribunal. But they don’t like admitting to their mistakes so that will most likely fail too. My sanction will be served and then it will start all over again. Madness!
All this bullshit and hassle, If it was possible for me to get a job i would have one. This crap just isn’t worth all the hassle. These DWP arseholes do not live in the real world.

The sad fact is that i do want to work and do look for jobs and do apply for the few i find that are suitable. But it doesn’t matter anymore, they have essentially made unemployment a crime.

  48. Avoid the Universal Jobmatch Sanction Trap!!

You can decline jobs (instead of applying for them – to give feedback) which will set you up for a sanction. The options are:-

    – Job doesn’t match my interests
    – Job isn’t in my desired industry
    – Job doesn’t match my skills
    – Job is below my salary requirements
    – Job doesn’t match my career level
    – Job is too far from my home
    – I have already applied for this job
    – I’m not interested in this job at this time

Please note it applies for those both logged in and not logged in (if you have an account, that is).

If you really don’t want to apply for a job for whatever reason, move on… don’t trip yourself up.

    Work Programme

    November 19, 2012 at 9:14 pm

    • It’ll be “Job doesn’t match my skills” then, over and over, as the only plausible option to avoid incriminating yourself. You can be sanctioned if you turn down a job because it’s too low paid, too far away, beneath your skill or educational level etc., so that’s the only option to use I suppose. But what is a Muslim bookseller going to do after looking at a vacancy for a salesman to unload tens of thousands of remaindered copies of Salman Rushdie’s Satanic Verses? Or a Buddhist who inadvertently looks at a slaughter man vacancy at an abattoir? Or a young girl looking at an advert for a Model who rejects it because the vacancy is for a life model (nude) for an all male artist class?

This is really, really bad shit folks.

“On Thursday 22. 8.13 the DM makes a determination that JSA is not payable to Wendy as she has refused without good reason to apply for a job in a shop that was notified to her by her advisor. Wendy states she does not want to apply for jobs in shops as she wants to work outside and use her trained skills as a gardener. The date of the failure is 8.8.13. This is Wendy’s third failure within 52 weeks. Previous failures on 20.12.12 and 1.5.13 resulted in a 13 week and 26 week sanction being imposed. As this is Wendy’s third failure within 52 weeks of the previous failure and the most recent failure resulted in a 26 week sanction being imposed the sanction will be for 156 weeks.”

      • By “clicking” on the vacancy you have made an “enquiry”; this is why Universal Jobmatch is so dangerous, and if you select any of the options in the drop-down box you will be automatically sanctioned.

        November 25, 2012 at 5:10 pm

      • Another similar example is, say you “volunteer” for some “programme” or other in the jobcentre; as soon as you do that it becomes “mandatory”. Universal Jobmatch is more dangerous than running through a field of land-mines. It has been designed to trick and trap claimants into being sanctioned!

      • It is like when an advisor in a jobcentre casually asks: “Did you apply for that job I gave you last time?” Answer “No” and a “doubt” is raised automatically. Universal Jobmatch will be able to automate the “decision making” process since you are already choosing (from a pre-selected list of all sanction-able reasons) why you did not apply for the job. A lot of jobseekers are going to get caught unaware and face punitive sanctions.

      • It was the Scottish Parliament that described the benefits system as a “Byzantine maze designed to mislead and trick claimants out of their benefits”, so it is safe to assume that the jobcentre/DWP/providers and by extension, their advisors and Universal Jobmatch are part of that deception

    • So here’s what you do if you’re forced to register.

      (1) Don’t upload your CV or create a profile. This surely cannot be demanded because of the protections afforded under the Data Protection Act 1998.

      (2) Do NOT log in using your account when you browse jobs on the Universal Jobmatch site. Browse the jobs anonymously, note down the ones you want to apply for, and only then log on and apply only for the previously noted jobs that you really are interested in.

If you browse the jobs logged off and only log on to apply for the positions you really are interested in you can avoid having to give any reason why you didn’t apply for any job.

The golden rule is: DO NOT BROWSE JOBS ON THIS SITE WHEN LOGGED ON.

The silver rule is: ONLY LOG ON TO THE SITE TO APPLY FOR JOBS YOU ALREADY KNOW ABOUT AND ARE GENUINELY INTERESTED IN, OR TO UPDATE YOUR ACCOUNT FOR OTHER REASONS.

In reality the surveillance will turn people off the site like the plague whether they are working and looking for other jobs or unemployed.

      November 26, 2012 at 10:20 am

      • But if you have given DWP/work programme permission to access your account and an advisor “saves” a job to your account you either have to apply for it or select one of those sanction-able reasons from the drop-down box.

        JC User

        November 26, 2012 at 11:25 am

      • Plus, its not like the jobcentre will have to “save” jobs to accounts on a per jobseeker basis; the same vacancies will be “mail merged” to all jobseekers accounts, then they database will be “queried” to determine who as “failed to apply” and any jobseeker who has selected a sanction-able reason can have a santion applied. This is just an automated sanctioning process that jobseekers are signing up to. Crazy!

  50. Well I signed-on today not knowing of this latest scheming scheme except being told previously to buck up my jobsearch because big changes are a coming (like they expect me to pull job vacancies out of… a tophat?). Thinking nothing of this because there’s always ‘big changes’ that come and go (i survived New Deal btw!!!).

At my local JC there is a podium type thing where security drones regroup between patrols and compare titty pics on their intelligent phones and an official who asks for your credentials and purpose of visit, it’s quite shocking actually after being in fulltime employment for 4 years and having to leave due to mental health problems only to have these crunts make me feel like a POW being led to the gas chamber FORTNIGHTLY.

Anyway, the borg slid a piece of tree my way containing “Universal Jobmatch – Getting Started Guide” and said join this today and that an appointment will be arranged to discuss it further with an adviser, that was that. I came home, almost signing away my data protection rights (and many other things) but luckily reaching the conclusion thanks to blogs like this and other sentient beings who post that UJ is not even mandatory… *rolls eyes*

I shall be taking my pursuit for employment to one of the many alternative job search websites which are safer and won’t be hit daily by hackers etc. Phew! Many thanks for the info.

  51. i dont like giving permission, the fact is it is used against you.

going back to new deal someone told the provider mcdonalds were holding an open day,of course this provider phoned up behind their back they said they had not and everyone was let know about it.

they were doing this with everyone.going through peoples paperwork, contacting to find out what happened at interviews, the excuse was at the time to provide feedback on interview skills, but of course all it did was bully those who had attended their interviews,”its the job you wanted” even though at the time i was told i didn’t have the experience.personally i wouldn’t give them anything, you signing a disclaimer means you waive your rights to any argument.

this universal jobsearch site states this.

I authorise DWP to view my job data information
DWP can use your basic job data information to search for jobs on your behalf and save them for you. These jobs will appear on your ‘Saved Jobs’ page, as
well as in your ‘Job Results’. You can then view, apply or keep them saved for later. While this authorisation is not required, it is highly recommended to
help make your job search more successful. Note that DWP will be able to see all your job searching activity, including your notes, feedback and saved
    searches.

However its ammunition for sanction targeting letting them do so.

She said i must register on UJ and i asked, what if i’m handing CV’s into employers or attending interviews and was told to type that all on my UJ homepage or whatever and they can mandate me to use it, right away i said No, you can mandate me to register but not comply away my data protection right, she immedietly backed down and said “OK, you can use a piece of blank paper then” haha. win. One problem they have is that the public access to computers means the libraries, and the privatised so-called ‘co-op’ that runs them seems either incapable or unwilling (it costs money) to ungrade their breaking-down system browsers so that you can access the Jobmatch site (they lack ‘cookies’ apparently).

So maybe they will change tactics and be posting letters. In the mean time I will just keep a record of my job applications on paper. I cannot see them sanctioning me for not joining a site only recommended by them. If you apply for a job through the UJM system and get it, or an employer leaves you an invitation to attend an interview and you get the job, your Work Programme Private Provider WILL be able to claim a job outcome, therefore you will have just made your Private Provider a buttload of money for free – because once they know you have a job, they WILL have all the details via the UJM system and will make sure you stay in the job for at least 2 years so they can claim their money from the DWP.

I do not want my data stored in America, Utah I believe, by a private company Monster Inc., who might pass on my private data to others if the company is sold etc., etc. I do not consent to have ANY of my online activity monitored, or to accept their cookies (which I don’t have to agree to because of EU law) and be surveiled by ANYONE, man or machine, when I’m doing anything online. If my Jobcentre adviser has a job he/she thinks I might be able to do they can write to me, email me, or tell me about it when they interview me on an individual basis.

Although I have registered with the system I do not intend to use it unless I get a signed letter from the DWP informing me that everybody HAS to use the site and that EVERYBODY on JSA will be doing so EVERYWHERE. I want documentary proof in respect to what they’re telling me to do so that if push comes to shove and I have to go to court, or a tribunal, I can show exactly what someone told me to do and not get into “my word against their word” situation. I do not see how it is possible to mandate us to do volunteer away our rights to privacy because of protections afforded us by the Data Protection Act 1998.

I have been signing on jsa for a year now I am on an a4e work programme( that’s actually a million more times useful than any job centre staff have ever been, its not so bad, they are helping me use my degree and skills to try self employment) I didnt sign the data sharing consent for or allow a4e to store my cv.

I was asked when i went to sign for jsa, to sign up for universal jobs match, I asked “was it mandatory and if not doing so could cause sanctions”, rightly she said “no”

Thats my advice, Ask is it mandatory, once they say no, tell them your already registered at a number of sites and don’t wish to register. She then said well what difference will signing up to one more sight make, to that I replied “exactly my point!”

She then told “it will become mandatory soon”. I said “ok”, let me know then I will sign up.

after signing on for a three years now, I have found the job centre to do nothing to help me, but try to penalise me and force sanctions, I have successfully appealed two sanctions this year, one for being ill with asthma, the other for not applying for a job I was given but not told to apply for, the job was 33 miles away.

If i honestly thought the universal-jobsmatch was there to help and not to catch out jobseekers and help dish out sanctions i would welcome it.

But my experience with job centre plus tells me different, they are no help, they try at every opportunity to sanction me and have generally cause stress and upset at every turn.

It is outrageous that you have been officially misdirected by Jobcentre personnel if they told you that registration with Universal Jobmatch is compulsory.

The use of the word “compulsory” is highly suspicious. The PCS Union recently issued a statement to Jobcentre personnel clearly saying that registration is not mandatory! I’m wondering if they are just varying the wording by telling you that it is “compulsory”!

You ask the question: “what do I do”?

Did you read the statement put out by the PCS Union on Universal Jobmatch?

(By the way, the subsequent “advice” given by “chicken” is inane – if he “can’t say”, then why is he posting in the first place)?

According to the statement from the PCS Union based on the Universal Jobmatch toolkit which is a guide used by Civil Servants, it says in Chapter 3, paragraph 50:

“You cannot issue a Jobseekers Direction to either require a claimant to create a profile and CV in Universal Jobmatch or to mandate a claimant to give us access to their account”.

Paragraph 50 states: “We cannot specify to a JSA claimant how they provide us with records of their jobsearch activity and Universal Jobmatch will not change this”.

What can you do? You can mention the PCS statement on Universal Jobmatch to your Jobcentre advisor. If that does not put a stop to this mal-practice, take the matter to your MP and to your local press. I also suggested that you could report the matter to the PCS Union directly by sending an email to leeds@pcs.org.uk

Remember, even the PCS Union is concerned that their own members are guilty of officially misdirecting the public!

It is vitally important that you do not ignore the case all together.

Two references were made to “paragraph 50”. Well, we now know that the “work programme” was ILLEGAL thanks to the sterling efforts and dedication of Ms Reilly, Mr Wilson and their legal teams, hence the “Refuse the Work Programme” is vindicated. It still didn’t stop the criminal DWP illegally sanctioning its intended victims who rightfully refused to participate in this illegal and insidious scheme. That is why those who have been ILLEGALLY deprived of their sole means of survival through sanctioning are urged to claim back the money which is legally theirs by any which way they can. Katie

  70. For Stan Day – and others interested in Universal Jobmatch

The bad news is a Jobcentre can bring anyone in every day under ANY circumstances. There is nothing new about that power either!

But it is extremely controversial for this to happen as a reprisal for not signing-up to Universal Jobmatch – which is not mandatory in the first place as even the PCS Union have said themselves!

It is vitally important for the press to be made aware of the statement issued by the PCS Union about their concerns over Jobcentre personnel being bullied by local management into pressuring claimants to register for Universal Jobmatch, when it is not mandatory.

Trickery, mendacity, intimidation and official misdirection is not the way for anyone to conduct any business, but as the following report in the Metro will show, this Government does not seem to mind doing that:

  71. thanks you’ve been a big help, my prob is I’m 61 and have been laying bricks for 45 years and suffer from periodic arthritic attacks every 3-6 months which last 3/4 weeks these are increasing in frequency I should have retired last year on pension credits but as we all know this govt increased that by 2 years. So when not having an attack i am fit for work but not for long. The Jobcentre rules mean i have to continue applying for jobs which i know i cannot commit to long term, they know my circumstances but go through the motions like drones

    • Hello again Stan Day

Your case is all the more exasperating because you missed out on Pension Credit by a narrow margin. As you are painfully aware, prior to the recent rule change you would have been able to take Pension Credit at 60 years old – and you would no longer be suffering the way you are now.

In a few years time, the qualifying age for Pension Credit will be 65 – that is if people live that long. Many hopelessly unemployed and unemployable older people in their 50s and 60s will die before reaching 65 trying to comply with all these increasingly harsh benefit entitlement rules.

The one-size-fits-all policy is absurd – as your own case clearly demonstrates.

And if you go on to ESA, ATOS will no doubt hound you to a premature death. Have a look at this poster, prompted by “Clause 99” – which is the latest measure toughening up the rules even more on ATOS appeals:

Perhaps you can let us all know how you get on with the local press and your MP!

  73. just been told by my delighted jobcentre advisor that universal jobmatch is mandatory from today, is this true? or are they being forced to lie again

    knackered pleb

    February 18, 2013 at 4:08 pm

    • Knackeredpleb is told Universal Jobmatch is mandatory from today (18 February), while Stan Day was told last week that Universal Jobmatch is “compulsory” from 13 February!

Both Jobcentre versions can’t be right!

Let me quote here from the DWPs “Toolkit” on Universal Jobmatch – which is a set of guidelines for Civil Servants at Jobcentres:

Chapter 3, paragraph 50 states: “You cannot issue a Jobseeker’s Direction to either require a claimant to create a profile and CV in Universal Jobmatch or to mandate a claimant to give us access to their account – this is their decision not ours”.

Even the PCS Union has issued a statement about this, and as far as I am aware, the contents of “paragraph 50” quoted above, are still in force and have not thus far been replaced.

Quote paragraph 50 from the “Toolkit” mentioned above to any Civil Servant at a Jobcentre who has told you that registration is mandatory, and if they ignore that, report the matter to the Jobcentre manager and then to the local press and your MP.

    knackered pleb

    February 18, 2013 at 8:26 pm

  76. pps- i think if you join UJ and do not load up any CV or details whats so ever you’ve covered your ass, the prob they’re having is getting “tracking” accepted re- EU rules and legalities etc

    knackered pleb

    February 18, 2013 at 8:47 pm

  77. For “knackered pleb” and others…

Jobseekers all over the country are being told to apply for a minimum number of jobs each week. That is yet another lie in the endless stream of lying and official mis-direction that takes place daily in Jobcentres nationwide.

For example, “knackered pleb” is told to bring evidence of “3 jobs”.

There is no statutory minimum number of jobs a JSA claimant needs to apply for, as long as certain “steps” are taken each week to actively seek work.

Furthermore, in the Universal Jobmatch “Toolkit” used by Civil Servants at Jobcentres, chapter 3, paragraph 52 states: “We [the DWP] cannot specify to a JSA claimant how they provide us with records of their jobsearch activity and Universal Jobmatch will not change this”.

So you see, apart from being not mandatory, Universal Jobmatch is not even necessary! Claimants are free to use any source of job vacancies to satisfy the actively seeking work test.

    • Yes, but other postees have also asked this question;- How long before it’s decided by whoever that UJM Logon by those on JSA WILL BE classed as signing on. No longer being required to attend jobcentre only for reviews etc ?

  81. Sorry to be off-topic, but thought this maybe important ?.

After reading the first post in the link below I had a nasty thought!!!.

    http://dwpexamination.org/forum/general-discussion/dla-stress/#p77779

As some know, a matter of weeks ago a commitment was given by government that anyone on lifetime or indefinite awards of DLA would not be reassessed until October 2015 at the earliest, this will only be the case when PIP comes into force. As we know PIP is NOT in force yet, given the first post in the link above it crossed my mind that are Atos going to make an all out effort to remove as many people on lifetime or indefinite awards of DLA off the benefit before PIP comes into force ?. As I said, just a nasty thought I had, well, we are dealing with some very nasty people…

    • Why should people be on “indefinite” awards of DLA? What if they make a recovery? Spain is chock full full of folk on “indefinite” awards of DLA who recovered years ago laughing their socks off.

    • ATOS may or not be the scum of the earth but there is no denying there are a lot of folk out there taking the piss out of “disability” benefits and since this is an unemployment forum let me tell you that they HATE the unemployed; they want to see you stripped of your benefits and thrown onto the streets so that they can receive even bigger payments for sitting on their arses.

  84. The previous job searching method was absouloty fine NOW the job centre have fixed something that was never broken in the first place, Unemployment was falling before anyway and now all they have done with new Universal shittyjob match is throw people off and fuck people over, some people aren’t getting the benefits they need to live, Although the job center doesn’t care, ITS DISGUSTING and i hope they realize this before the now growing unemployed start a riot. I used to respect the job centre for what they did Now they can go to hell

  85. and whats with advisers wanting to be spies(they can now see everything your doing, CV,cover letter, details, e-mail, and lots of other shit maybe i dont want fuckers to see), and why are they in that position i mean how many of them have had as many jobs as the unemployed. Maybe they should hire me and that will count as an application HAAAH I Fucking doubt it

  86. Work Programme:

“This login will track you from the number of applications submitted, forcing you to unsuitable vacancies to get you sanctioned when you refuse or fail to apply and even log how many minutes and seconds you spend in each job searching session. Not to mention of course they will know what links you clicked, how long you were on each page for, ”

I’m hoping that this doesn’t actually mean that they’ll know what you searched for in Google in another tab does it? i.e. links that you clicked outside of the UJS site?

  89. I have master several outstanding material the following. Unquestionably worth social bookmarking to get returning to. I personally delight the fact that lot try you set to generate these spectacular educational internet site.

  90. My belief is, That come June 4th 2014, The government will gradually phase out the work programme, And the universal jobsmatch, As well as any future plans to install the Universal Credit system, When i was on the Work programme, I was notified that the DWP comes to the end of its contract at the beginning of April 2017, And that the phasing out will begin in October 2016, I found that incredibly coincidental, Considering that the Universal Jobsmatch contract comes up for renewal in 2016, However nobody has said that it will be the end of the Monster run project, Objectionally i have found Universal Jobsmatch very good, Even though i am still finding it difficult to secure full time work,(I am 57 years of age!), Sifting out the good jobs from the bad jobs has become very routine, When searching for work on the Governments Universal jobsmatch, I would point out!, I did not think it was the Univesal Jobsmatch was at fault, And that any likely successor is likely to suffer the same difficulties from unscrupulous advertisers, If you suspect dodgy works, Then my advice is ” When in doubt! Keep out, Fortunately i was warned in advance of counterfeit operators on the Universal Jobsmatch, With some of those companies to watch out for, As yet i have not incurred any problems, But it has been very hard at times, It is likely that we will see the return of the seperately run Jobcentres in the foreseeable future, And no doubt the return of “Soc Sec Ben” (Social Security Benefit), To replace the Jobseekers Allowance, “Inside sources say”, Benefit offices will be seperately run from Jobcentres, And Skillcentres and Jobclubs are also likely to return, This Phasing in is likely to commence as from the 4th June 2014.

  91. I was on the work programme for two years, It never turned out any where near like i imagined, All the hype before starting, And at the end of it no job, Just endless councilling and talk, The sheer amount of money the government put into the work programme, I would have thought have been better placed in the work force itself.

I have an enormous experience of employment in three key areas, And the sheer amount of jobs that i have applied for on the governments website Universal Jobsmatch UJM, Now i am told Some of the jobs i applied for come from perfectly fake adverts on the UJM, The sheer effort and expertise i put into it, Only to find the jobs simply do not exist at all, I cannot think why they would want to do that.
